본 연구는 미국 연방정부의 학교도서관 지원 법률과 학교도서관 기준이 학교도서관 발전에 어떻게 영향을 미쳤는지 조사하는데 그 목적이 있다. 이를 위해 미국 학교도서관 관련 기준, 학교도서관 지원 연방 법률과 학교도서관 통계를 조사 분석하였다. 조사 결과 미국의 학교도서관 지원 연방 법률이 학교도서관 발전에 중대한 영향을 미쳤으며, 연방법률이 효과적으로 수행되기 위해 법률 목적에 부합하는 학교도서관 기준이 만들어져 학교도서관 발전을 유도한 것으로 나타났다. 또한 학교도서관 지원 연방 법률은 일회로 끝나는 것이 아니라 반복적으로 제정되어 지속적으로 학교도서관에 예산을 지원을 하고 있었다. 미국 사례를 통해 본다면 우리나라의 학교도서관 역시 국가적 차원에서 일회성이 아닌 지속적이며 반복적인 지원이 있어야 학교도서관이 제 역할을 수행할 수 있을 것이다.

본 연구는 미국 공공도서관의 이민자 대상 서비스를 1900년대 초와 현재로 나누어 분석 비교하였다. 1900년대 초의 미국 공공도서관은 영어강좌를 개설하고 미국 시민으로서 갖추어야 할 정보들을 제공함으로써 미국화 운동에 앞장섰다. 공공도서관 사서들은 또한 외국어 자료의 중요성을 인식하였다. 외국어 자료의 제공과 이민자를 위한 다양한 서비스의 개발은 결국 이민자들이 미국 사회에 동화되는 것을 촉진시켰다. 100년이 흐른 지금도 상황은 크게 달라지지 않았다. 공공도서관들은 여전히 이민자들의 영어 교육에 중점을 둔 채, 포괄적인 외국어 자료 장서와 문화적으로 다양한 도서관 프로그램으로 각기 다른 나라에서 온 이민자들에게 서비스를 제공하려 노력하고 있다.

In the modern communicative age, the standards of the school libraries are the qualitative guarantee on the services of school libraries or school library media programs, as the guidline, the active guide, the policy documentation and criteria for the professional excellence. The standards of SLMP were revised the sixth time by the school library profession(ALA) with the members or agency of NEA in the U.S. There are the first standard was a quantitative; 'the Certain Report'(by A.L.A., 1920) appearing that the school library is the heart of the school, 2nd 1925; turning up the teaching material source and personel, 'School Libraries for today and tomorrow' (by AASL, 1945) incluseing the instructional materials and the 7th educational ideas in the quantitative feature, 'Standards for School Library Programs' (by AASL, 1960) expressing the instructional material center, communicative environment, learning and teaching laboratory, 'Standards for school media programs' (by DAVI & AASL, 1969) implicating the instructional resource, learning and teaching laboratory, the condition precedent of qualitative education for excellence, 'Standards for media programs; District/school (by AASL & AECT, 1975) containing the improving user's educational experience and personal freedom on the use of SLMP's services. Through changing the standards of SLMP in the US, We have known that the main educational idea in the standards are; (1) SLMP is the instructional force and resource for qualitative, excellence education by learning and teaching laboratory, instructional resource, communicative environment (2) SLMP is the actualizing force and resource for user's self-realization by intellectual and personal excellence, individualizing, humanizing and personalizing education.

The purpose of this study is to survey the development trends of school libraries in the western world namely U. S. A., Canada by analyzing such items as education and environment, staff, policy, standard and professional organization, and to find out how and why they were able to maintain efficient library services. The major findings are summarized as follows : (1) There are school district supervisor whose functions are to direct and supervise the school libraries in the district. (2) The school district supervisor, school administrator, Teacher and Teacher librarian all recognize the importance of its educational role and cooperate together for the development. (3) They gether statistical data on school library for continuous revision of statement, guideline and standard. (4) Not only the educational organization and the library organization but also the private foundation conduct systematic research and extend financial aid for the development of school library. (5) The Compulsory Codes and pertinent laws have been enacted to promote school library development.

이 연구의 목적은 미국 청소년의 독서행태 및 학교 안팎의 독서환경의 특성에 대하여 분석 및 기술하는 것이다. 먼저 미국, 영국 및 아일랜드 청소년의 독서행태에 관한 주요한 연구 및 각종 통계보고서들을 검토하고, 가정의 독서환경, 학교도서관을 중심으로 한 학교 독서환경 및 공공도서관을 중심으로 한 사회적 독서환경을 기술하였다. 1950년대 이후 학교도서관의 비약적 확산과 공공도서관 청소년서비스의 발전을 가져온 미국의 사례는 점점 감소하는 청소년 독서율의 제고 및 독서환경의 조성에 국가, 학교, 사회, 가정이 협력해야 함을 보여준다.

공공도서관이 스스로 변화되기 시작한 몇 가지 분야는 (1) 사명과 역할 (2) 인터넷 접근과 디지털 분배 (3) 원거리 이용자 접근 (4) 이용자 중심의 서비스 (5)사서의 변화된 역할등이다. 시민들이 정보에 접근할 수 있도록 하는 도서관의 전통적인 역할은 출현하는 기술과 조화를 이루면서 지속되어야 하고, 세계적인 규모의 정보네트워크에 공공도서관을 통하여 접근하고 사용할 수 있도록 허용하는 안전한 망으로서 봉사하는 것이 공공도서관의 역할로 그려진다. 지역사회 분석방법을 통한 원거리 이용자 접근과, 이용자 요구 평가를 통한 이용자 중심의 서비스가 이루어져야 하며, 웹마스터로서의 도서관 사서는 새로운 기술과 지식을 배우고 변화를 수용하는 자세를 가져야 한다.

도서관은 우리나라 국민들이 가장 많이 이용하는 문화시설이며 통합형 문화예술교육 프로그램을 가장 잘 수행할 수 있는 최적의 장소이다. 본 연구는 국내.외 도서관 문화예술교육 프로그램 현황을 분석하여 도서관에서의 문화예술교육 프로그램의 지향할 바와 통합형 문화예술교육 프로그램 모형을 개발하는데 목적을 두고 있다. 통합형 문화예술교육 프로그램의 기본 방향은 현행 학교 및 사교육시장에서 수행되어져 오는 문화예술교육과는 차별화된 도서관의 본질에 충실한 문화예술교육이 이루어지게 하는데 지향점을 두었다. 또한 통합형 문화예술교육 프로그램의 모형안은 체험-이해-소통을 중심으로 제시하였으며, 문화기반시설과 연계한 문화예술교육 프로그램도 제시하였다.

본 연구는 학교도서관 활성화 사업 3년간의 추진 실적을 조사하여 그 효과를 분석하는데 그 목적이 있다. 이를 위해 학교도서관 현황조사, 학교도서관 인식조사, 집단면담이 사용되었다. 연구는 앞으로 학교도서관이 학생들의 학업능력 향상에 영향을 미치기 위해서 필요하다고 보이는 4가지 요인, 즉 학교도서관 운영시간 프로그램, 장서, 이용률을 선정하여 조사, 분석하였다. 연구 결과 학교도서관 설치 혹은 리모델링으로 인하여 이용자들의 학교도서관 활용도 및 중요성에 대한 인식이 많이 향상되었으며 이는 우리나라 학교도서관이 미국의 학교도서관 연구에서 나타난 바와 같이 학생들의 학업능력 향상에 영향을 미칠 수 있는 결과로 발전해 갈 수 있다는 가능성을 보여주었다. 하지만 도서관장서와 전담 전문인력은 아직 매우 부족한 것으로 나타나고 있어서 이에 대한 더 많은 연구가 필요한 것으로 보인다.

This paper presents the neutronics benchmark analysis of the first core of the Indonesian multipurpose research reactor RSG-GAS (Reaktor Serba Guna G.A. Siwabessy) calculated by the Serpent Monte Carlo code and the newly released ENDF/B-VIII.0 nuclear data library. RSG-GAS is a 30 MWth pool-type material testing research reactor loaded with plate-type low-enriched uranium fuel using light water as a coolant and moderator and beryllium as a reflector. Two groups of critical benchmark problems are derived on the basis of the criticality and control rod calibration experiments of the first core of RSG-GAS. The calculated results, such as the neutron effective multiplication factor (k) value and the control rod worth are compared with the experimental data. Moreover, additional calculated results, including the neutron spectra in the core, fission rate distribution, burnup calculation, sensitivity coefficients, and kinetics parameters of the first core will be compared with the previous nuclear data libraries (interlibrary comparison) such as ENDF/B-VII.1 and JENDL-4.0. The C/E values of ENDF/B-VIII.0 tend to be slightly higher compared with other nuclear data libraries. Furthermore, the neutron reaction cross-sections of ¹⁶O, ⁹Be, ²³⁵U, ²³⁸U, and S(𝛼,𝛽) of ¹H in H₂O from ENDF/B-VIII.0 have substantial updates; hence, the k sensitivities against these cross-section changes are relatively higher than other isotopes in RSG-GAS. Other important neutronics parameters such as kinetics parameters, control rod worth, and fission rate distribution are similar and consistent among the nuclear data libraries.
