A Study on the Directions of Sewol Ferry Tragedy Memorial Park Based on the Analysis on Social Discourse and Recognition Evaluation (도심형 메모리얼파크의 사회적 담론 및 인식분석을 통한 4·16 세월호 참사 추모공원 방향성 제안 연구)

  • The objective of this study is to propose a direction for creating a memorial park for the 250 students victims of the Sewol ferry disaster. To this end, this study first attempted to understand the matters discussed at various levels to create a memorial park and find a way that the park can be built by gathering opinions from the bereaved families and the victims themselves, as well as local residents, and experts. Workshops, competitions, special lectures, and websites, etc, were analyzed. A social discourse analysis methodology was used for systematic analysis, and the analyzed discourse was categorized into 4 types for assessment, and the functions and roles were subdivided into 15 types. To assess the priorities and the adequacy of the discourse, an analytic hierarchy process (AHP) was used among 30 activists, public servants, and experts. Then, a survey was conducted to analyze the perception of the residents (467 participants including the bereaved families) about the memorial park. Based on the results of the analysis, two directions were set for the memorial park. First, is a memorial park to remember the victims in everyday life. It must be a park with various cultural contents instead of a conventional memorial park that is solemn and grave sharing anguish and sorrow. The memorial park for the Sewol ferry disaster must become a space where visitors can naturally encounter and remember the victims. Second, is a park that serves as a catalyst that brings change and innovation to the community. It must be able to bring change to the community with direct and indirect influence. It must serve as an impetus to bring change and innovation to the community in the mid-to-long-term. Having many visitors may also lead to an economic effect. These visitors may not just stay in the park, but even contribute to revitalizing the local businesses. The purpose of this study is to apply the research findings to guide the International Design Competition scheduled for 2020 and serve to establish guidelines for a continuous park management system.

A Study on Improvement of the police disaster crisis management system (경찰의 재난위기관리 개선에 관한 연구)

  • With about 75% of the population of Korea criticizing the government's disaster policy and a failure to respond to large-scale emergency like the Sewol ferry sinking means that there is a deep distrust in the government. In order to prevent dreadful disasters such as the Sewol ferry sinking, it is important to secure a prime time with respect to disaster safety. Improving crisis management skills and managerial role of police officers who are in close proximity to the people is necessary for the success of disaster management. With disaster management as one of the most essential missions of the police, as a part of a national crisis management, a step by step strengthening of the disaster safety management system of the police is necessary, as below. First, at the prevention phase, law enforcement officers were not injected into for profit large-scale assemblies or events, but in the future the involvement, injection should be based on the level of potential risk, rather than profitability. In the past and now, the priortiy was the priority was on traffic flow, traffic communication, however, the paradigm of traffic policy should be changed to a safety-centered policy. To prevent large-scale accidents, police investigators should root out improper routines and illegal construction subcontracting. The police (intelligence) should strengthen efforts to collect intelligence under the subject of "safety". Second, with respect to the preparatory phase, on a survey of police officers, the result showed that 72% of police officers responded that safety management was not related to the job descriptions of the police. This, along with other results, shows that the awareness of disaster safety must be adopted by, or rather changed in the police urgently. The training in disaster safety education should be strengthened. A network of experts (private, administrative, and police) in safety management should be established to take advantage of private resources with regard to crisis situtions. Third, with respect to the response phase, for rapid first responses to occur, a unified communication network should be established, and a real-time video information network should be adopted by the police and installed in the police situation room. Fourth, during the recovery phase, recovery teams should be injected, added and operated to minimize secondary damage.

Existential Psychological approaches about risk and safety (위험과 안전에 대한 실존심리학적 고찰)

  • This study conducted a review of the existential and psychological perspective about the risks and safe. The risk was identified as existential task through the existential philosophy and psychology discussed were the safety regulations as existential need. As existential anxiety that is caused by unmet and insufficiency of the existential needs and the existential task that was presented to identify the subjective risk. Subjective risk as existential anxiety, and suggested that serves as a compass to advance to the completion and the facing the existential. In addition, existential anxiety as a subjective function as a signal that can identify the problem conditions that expressed phenomena. Problematic aspect of a subjective risk was suggested that it can be adjusted through a method for supplying information that can be recognized by an experienced and symmetrical state with the direction of the expressed symptoms. The attempt to determine the existence of and psychological point of view, it gave provided the underlying psychological spokesman for the analysis of human society, including the Sewol ferry of Korea-type disaster. There are also presented some implications that can be applied effectively to give more psychological approach to future risk reduction and safety enhancement. In addition, this study through the various views presented by a comprehensive existential subject of several ways to adjust the status Theme conditioning method (Theme Condition Adjustment Theory: TCAT) to establish a theoretical basis for expecting it to be that.

Citizen Sentiment Analysis of the Social Disaster by Using Opinion Mining (오피니언 마이닝 기법을 이용한 사회적 재난의 시민 감성도 분석)

  • Recently, disaster caused by social factors is frequently occurring in Korea. Prediction about what crisis could happen is difficult, raising the citizen's concern. In this study, we developed a program to acquire tweet data by applying Python language based Tweepy plug-in, regarding social disasters such as 'Nonspecific motive crimes' and 'Oxy' products. These data were used to evaluate psychological trauma and anxiety of citizens through the text clustering analysis and the opinion mining analysis of the R Studio program after natural language processing. In the analysis of the 'Oxy' case, the accident of Sewol ferry, the continual sale of Oxy products of the Oxy had the highest similarity and 'Nonspecific motive crimes', the coping measures of the government against unexpected incidents such as the 'incident' of the screen door, the accident of Sewol ferry and 'Nonspecific motive crime' due to misogyny in Busan, had the highest similarity. In addition, the average index of the Citizens sentiment score in Nonspecific motive crimes was more negative than that in the Oxy case by 11.61%p. Therefore, it is expected that the findings will be utilized to predict the mental health of citizens to prevent future accidents.

Understanding Voluntary Disaster Workers with Their Burnout Pattern and the Group Differences in Secondary Traumatic Stress and World Assumptions (재난 자원봉사인력의 소진 양상에 따른 이차외상스트레스와 세상에 대한 신념의 차이)

  • As the role of volunteers in disaster settings has been growing overtime, the present study was aimed to understand voluntary disaster workers with their burnout pattern and examine group differences in their secondary traumatic stress and world assumptions. Total of 70 voluntary workers who served for recovery from Sewol ferry disaster participated in this study. Using cluster analysis, we identified three distinct cluster groups on the basis of three burnout subscale scores(emotional exhaustion, personal accomplishment, depersonalization): Group 1 was characterized by the highest score on personal accomplishment and low levels of emotional exhaustion and depersonalization. Group 2 scored the highest on emotional exhaustion and depersonalization, and relatively high on personal accomplishment. Group 3 was characterized by the lowest scores on three subscales. Results from χ2 tests showed that groups differed significantly on types and the period of support activities. Analysis of variance was conducted to identify further group differences. The results indicated that Group 2 scored the highest on secondary traumatic stress, while Group 1 scored the highest on worthiness of the self. Finally, the clinical implications and limitations of these results as well as suggestions for further research were discussed.

A Study for Link of Institution in Disaster Management : Ansan District Study (재난 지원에 있어 지역사회 기관 연계에 관한 연구)

  • Objectives : The management of disaster should be immediate and sustainable. Further, it is hard to predict where the disaster will occur, using pre-exists governmental and non-governmental organizations are important. In this study, we tried to investigate the associated activities of organizations performed in Ansan city, in Sewol ferry accident. Methods : A total 121 workers in 25 organizations were surveyd about organizations which they worked with, kind of works performed, frequency of meetings, satisfaction in activities and factors associated with dissatisfaction in usual state and in Sewol ferry accident state, respectively. The differences between those two situations were analyzed using paired t-test for continuous variables and Chi-square test or McNemar test for categorical variables. Results : The total number of linkage of institutions were decreased(from n=397 to n=251) and the mean scores of rating satisfaction were significantly lower in most of organizations in disaster state. The rigid policy in performance evaluation was more likely associated with dissatisfaction in disaster state than usual state(p=0.045). Conclusions : For effective linkage of institutions, preparedness, such as understanding the capability of organizations in the communities and developing the protocol for associated activities, is important. The unnecessary and effortful performance evaluation should be sublated.

Forms of Expression of Angry Voters and Sad Voters: The Effects of Discrete Emotions and Emotional Expression on the Voting Participation through Approach-Avoidance Action Tendencies

  • Despite the proliferation of studies on emotion, little attention has been paid to the effects of discrete emotion on political participation. Using a representative survey conducted on a sample of South Korean citizens in the aftermath of the Sewol ferry accident, the current survey explored how anger and sadness, as well as the ways people express those emotions, influence the orientation of their response in social environments and, ultimately, their voting intention. The results partially supported the discrete effects of sadness and anger in eliciting reactions of approach or avoidance. Anger was found to provoke an approach action tendency in independent voters and supporters of the opposition, while also eliciting an avoidance action tendency with a varying effect size across all three groups of respondents. Sadness also prompted an approach action tendency in independents and supporters of the incumbent party, while it manifested a negative association with the avoidance action tendency in supporters of the opponent party. An interpretation of the findings and proposed directions for future research are presented.

Disaster Mental Health Research Ethics Review (재난 정신건강 연구윤리 고찰)

  • Although disaster research participants are in a more vulnerable state than general research participants, various ethical issues to be considered in the study may be overlooked due to the special situation of disaster. Therefore, research ethics should be considered to reduce damage to study participants and maximize benefits. In addition, from the perspective of researchers, ethical considerations should be applied in the disaster research process, so research ethics awareness should be established. In addition, at the health care institution and national level, it is necessary to prepare research ethics that reflect the Korean situation while meeting international standards in consideration of the characteristics of local communities. In Korea, after the Ferry Sewol accident in 2014, social interest in disaster mental health increased and the National Trauma Center was established in 2018, raising the need for disaster mental health ethics guidelines. Therefore, this review aims to discuss the significance of six items: specificity of the study, prior consent and autonomy, community participation, confidentiality and feedback provision, risk minimization, and research support. So far, the experience of disaster mental health research is not sufficient in South Korea. Therefore, the current guidelines are required to be continuously revised through practical experience in the future.

  • Although many years passed since 'The Legislative bill on the support of voluntary activities of enterprises for disaster reduction'(hereinafter referred to as 'enterprise disaster reduction act') has been first enacted in 2007, BCMS is still not activated in our society. In contrast, after 911 Terror, importance of BCM is getting magnified and standardization research & institutionalization i s a lso proceeding i all over world. Lately, Disaster preventing activities is urgently needed like the sinking of 'Sewol ferry'. So the purpose of this paper is proposed for establishment of 'BCMS' and activation of the certificate system for Best-Run Business by analyzing the problem of 'enterprise disaster reduction act' and weak of activation as following. First, propel changing the policy of self-regulated participation to mandatory about the certificate system for Best-Run Business from public entity to government ministry and it is able to activate by propelling demo business of the certificate system for Best-Run Business. Second, public entity that has been given the certificate system for Best-Run Business by affiliating with Disaster Management Assessment of government management can be exempted from Disaster Management Assessment or those entity can arrange for connectivity acquisition method of 'Excellent rate'. Third, to publicize the activation of the law mentioned above, makes public entity r ecognizable by incorporating 'BCMS' into National safety management plan and establishment of National critical infrastructures security plan. Fourth, it should be reviewed to improving the related act regarding to inclusion of public organizations as well as private enterprises.
