Assessment of Universal Design for Seoullo 7017 in Seoul, Korea - Using a New Seven Universal Design Principles -

  • The purpose of this research is to evaluate Seoullo 7017 based on Universal Design (UD) principles and guidelines. To derive UD principles applicable to the site context, we used the 2017 Seoul Universal Design Guideline and assessment index provided by the Universal Design Research Center and established 11 evaluation criteria. With respect to research methods, a literature review and on-site field survey were applied, through which we derived UD principles and evaluation criteria to identify UD problems. The 11 evaluation criteria consist of pedestrian space, facilities, access, main entrance, parking lots, trails, restrooms, convenience facilities, information facilities, rest areas, and playgrounds, and these were associated with UD principles for evaluation. As a result, the main entrance had the highest UD score, while parking lots had the lowest in terms of equity, safety, simplicity, and accessibility. Restrooms received a lower UD score because of poor conditions of security and alert systems. Rest areas were found to be uncomfortable for disabled people. With respect to the internal trails, we found the lack of braille block and irregular placement of planting pots made blind people uncomfortable when walking. In terms of UD principles, flexibility received the highest score, followed by amenity, equity, simplicity, tolerance, accessibility, and safety. Flexibility received the highest score, owing to the provision of proper information about convenience facilities and trails, while safety received the lowest, based on poor access to parking lots, inadequate paving materials and colors, and a lack of 24-hour security systems. We hope this research contributes to improving the universal design, so that people are not discriminated against in the use of the park in terms of age, sex, or physical disability. We expect the study to help facilitate empirical studies to verify UD principles and provide improved quality of UD for Seoullo 7017.

  • Recently, the public offices are going to be an important role of CIP(City Identity Program) and be a center of citizen's community activities. So, the aspect of the universal design (UD), the space performance assessment for a disable user is invaluable to designing the public office spaces. Purpose of this paper is to provide basic data for better design of public office space based on UD(universal design) principle. Conclusion based on the finding are as follows; First, checklist of environmental assessment for public space was composed of 7 basic principles of UD and 3 additional principles(aesthetic appreciation, maintenance and eco-design). Second, as the result of assessment, accessible and inclusive design is more necessary. Third, local characteristics should be developed and managed deliberately as to public space design. As the result of that, public office space design should an important part of reducing the isolation that was caused by physical and social disability. From now on, in public office space design, the integrated and continuous design program that is based on UD principle and eco-design will be necessary.

  • 본 연구는 유치원 편의시설에 유니버설디자인 원리 적용을 위한 교직원의 인식과 공간구성의 방향성을 제시하는데 있다. 본 연구에서는 '유치원 공간', '유치원 편의시설', 'UD'를 주제로 한 선행연구와 문헌고찰을 바탕으로 유치원 편의시설 구성에 적용하는 UD 원리로 '기능적 지원성', '수용성', '접근성', '안전성' 4가지 유형을 도출하였다. 이와 같은 분석준거를 중심으로 단설 및 병설유치원의 관리자와 유치원교사를 대상으로 설문조사한 결과 '유치원 편의시설에 대한 인식', 'UD에 대한 인식의 정도', '유치원 편의시설에 UD 원리 적용의 필요성'을 파악하였다.

  • The purpose of this study was to scrutinize the current tendency of Universal Design. The analysis unit was presentation in the proceeding of "The first International Universal Design Conference" which was held at New York in June, 1998. Sixty the presentations in the conference were analyzed using Content Analysis technique. The analysis criteria were academic vs. practical, themes, subjects, levels of UD concepts, design principles applied, and type of disability. The results were as follows. Compared with its early characteristics such as practical approach, architectural living environment, barrier free for the disabled, especially for person with mobile disability using wheelchair, and the emphasis of accessibility, UD characteristics shown in the conference evidenced a dramatic shift from them toward the new century : Its subjects became a wide range of people including the disabled departing from 'the disabled' only; The range of disability was expanded to include visual and audial disability departing from mobility only; Themes appeared very diverse such as both small and large scale environments, products, dissemination, and theory from the 'architectural environment'; Various design principles were added to early accessibility ; Commercialism was added to early Welfarism. Therefore, this conference provided empirical evidence that UD changed considerably from its early development in many aspects. It indicated the potential of UD as a big wave in the 21st century design.

유니버설디자인 기반 도시철도역사 편의성 평가방법 개발 - 수서역을 대상으로 - (Development of Convenience Evaluation Method of Urban Railway Station based on Universal Design - Focusing on Suseo Station -)

  • 최근 전 세계적으로 기존의 교통약자에 대한 배려보다는 장애 유무나 연령 등에 관계없이 모든 사람들이 제품, 건축물, 환경, 서비스 등을 보다 편하고 안전하게 이용할 수 있도록 설계하는 유니버설디자인 개념이 도입되고 있다. 도시철도역사의 경우 도시생활의 거점이 되는 중요한 시설이며, 다양한 이용자(임산부, 고령자, 장애인, 유아 등)가 존재하기 때문에 유니버설디자인 개념을 도입한 시설 정비는 중요하다. 본 연구는 국토 교통과학기술진흥원의 "도시철도역사 이용객 편의성 향상 기술 개발" 과제의 일부로 5개년도 중 마지막 연차 과제로 UD 기반의 시설물 편의성 평가 기준 및 방법을 개발하고 테스트베드역을 선정하여 이용자 편의성 향상을 평가하는 것이 목적이다. 이를 위해 도시철도역사 시설물의 UD 원칙(평가기준)을 수립하고, UD 적용성을 평가할 수 있는 평가기준 및 체크리스트를 공간별로 개발하고, 해당 평가방법론의 실제 적용을 위해 테스트베드역사(수서역)를 3차년도에 선정, 4차년도에 UD 설계기준을 적용하여 개선한 후 5차년도(현재)에 UD 기반 테스트베드 역사 편의성 향상을 점검하고자 하였다. 테스트베드역사(수서역)의 UD 가이드라인 개선 전/후 현장 조사 수행 후 공동연구기관/철도운영기관/전문가를 대상으로 5점 리커트 척도로 평가한 결과 약 50.3%의 편의성 향상을 보였다. 또한 UD 원칙에 따른 적용 여부를 평가한 결과 개선 전 평균 약 1.8점 ${\rightarrow}$ 개선 후 4.2점으로 약 48.7% 개선되어 전체적으로 UD 가이드라인의 설계기준이 잘 적용된 것으로 나타났다. 본 연구에서 제시한 UD 기반 평가기준 및 방법론은 향후 도시철도역사 시설물의 UD 적용 여부를 평가하는 정량적인 방법으로 향후 도시철도역사 UD 가이드라인 적용에 따른 평가시 활용 가능할 것으로 판단되어진다.

유니버설디자인 개념에 의거한 대학내 학생편의시설 평가 및 개선방향에 대한 연구 - 미국 텍사스주를 중심으로 - (A Study on the Evaluation and Improvement of Student Convenient Facilities at University Campuses, based on Universal Design Concept - Focused on the university campuses in Texas, U.S.A. -)

  • Student halls and their convenient facilities have been a focal point for various student activities at university campus. It has been for most of the student a place of unique memories and of attachment often associated with those good and bad school days. However, it is questionable whether these facilities are supportive and accessible for all of the students and other users including the handicapped. Therefore, based on the concept of UD(universal design) which was widely applied to U.S. institutions, this study intended to evaluate student hall facilities in U.S. and to provide an improvement direction for Korean UD application. For that purpose, four universities were selected for an in-depth analysis and 76 survey indices were utilized based on previous research. It was found that (1) design consideration without braille sign for VIP(visually impaired person) in student buildings can be differently approached with electronic devices; (2) the best demonstration of UD in student buildings can be seen in spacious flat pathway, easy access through ramp and wide entry area, necessary for people in wheel-chairs, but used by all, implying an increase of the ratio of public space; (3) one of the good UD features is an attractive physical environment rather than institutional appearance, in which they ultimately will support and completely adaptable at optimal levels by everyone; (4) consistent maintenance and management maximize the potential of UD principles and minimize physical limitations.

도시철도 역사 승강장의 유니버설 디자인 기준에 관한 연구 (A Study on Universal Design Guideline of the Urban Railway Station: Platform)

  • Purpose: A large number of the mobility impaired have increasingly used the railway station, so the application of UD(Universal Design) on urban railway station has been interested. However, the current criteria used in domestic areas have concerned about the effective administration of railway station facilities rather than the needs of he mobility impaired. Of diverse facilities in railway station, the platform is considered as an important space due to many transportation users' riding or transfer in railway stations. Therefore, this study aims to explore the detailed criteria in adapting ideas from UD to platform within railway station. Methods: This study explores the criteria by evaluating findings from previous studies. First, all criteria related to platform in domestic and foreign areas are taken together and analyzed, and appropriate criteria first are established. Based on these, the current situation of platform facilities in railway station is evaluated. Then, the detailed criteria applicable to railway station platform are concluded, by reviewing types of the mobility impaired and principles of UD. Result: Findings from this study are as follows. First, the current criteria applied to railway station platforms lack ideas of UD, while the criteria used in foreign countries adequately reflect the ideas of UD on railway station platforms; therefore, the better criteria applicable to platform facilities in domestic railway station are necessary. Second, standard criteria used in domestic areas with newly additional criteria suggest that platform facilities should be established according to those criteria. Taken together, the better platform facilities should be provided to railway users through the application of UD to railway station platforms. Implications: For the future users in railway station platforms, the additional research on criteria of UD as well as diverse types of spaces within railway stations should have been continued.

장애인 생활체육 활성화 방안으로서 공공생활 체육시설의 유니버설디자인 적용에 관한 연구 - 서울시 공공생활체육시설을 중심으로 (A Study on the Universal Design for Public Sports Facilities to Promote Daily Life Sports of the Persons with Disabilities - Focused on the Public Sports Facilities in Seoul)

  • Purpose: Sports activities for life are an opportunity to fulfill the basic desire to be healthy and participate in society of the individual level, and it is also the realization of the trend of living together with persons without disabilities and persons with disabilities at the level of social inclusion. I try to propose to improve sports participation of persons with disabilities from the point of view of 'Universal Design.' Methods: Firstly, analysing of previous studies which to classify the barrier free certification standards to universal design's 7 principles and which to investigate public sports facilities. Secondly, reanalyzing, based on UD 7 principles, the raw data of the research results of public sports facilities in Seoul. Thirdly. then, I suggest the improvement plan to promote public sports facilities for all the people including persons with disabilities. Results: The results of this study are that although the facilities have the basic accessibility, there were some inconveniences in using the facility for the elderly and the disabled. So I suggest a few method to improve the public sports facilities from the perspective of universal design : 1) Needs to expand 'Bandabi Sports Center' as a sports facilities for sports activities for life of all of people, 2) Needs to improve accessibility of existing public sports facilities and to raise awareness for the persons with disabilities and universal design, 3) Needs to produce 'UD guidelines' for the sports facilities.

Nonlinear vibration analysis of carbon nanotube reinforced composite plane structures

  • This paper is dedicated to nonlinear static and free vibration analysis of Uniform Distributed Carbon Nanotube Reinforced Composite (UD-CNTRC) structures under in-plane loading. The authors have suggested an efficient six-node triangular element. Mixed Interpolation of Tensorial Components (MITC) approach is employed to alleviate the membrane locking phenomena. Moreover, the behavior of the well-known LST element is considerably improved by applying an additional linear interpolation on the strain fields. Based on the rule of mixture, the properties of CNTRC are obtained. In this study, only the uniform distributed CNTs are employed through the thickness direction of element. To achieve the natural frequencies and shape modes, the eigenvalue problem is also solved. Using Total Lagrangian Principles, large amplitude free vibration is considered based on the first normalized mode shape of structure. Different well-known plane problem benchmarks and some proposed ones are studied to validate the accuracy and capability of authors' formulations. In addition, the effects of length to the height ratio of beam, CNT's characteristics, support conditions and normalized amplitude parameter on the linear and nonlinear vibration parameters are investigated.

Workplace Universal Design for the Older Worker: Current Issues and Future Directions

  • Objective:The objective of this study is to apply the principals and policies of universal design to offer a safe and efficient workplace for older workers. Background: The concept of universal design has rapidly developed under the paradigm that tasks should be easy and comfortable for all people with diverse features. The concept is also fitting when designing a workplace. Method: Legislations, policies and precedents of workplaces with older workers have been studied and analyzed. The compilation has been used to project the present and future of employing universal design at workplace devisal. Results: Every country has its own legislations/policies regarding universal design, flexible working, and age-friendly workplaces to increase hire of older workers. The basic concept of UD and its application is explained. This study provides guidelines for employing universal design at workplaces and preventing accidents for older workers. Conclusion: Following the principals of universal design is expected to furnish a comfortable and safe workplace and lengthen the period of workers participating in the labor force in an ageing society. Application: This study offers the principles for universal design, serving as fundamental research for its application to the workplace.
