THE GEODETIC NUMBER OF A GRAPH

  • For two vertices u and v of an oriented graph D, the set I(u, v) consists of all vertices lying on a u-v geodesic or v-u geodesic in D. If S is a set of vertices of D, then I(S) is the union of all sets 1(u, v) for vertices u and v in S. The geodetic number g(D) is the minimum cardinality among the subsets S of V(D) with I(S) = V(D). In this paper, we give a partial answer for the conjecture by G. Chartrand and P. Zhang and present some results on orient able geodetic number.

  • The Title 19 of the U.S. Code covers custom duties and is the heart of international trade regulation in the U.S.. Among the provisions in Title 19, is Chapter 4, the Tariff Act of 1930. Under U.S. Antidumping duty law, dumping occurs when `subject merchandise' is imported into the U.S. and sold at less than `fair value.' The administration of U.S. Antidumping duty law is shared between the Department of Commerce('Commerce') and International Trade Commission('USITC'). The U.S. Court of International Trade ("CIT") and the U.S. Court of Appeals for the Federal Circuit ("CAFC") decided the review of antidumping duty ("AD") determinations and administrative review results issued by the Commerce and the USITC, as well as the review of countervailing duty ("CVD") decisions. In Eurodif S.A. v. United States, the CAFC considered the important issue of whether the antidumping and countervailing duty laws apply to sales and purchases of services--in this case, the sale or purchase of enrichment services. Although the federal courts had considered the issue of whether a sale of enrichment services constitutes a sale of goods, the issue had never arisen in the context of the antidumping and countervailing duty laws. Also this is the first time that the Supreme Court has ever agreed to consider an antidumping case.

Study concerning the Scope of Merchandise under the U.S. Antidumping Law through Case (사례를 통한 미반덤핑법상 상품의 범위에 관한 연구)

  • Dumping describes the practice of international price discrimination whereby a producer or exporter sells merchandise in an export market at less than fair value. The U.S. antidumping statutory framework is embodied in the Tariff Act of 1930. The Act states that "dumping" refers to the sale or likely sale of goods at less than fair value. 19 U.S.C. $\S$ 1677(34). The Commerce Department and the Commission are jointly responsible for administering the antidumping law. Commerce determines whether foreign merchandise is being sold in the United States at less than fair value, and the Commission determines whether a domestic industry producing a product like the imported merchandise has been materially injured or threatened with material injury by reason of imports of that product. Recently, in U.S. v. Eurodif, the Supreme Court held the question whether the Commerce can reasonably determin that foreign merchandise has been sold within the meaning of the antidumping law in U.S.. Should 19 U.S.C. Section 1673, which calls for "antidumping" duties on foreign goods, but not services, that sell at less than fair value in the U.S., apply to imported low enriched uranium? Yes. In a unanimous opinion written by Justice David H. Souter, the Supreme Court held that the Commerce Department's view of imported low enriched uranium, as the sale of goods rather than services, was permissible. It reasoned that, since 19 U.S.C. Section 1673 did not specify whether it applied to the production of low enriched uranium, it was left to the reasonable interpretation of the Commerce Department to determine. Accordingly, the Court found the Commerce Department interpreted the statute reasonably.

KCAB's Arbitration of U.S. Patent Exhaustion Disputes Over Artificial Intelligence and Internet of Things Technologies

  • Technological innovations can be protected by patents, and patent applications are filed in various patent offices around the world including the United States Patent and Trademark Office (USPTO). Recently, the U.S. exportation of artificial intelligence and internet of things patents in the form of foreign sales of articles embodying U.S. patents and international technology licenses has grown substantially. However, due to the U.S. Supreme Court's Lexmark decision reconfirming an international patent exhaustion doctrine, the asian or korean importers importing such U.S. goods embodying U.S. patents do not have to worry about patent infringement liability, even when they try to resell the patented goods to the third parties. KCAB can play a substantial role in resolving such patent disputes due to qualified expert arbitrators and the International Rules of KCAB which ensure impartiality and independence of the arbitrators.

ON ℤpp[u]/k>-CYCLIC CODES AND THEIR WEIGHT ENUMERATORS

  • In this paper we study the algebraic structure of ℤpp[u]/k>-cyclic codes, where uk = 0 and p is a prime. A ℤpp[u]/k>-linear code of length (r + s) is an Rk-submodule of ℤrp × Rsk with respect to a suitable scalar multiplication, where Rk = ℤp[u]/k>. Such a code can also be viewed as an Rk-submodule of ℤp[x]/r - 1> × Rk[x]/s - 1>. A new Gray map has been defined on ℤp[u]/k>. We have considered two cases for studying the algebraic structure of ℤpp[u]/k>-cyclic codes, and determined the generator polynomials and minimal spanning sets of these codes in both the cases. In the first case, we have considered (r, p) = 1 and (s, p) ≠ 1, and in the second case we consider (r, p) = 1 and (s, p) = 1. We have established the MacWilliams identity for complete weight enumerators of ℤpp[u]/k>-linear codes. Examples have been given to construct ℤpp[u]/k>-cyclic codes, through which we get codes over ℤp using the Gray map. Some optimal p-ary codes have been obtained in this way. An example has also been given to illustrate the use of MacWilliams identity.

  • We introduce the concepts of double bitopological spaces as a generalization of intuitionistic fuzzy topological spaces in $\check{S}$ostak's sense and Kandil's fuzzy bitopological spaces. Also we introduce the concept of (${\tau}^{{\mu}{\gamma}}$, $U^{{\mu}{\gamma}}$)-double (r, s)(u, v)-semiopen sets and double pairwise (r, s)(u, v)-semicontinuous mappings in double bitopological spaces and investigate some of their characteristic properties.

U.S. Monetary Policy and Investor Reactions: Korean Evidence (미국의 통화정책과 국내 주식 투자자의 반응)

  • Purpose - The primary objective of this article is to investigate the impact of U.S. monetary policy on institutional / individual / foreign investor reactions in the Korean stock market. Design/methodology/approach - This study employs a high frequency event study methodology to identify U.S. monetary policy shocks and quantify the impact of identified shocks on investor reactions. The dependent variable in the regression model is net stock purchase, while the explanatory variables are U.S. monetary policy shocks. The model is estimated for the period 2000-2019, including 156 FOMC meetings. Findings - Foreign investors immediately sell stocks in response to contractionary U.S. monetary shocks. They do not, however, react to anticipated changes in monetary policy rates, confirming the rationality of foreign investors. Individual investors demonstrate the opposite response, indicating that a non-trivial proportion of individual investors are irrational. Research implications or Originality - This study adds to the current literature on the effect of U.S. monetary policy on the Korean stock market. This study demonstrates a heterogeneous response to U.S. monetary policy shocks, validating the rational investment behavior of foreign investors, while individual investors exhibit a certain degree of irrationality. Methodologically, this study adds to the literature by quantifying the impact of U.S. monetary policy employing a sharper identification method allowing a simple and consistent estimation.

  • Using variational methods, Krasnoselskii's genus theory and symmetric mountain pass theorem, we introduce the existence and multiplicity of solutions of a parameteric local equation. Next, we study boundedness and simplicity of eigenfunction for the case a(x, |∇u|)∇u = g(x)|∇u|p(x)-2∇u, where g ∈ L(Ω) and g(x) ≥ 0 and the case $a(x,\,{\mid}{\nabla}u{\mid}){{\nabla}u}\,=\,(1\,+\,{\nabla}u{\mid}^2)^{\frac{p(x)-2}{2}}{\nabla}u$ such that p(x) ≡ p.

  • Under U.S. Antidumping law, dumping occurs when 'subject merchandise' is imported into the United States and sold at less than 'fair value'. The administration of U.S. antidumping law is shared between the U.S. Department of Commerce(USDOC) and the U.S. International Trade Commission(USITC). USDOC's task is to determine whether imports are being dumped, and if so, to estimate the margin of dumping. In determining whether an industry in the United States is materially injured or threatened with material injury, or the establishment of an industry in the United States is materially retarded, by reason of the subject imports, the USITC must first define the 'like product' and the 'domestic industry'. One of the crucial factors on antidumping measures is the interpretation's scope of the 'like product' and the 'domestic industry', leading the most controversial issues in U.S. antidumping law. The primary purpose of this paper is to examine the 'domestic industry' and 'like product' considering U.S. antidumping law. Most USITC's determinations regarding like product and industry as flexible conception have been supported by the U.S. Courts.

  • Seit dem Ereignis des Tunnbaus zu Babel. versucht man, Sprachbarriere zu $\"{u}berwinden$. Eine dieser $Bem\"{u}hungen$ hat seit der 60er Jahre zur Anwendung von Computern in der $\"{U}bersetzung gef\"{u}hrt$. Bei der automatischen $\"{U}bersetzung\;\"{u}bernimmt$ der Computer die Aufgabe, Texte von einer $nat\"{u}rlichen$ Sprache in eine andere zu $\"{u}bertragen$. Die vorliegende Arbeit $besch\"{a}ftigt$ sich mit verschiedenen Arten von den sogenannten $\"{U}bersetzungspatterns\;f\"{u}r$ die automatische $\"{U}bersetzung$ Koreanisch­Deutsch. Zu den $\"{U}bersetzungspatterns\;geh\"{o}ren$ u.a. Verbphrasen-Pattern, Nominalphrasen-Pattern und Verbindungspattern. Unter 'Verbphrasen-Pattern' versteht man einen gekoppelten Subkategorisierungsrahmen der Verben zweier Sprachen. 'NominaIphrasen-Pattern' verstehen sich als $\"{U}bersetzungspattern$ der Nominalphrasen. Unter 'Verbindungs-Pattern' werden $\"{U}bersetzungspattern$ von komplexen $S\"{a}tze$ verstanden, wie z.B. Satzkoordinationen und $S\"{a}tze$ mit eingebetten $S\"{a}tzen$. Als Vorteil des Ansatzes $z\"{a}hlen$ u.a. die Wiederverwendbarkeit bzw. das leichte Management der Patterns, die $Beschreibungsm\"{o}glichkeit$ in der lexikalischen Ebene, die Generieung der naturlichen $Ziels\"{a}tze$ und die leichte Verbesserung der $\"{U}bersetzungsqualit\"{a}t$.
