A Study on Risk Perception and Policy Implication : A Psychometric Analysis of Korean Perception for Technological Risks (위험인식의 특성과 의미: 한국인의 기술위험 인지도에 대한 Psychometric 분석)

  • A survey of risk perception in South Korea was conducted in 2007 to evaluate relative riskiness of typical industrial and technological risks. This article summarizes the characteristics of risk perception using psychometric analyses. The survey with a sample size of 1,194 reviews the perceived level of 25 risk items in the areas of transportation, chemicals, environment, industry, nuclear power generation, and newly-introduced risks. Six categories of risk identified by a factor analysis show that the level of perceived risk does not correspond to the statistical level. Psychometric analyses including voluntariness, severity, effect manifestation, exposure pattern, controllability, familiarity, benefit and necessity demonstrate that voluntary, familiar and immediate risks are perceived as less risky than involuntary, unfamiliar and delayed ones. Risk communication is critical in reducing the discrepance between objective and subjective level of risk. However, the amount of risk information does not always justify a successful risk communication. A safety policy, risk communication strategy in particular, should take into account diverse dimensions of risk reviewed by psychometric analyses in the study. Social policy toward safety can be improved by integrating policy, human, and social factors as well as technological advances.

A study on Factors Affecting to Domestic Cargo Transportation Platform Adoption Using the UTAUT Model (통합기술수용이론 요인 기반 국내 화물운송 플랫폼 수용의도에 관한 연구)

  • This study is to examine the perception and difference of existing market participants on the intention of accepting domestic cargo transportation platform and analyze the effect of the intention on acceptance using UTAUT. Through the analysis, we can quantitatively examine the expectation of the cargo transportation platform expected by the participants in the transportation market and suggest implications. As the results of the analysis of variance conducted to understand the difference according to the variables of each industry, it was found that there was no difference in attitude according to the cargo transportation platform for workers of various companies such as transportation, distribution, and manufacturing. The results of the test showed that performance expectation, effort expectation, significance influence, and social impact had a positive (+) effect on acceptance intention. However, the hypothesis that perceived risk would have negative (-) effects on acceptance intention was not significant and was rejected.

An Analysis of Factors Affecting Accidents at a Container Terminal in Busan, Korea (부산 컨테이너 터미널에서의 작업 중 사고발생에 대한 요인 분석)

  • Occurrence of accidents at a container terminal results in casualties and damages of equipments which are involved in the accidents, and affects the terminal operation. Therefore, analyzing factors affecting occurrence of accidents at a container terminal is important for efficient operation of the terminal. Most of existing studies analyzing factors of accidents have performed in a land transportation field. And most of existing studies in a maritime field have focused on developing risk assessment methods, rather than identifying factors of accidents. This study aims to analyze the factors affecting the damage level which was resulted from accidents at a container terminal in Busan, Korea. After a basic statistical analysis of the accident dataset which was occurred in the terminal, a linear regression model is applied to identify the factors which affect the damage level resulted from the accident. As a result of analysis, it is found that the more number of equipments, facilities and containers damaged from the accidents positively affect the damage level from the accidents, as well as dozing during working. The results of this study are expected to be a basic for developing safety management.

A Study on the Development of Marine Traffic Risk Model for Mariners (선박운항자 해상교통위험도 모형 개발에 대한 연구)

  • Although Korea's coastal areas increasingly experience marine accident due to frequent ship encounters, increased vessel traffic and large vessel, there is a no specific model to evaluate the navigating vessel's risk for the given situation. The maritime transport environmental assessment is necessary due to the amended marine traffic law. However, marine safety diagnosis is now evaluated by foreign models. In this paper, therefore, we suggest a domestic model catering to and reflecting the characteristics of Korea's costal areas as well as those of vessel navigator's risk. We can evaluate subjective risks using this model, and can establish the model output as maritime risk exposure assessment system. We have performed analyses of variance and multiple comparison to identify the factor affecting subjective risks. As a result, measurable subjective risks of maritime traffic accident based on our suggested model can be expressed using the maritime risk exposure assessment system with geographic information system.

  • To develop a crisis management for aviation safety, this study has defined crisis management includes risk management which is eliminates or lowers risks prior to accidents and emergency response after the accidents. This study takes a look at different kinds of crisis managements, risk managements and statistical methods of other nations and fields in order to develop a risk management model. Through surveys which have 102 risk factors that include air traffic control, maintenance and airport sectors, the weight of each risk factor was calculated and the probability was divided to develop a model for risk management. The risk management model of this study is conducted using four steps (risk management plan, risk factor identification, weight and probability analysis, decision making) and 4 standards of weight along with 5 standards of probability This study takes a look at Predictions through a quantitative method using a risk index for the risk management model An effective risk management model should have a wide and continuous collection of data and adopt various methods using this model. The crisis management could not be very effective only using a pre-active risk management. So it should also be conducted by using a pro-active response system to protect additional damage and to prevent accidents of the same nature. From the results, the most important points were the establishment of command and control accountabilities, and cooperation of related organizations.

Establishing Probability-Based Warrants for Right-Turn Lanes at Unsignalized Intersections (확률기반 비신호교차로의 우회전 전용차로 설치 기준 정립)

  • PURPOSES : The objective of this study is to establish the traffic volume-based warrants of right-turn lanes at unsignalized intersections and to introduce a risk probability methodology based on the warrants. METHODS : In this study, a risk probability of a potential rear-end collision is applied between a right-turn vehicle and the immediately following through vehicle. Using the shifted negative exponential model and the compound probability theorem, the risk probability can be expressed as the function of directional volumes and the percentage of right-turns for a two-lane and four-lane highway, respectively. RESULTS : Based on the risk probablity, guidelines for installing right-turn lanes on two-lane and four-lane highways were developed. The risk probability also showed rationality by comparing with right-turn same-direction conflicts observed in-situ. CONCLUSIONS : The results of our study define the total approaching volumes to encourage a right-turn lane as a function of operating speed, percentage of right-turn, and number of lanes.

The Analysis of Injury Risk for the Type of Accident by Personal Mobility (퍼스널 모빌리티 사고 유형별 상해 위험성 분석)

  • Personal mobility, which was used exclusively for leisure activities, has recently been used as a means of transportation, and it is expected to increase its role as the next generation transportation. Sales of personal mobility are increasing rapidly, but the problem is that traffic accidents are also increasing. In this study, human body injury caused by various collisions between electric wheel users and road users that occur on bicycle or pedestrian roads mainly used by personal mobility is analyzed through collision analysis and collision risk analysis. In the case of the collision accident for electric wheel, it is analyzed that the road users are more likely to be injured on the pedestrian road than the bicycle road. In addition, the head hit each other or fall and hit the floor caused severe head injury.

  • 본 논문에서는 주거지역에서 철도 운행으로 발생하는 소음, 진동, 미세먼지가 거주민들에게 입히는 피해를 최소화 하기 위해 소음, 진동, 미세먼지의 수치 위험도 기준을 정하고, 아두이노 센서와 모듈로 스마트 창문 및 공기 청정기를 제작한다. 센서를 통해 수집한 데이터가 기준치를 초과할 경우 창문의 개폐 또는 공기 청정기 시스템이 작동을 하도록 구현하여 소음, 진동, 미세먼지 피해를 최소화 하도록 구현하였다.

  • 본 논문은 철도 건널목(교차로)에서 발생하는 차량, 보행자 및 야생 동물 사고 등의 상황에서 발생하는 위험 요소를 설정하고 철도 건널목(교차로)의 운행상황을 확인할 수 있도록 모형 철도 주변에 유형별 센서들을 설치하고 데이터를 인지하여 시스템에 저장하고, 유효한 데이터 분석을 통해 Orange3 머신러닝 기법을 적용한다. 철도 건널목에 관련된 이미지 중 위험인자로서 차량, 보행자 및 야생동물등의 객체를 감지하고 데이터를 수집하여 활용한다. 또한 이러한 데이터들은 이용자 상황에 맞는 철도 데이터 운영 시스템으로 적용할 수 있도록 위험 예측 시스템을 제안한다.

  • There exists required safety integrity level (SIL) to assure safety in accordance with international standards for every electrical / electronics / control equipment or systems with safety related functions. The SIL is allocated from lowest level (level 0) to highest level (level 4). In order to guarantee certain safety level that is internationally acceptable, application of methodology for SIL allocation and demonstration based on related international standards is required. However, the theoretical and practical study for safety integrity level is barely under way in the domestic railway industry. This research studied not only the global process of SIL allocation to guarantee safety in accordance with international standards for safety related equipment and system, but the quantitative methodology based on international standard and the semi-quantitative methodology as alternative way for SIL allocation. Specifically, the systematic SIL allocation for platform screen door system of railway is studied applying the semi-quantitative methodology in order to save much time and effort compared to quantitative method.
