Evaluation of the impact of typhoon on daily maximum precipitation (태풍이 일 최대강수량에 미치는 영향 평가)

  • Typhoons are accompanied by strong wind and heavy rains. It causes casualties and property damage on the Korean peninsula every year. The effect of typhoon to daily precipitation should be quantified to prevent the damage of typhoon. Daily precipitation, maximum wind speed and, mean wind speed data was collected from 60 weather stations between 1976 and 2016. The parameters of the generalized extreme value distribution were estimated through the maximum likelihood estimation and the L-moment estimation. The impact of a typhoon can be obtained through a comparison of return levels between the whole data and typhoon excluded data. We conclude that the eastern and southern coastline are exposed to the risk of heavy rainfall which is caused by typhoon.

An Analysis of the Impact of National Fishing Port Investment on Fisheries Disaster Damage by Typhoons (국가어항 투자가 태풍으로 인한 수산재해피해에 미치는 영향 분석)

  • The purpose of this study is the impact of national fishing port investment and typhoons on fisheries disaster damage. The dependent variables were the amount of damage to fishing ports, fishing boats, fisheries enhancement, external facilities, mooring facilities, functional facilities, fishing port and typhoons. The analysis period is from 2002 to 2018. Since the error term is in a simultaneous correlation, it was efficiently estimated by analyzing it with a seemingly unrelated regression (SUR) method. As a result of the analysis, external facilities have not significance to all models. Investing in mooring facilities increased the amount of damage to fishing ports for five years. Investing in functional facilities reduced the amount of damage to fishing ports and aquaculture over five years. Typhoons have significance to all models, and the amount of damage increased every time a typhoon occurred. Based on these results, as the influence of typhoons increases, it seems necessary to establish preventive measures. Timely investment and maintenance to enable the role and function of national fishing ports are considered important.

A Case Study on Typhoon-Midlatitude Synoptic System Interaction: Typhoons Rusa(0215) and Maemi(0314) (태풍-중위도 종관 시스템 상호작용 연구: 루사(0215), 매미(0314) 사례분석)

  • The impact of midlatitude synoptic system (upper-level trough) on typhoon intensity change was investigated by analyzing the spatial and temporal characteristics of vertical wind shear (VWS), relative eddy momentum flux convergence (REFC), and potential vorticity (PV). These variables were computed over the radial mean $300{\sim}1,000km$ from the typhoon center by using GDAPS (Global Data Assimilation and Prediction System) data provided by the Korea Meteorological Administration (KMA). The selected cases in this study are typhoons Rusa (0215) and Maemi (0314), causing much damage in life and property in Korea. Results show that the threshold value of VWS indicating typhoon intensity change (typhoon to severe tropical storm) is approximately 15 m/s and of REFC ranges 6 to 6.5 $ms^{-1}day^{-1}$ in both cases, respectively. During the period with the intensity of typhoon class, PVs with 3 to 3.5 PVU are present in 360K surface-PV field in the cases. In addition, there is a time-lag of 24 hours between central pressure of typhoon and minimum value of VWS, meaning that the midlatitude upper-level trough interacts with the edge of typhoon with a horizontal distance less than 2,000 km between trough and typhoon. That is, strong midlatitude upper-level divergence above the edge of the typhoon provides a good condition for strengthening the vertical circulation associated with the typhoons. In particular, when the distance between typhoon and midlatitude upper-level trough is less than 1,000 km, the typhoons tend to weaken to STS (Severe Tropical Storm). It might be mentioned that midlatitude synoptic system affects the intensity change of typhoons Rusa (0215) and Maemi (0314) while they moves northward. Thus, these variables are useful for diagnosing the intensity change of typhoon approaching to the Korean peninsula.

Quantification of Climate Change Vulnerability Index for Extreme Weather - Focused on Typhoon case - (기후변화에 따른 극한기상의 취약성 지수 정량화 연구 - 태풍을 중심으로 -)

  • VRI(Vulnerability-Resilience Index), which is defined as a function of 3 variables: climate exposure, sensitivity, and adaptive capacity, has been quantified for the case of Typhoon which is one of the extreme weathers that will become more serious as climate change proceeds. Because VRI is only indicating the relative importance of vulnerability between regions, the VRI quantification is prerequisite for the effective adaptation policy for climate in Korea. For this purpose, damage statistics such as amount of damage, occurrence frequency, and major damaged districts caused by Typhoon over the past 20 years, has been employed. According to the VRI definition, we first calculated VRI over every district in the case of both with and without weighting factors of climate exposure proxy variables. For the quantitative estimation of weighting factors, we calculated correlation coefficients (R) for each of the proxy variables against damage statistics of Typhoon, and then used R as weighting factors of proxy variables. The results without applying weighting factors indicates some biases between VRI and damage statistics in some regions, but most of biases has been improved by applying weighting factors. Finally, due to the relations between VRI and damage statistics, we are able to quantify VRI expressed as a unit of KRW, showing that VRI=1 is approximately corresponding to 500 hundred million KRW. This methodology of VRI quantification employed in this study, can be also practically applied to the number of future climate scenario studies over Korea.

  • We investigated the trouble and the influence by weather in the distribution facilities of the home and foreign and analyzed the damage of power system, in domestic and japan, which is related to the latest typhoon and damage from sea wind. Analysis of the Availability of Risk Assessment Model for Typhoon Path which Affected Korean Peninsula (한반도에 영향을 미친 태풍 경로별 재해평가모형의 활용도 분석)

  • As a result of dividing typhoon that affected Korean Peninsular between 1999 and 2012 into 7 types of path and entering forecast field and analysis field of RDAPS, until 36 hours from the time of forecast, it is reliable to use the forecast field of RDAPS to predict typhoon and for each typhoon path, the difference between the forecast and the analysis shows normal distribution, which is usable for weather forecast until the $36^{th}$ hour. In the $48^{th}$ hour from the time of forecast, the difference of result depending on each typhoon path increased, which was analyzed to be due to errors in the forecast. It was expected that relatively reasonable results should be shown if the $36^{th}$ hour forecast is used to predict the strength and distribution of strong wind. As a result of using Korean RAM and observing the difference of the maximum damage, reliability was secured up to 36 hours and after 48hours, it was expected that the fluctuation of results may become more severe.

Typhoon Type Index for Analysis of Typhoons Affecting the Korean Peninsula (한반도 영향태풍 분석을 위한 태풍유형지수 활용 및 사례분석)

  • This study aimed to classify typhoons using a more objective index based on strong winds and precipitation data from 1904 to 2019 obtained from the Automated Surface Observing System. The Typhoon Type Index (TTI) was calculated by classifying wind speed and precipitation of each typhoon, thereby revealing the rate and characteristics of the wind-type and rain-type typhoons. In addition, the top 10 typhoons for property damage were analyzed by dividing them into three types according to the typhoon course. The analysis showed that typhoons of type 1, heading north to the west coast, were most clearly affected by the wind. In addition, the impact of the wind was reduced and the impact of rain increased in the order of typhoon type 2 that landed on the southern coast and type 6 that affected the Korean Peninsula through China.

  • Purpose: As the frequency of impact typhoons increases and the form of damage becomes more complicated, the need for information to help disaster response workers recognize the typhoon situation in advance is growing. In this study, Definitions and implementation measures for information utilized at each stage of the task were proposed in carrying out typhoon response tasks that occur every year. Method: In 2019, the government classified information that was used for each step of work and conducted analysis on necessary information for the situation. Based on the analyzed information, typhoon status information was established through an opinion survey by central and local government officer. Result: The task of typhoon situations was the most important part of monitoring weather conditions and sharing damage situations, and the information utilized was analyzed to require information derived through the convergence of historical and situation information. Conclusion: As the correlation between work and information between the response departments increases as the typhoon situation progresses, information about typhoon situation should be applied to the actual typhoon situation in the future to enhance information and establish a related system.

The Climatological Characteristics of the Landfall Typhoons on North Korea (북한에 상륙한 태풍의 기후학적 특성)

  • In this study, the climatological characteristics of the landfall typhoons on North Korea are surveyed to estimate the frequency, the intensity, the track, and their damage. The data for the period of 1951-2008 are used from both RSMC (Regional Specialized Meteorological Center) Tokyo Typhoon Center and NCEP/NCAR (National Centers for Environmental Prediction/National Center for Atmospheric Research), EM-DAT (Emergency Events Database). There are the ten highest frequencies from 1961 to 1965 and is one frequency for the period of both 1966-1979 and 1976-1980 respectively. Even if a clear trend on the frequency of typhoon is not defined, it is noticeable the intensity has been weak since the frequency of TS (Tropical Storm) decreased. In order to figure out both the characteristic of intensity and the relation between the typhoon track and the expansion of North Pacific High (NPH), Typhoon's tracks are classified into three types as follows: (I) landing on the west coast of North Korea through the mainland of China, (II) landing on the west coast of North Korea, (III) landing on a central/eastern part of the Korean peninsula through South Korea. More often than not, the characteristic of Type (I) is the case of a landfall after it becomes extratropical cyclone. Type(II) and Type(III) show a landfall as TS grade, by comparision. On the relation between the typhoon's track and the expansion of NPH analyzed, Type (I) shows the westward expansion while both Type (II) and Type (III) show the northward expansion and development of NPH. This means the intensity of a typhoon landfall on North Korea is variable depending on the development of NPH. Finally, only two cases are found among total five cases in EM-DAT, reportedly that North Korea was damaged. And therefore, the damage by the wind of Prapiroon (the $12^{th}$ typhoon, 2000) and heavy rainfall with Rusa (the $15^{th}$ typhoon, 2002) landing on North Korea was analyzed. Moreover, it is estimated both Prapiroon and Rusa have done badly damaged to North Korea as the economical losses of as much as six billion and five hundred-thousand US dollar, respectively.

  • Every year in domestic slope failure caused by rainfall is happening frequently. Specially, causable failure accident by localized downpour accompanied when summer rainy season period and produces typhoon gets damage of large scale human life and property. Failure happened at slope of 121 places ranged whole country national highway by No.15 typhoon Rusa that strike whole country during 3 days from August 30, 2002. Slope failure that happen by typhoon are judged for major cause to effect of ground saturation and surface water by localized downpour. In this research, failure characteristic was analyzed to target 20 places attaining site investigation among failure slope. As a result, erosions by surface water was construed for major cause of failure and judged for direct relation in failure slope weathering and topography Also, result that analyze inclination of failure part, in the case of ripping rock, inclination of failure side is forming Incline of the lowest 40$^{\circ}$, because surface failure of depth 4m on or so scale happened, it is require that regulating plan gently design standard inclination of weathered rock and soil layer And it is considered that desirable preparation of design standard about measure that help smooth drainage of surface water and can restrain percolation in ground to reduce failure damage by rainfall.
