Proposed Improvements for Type Approval and Inspection Systems of Marine Pollution Prevention Materials and Chemicals (해양오염방제 자재·약제 형식승인 및 검정 개선방안에 대한 연구)

  • Through the revision of the Framework Act on Administrative Regulations (July 17, 2019), the government minimized regulations and applied the comprehensive negative regulation principle to enhance economic vitality. However, a legally mandatory certification system has been applied to marine pollution prevention materials and chemicals, and inspection is conducted every time a product is sold, suppressing the autonomy of manufacturers. In addition, the majority of manufacturers of marine pollution prevention materials and chemicals are small businesses; therefore, they take the approach of producing small quantities of products whenever a buyer requests an order. Consequently, the need for deregulation was raised to ensure autonomy of the market and industry, and improve efficiency in accordance with the current trend of approval, performance test, and inspection systems for marine pollution prevention materials and chemicals. In this study, problems within the current system were identified and improvement plans are proposed through comparison and analysis of domestic and foreign systems.

Comparison of sampling method of phytoplankton for type approval of ballast water management system (선박평형수처리장치 형식승인을 위한 식물플랑크톤 샘플링 방법 비교)

  • This study aimed to compare the pretreatment methods of phytoplankton for type approval of the Ballast Water Treatment System (BWMS). The International Maritime Organization (IMO) and the United States Maritime Police (USCG) use two different test methods for this purpose. To compare the two methods, a test for concentration and non-concentration was performed with cultured and natural phytoplankton, and samples from the land-based BWMS test. The extent of damages caused by the process of concentration varied between cultured and natural species, indicating differences depending on the physiological and morphological characteristics of the species. In the land-based test, in the control water with a high biological population, the number of non-concentrated samples was about twice as high as that of the concentrated samples. There was no distinct difference between the two methods in the treated water with a low biological population. Thus, although there is a difference between concentration and non-concentration for phytoplankton sampling, the concentration method can be applied as a method of evaluating BWMS performance. However, a method for evaluating whether live species in treated water may be lost or damaged during the concentration process of sampling should be developed and validated.

  • Auxiliary power supply for railway vehicle is a equipment that focuses on the service of passengers in a vehicle. It supplies power to controllers used in heating and cooling devices, fluorescent lamps, batteries and many other electrical equipments. Most of the auxiliary power supply for railway vehicle are mainly used for the round trips and circulation routes within the metropolitan area and have a capacity of 170~200 kVA. In this study, we developed the auxiliary power supply capacity to 240kVA for 200km/h class. As such, the auxiliary power supply is an important device for securing the reliability and safety of the railway vehicle and improving the passenger convenience, so the performance verification of the performance must be ensured. In this paper, 240kVA auxiliary power supply is developed. Also, performance of the auxiliary power supply manufactured through the analysis of various characteristics related to the auxiliary power supply was confirmed while operating the actual line.

  • The underground transmission system has been internationally developing the voltage class of which increase to realizing high reliability and efficiency. Under this situation, if a company don't do much labor to elevating one's technology, the company will be hard to compete against other companies in trade. Our company has successfully developed 275kV oil-filled cable and its accessory in 1999 for Malaysia project, which was based on accumulated technological know-how, which is the highest voltage level among awarded oversea underground transmission networks in Korea. The power cable and its accessories were subjected to type approval test in accordance with IEC 60141-1 and TNB tender documents. This paper describes the main features of the type approval tests of the cable and its accessories.

Reverse Engineering Procedure of Metal Brake Pad for Part 25 Aircraft (수송류 항공기용 금속계 제동패드의 역설계 절차)

  • This study derived a reverse engineering procedure for verifying the design identity of original parts and developed parts for PMA(Parts Manufacturer Approval) and STC(Supplemental Type Certificate) of metal brake pads for transport aircraft, which are critical parts among aircraft parts and equipment. In Korea, the regulations for reverse engineering procedures are regulated by the Parts Manufacturer Approval Guidelines, and in the United States, AC No. 21. 303-4. In the reverse engineering for the brake pad, the detailed procedures for each component were determined by selecting verification test items to confirm identity based on sample quantity, dimensional tolerance, mechanical property measurement, material, weight and volume characteristics for each component. In addition, as a result of analyzing the regulation of Korea and United States, in the case of Korea, it is necessary to establish technical standards for braking systems for transport aircraft and regulations related to flight tests.

  • Recently EU has been recognized that there is a difference of emission quantity between emission certification test mode and real-road driving test. Accordingly the European Commission is currently preparing to require real-road testing as part of the passenger car type-approval process in the EU. vehicle manufacturers from 2017 are expected to test new vehicles not only under laboratory conditions but also on the real-road, using PEMS equipment. Therefore the purpose of this study is to analyze the emission and Fuel Economy of CVS-75 mode test using chassis dynamometer and RDE test using PEMS equipment by PHEV passenger car.

  • According to revolutionary developments in automobile technologies, eco-friendly advanced vehicles (hybrid vehicle, hydrogen fuel-cell vehicle, electric vehicle, etc.) are rapidly increasing. The electromagnetic compatibility is getting more important for development of a vehicle because those advanced vehicles are driven by electric energy and equipped with more electric systems. In general, electromagnetic compatibility tests consist of an electromagnetic interference(EMI) test and an electromagnetic susceptibility(EMS) test. EMI test of the electric vehicles are needed not only in driving mode but also in charging mode because they must be recharged by much electric energy for driving. Depending on vehicle manufacturers, the charging device type and the location of charging device inlet in electric vehicles are various. In this paper, in order to investigate EMI of electric vehicles in charging mode in consideration of the direction of measuring antenna and the location of charging device inlet, a series of electromagnetic emission tests are conducted using three electric vehicles (neighborhood electric vehicle, electric vehicle and electric vehicle-bus). The test results show that electromagnetic emission measurements in charging mode are dependent on the direction of measuring antenna and the location of charging device inlet.

An Establishment of Functional Test Facility for ICT-Convergence Equipment of Vessel : Focused on Maritime Digital Interfaces and Main Navigation Communication Systems (선박 ICT융합 장비 기능시험 시설 구축 연구 : 선박 디지털 인터페이스 및 주요 항해통신장비를 중심으로)

  • The maritime ICT-convergence equipment are essentially required to a type approval (TA) certification that needs environmental and functional tests, to install in vessel. The environmental test is to experiment the possession for required durabilities of the target device in maritime environment, and the functional test is to check the required functions of target equipment based on international standard. In Korea, the environmental testing facilities amount to 227 sites, but there is no functional testing facility. Because of this, we establish a function test facility for the maritime ICT-equipment. In this paper, we analyze and design the functional testing requirement and required interlocking simulators for digital interfaces and navigation communication equipment. We propose the 2-steps of functional testing procedures, which are single test and integration test, to improve the reliability of testing result. The single test is to examine own functions of the target device, and the integration test is to check harmonized operation with other navigation and communication devices.

A Study on the Verification of Design Compatibility for a Europe Type Automatic Coupler Head according to TSI Certification Standards (TSI 인증기준에 따른 유럽 표준형 자동복합연결기 헤드의 설계적합성 검증 연구)

  • The type approval system of the railway safety law, which was enforced in 2014, has been preferentially applied to the field of railway vehicles. The type approval system addresses railway vehicles and railway constituents. Unlike the previous system, it requires serial verification stages divided, in consecutive order, into verification of design compatibility and conformity and type test. These stages are in accord with international certification systems including TSI certification of the European commission. This study has been carried out to find and meet the design requirements for a coupler head, which is a part of the automatic coupler system; requirements were drawn from TSI and technical specifications that are subordinate to the domestic railway approval system. Through this study, it has been found that there exist 34 design requirements to acquire a complete coupler head. Among those requirements, 32 were verified by document inspection and two were able to be verified by performing FEA and gathering range analysis data.

A Study on the Regulation of Civil Flight Simulator

  • In Korea, the regulation is MOLIT Notice 2018-290, Guidance for Approval of Synthetic Flight Trainer as Flight Simulator and Flight Training Device. The FAA (Federal Aviation Administration) categorizes FSTD (Flight Simulation Training Device) into FFS (Full Flight Simulator) and FTD (Flight Training Device), according to its level. Additional categories for regulation are airplane and helicopter, depending on the type of aircraft. In this study, the objective tests for the handling quality of the FAA and Korean regulations were compared and analyzed. In QPS (Qualification Performance Standard), related test titles, flight conditions, and tolerance limits were analyzed for the handling quality. Based on this study, recommendations on amendments to the regulation was presented.
