While studies have viewed the effect of Chinese talent-attracting programs launched by government since reform and open door policy, little of them has assessed these programs empirically and pertinently. This article intends to assess an important program - the Thousand Youth Talents Program (TYTP). Frist, this paper proposed a transnational migration matrix of the academics to clarify the dynamic mechanism of academic brain gain at the high end. Then, the Kaplan-Meier analysis and Cox regression model are used to empirically analyze the policy effect of TYTP. The results show that, academic ability have double edged impacts on brain gain at the high end, some scholars whose last employer's academic ranking is world's Top100 have stronger willing to return, and the negative effect of academic ranking decreases with time passing; while scholars with a tenure-track position, a tenure position or a permanent position tend to stay overseas, and the hazard rate of staying increases with age. The older scholars have more intentions to go back China, while gender was not a significant factor influencing academic return at the high end. That is, the talent-attracting programs has partly succeeded in bringing back the academics at the high end.

Failure of tube bundles due to excessive flow-induced vibrations continues to affect the performance of nuclear power plant Early experimental studies concentrated on rigid structures and later investigators dealt with elastic structures because of their importance in many engineering fields. On the other hand, much less numerical work has been carried out, because of the numerical complexity associated with the problem. Conventional approaches usually decoupled the flow solution from the structural problem. The present numerical study proposes the methodology in analyzing the fluidelastic instability occurring in tube bundles by coupling the Computational fluid Dynamics (C%) with the tube equation of motions. The motion of the structures is modeled by a spring-damper-mass system that allows transnational motion in two directions (a two-degree-of-freedom system). The fluid motion and the cylinder response are solved in an iterative way, so that the interaction between the fluid and the structure can be accounted for property. The aim of the present work is to predict the fluidelstic instability of tube bundles and the associated phenomena, such as the response of the cylinder, the unsteady lift and drag on the cylinder, the vortex shedding frequency.
This study examines the increasing influence of the private sorter in global media governance, which represents decentralization of international politics resulted from the rapid globalization in the areas of politics, economy and culture. This article is about the emergence of Islamic modernism among Cham Muslim communities in Cambodia and Cochinchina during the early 20th century. Based on a combined critical reading of existing scholarship, historicized first-hand anthropological accounts, as well as archival sources from the National Archives of Cambodia and the Vietnam National Archives II, it argues accounts of modernists in these sources were either (1) cast through a French colonial reading of a Buddhist state lens and (2) cast through a Malay lens, based upon the Kaum Muda/Kaum Tua divide. First, it proceeds with a historical explanation of the emergence of Islam and the discourse used to describe Muslim communities in Vietnamese, French, and Cham language sources. Then, it turns the narrative toward an examination of the emergence of the "Kaum Muda" or "New Group" of reformist-minded modernist Muslims in early 20th century Cambodia. Delineating the networks of these intellectuals as they stretched across the border through Cochinchina, also highlights a pre-existing transnational element to the community, one that well predates current discussions of twenty-first-century transnationalism. Through a combination of the study of multiple language sources and historical methods, the article highlights the importance of polylingualism in the study of the history of Muslims in Southeast Asia.
With the enactment of international free trade and economic agreements and cooperation, BIMP-EAGA is an opportunity to accelerate development and economic growth in eastern Indonesia. This subregional cooperation could be used to reduce the development gap or inequality between the western and eastern regions, which are geographically, demographically, and economically different. This cooperation also may accelerate development in the border area. This study analyzes Indonesia's policies related to connectivity in BIMP-EAGA subregional cooperation and its implementation. The study results show that the National Secretariat of Sub-Regional Economic Cooperation has encouraged cooperation clusters ranging from natural resources, transportation, infrastructure, ICT, and tourism to MSMEs. In terms of connectivity, Indonesia is also involved in the development program of three economic corridors, namely West Borneo, East Borneo, and Sulu-Sulawesi. Indonesia's involvement in the three corridors has boosted the connectivity of Indonesia's territory, especially border areas, with neighboring countries. Connectivity has covered not only physical but also institutional and people-to-people dimensions. However, there are still several challenges, ranging from the standardization of the Customs, Immigration, and Quarantine (CIQ) mechanisms, improvement of institutional quality, and consistent strong political will among the involved parties. In addition, considering the vulnerability of the BIMP subregion to transnational crimes and acts of radical terrorism, BIMP-EAGA needs to think about solutions to overcome these cross-border security problems so that the momentum of development in the subregion may be sustained.
Today, nuclear energy conflict is caused from the dangerous radioactive material. The main party of this conflict are politic and economic systems which deride nuclear energy, and the persons concerned which it oppose and the anti-nuclear environment group. If the nuclear waste is transported from one nation to another nation, multi national anti-nuclear group appears as conflict party. We call this domestic and transnational risk communication new social movement. From the viewpoint of system theory, the new social movement can mean the offensive development of self-reference which withstand the "technicalization of communication" through the "symbolically generalized communication media" like money and power. By comparing Northeast Asia and Europe, the nuclear energy conflict did not show a big difference in the selection of nuclear waste storing site. In the Northeast Asia, when Taiwan exports the nuclear waste to North Korea, the international conflict broke out. In Europe, Germany has a hard experience with the construction-plan for the re-treating plant that produces the plutonium from the dangerous nuclear waste, and with the transnational transport of the nuclear waste. The new social movement aims the global paradigm which is able to guarantee the subtainability of ecological environment. The nuclear conflict in the "world risk society" is solved through the "discourse-alliance" which accomplishes sub-politics by crossing the border of class, nation and system.
This study aims to analyze the characteristics of transnational cigarette companies' strategies to expand the female market in Korea after the market opening of 1988. Focusing on 'Virginia Slims' and 'Finesse', which are the PM and BAT's representative female brands, this study explores whether their typical advertising strategies were transformed in Korean market. After 3years from the market opening, 'Virginia Slims' gave up its brand identity and the strategy was so successful that 'Virginia Slims' continued to be 2nd best-selling brand in the imported cigarette market in Korea. In contrast, 'Finesse' maintained a typical women's cigarette image during the 1990s and consequently occupied the highest brand awareness as a female cigarette but lower market share than Virginia Slims. TTCs adapted to a doubly obstructed Korea market with its strong taboo against female smoking and a comparatively stronger legal ban on all cigarette ads targeting women. However, diverse indirect cigarette ads and promotions, which circumvented regulations, suggest that ads transforming was not to give up Korean female customers. Furthermore, the cigarette ads that the soft and mild taste of female brands are associated with healthy image rather than gendered image may appeal to Korean women without touching their emotions and desires.
The term of world literature is now becoming an issue and lens through which we need to rethink the value of literature on a more universal dimension so as to imagine newly the location of the local or regional literature that has been alienated from the field of world literature. This kind of recognition leads us to consider the term world literature in relation to globalization and universality and to locate it on a problematical territory rather than to understand it in the traditional and Western way. Therefore the concept of world literature is now given to us as a task to resolve from our particular, or more precisely, peripheral context. The peripheral context could best operate as a possibility of reforming the West-centered order of world literature particularly in the way in which world literature obtains a more universal value. When we discuss world literature we need to consider the way of practice to re-highlight the possibility of periphery and pre-modernity without neglecting the 'light' of modernity and center. In this respect, the discourse of 'East Asia' may be useful for a transnational approach to world literature which focuses on the criticism of all kinds of centrism by foregrounding the concepts of othering and de-homogenization. For this I emphasize the attitude and methodology of 'post' which includes the power of othering and de-homogenization. The 'posty' theories such as post-colonialism, post-structuralism, post-nationalism and post-humanism allow us to indicate properly and acutely our aim by means of freer play of thought and at the same time more just definition and practice of our thought; that is, only by embracing both indication and play can we maintain the universal value of world literature. Here we can say that the global and local enterprise of ethics is the fundamental basis of world literature.
Nowadays migrations between the countries are getting each day more active and a mixture of people with different cultural backgrounds strengthens the hybridism, whereupon the point of view on the migration of Koreans has been changed from a diasporan perspective to an transnational one. The expansion of the transnationalism affects the identity of the subsequent generations of the immigration giving way to a psychologically deterritorialized social identity, which is an important consideration in the study of subsequent generations of the immigration. This study examined the Korean immigration history and the current status of the Korean community in Spain since the 1960s. The early immigrants like fishing vessel crew members, instructors of Taekwondo, chicken sexers who, despite the limits of foreigners in Spain, went to find out the source of life with no hesitation, overcame the difficulties of the early settlers and finally managed to achieve local success. Current history of immigration that began in the mid-1960s went through the maturity during the 1970s and 80s and the Koreans in Spain these days, who have undergone differentiation in the occupational structure because of the crisis of pelagic fisheries, face new challenges due to changes in the environment of the country they reside. The Korean community is regarded as an 'exemplary minority group (Model Minority)' even though it is a minority group in number. Now that the interest for overseas Koreans is higher than ever at home and abroad, due to the economic growth of the Republic of Korea, the spread of its cultural influence -the Korean Wave as proof-, and the overseas Koreans suffrage conducted, the research of the Korean residents in Spain will be important as an advanced research of an unexplored field, as well as an opportunity to broaden the horizons of the existing study area that has mainly dealt with major regions only.

Relying on the concept of "multicultural space", this paper aims to examine the ways in which the adaptation of foreign professional migrants to the Korean society has been geographically differentiated. Due to the limits of spatial perspectives, existing studies on the adaptation of foreign migrants to the Korean society tend to ignore the geographical variations in the ways in, and the degrees at, which foreign migrants have been adapted into the Korean society. There are, however, significant regional variations in the living conditions, physical and cultural environments, and economic opportunities that are given to the foreign migrants in Korea, so that the adaptation of foreign migrants to the Korean society is regionally differentiated. In order to prove this, this paper explores whether and how the ways in which foreign professional migrants have adapted to the Korean society have been regionally differentiated on the basis of questionnaire surveys and statistical analyses.
