원도심 내 유휴시설을 활용한 도시재생사업 모델에 관한 연구 - 일본의 빈집과 빈 점포를 활용한 중심시가지활성화 사업을 중심으로 - (A Study on Urban Regeneration Business Model Utilizing Idle Facilities in Old Town - Focusing on the City Center Revitalization Projects Using Empty Houses and Empty Stores in Japan -)

  • The purpose of this study is to derive a model of urban regeneration business using idle facilities in the old city center. The scope of the study was set as empty houses and empty stores owned by private companies, and analyzed the 50 central city revitalization projects using idle facilities in 14 local cities in Japan. The results of this study are follows; First, as an urban regeneration strategy using idle facilities in the old town, it was a combination of other functions centering on commercial functions or introducing new functions required in the city center. Second, various financial supports have been provided to induce the utilization of idle facilities by the private sector, and different strategies have been implemented for businesses that need maintenance first. Third, based on the analysis results, it was possible to derive urban regeneration business model. Fourth, in order to operate smooth business, it is a need for an organization that is in charge of reviewing the consistency of upper-level planning and urban guiding functions such as urban revitalization plan, balance review of expenditure and revenues by cost subsidy and loan repayment, consultation among the business partners.

도시확장과 원도심 쇠퇴에 관한 공간구문론적 고찰: 제주시 동(洞) 지역을 중심으로 (A Space Syntactic Study on Urban Expansion and Decline of the Old City Center: Focusing on Jeju City)

  • 본 연구는 도시확장이 원도심 쇠퇴의 원인으로 작용할 수 있을 것으로 가정하고, 그 가능성을 공간구문론(Space Syntax) 방법론으로 검토하고자 제주읍성 일대의 원도심을 대상으로 도시공간구조 분석을 수행하였다. 도시공간구조에 관한 종단적 분석의 시점은 일제강점기부터 현재 사이에 1914년, 1972년, 1982년, 1996년, 그리고 2021년 현재의 5개 시점으로 설정하였다. 도시공간구조 분석은 공간구문론의 ASA(Angular Segment Analysis)를 활용하였다. 분석결과, 제주시 동지역의 도시구조는 1914년에서 2021년 사이에 큰 변화를 겪어왔다. 도심은 단일핵 구조에서 다핵 구조로 변화하였으며, 원도심이 위치한 구제주 지역은 지리적으로 바다와 접하여, 도시확장이 한라산 자락의 남측으로 편중되어 도시중심부의 위치도 점차 남쪽으로 이동하였다. 이에 따라 제주시 원도심은 도시공간구조의 역동성에 의하여 도시중심부의 중심지에서 주변지역의 하나로 전락하였다. 이와 같이, 도시확장에 의한 도시공간구조 변화 과정에서 원도심의 도시중심부 이탈이 이루어졌다는 점에서, 원도심 쇠퇴의 한 요인으로서 도시확장의 가능성을 확인할 수 있었다.

일제강점기 도시기반시설의 설치를 통해 본 강경의 도시화 과정 (Modern Urbanization Process of Ganggyeong during the Japanese Colonial Period, focused on Installation of Urban Infrastructure)

  • Ganggyeong, a city which is located at riverside of Geum River, played a role to connect the inland cities and the coastal cities through the Geum river waterway. In Chosun dynasty, Ganggyeong was one of the three major markets in Korea, and at the same time, it was one of the two river docks in Korea. However, after the railway was installed in Korea, railroad was more important than waterway in transporting logistics and in 1911 Honam railroad and Ganggyeong railway station was installed. Thus it was necessary to reorganize urban structure of Ganggyeong city from the traditional river-dock city to modern railroad city. In addition, urban infrastructure to prevent flood damage was needed because Ganggyeong suffered from floods and water shortages every year. Therefore, between 1910s and 1930s large-scale social infrastructures including road, water and sewage system, river bank, floodgate was constructed not only to revitalize the declining city but also to prevent flood damage and water shortages that hinder urban development. The installation of urban infrastructure has enabled the urban expansion and development of Ganggyeong city, and it is still served as a basic urban structure.

Paris Rive Gauche Project: (Re)developping the City on the City

  • Paris hasn't experienced such excitement since the huge changes brought about by Baron Haussmann in the 19th century. Paris Rive Gauche project, started in 1991, is the largest urban project in city ever since, it represents about 1% of Paris territory. It takes place on a workshops, factories and warehouses area that prospered along the Seine river and the railways in the 19th century. Originally planned as a business quarter, Paris Rive Gauche, developed by SEMAPA for the City of Paris, fosters urban diversity through housing, offices, public facilities, shops, creating a stimulating neighbourhood where 18,000 residents, 30,000 students as well as 60,000 employees will soon croth paths. This project's main principles are urban and social diversity, deployment of public facilites, the development of new university campus inside the city, promotion of industrial patrimony and connecting the old 13th distict to the river and the opposite side. Half of the project is going to be built on a concrete slab that covers the railway tracks which is one of the major performances of this long-term project. This concrete slab represents the new level of the City, about 6 to 8 meters above the railway tracks. We distinguish three families of buildings on the cover : Classic buildings; Bridges buildings and Connection buildings, these last guarantee the linkage between old and new level of the City.

Satellite monitoring of land and vegetation and its potential application in urban sustainability

  • The present study illustrates a method for monitoring the urban vegetation around Shaoxing city, Monitoring spatiotemporal changes in urban areas will become increasingly important as the number and proportion of urban residents continues to increase. The synoptic view of urban land cover provided by satellite and airborne sensors is an important complement to in situ measurements of physical, environmental and socioeconomic variables in urban settings. The results obtained have revealed a notable change in the vegetation cover in and around the City premises. In this study, we discussed methodology for measurement of urban vegetation and vegetation distributions based on band ratioing in Shaoxing city using Land sat TM imageries. A systematic analysis of the spatiotemporal dynamics of vegetation in urban areas is required to ensure a healthy sustainable environment.

  • The purpose of this paper was developing a development density control model for urban growth management, using system dynamics modeling. The density control model was developed to see how urban growth, transition, and decay occur depending on the interaction among population, houses, industry structure, land and urban infrastructure such as road, water supply, and sewage treatment facilities. Suggesting adequate level of development density control using the model was another purpose of this paper. The model was applied to An'yang city to estimate the maximum number of population, industry structures, houses, and cars that can be adequately sustained with the current An'yang city's infrastructur capacity. The computer simulation results shows that the city is overpopulated by some 90,000 people. To reduce the population to the adequate level that the current urban infrastructure can sustain, the current city regulation on floor area ratio are needed to be strengthened at least 20 to 35%.

A study on urban planning between Buyeo and Kyoto in terms of the interrelationship over the history

  • Due to the strong relationship between Baekje, one of the ancient Korean Kingdom and Japan through the same religion, Buddhism, it is possible to find many similarities in remains, such as temples, and pagodas, and in many relics, in both cities. However, from the point view of urban planning, Buyeo, originally designed as the fortress city, has a different city planning strategies from that of Kyoto which is a straight-lined city. After Buyeo was destroyed by Silla, one of the Three Kingdoms in Korea, it got deemphasized in Korean history. Later, Buyeo's recent city planning was directly affected and implanted in Japanese Imperialism period (1910-1945) one which emphasizes the layout of Japanese temple which serves as the center of the ceremonies for their ancestors. Thus, it is possible to find cultural interrelation in urban planning between two cities throughout the history of Korea and Japan.

u-City 도시기반시절의 특성에 관한 연구 (A Study on the Characteristic of Ubiquitous Infrastructure for u-City)

  • 전 세계적으로 IT기술의 도시공간 적용이 도시 각 분야에서 추진되고 있으며, 특히 기반시설의 경우 도시의 기술적 대응의 중심적 역할을 수행하고 있다. 그러나 현재 u-City 기반시설을 기존 기반시설과 도시활동의 융합에 관한 고찰이 부족하고 실현가능한 기술을 중심으보 구축되어 중첩된 기술과 잦은 기기대체와 같은 난개발로 이어지고 있다. 이에 본 연구에서는 u-City 도시구성요소로서 기반시설의 특성에 주목하고 산업시대 기술의 국내 적용과정에서 도시기반시설의 공급과 주기를 비교 분석하여 국내 적용 시 시사점을 다루었다. 연구의 결과 첫째, 국내 u-City 기반시설의 공급은 도입기에 공공이 주도하여야 한다. 둘째, u-City 도시기반시설은 민첩한 성질이 요구되며, 이를 위해 세부요소의 규격화, 표준화가 필요하다. 셋째, IT기술과 기반시설의 융합에 따른 변화를 고려한 통합적 거시적 관점의 제도수립이 이루어져야 한다. 넷째, u-City 기반시설의 계획은 서비스, 디바이스, 시스템의 상호작용을 고려하여야 한다.

유비쿼터스도시종합계획과 유비쿼터스도시계획 비교 연구 -U-서비스 계획을 중심으로- (A Comparative Study between Ubiquitous City Comprehensive Plan and Ubiquitous City Plan - Focusing on U-Service Plan)

  • 최근 U-City 계획을 수립한 지자체의 U-서비스는 시설 및 도시 관리 위주의 서비스로 구현되고 있으며, 시민 맞춤형 U-서비스는 계획에만 그치고 있는 실정이다. 이에 본 연구는 U-City 종합계획과 U-City 계획의 U-서비스 내용을 네트워크 텍스트 분석과 단어 빈도 분석을 통해 비교 검토하여 향후 시민 맞춤형 U-서비스 제공을 위한 시사점을 제시하였다. 제1, 2차 U-City 종합계획과 4개 지방자치단체의 U-City 계획 중 U-서비스 계획 내용을 추출하여 주요 단어들을 산출하였고, 도출된 단어를 통해 네트워크 텍스트 분석과 단어 빈도 분석을 실시하였다. 분석 결과를 바탕으로 향후 U-City 종합계획에서는 지자체의 특색에 따른 서비스 추가와 정책 재정 지원 및 시민의 필요사항을 반영하여 다양한 분야의 시민 맞춤형 U-서비스 개발과 같은 시사점을 도출하였으며, 이를 통해 U-City에 대한 시민들의 인식 또한 증가될 것으로 기대할 수 있다.

시스템사고로 본 압축도시의 공간적 특성과 지속가능성과의 동태적 관계 (System Thinking Perspective on the Dynamic Relationship between Spatial Characteristics of Compact City and Urban Sustainability)

  • The purpose of this paper is to review relationship between spatial characteristics of compact city and urban sustainabiliy from system dynamics perspective using causal loop analysis. It has been argued that spatial characteristics of compact city, high population density and mixed land use, are positively related to urban sustainability. However, research results that are not consistent with pros of compact city argument have been accumulated too. It is especially true when spatial characteristics of compact city are examined with regard to each dimension of sustainablility: economic, social, and environmental sustainability. Reviewing each dimension of sustainability with regard to spatial characteristics based on causal loop analysis, this paper provides more clear understanding on relationship between compact city and sustainability. Also this paper provides a base for system dynamics simulation for future study.
