임진강 경보제어시스템 오동작으로 인한 인명피해 사고 사례 분석 (Analysis of Disaster with Casualty Caused by Malfunction of the Water Level Monitoring System in Imjin River)

  • North Korea's discharge of water from a dam into the Imjin River that flows through the inter-Korean border swept away a riverside camping site early Sunday morning, killing six people. This tragic incident might have been prevented if the North had given prior notice of the release from its Hwanggang Dam to the South. Investigations are under way to determine the reasons behind the unexpected act. This incident was a man-made disaster not least death of six people. A water level monitoring system(WLMS) of the Imjin River was installed the bridge of Pilseung that operate three public institutions. The WLMS of the A institution set up warning siren and broadcasting as the water level has been rising the bridge of Pilseung in the Imjin River. But the A institution's system was already out of side before discharged of water a dam into the Imjin River and the operators were culpable negligence. The B institution's office employee on charges of negligence that might have contributed to the tragedy and one of the A institution's employees ignored 26 warning messages on the WLMS. This tragic incident was a man-made disaster not least death of six people and might have been prevented if the WLMS was normally operated and the system operators must be worked a tight.

  • Natural and social disasters, such as typhoons, floods, earthquakes, volcanoes, fires, explosions, and traffic accidents occur frequently around the world. In Korea, a vicious cycle of large-scale accidents caused by natural disasters and insensitivity to safety is repeated each year. In particular, the tragic sinking of the Sewol ferry in 2014 and strong earthquakes with a magnitude of 5.0 and greater in Gyeongju and Pohang in 2016 and 2017, respectively, threw the entire country into a state of shock, increasing the public anxiety regarding disaster preparedness. This paper discusses the trends in broadcast emergency alert systems used to minimize damage from a disaster by delivering urgent status information quickly and accurately through a broadcast network, and to provide information regarding disaster risk and emergency evacuation procedures.

여객선 세월호의 전복 요인 분석 (Analysis the factors on the capsize of passenger vessel Sewol)

  • A historical tragic disaster happened by capsizing the passenger ship Sewol at South Western Sea of Korea in 16, April 2014. The ship which left Incheon harbour to bound for Jeju port passed Maengol strait and reached to approach of Byung Pung island, and then capsized and sank with a sudden inclination to the portside in the mean time of starboard the helm. In this time, the ship which has very poor stability without sufficient ballast waters and with over loading cargo listed port side caused by the centrifugal force acting to the outside of turning. A lot of cargoes not fastened moved to the port side consequently, and the ship came to beam end to capsize and sank in the end. No crews including especially captain would offer their own duties in a such extremely urgent time, as a result, enormous number of victims broke out including a lot of student. In this report, author carried out some calculation on the factors which influenced on the stability of the ship, i.e. the ship's speed, the rudder angle, the weight of cargoes and distance of movement, the surface effect of liquid in the tank. We found out that the most causes of capsize were the poor stability with heavy cargoes and insufficient amount of ballast water against the rule, and the cargoes unfastened moved one side to add the inclination as well. Above all, the owner be blamable because of the illegally operating the ship without keeping the rule.

세월호 참사 희생자 부모들의 심리적 외상에 관한 기술적 접근 (A Technical Approach to Post-Traumatic Stress Disorder of the Sewol Ferry Victims' Parents)

  • 2014년 4월 16일 전남 진도 인근 관매도 해상에서 침몰한 세월호 참사가 발생한 지 1주기가 지났다. 총 304명의 희생자와 실종자를 낳은 세월호 참사는 2010년대 이후 대한민국에서 가장 큰 규모의 참사였다. 그러나 세월호 참사 1주기가 지나도록 유족의 트라우마에 대한 심리적, 커뮤니케이션학적 연구는 전혀 없었다. 본 연구는 국내에서 처음으로 자식을 잃은 부모로서 세월호 참사로 인한 극심한 외상 후 스트레스 장애를 겪고 있는 세월호 유가족의 실태를 조사했다. 연구결과 신체적으로, 심리적으로 세월호 유족의 경우 외상 후 스트레스 장애가 발생하고 있음을 확인할 수 있었고 치료에는 소홀한 것으로 나타났다. 외상 후 스트레스 장애는 일상생활에도 영향을 미쳤다. 세월호 유족은 대인관계, 직장관계, 거주지, 가치관 등 많은 부분에서 일상적인 생활에 문제가 많은 것을 확인할 수 있었다. 본 연구를 통해 참사로 인한 세월호 유족의 외상 후 스트레스 장애가 막대한 것으로 나타난 만큼 학계에서도 더욱 적극적으로 관련된 논의를 함께해 우리 사회에서 방치된 세월호 유가족의 고통을 치료하는데 나서야 할 것이다.

제501오룡호 전복사고의 역학적 요인 분석 (Analysis the dynamic factors on the capsize of O-Ryong 501)

  • A tragic disaster happened by capsizing O-Ryong 501 trawler at Western Bering Sea in 1st, Dec. 2014. The disaster was caused by the severe weather and the long deferred escape from the storm in fully developed high sea. Lots of sea water from poop deck rushed into the fish ponder with fishes all together after hauling net and then remove the fishes from codend. The vessel became to incline to the one side caused by the weight and the free surface effect of flood sea waters and fishes at initial stage. In spite of crews all effort to discharge the waters, but the work was not achieved successfully. For the worse thing, the order of abandon ship was issued too late. After all, the ship capsized and sank, then almost crews became to the victims of the casualty including captain. In this paper, author carried out restrictively the calculation of dynamic factors influenced on the disaster including the weather condition and effects of the flood sea waters, and found out that the most important causes of the disaster were the decrease of stabilities, GM was decreased from 0.9m to 0.08 m, and the high waves which led to the vessel disaster.

  • 증오 범죄는 개인적인 범죄가 아니라 사회적 문제로 봐야 하고, 사회적 통합 가치 규범을 벗어난 반사회적 행동을 할 수 있는 사람에 대해서는 예방체계를 구축하여 수용체계를 갖추도록 해야 한다. 특히 비극적 증오 범죄를 줄이기 위해서는 사회와 정부가 양극화 해소를 위해 적극나서야 하고, 가정과 학교, 사회와 연계된 인성교육이 이뤄져야 하며 사회보장제도 등 사회안전망을 구축하는 정책이 마련돼야 한다. 아울러 좋은 정책을 펴기 위해서는 편법보다 원칙이 더 잘되는 사회, 그리고 강자가 약자를 배려하는 사회로의 전환이 필요하다.

  • There has been a big need of Safety Education for the power plants with a high risk due to the Fukushima Daiichi nuclear disaster and the tragic accident of Sewol Ferry. The object of this research is for studying ways of developing contents for customized Power Plants Safety Education applied with 'Story Viewing' technology in order to improve the present format of Power Plant Safety Education based on hard copied documents so as to prevent human mistakes because of lack of system and ability of initial response which come from safety frigidity shown in the case of Sewol Accident. 'Story-viewing' applied to Power Plant Safety Education is the methodology to enhance information communicability utilizing IT/Visualization technology combined with Story Telling that is an effective propagation way.

  • Representative of Korean accidents is that occurrence number of accidents is not many. But the extra-large size disaster like as Taegu subway accident are occurred continuously from multi place. It brings a big problem that people has spirit shock and a life damage nationally and socially. The problem point which brings like this tragic death is caused from the fire confrontation system of absent and human confrontation mistake. Therefore, we need the confrontation plan to overcome these accidents. It will be able to prepare favorably in accident confrontation. In this paper, we analyzed fire accidents case study on domestic and oversea and proposed the plan which confronts encounter to fire accidents in subway system urgently and properly.

Reducing Earthquake Fatalities and Destructions in Iran: A Project Management Perception

  • Purpose - Appropriate project management knowledge as well as its effective application in the construction industry increase construction quality and, therefore, reduce fatalities and destruction. Research design, data, and methodology - This study was conducted through a comparative analysis of earthquake fatalities in Iran, Turkey, Pakistan, Indonesia, China, Haiti, Japan, and the United States of America. The data was analyzed using a frequency study. The analysis contrasts the fatalities of some of the strongest earthquakes around the world between 1960 and 2010. Results - Poor quality construction practices and a lack of effective application of project management knowledge play a major role in the vast destruction, high death toll, and dismal tragedies that are associated with earthquakes, especially in Iran. Conclusions - Despite the history of tragic earthquakes and their continuing recurrence, this study attempts to make governments, companies, and disaster management personnel aware of the dangers of poor quality construction and the deficient application of project management knowledge and, further, accentuates effective ways to prevent the probability of serious damage in future. This study contains valuable information on the effects of project management application towards reducing earthquake fatalities and destruction.
