A Study on Trade Structure between MERCOSUR and Korea (남미공동시장(MERCOSUR)과 한국의 교역구조에 관한 연구)

  • Purpose - The purpose of this study is to analyze Korea's trade relations centered on the MERCOSUR, a major economic integration in Latin America, and identify its problems and suggest measures that can be taken by the government and corporations to reinforce economic cooperation. Design/methodology/approach - To improve the level of contribution of the study, an empirical analysis is necessary. However, due to limited data access, the study will approach the topic of trade relations between Korea and the MERCOSUR with various statistics and literature. Findings - First, there is an urgent need for changes in import-export goods between Korea and the MERCOSUR, as trade is focused on specific items. Second, although foreign direct investment from Korea to the MERCOSUR is centered in manufacturing and mining industries, there should be different investment strategies by countries and industries. Third, it is necessary to reinforce commercial cooperation. Korea currently has Free Trade Agreements with Chile, Peru, and Columbia, but not with MERCOSUR. Therefore, Korea must take active measures to sign an TA with MERCOSUR, which has been put on hold. Research implications or Originality - Latin America has the most thriving market when it comes to Free Trade Agreements worldwide. MERCOSUR is a South American Trade Bloc established by the Treaty of Asunción in 1991 and Protocol of Ouro Preto in 1994. Its full members are Brazil, Argentina, Uruguay and Paraguay. However, there is still a lack of research on the MERCOSUR, and corporations that aim to enter the Latin American market face difficulties due to lack of information. By investigating MERCOSUR and its prospects and analyzing the trade relations with Korea, this study will provide strategic measures for corporations that wish to enter the Latin American market.

  • National Competency Standards (NCS) is the knowledge, technology and attitude a country has organized by its industry sectors and levels to necessary to fulfill the duties in the industrial filed. NCS has been standardized in the national dimension to successfully execute the duties of the industrial site. Currently, many universities of South Korea have opened courses on trade practices however, these courses are not consistent in the execution of criteria and unit of export-import management competency of the NCS and not established well-balanced. This study explains the concepts and structure of the NCS, analyzes the execution criteria and unit of export-import management competency of the NCS and presents the subjects that need to be reinforced or established in the future based on the current status of the curriculum. Departments of Trade practices need to recognize the changes in the trading environment, boldly straighten the existing subjects which overlap or do not conform to changes by using the NCS skills analysis and establish new courses that match for the era to recover original competitiveness of Trade Department.

An Urbanization Effect of Ruralto-Urban Land Conversion Under the Uruguay Round Agricultural Free Trade Policy : The Case of Korea (UR농산물개방에 따른 도.농 토지전용의 공간적 파급효과)

  • This study begins with a question of what spatial impact international trade policy would have following the Uruguay Round, particularly focusing on agricultural trade liberalization in Korea. Based upon the neoclassical urban economic model, it first identifies the channel in which agricultural market opening can ultimately affect both rural and urban are as; $\circled1$ Free trade will depress domestic price of agricultural products, $\circled2$ which will in turn depreciate agricultural land price. $\circled3$ The decrease in marginal supply cost for urban land will then facilitate urban sprawl, provided that the government relaxes restrictions on urban-rural land conversion. Theoretical analysis is further refined by empirical considerations that distinguish agricultural land value solely for production purpose from that for future urban, uses, and that distinguish the urbanization effect caused by the fall in the supply cost of urban land from that caused by the existing high level of demand. Utilizing the estimate of bid-price for paddy field derived from the revenue-cost relationship of rice production, simulation results show that the urban-rural boundary under trade liberalization can expand outward up to 70-85km radius in the Seoul metropolitan area, suggesting the emergency of a metropolis or even a megalopolis which extends from Seoul to the central part of the country. Since the geographic extent of urbanization effect can vary depending upon the urban spatial structure, however, it is recommended that the redevelopment option in the built - up area should always be tied up with the issue of whether to deregulate rural-to-urban land conversion.

Study on the Impact of Joining the CPTPP on the Korean Auto Industry (CPTPP 가입이 국내 자동차산업에 미치는 영향 연구)

  • On February 14, 2019, the government of Korea formally decided to consider the feasibility of joining the Comprehensive and Progressive Trans-Pacific Partnership (CPTPP) and has since been conducting bilateral consultations with individual member countries. In terms of the impact estimation, the CPTPP is actually a Korea-Japan FTA, and the most sensitive issue in the FTA is the opening of the auto industry market to Japan. Despite these circumstances, previous studies have predicted that the auto industry will be a beneficiary industry when joining the CPTPP. However, the Korean auto industry is opposed to joining the CPTPP. In order to investigate the cause of this discrepancy, this paper examines the problems of previous studies in estimating the impact of joining the CPTPP and found that the preceding study did not consider the industrial characteristics of the auto sector, especially in the context of Japan-Korea trade, and was heavily dependent on the Armington elasticity (structure) in the demand function of the GTAP CGE model. As a result, the domestic auto sector could lower prices and increase exports when joining the CPTPP. This paper attempts to precisely re-estimate the impact of joining the CPTPP on the auto sector in a way that corrects these problems by changing the CGE model and reflecting the major characteristics of the industry, with policy implications for the negotiation of CPTPP accession.

The effect of international linkage of emissions trading markets on Korean industries (배출권거래제의 국제적 적용이 한국산업과 무역에 미치는 효과)

  • In this study, I focus on analyzing how the effects of implementing ETS are different depending on whether Korean ETS linking with carbon markets in other countries. The global computable general equilibrium (CGE) model built in this study analyzes the chages in the production and trade of industrial sectors according to the international linkage of ETS compared to the reference scenario of emissions reduction targets and implementation of ETS. From the analysis of internatioanl linkage of carbon markets scenarios, Annex B countries-South Korea carbon market linkage with individual ETS in China worse the economic outcomes in South Korea the most. This means South Korea lose the international competitiveness compared to China in this scenario. On the other hand, Annex B-China carbon market linkage with Korean individual ETS implementation reduce the decreases in production and trading. The most effective way is to join a global emissions trading market with China. The results are consistent in most industries of South Korea. These results are caused by that the supply of emission allowance is increased and the price of emissions allowances is dropped by China's participation to the carbon market, which can be understood to reduce the carbon reduction cost for industrial sectors. In addition, it can be also concluded that the determinant of the negative impact of ETS on changes in production and trade is more sensitive to the price of emissions allowances than to the characteristics of production and trade structure.

  • This paper is intended to analyze the toxic substances transmission between South Korea and U.S. through international trade, based on 2000 international input-output data and both country's toxic substances. According to result, The high TEI sectors are metal, chemical and general machinery in Korea, and the high TEI sectors of America are electric & electronics, Chemicals, Rubber and Plastics. Korea's export structure to America is more pollutant than America's export structure to Korea.

  • The purpose of this study is to verify the economic effects of the on going Korea-EU FTA negotiations upon the regional economy and to present some strategic economic countermeasures to deal with the forthcoming changes on the economic environments. In comparing with the industrial structure between Korea and EU, due to the different specific part of their industrial competitiveness both parts would have complementary cooperative transactions and trade as well. And also Korea and EU would have the similar understanding of the importance of the field of agriculture and service in accordance with the economic standpoint respectively. The level of degree and magnitude of the effect of Korea-EU FTA upon the regional economy would be decided in accordance with the industrial structure and the level of income of the regional economy. We are not to confirm and specify the economic influences of Korea-EU FTA negotiations on the economic conditions of Gangwon province but to prepare rational economic countermeasures fit to its structural character. One of the political strategies that might be feasible is the inflow of foreign direct investment from the developed European countries to the regional economy. This developing model would mean a new experiment to activate any regional economy and a new formation of the policy of economic growth.

Cloths Culture Study Based on the Trade Goods between Chosun Envoy and a Japanese Envoy in the Early Chosun Dynasty (조선의 편절과 일본사신 간의 교역품을 통하여 본 조선 전기의 직물문화)

  • This research is to reveal an aspect of costume culture and a phase of the cloths in the relationship of the Chosun dynasty, by considering the exported goods from the Chosun dynasty of the trading goods derived by the trade diplomacy between the two countries in the Chosun dynasty-Japan relationship in the 15th and 16th. The research findings, by analyzing various literatures and related documents, follow. The research results are as follow. The exchange was the form of presenting a return present in return for a tribute to the Chosun dynasty from the Japanese envoy, which has a polycentric characteristic. Pusanpo, Naipo, and Yumpo were designated as the open ports, which played a pivotal role in the Korea-Japan exchange. The imported goods were somok, peppers, drug-stuffs, gold, bronze, sulfur, etc. The exported goods were books and cloths, such as hemp cloths, cotton cloths, silk, etc. The majority of exported goods was cloths, particularly cotton cloths. Meanwhile, in the 15th and the 16th century, with expanding of active trade towards Japan, the amount of export increased rapidly. As a result of the increase of exporting cotton cloths, the raw cottons production was increased and cotton cloth manufacturing was developed. However, it also expanded a dual structure of cotton cloths between the cotton cloths for exports and the cotton cloths for domestic markets. This dual structure of cotton cloth was lead to the deterioration of cotton cloths and had an effect on the price increases of domestic markets.

A Comparative Analysis on the Arrangement of Rules of the Origin of Steel Products in Korea's Major FTAs (우리나라 주요 FTA의 철강재 원산지 규정 협상에 대한 비교 분석)

  • As Korea's steel industry exports 38 percent of its total steel production, the future management environment of the steel industry will change depending on the outcome of the FTA negotiations. The overall industrial structure of the domestic steel industry depends on the rules of origin, which are directly linked to the effect of concessionary tariffs. Therefore, negotiations on rules of origin are as important as tariff liberalization for Korea's steel industry. Korea's cold-rolled and plated companies are expected to be negatively affected as the country of origin standards of steel products have not considered the steel production processes in Korea. In future FTA talks, the country of origin rules should be agreed on a change of tariff classification basis. This result would secure a stable export market through increased predictability of steelmakers and reduce the risk of increased costs of oil and intangible products. In addition, the government should consider the structure of domestic supply and demand so that it does not impose constraints on the change of tariff classification. Finally, participants in the negotiations should consider the opinions of the domestic steel industry.

A Study on the Plans for Activating Parallel Importation (병행수입 활성화 방안에 관한 연구)

  • This study is to present practical plan to stimulate Parallel Import Policies, Which is one of the government policies to drop import prices of imported goods. Although, preliminary studies focused on legal aspects related to Intellectual Property Right, from the perspective of trade, we conducted a study on economic aspects through parallel import, consumer welfare, etc. For this study, the parallel import system of the United States and Japan was compared with Korea and the domestic parallel import market status was analyzed by comparing market price. According to the study, the current parallel import system lacked the limits of government regulation and distribution market structure. It proposed practical plans such as political suggestions and changes in distribution structure. This study is meaningful in analyzing the problem of parallel imports that currently occur in the Korea market based on data concerning parallel imports in practical terms
