Purpose: Increase in the size and number of underpasses rises occurrence of disasters such as fire and flooding inundation in underpasses. In the occurrence of disasters, the underpasses are more vulnerable to expose of crucial disasters than the general roads due to they are built underground. Therefore, The purpose of this paper is to derive system improvement items to prevent and control disasters in underpasses. Method: A hierarchical model of disaster impact factors and alternatives was developed based on prior researches and expert advices on disaster analyses and impact factors in the underpasses. The developed model was employed for surveys of pairwise comparison, and rankings of improvement were determined by applying the AHP method. Result: With a consistency of the surveys, results of relative weights of evaluation criteria(traffic accidents, fire, flooding inundation) and alternatives(law, system/planning, maintenance/human factor/environment) shows that improvement of laws and system related to the fire disaster is a top priority to prevent and control disaster of the underpasses. Conclusion: From experts' point of view, strengthening laws and systems related to disater prevention facilities such as water spray facilities, external(ground) exit in relation to fire in underpasses showed that it is an alternative to prevent disasters and minimize damage to underpasses.

The LIDAR sensor, which provides higher cognitive performance than cameras and radar, is difficult to apply to ADAS or autonomous driving because of its high price. On the other hand, as the price is decreasing rapidly, expectations are rising to improve existing autonomous driving functions by taking advantage of the LIDAR sensor. In level 3 autonomous vehicles, when a dangerous situation in the cognitive module occurs due to a sensor defect or sensor limit, the driver must take control of the vehicle for manual driving. If the driver does not respond to the request, the system must automatically kick in and implement a minimum risk maneuver to maintain the risk within a tolerable level. In this study, based on this background, a LIDAR-based LKS MRM algorithm was developed for the case when the normal operation of LKS was not possible due to troubles in the cognitive system. From point cloud data collected by LIDAR, the algorithm generates the trajectory of the vehicle in front through object clustering and converts it to the target waypoints of its own. Hence, if the camera-based LKS is not operating normally, LIDAR-based path tracking control is performed as MRM. The HAZOP method was used to identify the risk sources in the LKS cognitive systems. B, and based on this, test scenarios were derived and used in the validation process by simulation. The simulation results indicated that the LIDAR-based LKS MRM algorithm of this study prevents lane departure in dangerous situations caused by various problems or difficulties in the LKS cognitive systems and could prevent possible traffic accidents.
It is necessary to quickly detect and respond to ship accidents that occur continuously due to the influence of the recently increased maritime traffic. For this purpose, ship detection research is being actively conducted based on satellite images that can be monitored in real time over a wide area. However, there is a possibility that the wake may be falsely detected as a ship because the wake removal is not performed in previous studies that performed ship detection using spectral characteristics. Therefore, in this study, ship detection was performed using SDI (Ship Detection Index) based on the Sentinel-2A satellite image, and the wake was removed by utilizing the difference in the spectral characteristics of the ship and the wake. Probability of detection (POD) and false alarm rate (FAR) indices were used to verify the accuracy of the ship detection algorithm in this study. As a result of the verification, POD was similar and FAR was improved by 6.4% compared to the result of applying only SDI.

Autonomous vehicles are equipped with a wide rage of sensors such as GPS, RADAR, LIDAR, camera, IMU, etc. and are driven by recognizing and judging various transportation systems at intersections in the city. The accident ratio of the intersection of the autonomous vehicles is 88% of all accidents due to the limitation of prediction and judgment of an area outside the sensing distance. Not only research on non-signalized intersection collision avoidance strategies through V2V and V2I is underway, but also research on safe intersection driving in failure situations is underway, but verification and fragments through simple intersection scenarios Only typical V2V failures are presented. In this paper, we analyzed the architecture of the V2V module, analyzed the causal factors for each V2V module, and defined the failure mode. We presented intersection scenarios for various road conditions and traffic volumes. we used the ISO-26262 Part3 Process and performed HARA (Hazard Analysis and Risk Assessment) to analyze the risk of autonomous vehicle based on the simulation. We presented ASIL, which is the result of risk analysis, proposed a monitoring concept for each component of the V2V module, and presented monitoring coverage.
The use of personal mobility(PM) is increasing because of preading shared mobility, but, it causes risk of accidents and fear to pedestrians because of lack of sound. The purpose of this study is to find out the effects of the alert sound in PM and driving direction on risk perception of pedestrians, awareness on PM driver, and allowance for driving on each road. The 8 videos were produced from a pedestrian perspective, depending on the alert sound type(silent, vess, bell, voice) and direction of driving(front, back). After watching each video, participants completed surveys. There was a non-effect on the driving direction. Regardless of the alert sound type, all of the sounds reduced the risk perception. Also, the awareness of PM drivers and allowance for driving on each road were positive. This study found that PM needed an alert sound for pedestrian safety. We expect the results of the study to help improve awareness of PM and make policies and regulations.

The increasing trade volume between Korea and China has rapidly expanded the maritime transport between the two countries. However, safety, particularly considering the ship collisions in the Yellow Sea and East Sea waters, has not been fully ensured. These collision accidents in that region endanger traffic safety and the marine environment, moreover, it has the potential to cause legal complexity because Korea and China haver domestic legislation, that are considerably different in some aspects. International conventions and domestic legislation in China provide detailed laws with respect to ship collisions, however, the theory of ship collision infringement still needs to be improved, enriched, and developed. Because these laws are not very clear on the resolution of disputes resulting from ship collisions, we focused on the final judgments by the Supreme Court of China (SPC), and the judicial judgments set by the Maritime Court of China. This study aimed to explore the domestic legislation applicable to disputes related to ship collisions in China, and comparatively investigate the legal provisions of Korea and China on the issue of ship collisions, particularly on the aspect of damage compensation, fault ration, and liability apportionment.

Jinhae Bay is used as a major typhoon shelter in the southeastern region of Korea. However, when a typhoon strikes, the Jinhae Bay is facing the possibility of marine accidents caused by dragging anchors and the increased number of ships. This paper suggested ways to safely and efficiently manage the port of Jinhae Bay when a typhoon strikes from Vessel traffic service operators in the sea, derived relative importance by conducting an Analytic Hierarchy Process assessment to ship operators, and suggested safety measures reflecting manager and user opinions. In order to select safety measures factors for the AHP survey, VTS operators analyzed the evaluation of measures when a typhoon strikes in Jinhae Bay. As a result of conducting a survey based on the selected safety measure factors, it was found that ship operators consider the safety of ships more than twice as important as efficient management, and comprehensively consider them in the order of management of evacuated ships, management of anchorage area, management of evacuation information, preparation regulations and guidelines, improvement of system equipment, education, publicity, and notification activities. Through the measures and relative importance identified in this paper, it is believed that Jinhae Bay can serve as the basis for safely and efficiently managing typhoon shelters.

Driver negligence accounts for the largest proportion of the causes of traffic accidents, and research to detect them is continuously being conducted. This paper proposes a method to accurately detect a distracted driver and localize the most characteristic parts of the driver. The proposed method hierarchically constructs a CNN basic model that classifies 10 classes based on CAM in order to detect driver distration and 4 subclass models for detailed classification of classes having a confusing or common feature area in this model. The classification result output from each model can be considered as a new feature indicating the degree of matching with the CNN feature maps, and the accuracy of classification is improved by horizontally combining and learning them. In addition, by combining the heat map results reflecting the classification results of the basic and detailed classification models, the characteristic areas of attention in the image are found. The proposed method obtained an accuracy of 95.14% in an experiment using the State Farm data set, which is 2.94% higher than the 92.2%, which is the highest accuracy among the results using this data set. Also, it was confirmed by the experiment that more meaningful and accurate attention areas were found than the results of the attention area found when only the basic model was used.
Purpose: The objective of this study was to determine the effects of coronavirus disease 2019 (COVID-19) on the volume of trauma patients, the number of orthopedic trauma operations, and the severity of injuries. We also investigated the correlations between social distancing and these variables. Methods: This was a retrospective review of trauma patient cases at a single focused training center for trauma in Korea from January 2017 to April 2021. The COVID-19 group included patients treated from January 1 to April 30 in 2020 and 2021, and the control group included patients treated during the same months from 2017 to 2019. The volume of trauma patients according to the level of social distancing was evaluated among patients treated from August 2, 2020 to November 23, 2020. Results: The study included 3,032 patients who presented to the emergency department with traumatic injuries from January to April 2017 to 2021. The average number of patients was 646.7 and 546.0 in the control and COVID-19 groups, respectively. The percentage of patients injured in traffic accidents (TAs) decreased from 25.0% to 18.2% (P<0.0001). The proportions of in-car TAs and pedestrian TAs also decreased from 6.7% and 10.8% to 3.5% and 6.0%, respectively (P=0.0002 and P<0.0001). The percentage of bicycle TAs increased from 2.4% to 4.0% (P=0.0128). The proportion of patients with an Injury Severity Score above 15 and the mortality rate did not change significantly. As the level of social distancing increased, the number of trauma patients and the number of trauma injuries from TAs decreased. The number of orthopedic trauma operations also depended on the social distancing level. Conclusions: The number of trauma patients presenting to the emergency department decreased during the COVID-19 period. The volume of trauma patients and orthopedic trauma operations decreased as the social distance level increased.
The explosion of a chemical tanker ship during cargo transshipment via double-banking at Ulsan Port, resulted in major damage including fires involving nearby ships. As a follow-up measure to prevent the recurrence of similar accidents, the 'Safety Management of Dangerous Goods in Port' was established, and the designation of a transshipment pier for dangerous goods is required given the risk of explosion and the impact on major facilities in the port. This study evaluated the Fire & Explosion Index of major transshipment cargoes in Ulsan Port to design a transshipment pier based on the Explosion Risk Assessment. Based on the results of Fire & Explosion Index evaluation of styrene monomer and benzene, severe explosion risk was confirmed, and the exposure radius was calculated. Based on the results of the exposure radius, the risk range for each major pier was calculated, and 12 terminals were proposed as transshipment pier candidates considering port facilities, surrounding dangerous facilities, and residential aspects. Since the results of the study suggest transshipment piers based on the risk radius alone, maritime traffic safety, pier and mooring facilities, safety facilities and accessibility for emergency response should be considered comprehensively to designate actual transshipment piers.
