A Comparison between Japanese TQC(Total Quality Control) and American TQM(Total Quality Management) (미국식 총체적품질경영(TQM)과 일본식 전사적품질관리(TQC)의 비교연구)

  • Japanese TQC had been a good model for Korean quality programs during last 30years since 1960's. Now American TQM, which has been imitating TQC creatively, is emerging as another good source of information for Korean quality programs. This paper compares the characteristics between TQC and TQM on the base of framework of TQC, which will help us to understand TQM and its developing process. This paper also suggests some implications for Korean QM.

  • This paper describes the role of TQC and its present issues as a management tool, especially in regard of Korean firm's environment. The author, participating in TQC activity for himself, stresses that the introduction and driving programs of TQC activity must include such plans as policy control, reorganization, training, standardization, quality assurance, QC circle activity, office management and auditing. The keypoints and problems in performing these plans are reviewed. And as the future hopeful direction of TQC activity, he remarks that a true recognition of quality control as a management tool in "total" concept and the adoption of industry - wide quality control policy.

중소기업을 위한 TQC도입의 사고방식과 유사점(상)

  • 중소기업에서도 TQC가 부움을 이루고 있다. 비교적 규모가 큰 $40\~$50명 이상이 기업에서는 물론 소규모의 하청공업에서도 모회사에서 TQC의 실행이 촉구되어 도입하고 있는 예가 적지 않다. 그러나 이같은 부움 속에서 TQC가 충분한 효과를 올리고 있는 예는 별로 많지 않은 것 같다. TQC라고는 해도 조사의 충실에서 그치거나, QC서어클은 이름뿐이고 활동을 하지않거나 하는 예가 적지 않다. 또한 이같은 실패예는 TQC에 대한 이해부족이나 단지 타사에서 실시하고 있으니까 우리 회사에서도 한다는 등의 안이한 도입의 결과에 기인하는 수가 많다. 따라서 여기서는 중소기업에서 TQC를 도입할 경우, 또는 이미 도입한 TQC의 활동을 활발하게 하는데 필요한 유사점에 대하여 설명하기로 한다. 또한 TQC(Total Quality Control)를 소집단활동을 축으로 하여 경영의 체질개선을 도모하는 전사적인 활동의 의미에서 사용한다.

  • Korean QM movement is initiated by Government from 1992 as a new industrial promotion policy instead of past Japanese style TQC movement.   • Zipper manufacturing belongs to the small and medium industry. And it requires very accurate process and perfect quality control. In addition it is necessary to assure customers zipper qualify to explore new market. TQC as well as integration of existing quality control techniques for accurate and perfect processing should be implemented to assure product quality. To implement TQC zipper firms should invest in education programs for employees. Y zipper firm has succeeded in implementing the education program for TQC and Quality Circle and achieved the perfect quality control and quality assurance of products.

A Study on Improvement of the Individual Pilot Quality Control System for Flight Safety (비행안전을 고려한 조종사 개인별 자질관리(IPQC)제도의 개선에 관한 연구)

  • IPQC system was introduced for the flight safety at the age of scientific safety management in the 1980s. In spite of performing this system, aircraft accidents caused by human factors, which were above 70% among all flight accident factors, have not been reduced. Accordingly, throughout this paper I analyzed the aircraft accident factors by means of a literature study and a pilot survey. Then, based on the notion of TQC(Total Quality Control), I hierarchically classified Individual Quality into Capacity Management, Safety Management, and General Management and did the low-ranked management factors as well. AHP (Analytic Hierarchy Process), one of the scientific management methods, was used for estimating the relative importance of Individual Quality Control factors and the heavy aircraft accident causes over the last 20 years were analyzed according to the flight ranks. Based on the comparative analysis of results derived above, an IPQC model as flight ranks is established. In short, according to this newly suggested model we can obtain the maximum flight safety with the preventive actions against aircraft accidents caused by human factors and by improving the operation effect under the reasonable pilot management.

  • This study was aimed at reviewing the conceptual framework characterized in the Total Quality Control and the Total Quality Management. It has been observed in recent years that the term TQC and TQM tend tn be used interchangeably without paying much attention to whether the two concepts have identical meaning, or they are as similar as can be applied indiscriminately to the same objectives in handling quality issues. To distinguish between the two, this study relied on reviewing qualify definitions, techniques frequently resorted to, and the main themes implied by each of them. It was concluded that they differ in terms of both techniques and themes, and are not to be applied interchangeably to the handling of the same qualify objectives and problems.

Now then small - medium industry companies organization style constitutes 82.1% of private companies and 82.7% of the total on an small scale under 50 persons in regular empolyees. Small - medium industry Companies have growing problems and bottle-necks in their physical conditions. Total Quality Control is contributed by small - medium industry company for more growth than present conditions. But now, Small - medium industry company do not use systematic application of Quality Control Method, the small - medium business compay products quality is not better as compared with big business Company. Specially, TQC is needed for Small - medium company for imperishable enlargement.

  • The Quality Assurance System proposed in this study is based on the functional deployment of quality, which is an integration of the FAST(Functional Analysis System Techique) in VE(Value Engineering) and the Quality Development Method of TQC(Total Quality Control). The proposed Quality Function Deployment is proved to be an efficient tool for the consistent management of quality Assurance in every stages of product life cycle. The purpose of this study is therefore to develop practical and systematic methods for quality assurance activities, so as to satisfy the consumer's needs at the most economic level. To verify the feasibility of this approch, a case study is performed.
