Management of urban smart systems

  • Planning activity is complex process assuming the term "complexity" as a group of elements interconnected each other. The common knowledge about city planning underlines its main aim as: figuring the present, imaging the future, governing every day the territory and the way people use and live it at different scales. When considering the strength of technological opportunities and the spreading of ICT and IoT devices within everyday life, that mean within the life of cities, the complex nature of the urban system increases with the intensification of information and their connections. Recent orientations about urban and regional planning try to carry the discipline to a more flexible approach in respect to the hyperdeterminant role of direct technical applications. This passage is a fundamental aspect considering the faster and faster modifications of social and economic assets at the global and local scale. At the same time, the "environment question" became more and more relevant at the worldwide scale within the 2015 UN 2030 Agenda for Sustainable Development. Another relevant aspect about the recent urban planning orientations regards the role of the different subjects that are part of the planning process. Approaching the government of smart cities means to define how every subject, with different roles (public or private), could enrich the knowledge of the functioning of the "urban machine" and the awareness of participation of people and city users in the quality of urban life. In the paper author starts defining recent approaches in urban planning, then the nature of the city as a complex system is analyzed from the point of view of planners and of the different subjects that act in the city. Then the smart city is introduced as a further level of complexity and finally author propose the basic element of a Planning Support System.

도시계획에 따른 개발밀도에 근거한 도시 대기오염 확산분석 - 네덜란드 Delft시를 사례로 - (Emission Dispersion Analysis based on the Development Density associated with Urban Planning (a case study of the Delft city on Netherlands))

  • PURPOSES : This study presents a specific methodology for air dispersion analysis of urban areas methodology in accordance with urban planning and transport policy. METHODS : This study performed three alternatives including development density and public transit applying integrated urban model for the Delft city on Netherlands. Based on this result, the two types of air pollutant emissions($PM_{10}$, NOx) were calculated and analyzed the emission dispersion on that City. RESULTS : As a result, the quality of air near the City is better than that of current conditions showed that approximately from 2.1 to 7.9% according to alternatives. CONCLUSIONS : Air quality assessment in urban areas can be reasonably performed by applying a methodology when urban development and transport policy are considered.

환승역세권 평가를 통한 TOD 계획 요소의 비교분석 (A Comparative Analysis of TOD Planning Elements of Major Urban Railway Station Areas in Seoul)

  • 세계도시의 철도역들은 새로운 역사개발 및 기존역사 재생에 있어서 대중교통지향형개발(TOD) 패러다임에 의한 개발을 실시해 오고 있다. TOD는 대중교통결절점을 중심으로 고밀화, 복합적 토지이용, 보행친화적 환경조성, 다양한 대중교통수단 연계 등을 융합한 도시개발이라 할 수 있다. 국내의 연구에서는 TOD 개발에 있어 정책적, 방향성 제시를 위한 많은 연구가 진행되었다. 방법론적으로는 TOD 계획요소에 대한 대중교통이용률, 토지이용의 효율화, 지하철이용자수요와의 실증분석 등의 연구가 진행되어 왔다. 그러나 TOD의 주요 계획요소에 대한 미약한 현황분석은 TOD의 실질적인 정책적, 제도적 지원을 창출할 수 있는 근거를 마련하지 못하는 실정이며, 역세권의 문제점을 파악하는데 다양한 관점에서 고려되지 못하는 한계점을 지니고 있다. 따라서 본 연구에서는 선행연구와 FGI를 통해 TOD 계획요소를 도출하며, 역세권 반경 500m를 기준으로 분석한 자료의 표준화(Re-Score)값과 AHP 분석을 통해 산출된 계획요소에 대한 중요도를 곱하여 평가점수를 도출한다. 분석결과 TOD 계획요소의 중요도는 접근특성, 대중교통특성, 토지이용특성, 인구특성 순으로 나타났고, 서울시 32개 주요 환승역세권은 잠실역, 사당역, 교대역 등이 TOD 평가점수가 높은 것으로 나타났다.

Guidelines for Tall Buildings Development

  • Tall buildings' implementation has often lacked urban design and architectural guidance. There are many examples of tall buildings that have been inappropriately located, designed, and built, and consequently dissatisfaction with high-rise development is wide-spread. This paper attempts to provide extensive urban and architectural guidelines in order to manage cityscape and to ensure safe and healthy living. Through recommendations on design and layout of tall buildings and open spaces the guidelines seek enhancing the visual experience, improving the microclimate conditions, and fostering active social life. These guidelines help in providing enjoyable urban experiences through the examination of spatial relationships, human scale, genius loci, perceptual characteristics, local identity, built heritage, economic activities, and social life.

  • The materials that are involved in urban landscaping include plants and the associated animals, soil, water, and other environmental elements. And biodiversity is the substantial base for human beings. The conservation of biodiversity is of great importance in the sustainable development of the society and should not be neglected in the development of sustainable urban landscape. The conservation of biodiversity should be included in the urban landscape planning. The conservation of biodiversity should be emphasized in the construction of urban green space. Every possible opportunity should be used to conserve the species diversity, genetic diversity and ecological diversity. The assessment of biodiversity conservation should be introduced into modern landscape planning.

Assessment of Urban Land Suitability Analysis for Public Park Planning

  • One of the most time consuming issues in a city development is the identification of suitable areas for urban infrastructures and proper land uses. Suitability analysis is the process and procedures to find the best available land in given area -that is, the ability of a system to select the needs of users in land use. This paper studied the usage of Geographic Information System technique and methods for the selection of the most appropriate sites for public park in the city of Gwangju. GIS was used as a standard technique to find the best available sites for development in urban areas. For this cause, digital elevation model and spatial data were used to produce different thematic layers by using software Idrisi. Criteria for finding the suitable site for park development were decided to evaluate the land and the followings 4 criteria were selected: on land with less than 3 degrees in slope, outside a 200m buffer around lakes, on land currently designated as forests, and 20ha or greater in size. To meet and measure each criterion, distance and context operators were applied to reclassify the importance of certain weight and Boolean images were generated to meet the criteria. These weights and maps has been combined using ArcGIS tools and the final map was prepared showing the most suitable sites. We may assist city planners and government officials in future development of public facilities including parks and related land use plans at urban level and act as to ensure proper land use planning and management of the urban areas.

  • Social and economic development needs the support of transportation and communications and in turn the development level of society and economy affects urban traffic demand and determines the investment scale of transportation facilities. In the paper based on the analysis of the evolution of urban transportation in Shanghai in the past ten years and the economic background of that period, the urban transportation in the future development of economy is generally prospected.

  • 현대 사회에서의 항만공간은 과거와는 달리 단순히 항구로써의 기능만을 위한 공간이 아닌 주거, 레저, 관광 등 다양한 기능이 복합화 되고 있다. 그에 따라 더욱 많은 사람들이 밀집하는 공간으로 변모해 가고 있다. 반면 항만 공간은 지형적, 환경적 특성 상 재해에 취약한 공간이기도 하다. 하지만 아직까지 국내에서는 방재 도시계획이 명확히 자리 잡고 있는 실정이 아니다. 따라서 항만공간의 특성을 감안한 방재 도시계획을 강화하고, 이를 통해 안전성을 확보할 필요가 있다.

교외개발의 재조명: 도시의 진화와 계획으로의 함의 (Revisiting Suburban Developments: Urban Evolution and Its Implication to Planning)

  • 본 연구는 현대도시 문제점 중 하나인 교외개발 사례를 통해 도시의 진화성을 이해해 보려는 시론적 연구이다. 방법론으로 (1) 국내 9개(1980-2010), 미국 49개 도시(1992-2019년)의 도시확장강도지수(UEII) 산출, (2) 2019년 시카고 대도시권 도시지역을 대상으로 형태학적 공간패턴(MSP)과 엔트로피(Entropy) 분석이다. 주요결과는 (1) 도시확산 현상은 보편적인 도시변화 특성으로 이해할 수 있다, (2) 전체지역의 특성은 하위단위 도시들의 특성과 다른 방향으로 나타날 수 있다. 연구함의는 (1) 교외 도시확산현상은 도시에게 부여된 여러 기능에 부합하는 도시변화 현상으로 이해할 수 있으며 하위단위 도시·생활권의 기능이 큰 의미를 갖는다, (2) 진화론적 관점에서의 도시는 기존의 발달성장 논의와 큰 차이가 있다. 이 연구는 도시의 부분적 특성을 사례로 삼고 있다는 한계를 보이며 향후 도시의 진화하는 속성을 이해하기 위한 폭넓은 실증연구가 필요하다.

도시지역 청소년수련관 유형별 공간계획에 관한 연구 (A Study on the Space Planning of Youth Centers in Urban)

  • The space planning and interior lay out of youth centers should be determined carefully for youth education and leisure after school which is considered cultural exchange, hobby, physical training in area of the daily life and to prevent unvaried or unwanted situation in the interior space. Recently, the youth center in youth facilities is architectural planning and managing without consideration of conditions of location environment, regional characteristics and prior condition of space. This paper try to provide basic architectural concept of the space planning for youth centers in urban. On the bases of survey and analysis, the basic data for youth centers have been proposed in consideration of the development of youth activity and community environment in korea. The results of the study were firstly, general basic data for the general architectural planning, secondly, guidelines for the space planning of youth centers in urban, thirdly, new alternative youth centers with 3 types.
