우리나라는 1980년대 초 절충교역 제도를 도입하여 국가 경제발전 및 국방 전력증강의 수단으로 활용하고 있으며 2010년까지 백억 달러가 넘는 가치를 절충교역으로 획득하였다. 그러나 한편으로 그간 절충교역 제도의 실효성에 대해 지속적으로 의문이 제기되어온 것이 사실이다. 현실적으로 절충교역을 통해 획득한 기술의 성과를 객관적으로 분석, 산출한다는 것은 매우 어려운 과제이며 이에 따라 정량적인 성과분석은 매우 제한적으로 이루어지고 있는 실정이다. 따라서 본 연구에서는 보다 깊이 있는 성과분석을 통하여 절충교역활용 현황을 파악하고 이를 기반으로 향후 절충교역 제도의 발전방향을 제안하였다. 먼저, 기존 성과분석 관련 문헌조사를 통해 절충교역 성과분석을 위한 조사지표를 도출하여 설문서를 작성하였으며, 각 수혜기관, 업체를 대상으로 조사를 실시하였다. 또한 각 군, 정부기관 및 연구소, 업체 소속 절충교역 분야 전문가를 대상으로는 정성적인 측면에서 제도의 성과, 실효성에 대한 설문을 실시하여 그 결과를 분석하였다. 그리고 최근 3개년 동안의 사업에서 획득한 기술들을 대상으로 DEA 기법을 활용하여 성과 창출의 효율성을 살펴보았다. 성과분석 및 설문조사 결과, 공통적으로 기술적 측면에서는 긍정적인 성과가 있었으나 경제적인 부분에서는 성과가 상대적으로 저조했으며 설문결과도 이와 동일한 것으로 나타났다. 이를 토대로 절충교역 제도는 신정부의 정책방향에 발맞춰 기존 핵심기술 획득 위주의 정책에서 대 중소기업 상생, 방위산업 활성화를 통한 국가경제 기여를 위해 그 추진방향의 전환이 필요한 것으로 판단된다.

The purpose of this paper is to focus on the development of the arbitration system, such as the establishment of the arbitration industry and expanding the scope of arbitration fields. The solution method of arbitration differs greatly from that of the court's trial process. This can be seen in the way of autonomous conflict resolution. Therefore, the role of arbitrator is a very important function. In this sense, it seems necessary to establish a professional arbitrator system. Now the Arbitration Promotion Act has been enacted and interest in the arbitration industry is also rising. It is necessary to deal effectively with new incidents according to changes in the legal environment internationally. In order to do this, it is imperative to train professional arbitrators. A training plan for arbitration manager to assist this is now under consideration. The coming of the Fourth Industrial Revolution and the growth of artificial intelligence (AI) technology will simply stop the uniform way of determining winners by lawsuits. Even in new companies entering new markets as well as overseas companies, assistance from arbitration experts is indispensable in order to effectively deal with international trade disputes that will develop in the future. In addition to fostering the arbitration industry, it is necessary to train experts in domestic and foreign arbitration and arbitration practitioners to provide high-quality legal services. For these human resource development measures, we will explore the subject and procedural methods. The Arbitrators Association should concentrate on these matters and be cautious when focusing on the training of arbitrators and arbitration managers through the selection process. The Arbitrators Association must strengthen the level of new education (designation / consignment). Measures must be taken in order to grant such procedures as well as subsequent steps.

인터넷의 출현은 국제상거래 분야에 영화, 음악, 소프트웨어 및 기타 디지털콘텐츠 제품의 전자적 거래를 발생시켰다. 본 연구는 한 미 FTA 전자상거래 협정문의 주요쟁점을 검토하고 이를 바탕으로 우리나라 디지털콘텐츠산업의 활성화를 위한 과제에 대해 문헌연구를 중심으로 살펴보았다. 이러한 연구결과를 바탕으로 다음과 같은 시사점을 제시하고자 한다. 우선 통상측면의 과제로는 디지털콘텐츠에 대한 분류 및 관세 문제, 디지털콘텐츠의 비차별대우 문제, 시청각서비스의 배제 문제 등에 대한 해결이 필요하다. 다음으로 산업측면에서는 디지털콘텐츠의 글로벌 경쟁력 강화, 수출지원 시스템의 일원화, 지역 및 장르별 해외시장 진출 전략 수립, 글로벌 전문인력의 양성, 디지털콘텐츠의 지적재산권 보호 등이 필요하다.

Objective: The Korean Industrial Hygiene Association(KIHA) held a forum on "Improvement of Material Safety Data Sheets (MSDS) regulations for enhancing the effectiveness and efficiency in the field" at its 2018 Winter Conference(February 2, 2018). This article summarized the major consensus opinions developed at the forum. Methods: Since the initial implementation of the MSDS system, the contents of the system have changed and related studies have been reviewed. Before the forum, online questionnaires were developed and opinions on the effectiveness of MSDS program were collected from various strata of the occupational health field. We also summarized the key opinions of companies, trade unions, experts, and government officials as discussed at the forums. Results: A total of 265 opinions were gathered through online questionnaire surveys from safety and health managers, trade unions, government officials, and health professionals. The results of online surveys and discussions showed some differences of opinion, but it was a common perception that the current MSDS system is not working effectively in the workplace. It was considered necessary to strengthen MSDS education and to make it easier for workers to understand and deliver the necessary information. In addition, it was confirmed that the supply of and education on MSDS to small- and medium-sized enterprise workers is not being well executed. In particular, MSDS training for subcontract workers should be carried out under the responsibility of the contracting employer. Conclusions: In order for the MSDS system to serve more effectively in the field in the future, it needs to be improved in terms of the effective education and training considering the type of industry and employment.

국내 와인 시장은 매년 대중적 오프-트레이드(Off-Trade) 시장을 중심으로 꾸준히 성장하고 있는데, 이는 와인이 더 이상 일부 애호가 중심의 소비 경향만은 아님을 보여준다. 일반적으로 와인 제품을 구매하는 일은 구매 시 다양한 실패 포인트로 인해 어려움을 겪는 것으로 알려져 있다. 많은 와인 구매자는 와인 구매 전 단계, 구매 도중, 구매 후 과정에서 각기 다른 어려움을 느낀다. 와인구매 그룹은 보통 와인전문가, 와인애호가, 초보자, 문외한 집단으로 구분할 수 있다. 각 집단의 특성마다 지각하는 위험을 분석하고 필요한 와인 구매 시 실패를 줄일 수 있는 방안을 찾기 위해 구매 집단을 리크루팅하였으며, 구매자 페르소나(Persona)를 모델링하고 구매 실패 요인을 극복할 수 있는 시나리오를 도출하는 가이드 개발을 도모하였다.

본 연구에서는 중국 시청각서비스분야의 무역장벽의 현황을 파악하고, 향후 FTA와 같은 제도적 채널을 통해서 중국측에 제기할 수 있는 통상장벽 해소를 위한 의제를 도출하였다. 먼저 중국의 시청각서비스분야의 무역장벽은 중국의 양허표와 국내 규제를 분석하여 도출하였으며 이를 토대로 설문조사를 통해 협상 의제의 중요도와 의제의 협상 타결가능성을 평가하였다. 분석 결과, 먼저 한국의 국민경제적 상황과 중국의 무역장벽 환경을 고려할 때, 중요한 의제는 온라인 게임서비스의 직접 서비스 제공과 방송/영화산업의 공동제작협정 체결이었다. 둘째, 실현 가능성 측면에서는 공동제작협정이 가장 높았으며, 다음이 온라인게임의 직접서비스 의제, 음악서비스 의제 순으로 나타났다. 시청각서비스분야 공동제작협정은 방송 및 극장에서의 외국 콘텐츠 상영에 대한 각종 규제가 많기 때문에 공동제작물에 대해 쌍방이 자국물로 인정해 주게 되면 통상장벽을 실질적으로 낮추는 효과를 볼 수 있을 것으로 기대된다. 또한 온라인게임서비스의 중국시장 진출이 가장 산업적 영향이 큰 것으로 파악되었다.

Currently serious conflicts of interests are arisen for the use of coastal area in Korea. However, there no mediation program, mediators' consistent policies and reasonable laws to resolve conflict of interests which may be arisen when developing coastal area. The objective of this study is to lay the evaluation criteria for the formalized objective evaluation among disputants of coastal conflicts for the better understanding and characterizing of coastal conflicts in Korea. In order to do so, this study has adopted for the extraction of the evaluation factors to describe the present conditions of conflicts in the selected study area(Sihwa lake), to analyze the problems, and then to explore alternative approaches for resolving the conflicts. As research methodologies, we have depended upon literature review and field survey methods. As field survey methods, we employed structured questionnaires for the various samples from the experts of research institutes, professors, representatives of NGOs and citizens. Survey results suggested that 5 representative elements comprising 35 detailed elements could be identified. Based on these results, this study was able to identify and classify the evaluation factors and help to resolve coastal conflicts in Korea.

본 논문은 GA(Grand Alliance) HDTV 동영상 부호화기의 하드웨어 구조 및 그의 구현을 위한 기술을 기술한다. 구현된 동영상 부호화기는 1125본(30Hz)의 비월주사 방식 영상을 입력으로 받고, MPEG-2에 따르는 비트열을 출력한다. 부호화기의 처리과정은 넓은 영역 움직임 추정 및 진보된 비트율 제어 기법을 포함한다. 시스템의 복잡도를 현실화하기 위해 계층적 움직임 추정기법이 사용되었고, 그것의 하드웨어 구조를 개발하였다. 또한, 시각적 화질을 향상시키기 위해 시각 특성을 이용한 적응 양자화 기법이 사용되었다. 개발된 시스템은 실시간 처리를 위해 병렬처리구조를 취하고, 프로그램 가능 소자, 기억 소자, 그리고 DCT와 움직임 추정 소자와 같은 특수 처리 소자를 이용하여 구현된다.

The term rules of origin(RoO) actually speaks for itself, referring to the rules which determine the origin of goods in international trade. The importance of RoO has grown significantly as preferential agreements expand and countries have treated similar imported goods differently according to where the product was made. The purpose of this paper is to study the main case study and its implication of RoO in FTAs. According to survey, the degree of using FTAs in Korea export firms is sharply low. Major reasons are that rules of origin differ from country to country in the FTAs, and that Korean firms have yet to work out what the RoO are. Chapter II of this paper views criteria of the determination country of origin of goods. Chapter III introduces the main case study of FTA rules of origin. Chapter VI presents implication through the case studies and finally concluded this study. In conclusion, Korea needs to build up its own position for rules of origin and provides rules of origin experts into the market. In-depth study and evaluation about Korea's existing FTAs RoO should be carried out to prepare for future FTAs.

Russia has a huge amount of energy resources. It is an attractive factor to countries which spend loads of energy. Republic of Korea is also one of large energy consumption countries. Therefore, It will be needed to raise energy cooperation with Russia. It's companies will increase trade focusing on the energy industry in the long term. Recently, However, Foreign companies should be careful when they enter the rapidly changing Russia market. In other words, companies will need a strategic approach to prepare the early case assessment and how to solve a possible dispute as they analyze cost and profit in business. This study is analyzing several dispute cases related in Russia. It presents some strategies for Korean companies such as dispute resolution method, arbitration institution selection method and so on. In addition, it proposes the introduction of the early case assessment for reducing a waste of time and cost. Furthermore, according as the importance of OECD Guidelines for Multinational Enterprises is highlighted in international community, companies should prepare practical division to establish a system of responsible business conduct. Finally, they will have to get an advice and counseling from the Russia legal experts in the early stages of the contract.
