Comparative Study Between U-City Plan and Related Plans (유비쿼터스도시계획과 관련계획의 비교연구)

  • The U-City comprehensive plan has been settled on November in 2009 by U-City law which was enacted in 2008. On this, the U-City plan's framework which local governments established has been set. However, those who work for U-City in local governments and private sector would be fallen into confusion because they have not fully understood yet the concept of planning system in the U-City plan. In this condition of the early stage, some problems that are overlapping investments and lack of coordination between plans may occur. On this background, it is needed to understand the U-City plan's status and role by figuring out the relationship between U-City plan and other related plans. The goal of this paper is to suggest implications that are differences and similarities for coordination among the plans through a comparison with detailed instructions and laws related to U-City planning.

  • 인터넷의 발달로 인해 현대의 사회와 도시는 인터넷 이전의 사회와는 확연히 다른 모습으로 변화하게 되었다. 이러한 사회적 배경을 바탕으로 세계의 여러 나라와 도시들은 기존의 도시 기능으로는 타 국가와 도시에 대한 경쟁우위를 가지기 힘들어졌다. 이러한 시대의 요구를 충족 시켜줄 수 있는 것이 바로 u-City의 출현이다. 각국과 도시들은 여러 사업체와의 제휴를 통하여 활성화된 투자환경을 조성하고 특화된 사업 모델을 통해 차별화된 서비스를 제공하고, 좁게는 도시민의 편의와 삶의 질을 향상 시키고 더 나아가 지역산업활성화를 도모하여 경쟁력을 높이는데 많은 노력을 하고 있다. 이연구의 목적은 이러한 지능기반 사회를 추구하는 u-City의 발전이 무조건 사회에 장점만을 반영할 것인가와 u-City와 기존도시와의 정보통합관리 및 정보와 조직의 연계방안에 대한 발전방안 살펴보고 어떤 방향으로 이루어져야 하는지 생각해보는 것이 본연구의 목적이다.

  • 유비쿼터스라는 새로운 패러다임의 등장과 IT 기술의 급격한 발전에 힘입어 도시에 유비쿼터스 기술을 적용하여 도시민의 삶의 질과 경쟁력을 향상시키는 도시, 즉 u-City가 다양한 차원에서 추진 중에 있다. 효율적인 u-City 구현을 위해서는 다양한 시도들이 한데 묶여 진정한 u-City로써의 시너지 효과를 내는 것이다. 이를 위해 현 시점에서의 상황을 직시하고 관련 정책 및 사업에 대한 계속적인 모니터링을 통해 국토, 도시, 교통, 환경, 행정, 문화 등 모든 것이 한데 어우러져 최고의 효과를 가져 올수 있는 진정한 u-City 개발이 필요할 것이다. 이에 본 연구에서는 여러 부처에서 진행/계획 중인 u-City 관련 연구 및 사업의 여건분석을 통해 문제점을 도출하고 효과적인 u-City 발전 방안에 대해 고찰해 보고자 한다.

  • Recently, Urban has been innovated through u-City and Smart City. Urban facility management system is developing using the latest IT technology for real-time monitoring and prevention. In this paper, we propose an UOID(Unique Object IDentification), a standard location-based ID system for urban facility object and develop the UOID service system based on network for innovation of urban facility management system. The system has been tested through Test-bed for connectivity and stability. We wish that the proposed UOID and network service system manages u-City facilities effectively and also provides various ubiquitous services to the citizen, one of the integrate service of u-City platform.

  • The object of this study is to build service model that combines developing IT technology with construction filed. It combines existing traditional construction project with high-tech IT choosingly, diverting construction project from labour-intensive to value-added technology-intensive industry. By doing so, it plans improving productivity and creation of new market. Now most ideal field of combining construction with IT technology is U-City industry that is being emphasized recently. Therefore, For this study, We analyze present condition of several IT technology used in construction and U-City project. Also, determining priority of promising IT technology for requirement analysis of consumer. And it proposes plan for construction of U-City service model through prospect and environment analysis of U-City and IT industry.

  • As a leading nation of ubiquitous technology, South Korea has been promoting u-City pilot projects throughout the country. According to 'Fundamental Construction Law of u-City,' u-City projects are classified into old-town and new-town types. However, most projects have focused only on the new-town type. Pushing forward large-scale land development projects, Korea Land and Housing Corporation (LH Co.) under Ministry of Land Transport and Maritime Affairs (MLTM) has gained a development profit out of the u-City infrastructure and then donated the infrastructure to a local government without making any plan for operations. In the process of u-City pilot projects, old-towns have been relatively ignored and various of unexpected problems have emerged. Building the u-City of an old-town is not easy due to many constraints such as huge initial investment, long validity and verification procedures, lack of useful services for citizens, lack of professional outsourcing methods for business promotion, high operating costs of the integrated control center, inadequate law related, insufficient institutional requirements and so on. This paper introduces a case study on u-City development for an old-town, Ansan City, as a private investment project. The case will help boost u-City projects for old-towns by solving their problems and providing an effective operational mechanism. As the first BTL (Build-Transfer-Lease) project for constructing u-City, 'Broadband Information Network Development Project' of Ansan City will provide a reference model of expanding u-City projects for other cities.

  • U-City has been promoted nation-wide by development of recent IT technology. This paper studied the concept of 3D-virtual city in order to realize the current Ubiquitous City(U-City) efficiently, and to manage all the RFID/USN monitoring data in the real U-City. 3D-Virtual City is the concept of the reproduction of real world U-City, for embodying Ubiquitous technology while using Digital map, satellite image, VRML(Virtual Reality Modeling Language). U&V-City is the four-dimensional future city that real-time wire/wireless communication network and 3D-web GIS shall be connected that massive database, intelligent service be perceived through employing EAI(External Authoring Interface) that provides HTML&JAVA, and interface for efficient removal/process of massive information/ service and also by employing GPS/LBS/Navigation in support of world-wide orientation concept, and RTLS(Real Time Location System).

  • A Parking Guidance and Information Service System is to provide real-time parking-information and the shortest parking-path for increasing the user's convenience, relieving traffic congestion, reducing illegal parking, and maximizing the efficiency of parking management. This paper discusses the result of the needs analysis, design, and implementation of the Parking Guidance and Information Service System. Furthermore, it analyzes and compares the parking time and vehicle turnover rate before and after the system installation.

  • The Korean government is building several futuristic cities, ubiquitous City (u-City), with the latest information technology (IT) infrastructure and "ubiquitous" environment. In the "u-City", Intelligent Transportation System (ITS) will be one of the important services. This study proposed a traffic responsive urban traffic control system applicable in those u-City, using RFID (Radio Frequency Identification) technology to get traffic information. And, we proposed a predictive control model using the real time traffic information achieved from the proposed system. A simulation example is provided to demonstrate the applicability of the proposed system and model.
