The construction of Jeju Naval Base was finally completed and donated to the Republic of Korea Navy on February 26th this year. There is no doubt that the new base will contribute to the substantial augmentation of Korea's naval power and maritime security. However, we should note that the new naval base took a long and hard twenty-three years to be completed. In the 21st century, Korea should adopt a new strategy that can fulfill the security requirements of Korea for the new age of international relations. The 21st century is characterized by globalization, and in the world of globalization, a national boarder has become meaningless. In the late 20th century, after the Cold War, trade between countries have greatly increased and so did the importance of the seas. Having transformed from an agricultural country into a commercial country, Korea went from a continental state to a maritime state. Korea has become the 9th largest trading state, and obviously, the importance of the sea has become significant. Korea's national strategic focus needs to be on the sea for national survival. Thus, since the 1990s, the Korean Navy has planned to build the Jeju Naval Base. Jeju, due to its geopolitical characteristics, is extremely important to the 21st century Korea's economy and national security. Jeju is the starting point of the sea route that reaches out to the world, and at the same time, the ending point of the sea route that heads towards Korea. Jeju is located in the center of Northeast Asia and thus, Jeju Naval Base is extremely important for the area's security and order. Jeju Naval Base will be very useful not only for the maritime security of Korea, but also for keeping peace and order in Northeast Asia. Jeju Naval Base was the minimal effort against the six sea route security threats towards Korea. The six sea route threats are: 1) Threat from North Korea; 2) China's Threat towards Korea's sovereignty; 3) China's treat towards Korea's fishery; 4) Threat from Japan; 5) Threat towards Korea's sea routes; 6) Threat from recent phenomena of isolationism of the United States. Jeju Naval Base is built for both warships and civilian ships--such as cruise ships--to use. Just like the United States' Pearl Harbor, Jeju Naval Base will become not only the largest military base, but a beautiful tourist site.

This study is for an example of arbitration of a dining out franchise company in Korea and franchise system currently is expanding and developing to international trade. The main reason for that is franchising has some benefits compared to the existing trades. Korean dining-out industry has largely developed for the past 20 years, but there are little world-class company of the industry, because dining-out industry should go for qualitative as well as quantitative growth at the same time. Korean dining-out industry has adopted licensing and joint-venture among growth strategies, but the franchise system among them seems to have taken its place as a representative strategy for management to develop dining-out industry. The history of Korean dining-out franchise industry is very short and it is true that we have no a management philosophy of accompanying growth with franchise due to a short experiences and recognition of top management or managers and short-term strategy for branch expansion. For a brilliant growth of dining-out franchise industry, to settle disputes through arbitration, in case of disputes taking place, is very important, because the franchise industry is a frequent-trading sector, requires expert-level knowledge, favors a closed examination and also needs a fast solution. As the franchise industry has been sharply growing around the world, there is more possibility of disputes, and various and complicated laws of the industry are related to disputes as well, so much more expert-level knowledge is required to solve disputes. Therefore, affiliated headquarters hope a disclosed settlement of their disputes and their any disputes should be fast settled for the benefits of affiliated members.

Facing the 4^th Industrial Revolution era, researches on artificial intelligence have become active and attempts have been made to apply machine learning in various fields. In the field of finance, Robo Advisor service, which analyze the market, make investment decisions and allocate assets instead of people, are rapidly expanding. The stock price prediction using the machine learning that has been carried out to date is mainly based on the prediction of the market index such as KOSPI, and utilizes technical data that is fundamental index or price derivative index using financial statement. However, most researches have proceeded without any explicit verification of the prediction rate of the learning data. In this study, we conducted an experiment to determine the degree of market prediction ability of basic indicators, technical indicators, and system risk indicators (AR) used in stock price prediction. First, we set the core parameters for each financial indicator and define the objective function reflecting the return and volatility. Then, an experiment was performed to extract the sample from the distribution of each parameter by the Markov chain Monte Carlo (MCMC) method and to find the optimum value to maximize the objective function. Since Robo Advisor is a commodity that trades financial instruments such as stocks and funds, it can not be utilized only by forecasting the market index. The sample for this experiment is data of 17 years of 1,500 stocks that have been listed in Korea for more than 5 years after listing. As a result of the experiment, it was possible to establish a meaningful trading strategy that exceeds the market return. This study can be utilized as a basis for the development of Robo Advisor products in that it includes a large proportion of listed stocks in Korea, rather than an experiment on a single index, and verifies market predictability of various financial indicators.

This research aimed to design and develop a mobile-website mixed business model and smartphone based mobile application for the purpose of mobile fashion content distribution. We have implemented a mobile interface and trading system supporting self production of content, use, share, and user's self-up. And we proposed its market access strategy for the expansion of fashion contents transactions. To do this, the existing status of research and benchmarking for mobile app of fashion contents related were studied. As a result of the study, Android, iOS-based mobile applications were developed, but there are some business problems such as low awareness, low entry barriers, and the poor fashion content compared to the size of industry. Because this system provide the fashion contents of affiliated companies to users, it needs to expand cooperation and to promote the partnership with fashion blog, cafes, and fashion magazines.

In this paper, we present refarming plans and discuss about Radio Waves Law improvements to promote the efficient use of the 1.8 GHz(3GPP band 3) which is emerging as the best prime band for LTE-FDD service. We think it is important to make use of the entire band for mobile use in accordance with contiguity requirement, especially for LTE such as European countries, which is currently separated between different uses. We present two options with illustrative examples to enable that objective. And we identify several provisions in the Radio Waves Law expected to cause controversy when activates one between two options as the policy, and discuss improvements of those.

Recently, silk farming trends are changed from silk production to functional production because of a slump in only silk production. The 'Functional silk farming production promotion and assistant ACT', which has been enacted and effective since 2009, provides an environment to create the integrated functional sericulture production program. The purpose of this study is to derive the current industry status and the development strategy resulting in promoting and creating a new value-added industry. The main items to be improved in current sericulture industry are production infra and facilities, post-harvest storage technology, processing and marketing, sericulture farming products trading, exporting and merchandised promoting, farm management and farm income etc. Future sericulture industry should be focus on Mulberry production and Processing instead of silk farming only for a new valued added industry.

After the joining in the WTO of China, the container throughputs have begun to increase notably and Continuous developments of China ports are influencing operation and policy of Korea ports. At this point Pyeongtaek Dangjin port which has potency as China trading port confronts with turning point of port development as new port. To this, correct need grasping of North China shippers is important strategic element of PyeongTaek Dangjin Port activation. In this study, there is purpose to present Pyeongtaek Port's activation strategy by grasping customer needs executing questionnaire to China local company about Pyeongtaek Dangjin Port. As a research result, Pyeongtaek Dangjin Port possesses high geographical strength but has problems like development delay, tribe of various route, absence of marketing strategy. To solve this problem, this paper proposes expansion of port and logistics physical distribution equipment, improvement of services, foundation of joint logistics center, establishment of marketing organization etc. Namely, it may overcome only new port's limitation though develop to port of cargo creation style that is not simple cargo dependence style port.

In this study, applicability of GHG ETS Offset Program in Korea for a refrigerant sector was analyzed by reviewing foreign management policy and project status in progress related to refrigerants in the disposal stage. In order to derive the implication of the domestic Offset Program, it was looked into approved offset projects and certified offset credits current state in Korea. Offset Program has approved 22 methodologies up to the present, so it is necessary to enhance the accessibility to GHG reduction in various industrial sector including the refrigerant sector by developing appropriate methodologies. In this study firstly, it was investigated that management regulation of countries are managing the refrigerants in the disposal stage such as United States, Japan, Australia. Secondly, of CDM methodologies there were two methodologies associated with the refrigerant reduction(treatment), which were decomposition HFC-23 and destruction of HFC-134a. Also there were a non-registered methodology about destruction of HFC-134a of end of life vehicles. Lastly, in California according to Compliance Offset Program, there was Compliance Offset Protocol in ODS Projects that provided eligible conditions. The antagonistic activity of probiotic strains (Bifidobacterium animalis BB-12, Bifidobacterium bifidum A, Bifidobacterium longum B6, Lactobacillus acidophilus ADH, Lactobacillus paracasei ATCC 25598, and Lactobacillus rhamnosus GG) against nalidixic acid resistant ($NA^R$) Escherichia coli O157:H7 MF1847, E. coli O157:H7 H2439, E. coli O157:H7 ATCC 43894, and E. coli O157:H7 C7927 was investigated using the agar-overlay, well diffusion, and broth culture tests. L. paracasei ATCC 25598 was the most effective probiotic strain in terms of in vitro antagonistic activity against $NA^R$ E. coli O157:H7, followed by L. rhamnosus GG, B. longum B6, and L. acidophilus ADH. The use of selected probiotic strains could be an effective pre-harvest intervention strategy to reduce the risk of $NA^R$ E. coli O157:H7 by maintaining a balanced microflora in animals and might provide many potential benefits in lieu of using antimicrobials.

Enormous losses of shareholders and consumers caused by the risks threatening today's business (e.g., accounting fraud and inside trading) have ignited the necessity of international regulations on corporate ethics and internal control, such as Basel II and SOX. Responding to these regulations, companies are establishing governance system, applying it consistently to the core competency of the company, and increasing the scope of the governance system. Recently occurred security related incidents require companies to take more strict accountability over information security. One of the results includes strengthening of legislation and regulations. For these reasons, introduction of information security governance is needed. Information security governance governs the general information security activities of the company (establishment of information security management system, implementation of information security solutions) in the corporate level. Recognizing that the information security is not restricted to IT domain, but is the issue of overall business, this study develops information security governance framework based on the existing frameworks and systems of IT governance. The information security governance framework proposed in the study include concept, objective, and principle schemes which will help clearly understand the concepts of the information security governance, and execution scheme which will help implement proper organization, process and tools needed for the execution of information security governance.
