  • This study is VE LCC case analysis on two school BTL projects which is constructed by Private sector and rented to government. Then private sector payback their initial cost and profit by rental fee from government. The VE in Korea, revised by the method of the Construction Technique - Enforcement Ordinance in 2005 is applicable to construction business which size is over 10 billion won. The VE well known as a way of productivity elevation is already proven and outstanding management method In construction industry inside and outside of the courtly. As its unique personality of BTL business, VE workshop period is too short. There is a few accomplished BTL project and data base, because BTL business begun from year of 2006. So we are trying to proof effect of VE LCC through case study of school BTL projects.

  • According to revision of Construction Technology Management Act (2005), the government ordering construction which cost is more than 10billion won should investigate the value engineering(VE) of a construction. In this sense, the government actively promote plans in 2008 after identifying the examining standards of the investigation on the VE(2007). It is substantial issue to introduce Pre-Qualification(PQ) in oder to restrain unlicensed VE consulting companies or VE consultants. This system will contribute to the quality and the settlement of the value engineering in our country. The reason why the Korea VE Society founded in 2006 is one of the afore-mentioned reasons. Therefore, we try to establish the value engineering of Build-Transfer-Lease Scheme by providing the practical application of construction value engineering and definite procedures through the example of Andong Culture and Art Center's research in one of the various construction fields.

  • The purpose of VE (Value Engineering) activities is to come to an achievement of building necessary functions at the lowest possible cost. This study unfolds the co-VE activities which occurred between Gas Range and its partner company in the supply of Grill Body. The co-VE activity has accomplished the cost reduction of about 57 million through performing the function deployment of 12 parts and by devising the alternatives.

  • This study enforced function analysis, achievements of ideas and valuations due to VE workshop about " the new construct field of apartment, A-14, Woonjeongjigu, Paju" as the project of a plan VE competition held by the Korea National Housing Corporation, For the results of the research, it was to enforce 163 works of function analysis, 333 items of creating ideas, and 193 achievements of ideas. Besides, VE was proposed about 46 works of increasing values and cost reduction for 103 works and 10,040,000,000 won.

  • VE is one of the most effective and systematic tool available to achieve the required function at minimum cost and manage in many industrial fields. The purpose of the preparation phase VE job plan is to establish a cooperation system referring to groups for the successful implementation of VE, and to achieve a common objective to collect sufficient materials required in the analysis phase. The Quality Model is used to measure the requirement of shareholders(users and owners)in the project. It also offers a guideline on decision making when executing the function definition, function arrangement, function evaluation, and the idea evaluation of VE. However, the current the preparation phase business confirms that the required items of owners and users has not suggested definite goals and directions. This study analyzes the problems of current work in the preparation phase from case study, survey and interviews of experts. It then proposes a new process after understanding the required items of owners, users and experts.

  • It is increased concerns that review the design based on the economic efficiency, VE(Value Engineering), in construction industry. Also, the effectiveness of VE case study has reported very variously in the domestic and foreign construction industry. The phase of drawing idea VE process is important because of real cost saving effect. The design review checklist in the phase of drawing idea make more effective VE. The research suggests the method and process of design review checklist focusing on the construction work in this study. Also, it proposes the useful process with the exited VE procedure.

  • Because effect of value elevation is great as it is fast that construction VE is enforcement, VE at the design phase is more and more important more than construction process phase. But, is exerting negative impact for construction process phase by various problem that happen at design phase, and is causing discord to between project partners. Therefore, quality security in design phase is important first of all. Hereupon, this study emphasized that need VE at the design phase of extension plan forward more and more because achieved process that derive conceptional estimation by quantitative value calculating value index (V) through provision of design function point (F) and LCC expense (C) by comparison method of construction and chooses optimum method of construction through VE/LCC analysis example in improvement of soft soil ground method choice process of design phase.

  • Recently, Korean government promotes BTL(Build-Transfer-Lease) for their public construction project to apply private sector's experience and finance initiatives. Many of public buildings and civil infrastructure projects were planned to be delivered by BTL and it helps to continue public projects under tight budget conditions. Since the characteristics of BTL projects, creative ideas for the project function, performance and its LCC (Life Cycle Cost) become more important than usual public work project. This paper introduces the systematic "VE job Plan" application techniques for BTL project and shows the process. This study shows the application of "VE job Plan" for BTL project to help decision making and value improvement. Also, Project cost was estimated by LCC (Life Cycle Cost) analysis. Technical "FAST diagram"was developed and used to find major functions of the project. So, it helps to improve performance of functions and make creative ideas. FAST diagram also help to find relationships between functions and cost. A case study (Daegu Art Gallery BTL Project) was conducted using proposed "VE job Plan. Study demonstrates how value management helps save money and increase functional performance. Researcher found that project can save cost and improve performance of functions significantly by using appropriate VE analysis process at appropriate time.

  • Value Engineering(VE) process is going to make a series of improvements for the effective construction project management or optimal proposal to improve quality, performance improvement, cost reduction and customer satisfaction. For making the quality model based on better than the architecture that is required in the VE, such a project promoting creative plan, functionality and constructability reflecting the materials and improved construction methods and building life cycle for reviewing the smooth progress of the construction projects may be necessary for management techniques. This study is to establish a management plan in the educational facilities construction process through education institution's recent orders completed by VE case study.
