Community-based housing is widely recognized as one unique mode of affordable housing provision discussed in the agenda of urban housing policy in the midst of global economy. While economic development of rural communities are severely blocked by many factors, the local housing needs at grass roots level are addressed in the response to the growing number of the elderly and shortage of adequate housing to accommodate the group, and the availability of affordable housing is primarily seen as a viable option to the sustainability of rural community. This research study is to examine the case study of community-based housing development in rural areas, and to explore the drives and hurdles that influence the success of each development. The on-site visits and in-depth interviews with community leaders were employed to meet the research goals. The findings show that the driving factors making the successful housing development include the firm commitment to the importance of affordable and adequate housing, strong leadership of community leaders, public support, well-advised dispersion of public resources and strong bond between the public sector and local people. In spite of all the contributing factors, the unfamiliarity of collective ownership is the leading hurdle to proceed the development in a timely manner.

As abnormal climate phenomena occur more frequently due to climate change, damage which results from meteorological disaster increases accordingly and its scale and variety are becoming wider. This paper draws out planning and design elements and application techniques to build cities more adaptive to climate change from urban development cases in US and Europe. An urban model is suggested, that enables built environment to be more resilient to risks caused by climate change is applicable to urban development projects in practice.
The purpose of this study was to provide basic information about the study of model development of sustainable housing area. So, this study identified the concept of sustainable development and condition after investigation Habitat Agenda II, and the 10 items of agenda were used to constitute the case study framework. This study found the development characteristics through the case study of 6 sustainable housing areas in the world(US, UK and Australia), and searched the missing point in the sustainable development concept. The major findings are summarized as follows: First, the attempt of environmental sustainability was restrictive such as minimal environment pollution and waste, water resource protection and conservation of nature ecosystem. Second, in social-culture sustainability, the effort of right to housing, solution of urban squatter and housing welfare eliminated. Third, in economic sustainability, the attempt of prevent natural disaster, technological and industrial disaster excluded.
Rapid urbanization has resulted in the unprecedented growth of population in Metro Manila, the Philippines and has led to a 'dual' housing crisis - vacant/unoccupied socialized housing and a chronic housing shortage or delayed housing supply. By developing two GIS-based statistical models, this study is to examine socialized housing in comparison with private housing with respect to location patterns, integration, accessibility, social and economic aspects, and vulnerability to environmental hazards. Multiple regression analysis was integrated with the GIS to identify significant variables that influence the spatial distribution of socialized housing. The comparison between the two regression models has shown that socialized housing is located in areas with inappropriate land use and poor accessibility to transportation facilities and built urban resources. Moreover, both regression models have proven the statistical significance of the vulnerability of socialized housing to environmental hazards. The finding explains how the current housing policies do not address the country's housing crisis, especially for the marginalized and low-income households. Thus, the findings provide implications for urban planners and local decision-makers in reforming the current policy interventions.

Recently, housing prices in metropolitan areas is also increasing in the UK and Australia. Their governments are trying to solve this problem by the housing development in the quarry sites near cities. The cases reviewed in this study, Erith Hill Quarry (The Quarry), Plymstock Quarry, Lilydale Quarry (Kinley), and Bombo Quarry are the mixed-used development cases in the closed quarry sites through the urban planning system. In the UK, the local government uses the urban planning scheme such as the planning permit system, section 106. The local government permits the quarry site development on the condition that it provides necessary public facilities, such as schools and affordable housing for the local community. In Australia, local governments use up-zoning permission rights to convert land uses in quarries from industrial to mixed-use. Development plans have to include urban infrastructure and open space in addition to affordable housings. In the case of Australia, establishing a development plan in advance and filling the quarry pit with overburden through a phased development is expected to have the effect of reducing the project cost. Both countries think that developing brownfields, such as quarry sites, is a more sustainable and eco-friendly development from the perspective of future generations than developing new green fields. Such a perspective of the UK and Australia will be able to give policy implications for our slightly rigid urban development system.
The climate change and global warming has been a world-wide issue. Also, the green growth has been a widely adopted strategy for national and regional development. In particular, after the Kyoto Protocol to United Nations Framework Convention on Climate Change was declared, the low carbon society was inevitable phenomenon. The hydrologic cycle in urban catchment has been changed due to the expansion of impervious area by rapid urban development. This paper has examined the Water cycle planning elements for green city in the scale of urban planning as well as site planning including housing site. In this study, the SWMM5-LID (Storm Water Management Model5-LID) model was used to simulate the hydrologic cycle of the test catchment as a typical urban catchment. We performed continuous simulation on urban runoff before and after the development of the test catchment and after the installation of Green city planning Elements.
Overseas Urban Development is even risky although it is desirable for market-seeking developed countries and developing countries facing urbanization problems. Both sides do not know each other well so that they cannot trust each other to work on this risky projects. This study constructs a frame, which is enhancing trust between developed and developing countries. The first step is to start from small collaborations than a huge project. By localization with executing projects smaller and easier than urban development project, like constructing facility or buildings, this enterprise can get closer to native elites and get to be supported from native people. And then, they can start huge urban development project. The study begins with trust theory, adding case studies contributing to constructing Cooperative Overseas Urban Development Frame. Five cases were studied and applied by the international urban development framework.
After Industrial Revolution, the rapid economic development and changes in industrial structures caused the urban centralization phenomenon of population, and the consequential and swift urban development forced to require somewhat more of necessary residential lands. Massive migration is underway in rapidly urbanizing Guangzhou, the south gate of P. R. China. Over half the migrants choose to rent in "villages-in-the-city" in the downtown area because of the low-cost and prime location. The overpopulation and resulting poor environment and high crime-rate turn villages-in-the-city into de facto ghettos. As a result, these ghettos are undergoing a manner of demolition-development, leaving migrants' housing needs unmet. A private-sector initiative-the Tulou Commune-intends to address this considerable market potential. Targeting low-income groups, the Tulou Commune creates a socio-spatially exclusionary enclave. This paper analyzes the Tulou Commune and the implications if more low-income migrants shifting from village-in-the-city (excluded ghetto) to Tulou Commune (exclusionary enclave). This study argues that the intervention of the private sector causes the demographic, social, and spatial similarities and differences of the two living arrangements. Socioeconomic and institutional factors also affect the initiative. This study also provides more empirical evidence in the field of low-cost housing and socio-spatial development in transitional Chinese cities. As the first project of its kind, the analysis of the case can suggest how to improve strategies for accommodating migrants in the future.
This study selects 45 housing complexes in Munheung, Ilgok and Sangmu districts of housing side development zones of Gwangju Metropolitan City and conducts the experiment the visual characteristics of these housing complexes through visual-perceptive information with their residents. As a result of experiment for the evaluation and structurization by visual-perceptive information of view image, there were affirmative evaluations in the whole experimental subjects except variables as 'innovative' and 'new' According to cluster types, while simple reiterative types showed affirmative responses except such items as 'dull', 'common' and 'uniform'. Variational types were affirmative in the whole items. It extracted four evaluation factors including variety, stability, harmony and symbolism. From the above research, it is understood that since the current housing site development has been made after developing housing site by public agencies and sold them to construction companies, housing complexes of different types were built within the same district. Therefore, it cannot be connected to the view of the whole district even if it considered view in planning housing complex. then when future housing side development or housing complex are planned, it is required that view guideline in the dimension of the district should be prepared and housing site development district or housing complex must be able to contribute to urban view by introducing master architect system.
