The Direction of Capability-based Military Build-up (국가능력에 기초한한 군사력 건설방향)

  • Defense minister of the ROK, Kim Bong-sin suggested that the ROK′s military build-up policy will change from "scenario-based" to "capability-based". Entering the 1990s the ROK′s military build-up policy met difficulties to accomplish its goal, modernizing and strengthening of its force structure and weapon systems because of limited budget. The concept of capability-based military build-up could commit a fault in estimating total amount of defense resources required for force planing. This is because that the total amount of defense resources related to force plan for the 15 years is fixed to embody military strategy. The concept of capability-based military build-up plays a role as a constraint in choosing a military strategy. This has no connection with military build-up. Therefore the resources of mid-term military build-up program and scale of annual defense budget could be affected by the situations of its national economy. In this respect, the scale of annual defense budget and resources could be changed in accordance with national economic condition, however, the total amount of resources required to build-up military force for 15 years, namely resources of military force planing requirement for 15 years, is given already for the accomplishment of military strategy. The purpose of this study is to seek a direction of the ROK′s military build-up policy in a viewpoint of capability-based military build-up.

New Labour's Joined-Up Government and Social Service Reform (신노동당의 연계정부(joined-up government)와 사회서비스 개혁)

  • As policy areas are widened and more complicated, policy coordination becomes a challenge to the public administration. New Labour's promotion of the joined-up government was a holistic attempt to redress the fragmentation of the government in social policy. It promoted the joined-up activities by setting up joining-up units and agencies at the core of the government, the Prime-Minister's Office and the Cabinet office, and between the public, private and voluntary sectors. The joined-up government was criticised as being hierarchical and fragmented, and as confusing the line of accountability. Policy coordination has growing importance in Korea, and the experiences of the joined-up government will have implications on more coordinated promotion of social policy.

Effects of Multifactorial and Follow-up Programs Applying a Capacity Building Strategy: Focusing on Older Adults Living in a Urban-rural Complex Area

  • Purpose: The purpose of this study is to examine effects of a multifactorial program for preventing the frailty of older adults and effects of a follow-up program applying a capacity building strategy. Methods: A quasi-experimental pretest-posttest design was used for the nonequivalent control group. The follow-up group (n=75) and non-follow-up group (n=68) received the same multifactorial program comprising muscle strength exercise, cognitive training, and psychosocial programs for 12 weeks. After completion of multifactorial program, the follow-up group took follow-up programs applying the capacity building strategy for following 12 weeks. The data of physical function, cognitive function, and psychological function, and self-rated health were collected from both groups three times: before intervention, after intervention, and 12 weeks after intervention. The data were analyzed using $x^2$ test and t-test. Results: In comparison with the non-follow-up group, the scores of Timed Up & Go Test, and physical activities energy expenditure were significantly improved in the follow-up group. Conclusion: These results indicate that a multifactorial program with follow-up adapting the strategies of capacity building for the older adults group is feasible to prevent the physical frailty in community.

Factors Affecting Start-up Behavior and Start-up Performance During the COVID-19 Pandemic in Indonesia

  • The worldwide spread of the COVID-19 pandemic has had a severe impact on the global economy. The COVID-19 pandemic has spread with alarming speed and. The economic damage is already evident and represents the largest economic shock the world has experienced in decades. This study analyzes the factors that influence behavior and its impact on start-up performance, through technology capabilities, technology development, organizational structure characteristics, and leadership technology. The mixed-method was used in this research to be applied to start-up companies in Jabodetabek with a population of 522 start-ups. Then the sample was selected through purposive sampling technique to obtain a sample of 187 start-ups. Primary data was collected through a questionnaire, then statistical analysis was carried out using Partial Least Square. There are ten variables used in the model as measured by the questionnaire. The results showed that the four factors (agility, entrepreneurship capability, business transformation, and opportunity) significantly influence start-up behavior. The results showed that the start-up behavior significantly influenced technology capabilities, technology development, organizational structure characteristics, and leadership technology. This study also found that start-up behavior had the greatest influence on organizational structure characteristics, partially affect start-up performance, but leadership technology does not have a significant effect on start-up performance.

A Survey on the Management of Clothes and the Perception of Up-cycling Fashion Based on the University Students Majoring Fashion (패션전공 대학생의 의류관리 및 업사이클링 패션에 대한 인식 조사)

  • This study investigates the management of clothes and the perception of up-cycling fashion based on university students majoring in fashion. Results based on 124 survey participants are as follows. First, students prioritized design when buying clothes and regarded texture as important for material. In managing clothes, male students emphasized durability; however, female participants checked fluff occurrence. Second, more than half of the respondents knew what up-cycling fashion was; overall, female students were more aware of up-cycling fashion than males. Few students purchased up-cycling clothes; however, many were willing to buy up-cycling clothes for eco-friendliness, which implies that they understood the relations between up-cycling fashion and environment. Third, pertaining to the perception of SPA fashion, students were highly satisfied with the accessibility of SPA brand stores. The group of students who knew up-cycling fashion were more satisfied with SPA brands and indicated o correlation between the cognition of up-cycling brands and preference for SPA brands. Last, in terms of the perception of environment and clothing, university students majoring fashion recognized the need for environmental protection; however, they did not emphasize environment when purchasing or managing clothes.

An Innovation Path of Catch-up by Semiconductor Latecomers: The Semiconductor Manufacturing International Corporation Case

  • Exploring innovations for latecomers to catch up has been a popular concern in industry and academia. Over the last decade, more and more East Asian latecomer firms have moved beyond imitation and are delivering innovative products and services to the market. However, the semiconductor latecomers from China have limited success in catching up with more mature semiconductor firms. Our study examines how semiconductor latecomers to break through the latecomer's dilemma by innovation and achieve catch-up. We use a single-case approach for the Semiconductor Manufacturing International Corporation (SMIC) vertical development process to analysis its innovation path of catching up. The study's results showed that SMIC relied on the government's policy and funding support, and based on the strategic endurance of entrepreneurs, it persisted in technology R&D investment and independent innovation for 20 years. SMIC finally smashed the dilemma of latecomers and successfully achieved catch-up. With these findings, we believe that the path of catching up innovation for semiconductor latecomers should be equipped with independent innovation of technology, strategic leadership of entrepreneurs and support of government policies. As these factors are combined, latecomer firms' position is expected to rise and catch-up will become visible. Our study contributes to some enlightenment on the innovation path for latecomers in China and global semiconductors to achieve their catch-up.

A Creative Apparel Up-cycling Design Development Using Creative Thinking Methodology

  • Fashion is the second most polluting industry. We must strive to transition to a form of industry that does not cause environmental pollution. These efforts drive may fashion brands to produce and sell products with redesigned methods that delight the inventory flow. Accordingly, it is necessary to develop creative apparel up-cycling design using the creative thinking method. This study aims to produce clothing redesign works by introducing design idea types for systematic redesign creation. In this research, we conducted a literature review on the concept of up-cycling design and employed heterotopa spacial concept reflected fashion design creation methodology types. The RE;CODE, a leading domestic up-cycling design brand, was used in case analysis. According to the command of shape transformation, it is spreading, stacking, dropping, inverting and crossing, from the creative thinking method reflecting heterotopia spacial concepts, showing designers a concrete way to transform form into new apparel. Seven works of apparel up-cycling design were developed by conducting process of RE;CODE. Also, to establish an apparel up-cycling design creation process for creating works. In this study, we proposed a systematic method for apparel up-cycling design, including a method for reorganizing two or more different materials to create something new and ultimately reversing the structure. The value and significance of this study is that it proposes a systematic method for apparel up-cycling design to make it new.

Effectiveness Analysis of Startup Support Policy of Early Start-ups: Moderating Effect of the Industry and Growth Stage of the Start-ups (초기 창업기업 창업지원정책의 효과성 분석: 창업업종 및 창업성장단계 조절효과)

  • This study was proceeded to empirically identify the start-up support policy as an element that affects the performance of the early start-ups and measure the effectiveness of the current start-up support policy, in order to suggest the direction future policies according to the study. To accomplish this the influence of the start-up support policy on the early start-ups was analyzed, and the differences according to the industry and growth stage of the start-ups, as the characteristics of the start-ups, were identified. The research subjects collected real data of 297 start-ups of the past three years that were selected for the Initial Start-Up Package project, and performed multiple regression analysis on the influence between variables, and hierarchical regression analysis on moderating effects. The summary of the study is as follows. First, as a result of identifying the influential relationship between the start-up support policy and the performance of the start-up, sales had made a significant impact on the start-up fund, start-up mentoring, and start-up infrastructure(space), while start-up education failed to show a significant effect on the increase in sales. In terms of employment, start-up mentoring was the only field that showed a significant influential relationship. Second, as a result of identifying the moderating effect of the start-up's industry and growth stage, the industry did not have a statistically significant influence, but the interactive effect was seen in start-up education. To be more specific in terms of the sales relationship of each industry, knowledge services turned out to be helpful in improving sales, while manufacturing turned out to be effective in improving sales regardless of being supported with start-up mentoring and start-up infrastructure (space). The sales relationship regarding the start-up growth stage was identified to be statistically significant. The preliminary stage was not statistically significant, while providing start-up mentoring and start-up funding were effective for start-up stage and growing stage, respectively. On the other hand, employment did not perform a significant influence on the start-up growth stage. This study analyzes the effectiveness the start-up support policy for early start-ups, identifies the need in differentiated support policies according to the characteristics of the start-ups, and suggests implications for the direction in which future policies should be made towards.

  • Fund-raising is critical to start-up and early stage company. We try to analyse a status of fund-raising in start-up and early stage company, and a correlation between angel investment and start-up. With last 10 years' data sheets, we find that angel investment is not related with start-up fund raising.

  • There are many studies on spin-offs from college, but there is little concern on start-ups, which are set up by college and operated by professors. We call this type of start-up as college start-up. We check the problems and solutions of this type of start-ups. We propose three factors for success; prior checking of profitability of the business, preparation of relevant school policies and profit sharing with school and professors participated.
