세계 주요 글로벌 해운·항만의 산업 트랜드는 COVID-19 바이러스 확산, 글로벌 기업들의 GVC 재편, IMO의 환경규제 강화 등으로 인해 급속도로 변화하고 있다. 이러한 환경변화 속에서 부산항은 2013년 글로벌 컨테이너 항만순위 5위였으나 2014년 닝보-저우산에 밀려 세계 6위로 떨어졌다. 그리고 COVID-19 바이러스가 발생한 이후 2020년 부산항의 글로벌 컨테이너 항만순위는 Qingdao항에 밀려 7위로 떨어졌다. 포스트 코로나 시대 부산항이 글로벌 컨테이너 항만들과 경쟁하여 항만 경쟁우위를 점하기 위해서는 부산항의 경쟁력 요인을 정확하게 파악하고 종합적인 정책을 수립할 필요가 있다. 이에 본 연구는 2005년에 진행된 1차 연구와 비교하여 현재 글로벌 선사들이 항만을 선택하는데 있어 부산항의 경쟁력 요인이 어떻게 변화하였는지 분석하고자 하였다. 또한, 향후 기항빈도와 성장가능성에 영향을 주는 요인을 단계적 다중회귀분석으로 파악하여 종합적인 정책방안을 수립하였다. 분석결과 포스트 코로나 시대 부산항의 기항선호도와 성장가능성에 가장 큰 영향을 주는 요인은 '항만시설'로 나타났으며, 향후 기항빈도는 '지정학적 위치' 요인에 가장 큰 영향을 받는 것으로 나타났다.

This study was conducted to propose an effective port operation method in terms of the design capacity of waiting anchorage by comparing the ratio and the number of waiting anchorage according to the port operation method of Busan New Port. For this, the Arena simulation program compared the rates of waiting vessels according to the application of the multi-user terminal, liner terminal and hybrid liner terminal operation methods. As a result, analysis suggested the necessary anchorage space can be reduced to about 18 % when using the multi-user terminal operation method and about 15.6 % when using the hybrid liner terminal operation method, as compared with the liner terminal operation method. Specifically, it was effective to apply the multi-user terminal operation method in terms of the anchorage capacity to be designated to Busan New Port. This study can apply to the designation of the new anchorage in the Busan New Port by reflecting the contents of the design of the anchorage in accordance with the port operation method.

The China entered World Trade Oganization(WTO) last year, thus opening its border to more - and freer - trade. With its foreign trade rapidly expanding and with economic growth continuing at a substantial -rate, China will be the largest container traffic generating country in the world. In the light of this potential trade bonanza, regional ports in North-East Asia strive to gain a competitive-edge. The Port of Busan, the world's third largest container port, wants to capture a significant share of the china's container cargoes. In this circumstance, development strategies of the Port of Busan are suggested as follows. First, to cope with increasing volumes, the New Busan Port on Gaduk island should be constructed without failure. Second, it is necessary to add modernized high-performance gantry cranes and to train crane operators' skill. Third, it needs to apply Dwell Time- Sliding Scale System for transshipment cargoes. Fourth, it needs to develop the EDI network in terminal areas or adjacent hub ports to exchange trustworthy and satisfactory informations Fifth, port authority -needs to enlarge designated Free Trade Zone to facilitate the free flow of cargoes. Sixth, the restoration of rail links between North and South Korea is abundantly clear. Thus it needs to enlarge railroad facilities in advance. Seventh, it needs to establish the Port Authority of Busan immediately. Finally, it needs to strengthen port sales and to open events like 'Marine Week 2001' regularly to attract potential canters or big shippers.

This paper suggests the development device of Busan-Jinhae free Economic Zone(BJFEZ) to strengthen the competitiveness of the Port of Busan and promote the regional development in Busan. It deals with the securable feasibility of necessary sites and development costs and financial resources, the foreign investments figure, and the structure of the BJFEZ Authority. In addition, to evaluate the background, process, and contents of 'Special Purpose Local Government', the paper looks into the amendment proposal of 'Act on designation and management of free economic zones' suggested by the central government from the regional view of point. As proposals to promote and activate BJFEZ, it is recommended in the paper that it is required, first, to draw the detailed political methods to guarantee sound and sustainable development project and investment environment in accordance with regional characteristics prior to marketing, second, to develop and implement differentiated policy means to facilitate foreign investment, third, to strengthen specialty of the BJFEZ authority, and finally, to set up the supporting role and cooperation of both the central and local governments.

Busan is Korea's No. 1 trading port, and the logistics industry plays an important role in the regional industry as a whole. In Busan, various efforts are being made to revitalize the port logistics industry, but it is necessary to develop various policies and related technologies linked with the 4th industry. In this study, we propose a smart refrigeration logistics center, which is required for the activation of Busan New Port and the new port of Pusan New Port, which is connected with the 4th industry. I would like to present the operation direction of the center.

본고는 부산항의 수출이 전국 항만의 수출에서 차지하는 비중이 계속 감소하는 원인을 밝힌다. 이러한 원인과 해결책을 제시하는 많은 기존의 연구와 달리 불변시장점유율(CMS)을 적용하여 부산항 수출의 제품의 특성과 지리적 특성을 중심으로 부산항 침체의 원인을 찾는다. 불변시장점유율을 도출하여 부산항의 비중 하락이 제품의 특성을 나타내는 제품구조효과와 지리적 특성을 반영한 지리적 구조효과가 함께 작용한 결합구조효과에 원인이 있다는 것과 최근 3년은 지리적 구조에 더 큰 문제가 있다는 것을 보인다. 또한 불변시장점유율의 지표들이 부산항의 주요 수출국가들에게 미치는 영향을 보기 위해 패널공적분벡터를 추정하여 제품구조효과와 지리적 구조효과가 부산항의 경쟁력 하락 요인으로 작용한다는 것과 제품구조효과는 중국과 미국의 시장점유율에, 지리적 구조효과는 일본의 시장점유율에 감소효과를 갖는다는 것을 밝힌다.

부산은 18세기말 서양에게 처음으로 알려졌다. 이후 19세기말 조선이 강화도 조약을 시작으로 국제 열강들에게 개항되었을 때에도 중요한 국제적인 개항장이었다. 국제 선박들의 왕래가 늘면서 부산항의 항만시설과 등대의 중요성이 부각되었다. 등대의 설치와 관리는 부산해관원들이 담당하였다. 개항기 해관의 작업들은 봉건사회에서 근대국가로 변천하는 조선의 역사적 기원이 된다. 이처럼 소중한 역사임에도 불구하고 개항기 해관문서들이 상당부분 소실되어 정확한 역사를 알 수가 없었다. 그러나 조선의 내부문서와 외교문서 그리고 국내외 언론들에 의해 작성된 기록들을 비교 검토함으로써 객관적인 사실관계를 정립할 수 있을 것이다. 이러한 맥락에서 본 연구는 최근 출간된 자료들과 수집된 고지도들을 바탕으로 조선말 개항기 부산항에 설치된 근대식 등대를 확인하는 것을 우선적인 목적으로 한다. 이를 통하여 대한민국 근대사의 올바른 정립에 객관적 자료를 제공할 수 있을 것이다.

This study evaluates how activation plans presented by previous research are perceived by employees in the ship supply industry by sample surveys. Another objective of this study is to also assist in the selection of effective activation plans. It is becoming more and more difficult for the Port of Busan to strengthen its competitiveness in the ship supply industry by maintaining the status quo. Much research extending the scope of research subjects in the port logistics industry indicates that the development of the port logistics industry is very important for creating new value for the Port of Busan. The results shows that improvement in the retail structure and government support had a significantly positive correlation between the importance and necessity of the ship supply industry activation.

중국경제의 급성장으로 인하여 아시아 물류수요가 급격히 증가하고 있다. 따라서 각 국은 이러한 수요를 유치하기 위한 항만개발에 전력을 투구하고 있다. 우리나라도 부산항${\cdot}$광양항을 중심으로 환적항, 나아가서 동북아 물류 중심국가가 되기 위한 여건을 마련하고, 적극적으로 항만마케팅에 나서기 시작했다. 최근 일본은 물류비용의 증대로 항만경쟁력이 감소하여 그에 대한 다양한 방안을 강구하고 있다. 이러한 일본의 침체환경을 기회로 활용하여 부산항${\cdot}$광양항의 활성화로 연계할 수 있는 노력이 필요하다. 따라서 본 연구는 일본의 수출입화물의 배송루트를 유형별 즉 기존의 일본 주요 항을 이용하는 경우와 부산항${\cdot}$광양항을 이용하는 경우로 구분하여 소요되는 물류비용을 산정하였다. 그 결과 부산항${\cdot}$광양항을 경유하는 경우가 훨씬 큰 물류비용의 절감효과가 있는 것으로 나타났다.

부산항은 우리나라 항만 중 가장 많은 물동량을 처리하고 있으며, 부산신항은 부산항 전체의 물동량 중 68.5%를 차지하고 있다. 이러한 물동량 증가로 인하여 부산신항에는 극초대형 컨테이너 선박이 입항하고, 최근에는 남컨테이너 부두 선석 추가 개장 및 현재 진행중인 서컨테이너 부두 건설 사업이 완료되면 부산신항 진출입 항로 내 다양한 조우 상황이 발생하게 되어 충돌 위험 상황을 초래할 수 있다. 이에 본 연구는 부산신항 진출입 항로 내 선박 통항 안전성을 향상하는 방안을 마련하고자 하였다. 이를 위하여 부산신항 내 항만 입출항 현황, 해상교통흐름을 살펴보았으며, AHP 기법을 활용하여 연구 수역 이용자들로부터 위험요소 및 안전대책을 식별하였다. 또한, 도출된 안전대책을 기반으로 환경 스트레스 모델(Environmental Stress model, ES model)을 활용하여 시나리오를 설정하고, 해상교통류 시뮬레이션 실시하여 각 안전대책의 교통 위험도를 파악하였다. 설문조사 및 시나리오 평가 결과, 선박운항자는 일방통행을 위한 진입금지 해역 설정을 가장 중요하게 생각하였으며, 이는 위험도 경감에 큰 효과가 있을 것으로 예상되었다, 본 연구는 부산신항을 입출항 하는 선박들의 통항 안전성 제고를 위한 안전대책 마련의 기반이 될 수 있으며, 추후 안전대책이 마련되면 부두 신설에 따라 변화된 교통량과 교통흐름을 활용하여 안전성에 대한 검증을 실시할 필요가 있다.
