서울시청 앞 광장조성 관련 공론장에서의 의사소통에 대한 비판적 검토 (A Critical Examination of Public Sphere Communication in the Decision-making Process in Relation to Seoul City Hall Plaza)

  • A few years ago, many people proposed that a plaza be added to Seoul City Hall. The proposal, however, did not materialize because of traffic confusion. The June 2002 World Cup cheering in front of Seoul City Hall has prodded the public to reconsider the plaza. Even though the exercise failed to gain support, many democratic procedures, opening a Web page and design competitions, and so on were attempted while the design and management of Seoul City Hall Plaza was being deliberated. In the future, the need for proper communication and democratic procedures in the process of making decisions regarding public spaces is expected to increase because of the strengthening of the requirement of participatory and deliberative democracy. An examination of the nature and extent of the communication that has been carried out in relation to the plan to add a plaza to Seoul City Hall will be very helpful in gathering feedback to guide decision-making in regards to the use of other public spaces. Thus, this study has a three-fold purpose. : (1) to examine the theories that may justify the need for public input in relation to decisions made regarding the use of public spaces, and to propose the criteria to be used for the methods of communication (2) to examine the contents and conflicts of communication in relation to the decision made regarding the design and management of Seoul City Hall Plaza and (3) to examine the potential distortion of that communication by analyzing the communication according to the criteria previously proposed. The study method that is used herein is the analysis of articles about the subject matter, which have been posted on the Seoul City Hall Plaza Website and which have been published in newspapers such as the Chosun ilbo, Donga ilbo, the Jungang ilbo, and the Hankyoreh. Diverse article contents are also discussed. As result, there are many differences in the contents and viewpoints of the newspapers that are included in this study. In addition, the related Internet bulletin board has not been used actively, but has contributed to forming public opinion on this issue. Finally, the public demanded to be given acceptable reasons for the results of the design competition, and for the decision to make the grass plaza, which ignores the chosen design in the newspapers or on the Web page. However, their demand was rejected. The communication therefore became distorted and consequently did not become successful in bringing about its intended result.

  • Kyoto, which was Japan's political and cultural capital for more than a millennium before the dawn of the modern era, shows distinctive characteristics formed in the process of urban modernization. A citizen plaza perfectly fit to a modern city is lying on the east side, but a delayed urban reconstruction in the city center due to a strong conservative self-government awareness, as well as a delayed modernization of tax system, caused disorderly urban sprawl to appear in the suburbs. Thanks to the enactment of urban planning law enacted in 1919 by the government (Ministry of Internal Affairs) and an increasing awareness about the necessity and rationality of urban planning projects, urban renovation took place at a rapid pace. In the meantime, new ways of urban design were sought for and experimented to conserve it as a historical city against the city' quickly changing landscape.

To Predict the Tendency of the Development of Urban Comprehensive Park through the Social Reform of China - The Example of Changes of Comprehensive Park in Wuhan City -

  • This paper is to study the tendency of the development of the urban comprehensive park in the modern history of China, and take the urban comprehensive park of Wuhan as an example to study the local research through the literature.. In 1928, Wuhan Urban Comprehensive Park starting stage characteristics to the ideological education of the government as the center, in 1977 the policy of reform and opening to the outside world to entertainment center, ecology design point of view, the introduction of open space and urban plaza, to human centered design, application of science and technology. 2015 in Wuhan Urban Garden Expo theme can be seen in green life as the goal, through the design of urban comprehensive park ecology and human centered design, the application of science and technology development.

이용자의 도시적 공간체험을 유도하는 도서관 공간 특성 연구 (A Study on the Characteristics of the Library Space for Introducing Urban Experiences)

  • This study is aimed to examine the characteristics of library space, in which user experiences and social networking are central in its design. Today, a library is a place to provide diverse accesses and experiences to information networks, where various individuals and user groups come and share mutual understanding and experiences. Library users developed social ties and a sense of community through library experiences. As a multipurpose space of a community, a library has the characteristics of urban public space like sidewalks and plazas. The eight case studies of libraries are analyzed from the viewpoint of each factor of library experience, including landscape, sidewalk, and plaza experience. The study drew its conclusions as follows. First, a library is a regional landmark for the users. Thus, it tends to be designed to allow transparency on its surface which introduces inner and outer landscape into the inside of the building. Second, the users experience a library similarly as they experience an urban street where they interface, browse, and interact with people and information. As they interact and share experiences, they develop solidarity and social ties among them. A library is designed to preserve continuity to adjacent streets, which increases accessibility to the building and hosts street activities into the building. Third, a library today is designed to be a flexible open space with information networking as well as community networking which allows library users diverse activities within it. For example, a multipurpose grand stairs in the middle of the main circulation of a building allows the users diverse activities. A large open stack with reading areas gives the users the feeling of an urban plaza where they can move vertically and horizontally. In conclusion, all findings of this study imply a user-oriented design for a library building.

  • Public spaces in the cities are social and economic resources to maintain sustainable urban revitalization. As an importance of public spaces is getting increased, many cities focus on public space management and introduce their own management system. NYC Plaza Program is one of the public space management systems in USA and it was designed in order to transform underused roads and streets into pedestrian public spaces throughout the New York City. Plaza management system works with private organizations' participation as NYC Department of Transportation empowers selected private organizations to the right of management and assists their efforts. In this study, we focused on how the plazas are managed by private sectors and seek to find out characteristics of types of management methods based on landuse(residential, commercial and openspace) status around plazas. We analyzed 61 plazas that generated by NYC Plaza Program with three major conditions of management system including organization, fund and activities. There are three major findings from the analysis. 1)In most residential surrounded plazas, resident-initiative organizations manage small scaled fund and activities meanwhile public agencies support their management. 2)BID is a dominant tool in the commercial surrounded plazas. BID provides with secured fund, mid-sized activities and a broad network with commercial facilities. 3)Openspace-surrounded types are usually using supports of exiting organizations and fund system.

광화문광장 조성과정 및 설계 연구 (A Study of the Planning Process, Design Idea and Implementation of the Gwanghwamun Plaza)

  • 본 연구는 2009년에 개장한 광화문광장이 조성이 되기까지의 과정 및 설계 아이디어 도출에 대한 제 전반의 사항들을 다룬다. 광화문광장 조성은 일제에 의해 왜곡되었던 조선왕조 국가상징축을 복원시키려는 시도라는 점에서 큰 의의가 있다. 광화문광장 조성은 여러 단계를 거쳐 진행되었으며, 크게 세 단계로 나눌 수 있다. 첫째, 광화문광장 조성 논의 단계로 세종로를 광장으로 만들기로 확정짓기 전까지 논의 단계이다. 광화문광장사업이 2007년에 현실화되기 전까지 세종로를 광장화 하고자 했던 여러 시도와 함께 행정 주체가 광화문광장 사업을 조성하기로 확정짓고 설계공모에 들어가기 전에 주요 결정사안들을 시민과 전문가들의 의견을 수렴하여 결정해 나갔던 단계라고 볼 수 있다. 두 번째 단계는 광화문광장 기본구상 및 설계 단계로 최종 설계안은 아이디어 현상설계와 턴키 설계 공모 두 단계를 거쳐 확정되었다. 최종 설계안은 국가상징도로로서의 세종로 축과 육조거리를 복원하는 등 역사적 맥락을 회복하는데 주안점을 두었으며, 역사복원 존(zone), "조망 및 역사재현 존(zone)", "문화 존(zone)", "도시 존(zone)"으로 주제를 설정하여 구성하였다. 광장 조성은 역사성의 재현, 조망권 확보, 일상 문화공간 창조에 주안점을 두었으며, 아이디어 현상공모 단계에서 턴키 기본설계 단계에서 시공에 이르기까지 '기억과 전망의 장소'라는 기본 개념은 유지되었다. 더불어 광장 고유의 비움 및 유동성의 특성을 반영코자 하였다. 세 번째 단계는 시공 및 조성 단계로 광화문광장이 실제로 만들어지는 단계이다. 이 단계를 거치며 몇 가지 요인으로 인해 광화문광장은 최종설계안과 일부 다른 모습으로 완공되었다. 본 연구에서는 광화문광장 조성 논의 단계부터 완공하기까지 이러한 일련의 과정들을 살펴보고, 그동안 표면적으로 드러나지 않았던 당초 설계안, 설계안이 변경될 수밖에 없었던 여러 요인과 이유, 완공 이후의 광화문 광장의 공공성에 대한 논의까지를 모두 종합적으로 다루고자 한다. 더불어 이를 통해 도시 공공 공간 조성에 있어 합리적인 방안을 도출해 갈 수 있을지에 대한 고민해 보고, 추후 유사 프로젝트에 참고자료가 될 수 있도록 하였다.

  • China's rapid growth has created great opportunities for design and construction of projects that not only transform sites but cities. This work combines local, national, and international expertise in developing memorable designs that seek to humanize urban life and emphasize the importance of visionary clients. Innovative examples of work in China will be presented with emphasis on three iconic projects designed and built for Poly Corporation based in China. These projects include developments in Beijing and Guangzhou and introduce the use of locally supplied materials and construction techniques. The Poly Corporate Headquarters, the Poly Real Estate Headquarters, and the Poly International Plaza, and will be described through innovative ideas that integrate urban planning, structure, and architecture.

DX Challenges in Azabudai Hills

  • Azabudai Hills is located in the area connecting Kamiyacho on the Hibiya Line and Roppongi 1-chome on the Nanboku Line, and was planned as a district with three skyscrapers arranged around a plaza. Based on the concept of a "Modern Urban Village", the project integrates a variety of urban functions, including offices, residences, a hotel, an international school, commercial and cultural facilities. The construction of the 64-story and 330-meter-high, "A block" was extremely difficult due to its large scale and diverse uses. This paper presents a case study of DX challenges to improve productivity and ensure quality, as well as the resulting benefits and future challenges.

Time-Lapse 촬영방법을 이용한 도심 광장의 이용행태에 관한 연구 -청량리 역광장을 사례로- (The Observationi of User Behaviors of the Urban Plaza using Time-Lapse Record-A case study of Chungryangri Station Plaza-)

  • The ultimate goal of this study can be summed up as follows: First, the utility of Time-Lapse that observes and records people's behavior will be shown and its merits and demerits will be discussed through comparing with other data-collecting methods such as the naked- eye observation, and the specific way in which Time-Lapse can be put to use will be suggested. Second, analysis of use behavior boserved in the plaza of Chungryangri station by Time-Lapse will be made, on the basis of which suggestions will be made concerning planing, designing, layout, and management of the station plaza. Time-Lapse can observe and records the plaza of Chungryangri Staton through 6 different ways of recording in Time-Lapse: 30 seconds, every minute, every two minutes, second every five minutes, every one tenth of a second, and every one fifth of a second, and these different ways of recording were analyzed through comparison from one to each other to check their respective utilities. And also analysis of tracks of pedestrians, density, and use behavior of users were made, according to which the way in which Time-Lapse can be utilized was examined. Several useful results obtained from this study are shown as follows. First, Time-Lapse made it possible to continuously observe for a long time using minimu efforts, and a single tape which is able to cover from 12 hours up to 25 days is useful for observing variation of behavior in space with the passage of time and seasons. Second, among six ways of recording, the recording every one tenth of a second and every one fifth of a second are useful for finding the tracks of pedestrians, the number of users, the member compositions, the time spent in one place, and manner of use. And besides the moving direction and its purpose can be recognized in a short time, which makes it possile to see where crossings of moving directions occur. Third, the recording every thirty seconds, every minute, every two minutes, and every five minutes are useful for analyzing the density in space as well as for finding the number of users and frequency of facilities use. In particular the recording every thirty seconds made it possible to keep the track of pedestrians' walking, and to observe even slowly moving motions such as cleaning. But when the recording interval exceeds one minute, this was not possible. Fourth, time-lapse has advantages over the naked eye observation in several respects. Time-lapse can measure observed behavior and density in terms of number, and locate the position of users. Time-Lapse, if accompanied by other methods such as interviewing and question that can examine psychological aspects like satisfaction or the purpose of use and be a useful device for space studies.

Engineering of Guangzhou International Finance Centre

  • The Guangzhou International Finance Centre (IFC) is a landmark building that symbolizes the emerging international strength of Guangzhou, China's third largest city. It is also one of the dual iconic towers along the main axis of Guangzhou Zhujiang New Town. Arup adopted a total engineering approach in embracing sustainability and aiming at high efficiency solutions based on performance-based design principles covering structures, building services, fire engineering, vertical transportation, and façade performance to constitute an efficient and cost-effective overall building design. Through dynamic integration of architectural and engineering principles, Guangzhou IFC represents a pioneering supertall building in China. It adopts a diagrid exoskeleton structural form that is clearly expressed through the building's façade and gives the building its distinctive character. The aerodynamic shape of the building not only presents the aesthetic quality of elegant simplicity, but also reduces the effects of wind, thereby reducing the size and weight of the structure. State-of-the-art advanced engineering methods, such as optimization techniques and nonlinear finite element modelling, were applied in parallel with large-scale experimental programs to achieve an efficient and high-performance design taking into account the constructability and cost-effectiveness for a project of this scale.
