An Analysis of The Kindergarten-elementary School Transition Policy from The New Perspective of "Bidirectional Articulation"

  • In March 2021, the <Guidance on Promoting the Scientific Interface between Kindergarten and Elementary School> issued by the Ministry of Education of China clearly pointed out that it is necessary to adhere to child oriented. This goal of this policy is based on the idea of "living education" proposed by Mr. Heqin Chen in 1940, which indicates that a true understanding of children is necessary before talking about educating them. The core goal of "bidirectional articulation" is to strengthen the sense of articulation between kindergartens and elementary school, scientifically prepare for and adapt to school enrollment, and promote the smooth transition of children. Moreover, the <Guidance Points for Kindergarten Readiness Education> and the <Guidance Points for Elementary School Adaptation Education>, which were released at the same time as the <Guidance on Promoting the Scientific Interface between Kindergarten and Elementary School>, also place special emphasis on the cultivation of children's life preparation and adaptability. The aim of the bidirectional articulation "bridging" is to realize a two-way exchange of curriculum between kindergarten and elementary school, and to reform the curriculum at three levels through the curriculum spirit of "gamification", the continuous curriculum structure, and the developmental curriculum evaluation.

Reaching Beyond the Science Education Guidelines: Project-Centered Approaches

  • Two project-centered secondary school programs were studied as part of an effort to elucidate successful components for science reform-based curriculum development. The Teachers for Exciting Science (TES), and Foundational Approaches in Science Teaching (FAST) programs in Korea and U.S., respectively, are project-centered programs because their curricula are centered on the activities initiated and engaged in by the students. Students serve as principal investigators in their projects, and teachers serve as guides. Both programs were analyzed based on criteria such as curriculum design, teaching, lives of students, lives of teachers, evaluation of program, from the Third International Mathematics and Science Study (TIMSS). In the programs, teachers and students directed the development of curricula and their implementation. Students assumed teacher roles as mentors of other students. And emphasis was on development of communication skills through student-delivered talks and written papers, and professional development of teachers as educators and scientists. Participation in TES stimulated secondary school student interest in science, encouraged inquiry thinking, increased achievement in learning science, and promoted better awareness of science related to real life. FAST students practice laboratory and field techniques, experimental design, hypothesis formation, generalization, and practical implications of research as academic and applied disciplinarians. These project-centered programs have been successfully implemented in field, lab, and classroom curricula for secondary science education. Comparison of these programs will provide an opportunity for identifying key elements instrumental in successful implementation of guidelines for science education, as measured through successful outcomes.

해외 공학교육 사례분석을 통한 교수학습 전략 탐색 (Exploration on Teaching and Learning Strategies through Analyzing Cases of Foreign Engineering Education)

  • 본 연구의 목적은 해외 공학교육 사례 분석을 통해 공학교육의 교수학습 전략을 탐색하는 것이다. 이를 위해 해외 공과 대학 중 5개 국가 10개 공과대학 사례를 조사하였다. 사례 분석 준거로는 공학교육모델, 교수학습 방법, 평가 방법 및 전략, 테크놀로지 지원전략이었다. 사례 분석 결과 도출된 교수학습 전략은 다음과 같다. 첫째, 교수학습의 개혁, 작업실과 실험실, 평가 개혁 등 교육 전반에 대한 시스템적 접근이 이루어져야하며, 이를 위한 공학교육의 교수학습 모델이 필요하다. 둘째, 구체적인 수업 전략으로는 문제중심학습, 탐구학습, 프로젝트중심학습, 스튜디오기반학습, 블렌디드 러닝 등과 같이 귀납적 접근 학습전략을 사용하여 학습자의 자기주도적인 학습과 적극적인 학습참여, 협력학습 등을 지원하여야 한다. 셋째, 교수학습의 결과를 평가함에 있어서도 학습의 과정을 성찰하고 지속적인 학습을 촉진하기 위한 평가가 이루어져야 하며 이에 맞는 평가 시스템 구축이 필요하다. 넷째, 테크놀로지 지원 환경을 활용한 공학교육이 필요하며, 구축된 공학 교육시스템은 타 대학과의 연계를 통해 연구와 교육의 효율을 배가시킬 수 있는 교육공학적 접근이 필요하다. 본 연구는 공학 교육의 교수학습 모형 및 전략 개발에 기초 자료가 될 것이다.

  • 본 연구는 2018년 '대학기본역량진단'의 과정 중에 대학 평가정책에 따른 학과의 대응을 A 대학교 기독교교육과 사례를 중심으로 논의하고자 한다. 이를 위해 대학평가정책의 배경, 대학구조개혁평가, 대학기본역량진단을 살펴보고 학과의 대응으로 특성화, 교육과정, 수업의 질관리, 교육성과, 학생지원, 지역사회의 협력 및 기여를 논의한다. 학과의 특성화는 교육목적, 인재상, 교육목표 및 핵심역량과 관련 있고 교육과정은 학생들에게 진로 트랙을 제시하고 자신의 진로와 연계하여 강좌를 수강할 수 있도록 한다. 수업의 질 관리는 A대학교의 학사지원과, 교육품질관리센터, 교육역량강화센터와 연계한 강의관리시스템으로 연계되어 있고 학과의 교육성과를 향상시키기 위해서는 신입생 충원율과 재학생 충원율을 높이고 중도탈락율을 낮추도록 적극적인 학업지도 및 상담의 실시하고 있다. 학생지원은 A 대학교 학교 차원의 비교과 프로그램과 학과차원의 비교과프로그램, 학업 진로 취업지도 및 상담, 학생역량관리 등이 있다. 지역사회 협력 및 기여를 향상시키기 위해서는 안양시 및 기타 지역의 교육기관인 유치원, 초 중 고등학교에서 60시간 교육봉사, 지역학교 행사의 지원 봉사, 교사 초청 세미나 등을 진행하고 있다. 본 연구결과는 향후 대학교육에 기초자료로 활용될 수 있을 것이다.

  • This article primarily concerns the various aspects of the rules to control express terms particularly in standard form which seek to absolve either wholly or in part from the seller's liability for non-conforming goods. It describes and analyzes in detail how English law regulates such terms. In this analysis, it places the following questions; first, whether each jurisdiction treats the seller's liability for non-conformity in quality and quantity as mandatory rules, second, if it does, to what extent it is treated so and third, if not, in what way it controls the seller's attempt to exclude or restrict his liability for non-conformity in quality and quantity. In addition, it attempts to compare the rules under English law with those under Korean law and to evaluate them in light of the discipline of comparative law. In an attempt to evaluate them, it asks the question of whether a solution from one jurisdiction may facilitate the systematic development and reform of another jurisdiction. The evaluation is based upon the idea that the problems of fairness associated with the use of standard terms occur where the customer is unfairly taken by surprise due to his ignorance of the terms, or where even if he knows of the substance of the terms and objects to it, he is met with a take-it-or-leave-it situation.

공공부조 급여구조가 수급자의 근로동기에 미치는 효과 (Work Incentive Provisions in Benefit Structure of Social Assistance Program)

  • This paper examined the impacts of the welfare reform program, California Work Pays Demonstration Program(CWPDP), implemented in 1992. CWPDP was designed to move welfare recipients into the labor market by reducing the amount of AFDC grants and one-third earned income disregard. The evaluation of the policy impacts on the welfare recipients was conducted in two areas: employment and earnings. This study used a subset of a database created by the California Department of Social Services, and University of California Data Archive and Technical Assistance. The subset is composed of 3,936 AFDC-FG cases selected in LA County: 1,311 control cases and 2,625 experimental cases. The control group was kept on the AFDC rules as of September 1992, while the experimental group was subject to AFDC rule changes implemented under CWPDP. The analyses of the employment and earnings using the random effects probit model and the random effects regression model, respectively, indicated that CWPDP did not effectively encourage female heads to participate in the labor market. It also revealed that CWPDP did not significantly increase the earnings of female heads. The findings imply that the disincentive structure of the public assistance program is not the main barrier preventing female heads from getting jobs and leaving the welfare rolls. Rather, participation in the labor market and exit from welfare is mainly determined by their own demographic characteristics and the economic cycle. Based on the findings, policy implications are suggested on the National Minimum Protection Program in Korea. Those include a flexible exemption rate for the earned income of beneficiaries, affordable child care services, and guaranteed public jobs.

러시아, 미국, 한국의 과학 교사 평정 제도 분석 (The Analysis of Teacher Evaluation Systems in Russian Federation, United States, and Republic of Korea)

  • The work of teachers is tile critical element ill effective shooting. But most reform efforts have focused on tile teaching profession as a whole and effective schools. Only minimal attention has been given to the subset of teachers whose performance is marginal or incompetent, those who undermine the very concept of “educational excellence.” Teachers are the school's primary point of contact with students and, in large part, determine the educational goals and learning activities for students. How teaching is conducted has a large impact on students' abilities to educate themselves, and there is evidence that teacher quality directly affects student learning. Unfortunately, the evaluation of teachers' teaching abilities is not clear, and there are few cases that teachers has correctly feedback fly tile results of the evaluation of their abilities. In this study, we analysized and compared the teacher evaluation systems of Republic of Korea, Russian Federation, and tile United States of America. These results will be based on the improvement of tile systems. In Russian Federation, the highest year of teacher's teaching which affects on teacher's salary is 5. In the United States, it is 12-13 years. But in Korea, it is more than 30 years. That means the teachers who taught for many years are considered as competent teachers in Republic of Korea based on the economic factors of educational effects. In Russia and tile United States of America, teachers' academic backgrounds seriously affect ell teachers' salary. But ill Republic of Korea, teachers' academic background is a bit of a contribution to salary. In Russian federation, teachers' activities related to education, leaking abilities as well as academic background are also affect ell the salary. In Korea, older teachers have more advantages of salary and promotion than younger teachers. Principals and vice principals of Korea have influencing power over teachers because their judgements on teachers play an important part in teachers' promotion. But there is no such power of principals and vice principals in Russia and the United States of America. In Russian federation, the evaluation of teachers abilities is enforced periodically. The results of tile evaluation reflect on teachers' salary directly, After teachers are evaluated, some teachers can earn lower salaries than before. Teachers' academic backgrounds which affect ell teacher' salary are classified by courses. The teachers who have master degrees or dolor degrees of education earn much more money than the teachers who have master degrees and doctor degrees of pure science in Russian federation.

문재인정부의 보건의료정책 평가와 차기 정부의 과제 (Moon Jae-in Government Health Policy Evaluation and Next Government Tasks)

  • Moon Jae-in Care can be seen as a 2.0 version of Roh Moo-Hyun Care. Just as Roh Care failed to achieve its coverage rate goal and 30% share of public beds, Moon Care also failed to achieve its expected goal. The reason is that it followed Roh Care's failed strategy. Failure to control non-covered services has led to a long way to achieve a 70% coverage rate and induced the expansion of voluntary indemnity insurance, resulting in increased public burden. The universal coverage of non-covered services caused an immediate backlash from doctors. And Moon government also failed to control the private insurance market. The expansion of publicly owned beds has not become realized and has not obtained public support. Above all, it failed to overcome the resistance of doctors and failed to obtain consent from budget power groups in the cabinet for public investment. It was also insufficient to win the support of civic groups. Communication with interested groups failed and the role of private health care providers was neglected. The next government should also continue to strengthen health care coverage, but it should prioritize preventing medical poor and create a consensus with both medical providers and consumers for the control of non-covered services. Ahead of the super-aged society, the establishment of linkage between medical services and long-term care and visiting health care or welfare services is an important task. All public and private provisions and resources should be utilized in the view of a comprehensive public health perspective, and public investment should be input in sectors where public medical institutions can perform more effective functions. The next government, which will be launched in 2022, should design a new paradigm for health care in the face of a period of transformation, such as the coming super-aged society in 2026 and the Fourth Industrial Revolution, and recognize that the capabilities of the health care system represent the nation's overall capacity.

지방공무원 역량강화를 위한 정책우선순위 분석 (Analysis of policy priorities for strengthening the capacity of local public officials)

  • 이 연구는 지방공무원들의 역량강화 정책을 설명하고, 제한된 자원의 한계 속에서 효율성을 높일 수 있는 정책과제를 도출하는데 있다. 이를 위해 AHP분석 기법을 적용하여, 전문가 평가를 통해 정책과제의 상대적 우선순위를 도출하였다. 연구결과는 다음과 같다. 첫째, 지방공무원 역량강화를 위한 가장 큰 틀에서의 정책과제에서는 지방공무원 직무관리가 가장 중요하게 평가되었다. 다음으로 지방공무원 채용관리, 지방공무원 인사관리의 순으로 평가되었다. 둘째, 세부정책에 대한 평가 결과이다. 지방공무원 직무관리 중에서는 지방공무원 안식기간제 도입이 가장 중요하게 평가되었다. 지방공무원 채용관리에서는 공무원 시험과목 개편이 가장 중요하게 평가되었다. 지방공무원 인사관리에서는 선출직 공무원들에 대한 직무교육훈련이 가장 중요하게 평가되었다. 이러한 연구결과는 지방공무원 역량강화를 위한 정책개발을 현실적 측면에서 설명하는데 도움을 줄 것으로 사료된다. 향후 지방공무원 역량강화를 위해 측정변수들의 분석이 더욱 필요할 것으로 판단된다.

공적연금의 최저생계 보장 효과에 대한 장기 전망 (Long-Term Prospects for a Minimum Living Guarantee by the Public Pension of Korea: Evaluation using Dynamic Micro-Simulation Model)

  • 본 연구는 동학적 미시모의실험(Micro-simulation) 모형인 MMESP(ver. 2.1)를 활용하여 절대빈곤선으로 간주되는 최저생계비를 기준으로 공적연금 수급액수준을 장기적으로 전망 평가한다. 즉, 본 논문에서 제시하는 노인빈곤율은 공적연금소득만을 고려한 전망치임을 주의할 필요가 있다. 그 주요 결과는 다음과 같다. 첫째, 공적연금액의 장기적 변화는 경제성장효과와 제도효과로 분해할 수 있다. 두 효과를 모두 고려하는 경우, 공적연금액이 최저생계비 이하인 노인가구는 2040년대에 20% 정도수준까지 감소한다. 그러나 경제성장효과를 제외한 제도효과만을 고려하는 경우 노인빈곤율은 장기적으로 90% 내외 수준에 이를 것으로 전망된다. 둘째, 기초연금을 A값의 10% 수준으로 고정한다고 할지라도 경제성장효과를 제외한 공적연금 제도 효과만을 보면, CPI에 연동하는 현행 제도에 비해 노인빈곤율을 10%p 정도 더 축소시킬 뿐이다. 셋째, 현행 국민연금의 급여산식에는 소득수준과 가입기간의 현실적인 상관관계가 고려되지 못함으로써 소득계층간 연금급여의 소득대체율이 역전될 가능성이 높다. 넷째, 2007년 개혁으로 소득대체율이 인하되지 않았다면 현행 체계(국민연금+기초연금)에 비해 과거 체계가 노인빈곤 완화 측면에서는 더 효과적일 수 있다. 즉, 개혁 이전의 제도 하에서는 국민연금만으로도 노인빈곤율은 약 70% 수준까지 축소되었을 것이다. 이것은 2007년 개혁을 통한 연금재정 상의 이득을 얻기 위해 지불한 비용이다. 연금개혁의 올바른 평가는 사회적 편익과 비용을 동시에 고려할 때 가능하다는 점에서 기존 논의에 대한 재검토와 향후 발전적인 논의가 필요하다.
