Discrimination of Private Property Right Protection in the U.S. Urban Regeneration Projects: A Perspective of Legal Geography (미국 도시재생사업과 사유재산권 보호의 차별 - 법제지리학의 관점 -)

  • This paper analyzes the discrimination of private property right protection in urban regeneration projects that is implemented by eminent domain based on public use in the United States. In spite of urban regeneration projects which depends on property condemnation for public use as a coercive power, it is executed on the discrimination of property right and sacrifice of the social disadvantages that transfer property from these private party to another big capitals and private developers. At first this paper investigates research trends in urban regeneration within the framework of multidisciplinary approach and suggests legal geographical perspective as a new research field. Next I figure out current state, types and numbers of brownfields site with the EPA and GAO data, and define these sites as results of deindustrialization and suburbanization process. Finally this paper uncover that the discrimination process of private property right is due to complex actions of expansion of public use concept in the U.S. Supreme Court from public ownership to economic public use, privatization of eminent domain, growth coalition regime and business friendly policy focused on economic development, class and racial bias, neoliberal movements of property right reform.

An Alternative Method for Assessing Local Spatial Association Among Inter-paired Location Events: Vector Spatial Autocorrelation in Housing Transactions (쌍대위치 이벤트들의 국지적 공간적 연관성을 평가하기 위한 방법론적 연구: 주택거래의 벡터 공간적 자기상관)

  • It is often challenging to evaluate local spatial association among onedimensional vectors generally representing paired-location events where two points are physically or functionally connected. This is largely because of complex process of such geographic phenomena itself and partially representational complexity. This paper addresses an alternative way to identify spatially autocorrelated paired-location events (or vectors) at a local scale. In doing so, we propose a statistical algorithm combining univariate point pattern analysis for evaluating local clustering of origin-points and similarity measure of corresponding vectors. For practical use of the suggested method, we present an empirical application using transactions data in a local housing market, particularly recorded from 2004 to 2006 in Franklin County, Ohio in the United States. As a result, several locally characterized similar transactions are identified among a set of vectors showing various local moves associated with communities defined.

UNCERTAINTY AND SENSITIVITY ANALYSIS OF TMI-2 ACCIDENT SCENARIO USING SIMULATION BASED TECHNIQUES

  • The Three Mile Island Unit 2 (TMI-2) accident has been studied extensively, as part of both post-accident technical assessment and follow-up computer code calculations. The models used in computer codes for severe accidents have improved significantly over the years due to better understanding. It was decided to reanalyze the severe accident scenario using current state of the art codes and methodologies. This reanalysis was adopted as a part of the joint standard problem exercise for the Atomic Energy Regulatory Board (AERB) - United States Regulatory Commission (USNRC) bilateral safety meet. The accident scenario was divided into four phases for analysis viz., Phase 1 covers from the accident initiation to the shutdown of the last Reactor Coolant Pumps (RCPs) (0 to 100 min), Phase 2 covers initial fuel heat up and core degradation (100 to 174 min), Phase 3 is the period of recovery of the core water level by operating the reactor coolant pump, and the core reheat that followed (174 to 200 min) and Phase 4 covers refilling of the core by high pressure injection (200 to 300 min). The base case analysis was carried out for all four phases. The majority of the predicted parameters are in good agreement with the observed data. However, some parameters have significant deviations compared to the observed data. These discrepancies have arisen from uncertainties in boundary conditions, such as makeup flow, flow during the RCP 2B transient (Phase 3), models used in the code, the adopted nodalisation schemes, etc. In view of this, uncertainty and sensitivity analyses are carried out using simulation based techniques. The paper deals with uncertainty and sensitivity analyses carried out for the first three phases of the accident scenario.

Automotive Adaptive Front Lighting Requiring Only On/Off Modulation of Multi-array LEDs

  • The Adaptive Front-lighting System (AFS) is a part of the active safety system, providing optimized vision to the driver during night time and other poor-sight conditions of the road by automatic adaptation of lighting to environmental and traffic conditions. Basically, an AFS provides four different modes of the passing beam as designated in an United Nations Economic Commission for Europe regulation (ECE324-R123): neutral state or country light (Class C), urban light (Class V), highway light (Class E), and adverse weather light (Class W). In this paper, we first present an optics design for an AFS system capable of producing the Class C/V/E/W patterns requiring only on/off modulation of multi-array LEDs with no need for any additional mechanical components. The AFS optics consists of two separated modules, cutoff and spread; the cutoff module lights a narrow central area with high luminous intensity, satisfying the cutoff regulation, and the spread module forms a wide spread beam of low luminous intensity. Each module consists of two major parts; the first converts a discretely positioned LED array into a full-filled area emitting light source plane, and the second projects the light source plane to a 25 m away target plane. With the combination of these two optics modules, the four beam patterns are formed by simple on/off modulation of multi-array LEDs. Then we report the development of a prototype that was demonstrated to provide the four beam patterns.

An Exploratory Study on the Relationship between Country Image and the Evaluation of Fashion Products Influenced by the Ethnic Dress of Asians

  • Our study was designed to provide some insights on positive country image and the mechanisms of influence that Asian fashion industries can draw upon for future benefit. We focused on a country image and fashion products with Asian ethnic influence. Asian traditional costume elements reflected in contemporary fashion products may be important representative tools for national cultural identity. This study qualitatively investigated how and to what extent country image and additional information influence the evaluation of fashion products influenced by Chinese, Japanese, and Korean traditional dress. We conducted four focus-group interviews (FGI) with 30 students from a fashion program at a university in the United States. We analyzed the evaluation of fashion products influenced by Chinese, Japanese, and Korean traditional dress, and their associations with country image. Our qualitative analysis offered more developed empirical evidence for the various paths through which country image affects the evaluation of fashion products influenced by the ethnic dress of Asians. The results of our study showed that the more direct the source of prior knowledge, the larger the influence on product evaluation. This study showed that certain cues in the evaluation of fashion products with Asian ethnic influence induce changes in the affective state (that stem from the psychological and social nature of fashion products) and illustrate the necessity of considering the affective processes involved in the appropriate use of the country image. In the fashion industry, extrinsic properties such as the country image significantly influence the attitude and purchasing decisions of consumers. The significance of this study lies in its verification of the relationship between the country image and additional information. Modular and situational-contextual influences are also revealed as important factors that deserve more attention, as well as considerations regarding the dimensions of the country image described in attitude theory.

Study on Problem Solving in Elementary School Mathematics through Comparative Analysis (종횡비교분석을 통한 초등학교 수학의 문제해결에 대한 검토)

  • The purpose of this study is to examine the state of problem solving in Korean elementary mathematics. To do this, we considered the meaning of problem and problem solving in mathematics education, and analyzed the mathematics curricula in the longitudinal-latitudinal dimensions respectively. The longitudinal one consists in examining and comparing the all-time Korean elementary mathematics curricula. Meanwhile the latitudinal one consists in examining and comparing the elementary mathematics curricula of Singapore, the United Kingdom, Japan, and France. As a result of analysis, we selected ten sieves for analysing Korean elementary mathematics textbooks according to the 7th mathematics curriculum. By the analysis, we conclude that we teach problem solving quite positively in school mathematics relative to another countries, in particular we have to reconsider some issues including dealing problem solving as a independent content not a process integrated in other contents.

Analysis of Related Factors on Middle School Student Smoking in Korea (우리나라 중학생의 흡연실태와 관련 요인 분석)

  • Purpose : This study are the secondary data of Global Youth Tobacco Survey(GYTS) developed by the WHO and United State Center for Disease Control(CDC) and Prevention to trace tobacco use among youth in youth in countries across the world. This study was carried out to serve for a basis for antismoking campaigns and to prevent adolescents from smoking by analyzing the smoking by analyzing the smoking realities factors. Methods : This study is a cross-sectional school-based survey, which employed a two-stage cluster sample design to produce a nationally representative sample of middle school students aged 13 to 15 years olds. Seventy-five schools were selected. All schools containing grade 1, 2 and 3 that contained 40 or students were included in the sampling frame. Results : The results of this study were as follows ; 1. The proportion of smoking students in middle school was 6.4% and the rate of smoking in male students(7.4%) was higher than it of in female students(5.5%). 2. 26.5% of all respondent had a experience to try smoke and the results showed that the rate of trying smoking in male students was increased by grade more than female students. 3. According to test of significance in regression analysis, the independent variables such as sex, school grade, smoking parents, friends distinction, pocket money and others showed statistical significance. 4. There was a statistical significance between smokers and nonsmokers in proportion to the completing the preventive education for nonsmoking(p=0.0023) and the acquirement of knowledge on smoking(p<.0001). 5. Finally there was a statistical significance between the exposure to anti-smoking campaign(p=0.0053) and tobacco advertisement in the mass media and the smoking(p=0.0036). Conclusion : All things considered, the health education for tobacco control in school need to be developed from an elementary school. I suggest that prevent smoking program in school need to be revitalized and be made more accessible for everyone who wish to quit. And the government should develop the regulation on total banning promoting cigarette advertising and smoking scene in the movie for young people.

Operational Improvement of Hemire ROV for Deep-sea Survey and Application to Exploration of Ferromanganese Crusts of Western Pacific Seamount (해미래의 심해탐사 운용기법 개선 및 서태평양 해저산 망간각 탐사에 적용)

  • This paper presents the results of an exploration of the ferromanganese crusts of Western Pacific Seamount registered by the Korean government. This area has been surveyed with a deep-sea camera and crust samples have been acquired by deep-sea dredging since 2013. On October 18-19, 2017, a united research team from KIOST and KRISO explored two blocks, OSM11 and OSM07, on the seamount using Hemire ROV. A precise survey was conducted on the ferromanganese crusts and sediments covering the slope/top of OSM11 and the middle flat area of OSM07. Rock samples were collected with precise positioning, and HD videos were recorded for 7 hours. This paper discusses the technical issues of this exploration in terms of (1) how to deal with an emergency situation during an electric power blackout, (2) the improvement of the thruster power by adding cooling plugs to the housings of the thruster amplifiers, (3) the relative motion of the depressor by changing the fixing method of the cable terminator, which affects the service life of the cable, (4) a sampling technique for the steep slope of the seamount, (5) integrated navigation under a USBL blackout, and (6) a 3-dimensional image mosaic for visualizing the distribution state of the crusts.

A Study on the V2G Application using the Battery of Electric Vehicles under Smart Grid Environment (스마트그리드 환경에서 전기자동차 배터리를 이용한 V2G의 활용방안에 관한 연구)

  • This study examines the system and process of battery stored energy in vehicles and suggest the effective area for the use of V2G(vehicle-to-grid) from Jeju Smart Grid Demonstration Project. V2G means technology of electric power transmission from the battery of electric-drive vehicles to state grid. As for the increasing of effectiveness for demand-side control, V2G is a very good alternative. In the U.S., the utilization of electric vehicles is under 40% on average. In this case, we can use he battery of electric vehicle as role of frequency regulation or generator of demand-side resource. V2G, which is the element of Smart Transportation, consists of electric vehicle battery, BMS(battery management system), OBC(on-board charger), charging infrastructure, NOC(network operating center) and TOC(total operation center). V2G application has been tested for frequency regulation to secure the economical efficiency in the United States. In this case, the battery cycle life is not verified its disadvantage. On the other hand, Demand Response is required by low c-rate of battery in electric vehicle and It can be small impact on the battery cycle life. This paper concludes business area of demand response is more useful than frequency regulation in V2G application of electric vehicles in Korea. This provides the opportunity to create a new business for power grid administrator with VPP(virtual power plant).

Repair of seismically damaged RC bridge bent with ductile steel bracing

  • The inclusion of a ductile steel bracing as means of repairing an earthquake-damaged bridge bent is evaluated and experimentally assessed for the purposes of restoring the damaged bent's strength and stiffness and further improving the energy dissipation capacity. The study is focused on substandard reinforced concrete multi-column bridge bents constructed in the 1950 to mid-1970 in the United States. These types of bents have numerous deficiencies making them susceptible to seismic damage. Large-scale experiments were used on a two-column reinforced concrete bent to impose considerable damage of the bent through increasing amplitude cyclic deformations. The damaged bent was then repaired by installing a ductile fuse steel brace in the form of a buckling-restrained brace in a diagonal configuration between the columns and using post-tensioned rods to strengthen the cap beam. The brace was secured to the bent using steel gusset plate brackets and post-installed adhesive anchors. The repaired bent was then subjected to increasing amplitude cyclic deformations to reassess the bent performance. A subassemblage test of a nominally identical steel brace was also conducted in an effort to quantify and isolate the ductile fuse behavior. The experimental data from these large-scale experiments were analyzed in terms of the hysteretic response, observed damage, internal member loads, as well as the overall stiffness and energy dissipation characteristics. The results of this study demonstrated the effectiveness of utilizing ductile steel bracing for restoring the bent and preventing further damage to the columns and cap beams while also improving the stiffness and energy dissipation characteristics.
