해양사고가 빈번하고 교통밀도가 높은 서남해 연안해역에 통항선박의 안전과 항만 입출항 선박의 지원을 위해 해상교통안전관리체 제가 2006년 7월부터 시행되고 있다. 본 해역에서 RADAR와 AIS의 정보를 이용하여 해상교통환경평가를 위해 통항량을 조사하고, 최근 5년간 해양사고의 분포 경향을 조사하였다. 또한 동 해역에서 자연환경의 영향, 어장현황 및 설문조사 분석을 통해 연안해역 항행위해요소를 알아보았다. 최근 5년간 대상해역에서 상선의 해양사고는 점진적으로 감소하는 경향을 보였으나. 어선의 경우는 반대로 증가하는 경향을 보였다. 6월에서 8월 사이의 짚은 안개와 어로행위 및 VHF 청취의무를 이행하지 않는 선박으로 인해 항행위해요소로 나타났다.

The air traffic situation variables were emphasized in this research to review the awareness level of job performance of military air traffic controllers in application of air traffic situation variables such as detection of aircraft identification, type of aircraft, position ,speed, altitude, determination of separation between departing and arriving in-trail aircraft, physical airport conditions, adverse weather conditions, NAVAID outage and ATC facilities' operational status. In this respect, This study was conducted under the auspice of ATC facility operating agencies and devoting air force air traffic controller's participation by answering the questionnaires from nine radar approach control facilities and other air traffic control towers.

본 연구는 교통정온화(Traffic Calming)기법 적용시 고려되어야 할 평가지표들을 개발하고 이를 토대로 교통정온화 기법 평가시 주요하게 고려되어야 할 지표들을 AHP분석을 통하여 그 중요도를 분석하였다. 본 연구에 대한 결과를 요약해보면 다음과 같다. 주거지역과 상업지역 모두 교통정온화의 대분류의 가중치는 주거지역, 상업지역 모두 안전측면을 가장 중시하고 있음을 알 수 있었고, 주거지역과 상업지역 모두 공통으로 자동차 평균주행속도, 보차분리정도, 교통사고 심각도 순으로 도출되었다. 주거지역에서는 제한속도 보다 낮은 속도라 해도 주택가에서는 전반적인 평균속도가 보행약자의 안전을 지킬 수 있을 것이라 사료되기 때문에 '자동차 평균 주행속도'가 주요한 지표로 도출되었으며, 상업지역에서는 특성상 많은 보행량 때문에 '보차분리정도'의 중요도가 높은 것으로 나타났다. 평가지표를 사례지에 적용해본 결과 교통정온화는 주거지역에 적용하였을 경우, 그 효과는 상업지역에 적용하였을 때 보다 상대적으로 큰 것으로 나타났다. 본 연구의 결과는 향후 교통정온화 기법을 적용시 또는 정온화기법의 평가 시에 기초적인 자료로 활용 될 수 있을 것으로 판단된다.

A properly determined separation minima applied in Air Traffic Management(ATM) is critical for safe and efficient aircraft operations. The separation minima is primarily determined by the accuracy performance of surveillance system, and, due to the stringent aviation safety standard, the position accuracy of the surveillance system must be estimated with a high level of reliability. This study proposed a method for estimating the position accuracy of surveillance system with a relatively small amount of data by finding upper confidence limit instead of maximum likelihood values of unknown parameters. Through the proposed method, it is possible to determine a required separation minima with a more reliability in the face of data scarcity which often occurs when we implement a new surveillance system such as Automatic Dependent Surveillance-Broadcast (ADS-B).

부산 북항 접근 수역은 입출항 선박의 교통량이 많고 바람으로 인한 풍압력과 조류의 영향으로 횡압류가 작용하여 선박 운항자 가항행에 큰 부담을 느끼는 해역이다. 해당 해역에 대한 통항 선박의 해상교통조사 실시 결과 다수의 선박이 협소한 방파제 사이를 안전하게 진입하기 위해서 입항 항로의 경계를 벗어나 항행하는 것으로 조사되었다. 따라서 본 연구에서는 부산항 제1항로 진입항로의 선박 통항 안전성을 증대시키기 위하여, 교통조사를 통한 통항선박의 항적 분석 및 진입항로에 대한 통항 개선을 위한 선박조종시뮬레이션을 실시하였다. 선박조종 시뮬레이션은 현행 통항분리대 방식과 진입 선박의 통항 개선을 위해 도출된 두 가지 통항분리대 개선안에 대해 각각 실시하여, 그 결과를 분석 평가함으로써 항로 개선안의 타당성을 검증하였다. 또한 부산항 제1항로 접근 해역에서의 통항안전과 해양사고 예방을 위한 방안으로 수심 준설 구간, 예인선 및 예부선의 통항 확보 방안 및 해군 함정에 대한 관제 강화 등을 제안한다.

This paper summarizes the HVO concept and procedures, presents a summary of the research and results, and outlines areas where future HVO is required. This concept enables people to get their destinations through shortest paths with advanced air traffic control system and equipments. The concept's key feature is that pilots maintain their own separation from other aircraft using air-to-air datalink and on-board software which are needed for supporting flight information present on the high Way in the sky display and airborne internet. By assigning Self-Controlled Area which assume pilot have separation responsibility, controllers evaluated SATS HVO concept as a successful method on the view of reduced workload and increased traffic level on high volume operation.

The goal for the CD&R system is to predict that a conflict is going to occur in the future, communicate the detected conflict to a human operator, and, in some cases, assist in the resolution of the conflict situation. To provide insight into different methods of conflict detection and resolution, a literature review of previous research models and current developmental and operational systems was performed. This paper focuses only on the specific attributes of each model, not on the depth to which a model has been analyzed, validated, or accepted. Thus, care should be taken to remember that a model that seems to be simple according to our categorization scheme may be significantly more viable than an apparently sophisticated model.

The TDX-10 Time Switch architecture has modularity, high reliability and considerable large switch fabric having separated and both-way 1K time slot interchange switching circuit elements. In this paper, we present key functions, architecture, features and traffic characteristic of TDX-10 Time Switch. And we also describe some basic implementation technologies such as Frame Base Read-Write Separation Method, Multi-Write Method and Read-Write Separation Technique with Dual-port Memory.

A mathematical model and its solution algorithm are proposed for computing the capacity of terminal control area. The model is built based on dynamics of aircraft flying on pre-established approach path and its solution algorithm employs a numerical method. The model computes the minimum separation of two aircraft at the entry fix of the terminal control area, which assures that air traffic separation rules are not violated during the approach phase, thereby computes the capacity. The model might be applied for designing approach paths for a new airport, for rearranging paths of an existing airport or establishing approach control procedures.

여수해만 특정해역 밖의 인근해역은 섬들이 매우 많고 수심이 낮은 해역으로서 한반도의 동 ${\cdot}$ 서해안을 운항하는 선박들이 섬 사이의 협소한 해역을 통항하고 있어 잦은 교행이 이루어지고 있으며, 이들 선박은 소리도 남단과 욕지도 부근 해역에서 원유 운반선, 광석운반선 및 컨테이너선과 같은 대형선과 만나면서 교통 혼잡도를 가중시키고 있다. 따라서 본 연구에서는 교통의 흐름을 단순화하고, 교차 및 집중 상황을 완화시키기 위한 통항분리대의 도입 및 추천항로의 설정한다.
