Video Data Collection Scheme From Vehicle Black Box Using Time and Location Information for Public Safety (사회 안전망 구축을 위한 시간과 위치 정보 기반의 차량 블랙박스 영상물 수집 기법)

  • This paper proposes a scheme to collect video data of the vehicle black box in order to strengthen the public safety. The existing schemes, such as surveillance system with the fixed CCTV and car black box, have privacy issues, network traffic overhead and the storage space problems because all video data are sent to the central server. In this paper, the central server only collects the video data related to the accident or the criminal offense using the GPS information and time in order to investigation of the accident or the criminal offense. The proposed scheme addresses the privacy issues and reduces network traffic overhead and the storage space of the central server since the central server collects the video data only related to the accident and the criminal offense. The implementation and experiment shows that our service is feasible. The proposed service can be used as a component of remote surveillance system to prevent the criminal offense and to investigate the criminal offense.

  • The use of satellite remote sensing in maritime safety and security can aid in the detection of illegal fishing activities and provide more efficient use of limited aircraft or patrol craft resources. In the area of vessel traffic monitoring for commercial vessels, Vessel Traffic Service (VTS) which use the ground-based radar system have some difficulties in detecting moving ships due to the limited detection range. A virtual vessel traffic control system is introduced to contribute to prevent a marine accident such as collision and stranding from happening. Existing VTS has its limit. The virtual vessel traffic control system consists of both data acquisition by satellite remote sensing and a simulation of traffic environment stress based on the satellite data, remotely sensed data. And it could be used to provide timely and detailed information about the marine safety, including the location, speed and direction of ships, and help us operate vessels safely and efficiently. If environmental stress values are simulated for the ship information derived from satellite data, proper actions can be taken to prevent accidents. Since optical sensor has a high spatial resolution, JERS satellite data are used to track ships and extract their information. We present an algorithm of automatic identification of ship size and velocity. This paper lastly introduce the field testing results of ship detection by RADARSAT SAR imagery, and propose a new approach for a Vessel Monitoring System(VMS), including VTS, and SAR combination service.

Power Saving Scheme by Distinguishing Traffic Patterns for Event-Driven IoT Applications

  • Many Internet of Things (IoT) applications involving bursty traffic have emerged recently with event detection. A power management scheme qualified for uplink bursty traffic (PM-UBT) is proposed by distinguishing between bursty and general uplink traffic patterns in the IEEE 802.11 standard to balance energy consumption and uplink latency, especially for stations with limited power and constrained buffer size. The proposed PM-UBT allows a station to transmit an uplink bursty frame immediately regardless of the state. Only when the sleep timer expires can the station send uplink general traffic and receive all downlink frames from the access point. The optimization problem (OP) for PM-UBT is power consumption minimization under a constrained buffer size at the station. This OP can be solved effectively by the bisection method, which demonstrates a performance similar to that of exhaustive search but with less computational complexity. Simulation results show that when the frame arrival rate in a station is between 5 and 100 frame/second, PM-UBT can save approximately 5 mW to 30 mW of power compared with an existing power management scheme. Therefore, the proposed power management strategy can be used efficiently for delay-intolerant uplink traffic in event-driven IoT applications, such as health status monitoring and environmental surveillance.

Mean-Shift Blob Clustering and Tracking for Traffic Monitoring System

  • Object tracking is a common vision task to detect and trace objects between consecutive frames. It is also important for a variety of applications such as surveillance, video based traffic monitoring system, and so on. An efficient moving vehicle clustering and tracking algorithm suitable for traffic monitoring system is proposed in this paper. First, automatic background extraction method is used to get a reliable background as a reference. The moving blob(object) is then separated from the background by mean shift method. Second, the scale invariant feature based method extracts the salient features from the clustered foreground blob. It is robust to change the illumination, scale, and affine shape. The simulation results on various road situations demonstrate good performance achieved by proposed method.

  • ADS-B can provide high accurate position information and faster update rate than Radar system and it is a technique that can supplement or replace the Radar. Recently ADS-B has been applied to the actual aircraft operation because to increase air transportation traffic and required to high accurate surveillance. In this study, we surveyed analysis of position deviation distribution analysis and received actual ADS-B trajectory data for conformed precise surveillance on the near airport area using ADS-B message. For that, we received the precision instrument approach ADS-B trajectory data using instrument landing system, and can analyse about target deviation distribution on the final approach segment about precision instrument approach. The result of analysis is mean distance of target deviation -0.04 m and standard deviation 6.71 m on between ADS-B target and extended runway centerline. Also that is to conformed the ADS-B message trajectory available to provide relatively exact surveillance information.

Students injuries and Injury Surveillance System in Cheonan (손상감시체계를 통한 천안지역 초․중․고교생의 손상실태 분석)

  • Purpose : The purpose of this study is to explore the students injuries by analyzing the data which has been inputted by the emergency center of the cooperated hospitals and the 119 rescue party through the injury surveillance system in Cheonan city. Method : Students were divided into the elementary, middle, high school students with the 776 cases of children and teenagers(7-19years old) of injury surveillance system in Cheonan area from january to june in 2009. Frequency analysis and $x^2$-test was done to recognize the features of students injuries among the groups. The program to be used for the statistical analysis is SPSS 17.0. Result : Out of the injury incidence rate, the elementary school students(52.1%) are first, the high school students (24.9%) are second, the middle school students appear to be 23.1%. Male is about two times higher than female by 66.6% in the injury incidence. In terms of the injury mechanism, the injury(22.2%) by hit is the first, the traffic accident(21.5%) is the second, the slippery(16.8%) is followed. The injuries were occurred most largely at 16:00-20:00(33.4%), and the 33.6% of injury by daily leisure activity occurs at 16:00-20:00 chiefly. Conclusion : Analysis using the data of the injury surveillance system has some advantages compared to the previous research such as reliability and specification. To prevent the students injuries, not the individual problem but the social dimension should be acknowledged so that we can secure and promote the safety from the risk. Therefore, we must organize the role assignment and the cooperative network in the school, home and community.

Design of Interrogator for Airspace Surveillance in Multilateration Systems (항공용 다변측정 감시시스템 적용을 위한 질문기 설계)

  • Multilateration systems are used to provide the position of aircraft in flight or on airport runways. In the multilateration systems, the interrogator is an important transmitter that used to interrogate the airplanes with appropriately scenario in surveillance airspace. Whisper-Shout interrogation sequence, which is one of the key functions of the interrogator, can control airport traffic density when intruder airplanes are coming into the surveillance airspace. Therefore collision chance between airplanes could be reduced and also get highly accurate location of incoming airplane in multilateration systems. In this paper, we developed the interrogator that allows it to transmit Mode A/C and Mode S interrogations which is similar to existing secondary surveillance radar. With appropriately controlled Whisper-Shout sequence in the interrogator, the multilateration systems can avoid synchronous garbling and FRUIT phenomenons caused by receiving multiple responses from a number of airplanes.

  • Adverse weather (e.g. strong winds, snow and ice) will probably appear as a more serious and frequent threat to road traffic than in clear climate. Another consequence of climate change with a natural disastrous on road traffic is respond to traffic accident more the large and high-rise bridge zone, tunnel zone, inclined plane zone and de-icing zone than any other zone, which in turn calls for continuous adaption of monitoring procedures. Accident mitigating measures against this accident category may consist of intense winter maintenance, the use of road weather information systems for data collection and early warnings, road surveillance and traffic control. While hazard from reduced road friction due to snow and ice may be eliminated by snow removal and de-icing measures, the effect of strong winds on road traffic are not easily avoided. The purpose of the study described here, was to design of amber information the relationship between traffic safety, weather, user information on road weather and driving conditions in local-scale Geographic. The most applications are the optimization of the amber information definition, improvements to road surveillance, road weather monitoring and improved accuracy of user information delivery. Also, statistics on wind gust, surface condition, vehicle category and other relevant parameters for wind induced accidents provide basis for traffic control, early warning policies and driver education for improved road safety at bad weather-exposed locations.

  • Video Image Processing (VIP) for traffic surveillance has been used not only to gather traffic information, but also to detect traffic conflicts and incident conditions. This paper presents a system development of gathering traffic information and conflict detection based on automatic calculation of pixel length within the detection zone on a Video Detection System (VDS). This algorithm improves the accuracy of traffic information using the automatic detailed line segmentsin the detection zone. This system also can be applied for all types of intersections. The experiments have been conducted with CCTV images, installed at a Bundang intersection, and verified through comparison with a commercial VDS product.

  • This study proposed a model to estimate traffic accident likelihood using real-time traffic data obtained from freeway traffic surveillance systems. Traffic variables representing spatio-temporal variations of traffic conditions were utilized as independent variables in the proposed models. Binary logistics regression modelings were conducted to correlate traffic variables and accident data that were collected from the Seohaean freeway during recent three years, from 2004 to 2006. To apply more reliable traffic variables, outlier filtering and data imputation were also performed. The outcomes of the model that are actually probabilistic measures of accident occurrence would be effectively utilized not only in designing warning information systems but also in evaluating the effectiveness of various traffic operations strategies in terms of traffic safety.
