Patent Analysis and Standardization Methods of Automobile Black Box Technology (차량용 블랙박스 기술 특허분석 및 표준화 방안)

  • An automobile black box can provide sufficient and accurate information for investigating the causes of vehicle accidents as well as preventing them in the future. The database of accident information from stored data in the black box can provide a variety of services to the general public when it is accessed in a reasonable manner. minimizing intrusion into drivers' privacy. Therefore, the black box could become the main intelligent automobile Part, with extensive benefits for all associated industries as well as government agencies and insurance companies. While the introduction and spread of the black box are imminent in Korea, this paper reviews technology and product trends of the black box. In particular, this paper presents findings on the investigation of black box-related patent applications and an in-depth study of core patents from several leading counties, including the United States. In addition, this paper describes trends of standardization and legislation in leading countries and presents methods of standardization with suggestions for some development topics related to black box technology.

Patent Analysis for Pyroprocessing of Spent Nuclear Fuels (사용후핵연료 파이로처리기술의 특허 동향 분석)

  • Analysis of foreign and domestic patents for pyroprocessing technology of spent nuclear fuels was carried out in this study. The current status of pyroprocessing technology development in such countries as Korea, USA, Japan and EU was analyzed by classifying the patents for 1975 through 2009 according to registration country, assignee, calendar year and technology area. The major assignees' activity indices were compared in order to find out whether there is any concentrated area of technical details. Technology competitiveness of the countries was also investigated from the information of patent citation number and family size. Furthermore, some essential unit technologies required for the commercialization of pyroprocessing were derived and examined in the aspect of the state of art as well as the trend of technology development.

Trend and Barrier in the Patents of Artificial Recharge for Securing Goundwater (지하수자원 확보를 위한 인공함양 기술 특허동향 및 장벽 분석)

  • It is getting difficult to manage water resources in South Korea because more than half of annual precipitation is concentrated in the summer season and its intensity is getting severe due to global warming and climate change. Artificial recharge schemes can be a useful method to manage water resources in Korea adapting to climate change. Patent analysis enables us to prevent overlapping investment and to find out unoccupied technology. In this study, international patent trends and barriers of artificial recharge technology are analysed for patents of Korea, Japan, the United States and Europe. The four artificial recharge methods such as well recharge, surface infiltration, bank filtration and underground structures are classified as main class and the nine sub-technologies such as water intake, water treatment, injection wells, monitoring of groundwater flow, groundwater pumping, surface infiltration/soil aquifer treatment, radial collection well, iron/manganese treatment, and underground subsurface dam are classified as intermediate class. Water intake techniques are subdivided into five classifications. Total 1,281 of patents, searched by WIPS DB tool and selected after removing noisy patents, are analyzed quantitatively to evaluate application trends by year, applicant, country for each classified technologies and analyzed qualitatively to find out occupied and unoccupied technologies. It is expected that upcoming research and development project could be performed efficiently in that an avoidance plan for the similar patents and differentiation plan for the advancing patents are set up based on the quantitative and qualitative analysis results from this research.

Policy agenda proposals from text mining analysis of patents and news articles (특허 및 뉴스 기사 텍스트 마이닝을 활용한 정책의제 제안)

  • The purpose of this study is to explore the trend of blockchain technology through analysis of patents and news articles using text mining, and to suggest the blockchain policy agenda by grasping social interests. For this purpose, 327 blockchain-related patent abstracts in Korea and 5,941 full-text online news articles were collected and preprocessed. 12 patent topics and 19 news topics were extracted with latent dirichlet allocation topic modeling. Analysis of patents showed that topics related to authentication and transaction accounted were largely predominant. Analysis of news articles showed that social interests are mainly concerned with cryptocurrency. Policy agendas were then derived for blockchain development. This study demonstrates the efficient and objective use of an automated technique for the analysis of large text documents. Additionally, specific policy agendas are proposed in this study which can inform future policy-making processes.

Patents Trends Analysis of Korea traditional medicine based treatment technology for Pet (한의학 기반 반려동물용 치료기술 개발 관련 특허 분석)

  • Objective : In this study, we conducted to analysis the patents about Korean medicine based treatment technology for pet. Methods : We collected the Korean, Japan, USA, China, EU and PCT patent for the Korean medicine-based treatment technology for pet using WIPSON data base registered by October 4, 2020 were selected. Results : Patents for the development of pet Korean medicine-based treatment technology have been constantly applied since the mid-2000s, starting in 1990, with a total of 84 applications. The number of patent applications filed in Korea was the largest, after Japan and China. The detailed composition of the applications reported until now is pharmaceutical compositions for the treatment of pet were the most applied with 39%(33 cases), followed by feed used as stocks for pet at 36%(30 cases). According to the patent application rate by disease, most of applications rate composed to be associated with immunity in 2009 to 2013 with 40% of applications. In 2014 to 2018 43% of patent applications are associated with gastrointestinal/digestive system. In this regard, multiple applications were filed in the order of immunity, digestive system, obesity and urinary system. Conclusion : This study analyzed the trend of 84 patents about Korean medicine-based treatment technology for pet to date to establish the basis for future research and development. There were many applications related to immunity from 2009 to 2013, and since then, related to digestive disease from 2014 to 2018.

  • This paper proposes a method of using national R&D patents' CoIPC networks to identify interdisciplinary trends of technology areas related to Korean national R&D. While previous research analyzed interdisciplinarity of national R&D with simple bibliometric descriptions, this research uses the network-based indexes to analyze its interdisciplinarity from the viewpoints of interdisciplinary "diversity of coupling" and "strength of coupling". In this research, this proposed method was used to form a R&D CoIPC network from the Korean national R&D patents registered from 2007 to 2010. It is expected that the proposed method can be incorporated into a system for a national R&D trend analysis, and used to identify the issues of technology convergence in national R&D and formulate its related research policies.

  • As science and technology advanced, specialized and massive, development through mutual cooperation or research based on patent licensing such as material transfer contract, technology transfer contract etc are actively taking place to minimize or separate the cost and risk of R&D. In R&D, such mutual work can enjoy the merit of division of labor by effectively allocating resources and manpower to accomplish its goal. Inevitably, however, there are also many possibilities of disputes regarding the ownership and use of intellectual property rights resulting from such mutual/post-studies, or inventions upgraded by using prior patents. The case reviewed by this paper is noticeable regarding the recent trend of upgraded inventions. In the case, a pharmaceutical company conducted tests/assessments on the complete technology of patent owned by a university on the premise of transferring the technology, and then terminated the technology transfer contract due to reasons of toxicity. The university then filed a damage claim suit against the company for infringing the contract. This is a dispute case betw een a university which developed a potential ingredient for new medicine and a pharmaceutical company which agreed to transfer and receive the technological later on. Regarding the upgraded inventions of source patents, this case has many implications on the protection of prior patents, research contract, and research security to protect the accomplishment of research. This paper reviews the subject ruling and the protection of upgraded patents and source technologies. As critical notes, the paper also summarizes the major issues of case ruling to observe the standard of ruling patent infringement related to the extortion of upgraded patents. Then, through the ruling of the case above, the paper suggests implications and future strategies.

Trends of Technology Development through Investigation and Analysis of Domestic Patent Related to Wastewater Treatment Technology including Membrane, Sludge Treatment and Advanced Treatment Technology and Equipment (분리막 및 슬러지 처리와 고도처리 기술·장비를 포함한 하·폐수 처리기술의 특허 조사·분석을 통한 기술개발 동향)

  • Wastewater treatment (WWT) technology has been developing from simple pollutant treatment to energy and resource-saving advanced technology, and various technologies combined with IT and BT are developed to minimize the amount of pollutant and toxic substance discharge to the public water areas and to improve operational efficiency. To examine the development trend of domestic wastewater treatment technology, the registered patent technologies were surveyed, classified and analyzed by year and sector. This paper considers the status of patent registration related to WWT from 2010.1 to 2017.5 in terms of the number of specific technical areas, and the trends are analyzed based on the 10 categorization field such as biological and physicochemical treatment process, equipment and device, material, sludge treatment, membrane, process control and 42 specific technical areas. A total of 3,356 patents have been registered since 2010, and the number of patents has been decreasing since the peak at 2013 and maintains 3~400 per year. The total number of patents has not yet been less than other countries, but the number of patents of more advanced technologies, which can lead the global market, such as process monitoring, new concept processing and equipment technologies is still insufficient compared to developed countries.

Identifying Emerging Free Technologies by PCT Patent Analysis (PCT특허분석을 통한 유망자유기술 탐색에 관한 연구)

  • This paper proposes a new strategy for assisting SMEs in S. Korea to grow by the use of free technologies, which include expired patents, patents that are effective in other countries but not in S. Korea, and technologies that were published without being patented. A key question answered in this paper is how to find valuable technologies developed by large companies that can be utilized by domestic SMEs. A procedure for identifying emerging free technologies was developed and is explained with an example. A quantitative analysis of technology trend was conducted on PCT's published patents that did not include S. Korea as a designated country, and then emerging IPC subclasses were identified. Among those emerging technology areas, the subclass areas where the number of Korean inventors is small were identified as key emerging free technology areas. Our method for identifying emerging free technologies can assist domestic SMEs to advance in the international market and guide the development of a national industrial strategy.

  • The recent stagnation of construction market draw more attention to construction technology development which is believed to be playing a important role in increasing the competitiveness of the construction industry. Thus, increasing pressures has been on the government playing a catalytic role of strengthen technology competitiveness. Hereupon, this study analyzed technology skill evaluation items of the Pre-Qualification system to facilitate construction technology development at the national level and tried to show the correlation between the PQ system and patent application through multilateral analysis of patent applications. Analysis results are intended to provide basic reference in decision-making process related to governmental regulation improvement especially on the PQ system. This research also attempted to draw implications to increase the use of technology related regulations such as patent & utility model based on PQ system analysis results. To do so, a comprehensive trend Analysis on the PQ system has been conducted from the view points of construction technology. Similar analysis has been done with the patent system & Utility model system. Based on Analysis result, implications of regulation improvements was outlined to promote construction technology development, due to eventually increase the competitiveness of Korean construction industry.
