The Virtuality Shown in the Media Coverage of the Sewol Ferry Disaster (세월호 참사 보도에 나타난 언론의 가상성)

  • This study was designed to look at a gap between what is reported and what is real, based on 'virtuality' shown in the media coverage of the Sewol ferry disaster. The way the Korean media reported the disaster raised serious concern in describing realities as the coverage was dotted with omitted, diluted, misleading, false and biased information, dubbed as the sinking of journalism by the Special Committee of the Korea Broadcasting Journalist Association. Virtuality can be problematic in journalism since users, when frequently exposed to 'mediated reality' or mediated presentment, often consider it actual and respond to it, rather than reacting to 'actual reality'. Many studies have found that media users tend to perceive mediated reality as an actual outside world. This paper aimed to explain signification of media reporting and limitations of user perception by reviewing major discussions and arguments on virtuality in previous research and history of thoughts. It was easy to link virtuality of mediated reality to the role of the media, which impact public opinion and change the flow of an event, and to other concepts such as the socialization of power, social control and social hegemony.

  • This study analyzed the placement and interactivity of the immersive performance . In the sense of place, it was analyzed that first, walked and followed the living spaces and streets of the victims of the Sewol ferry, and second, through this, the participants induce a transfer experience to become the main character of the performance. In terms of interactivity, participants were able to carry out various forms of participation, and as a result, they analyzed that they had relieved debt consciousness or exerted healing effects. In addition, it was confirmed that they pursued solidarity and sympathy by focusing more on the city 'Ansan' rather than the story of the Sewol ferry. Through these results, it can be seen that has many social functions, a variety of art forms, and is differentiated from other immersive performances. So, it is necessary to consider the continuous holding.

A Priority-Based Bandwidth Management Method in Public Safety Networks (재난 안전 통신망에서 우선순위를 고려한 대역폭 관리 방법)

  • After Sewol ferry disaster occurred in April 2014, Korean government began investing to deploy LTE-based public safety network until the year of 2017. In order to reduce the operating and capital costs, resource sharing scheme among public safety network and commercial LTE networks is considered as one of the viable approaches. This thesis proposes a method of allocating bandwidth of public safety network based on various priorities required for disaster scenarios and stages in a resource sharing environment. In order to obtain the highest efficiency, we formulate the bandwidth allocation problem as a Fractional Knapsack Problem. Greedy algorithm was applied to solve the problem. For performance evaluation, we created several disaster scenarios and set suitable parameters for each scenario based on a disaster manual. The proposed method is compared with two typical methods, which are Class-based bandwidth allocation and Uniform bandwidth allocation. The results showed that the better performance in terms of the sum of the values and the amount of lost bytes.

  • This study aims to examine the state of accidents and related issues related to Theme Groups experiential learning experiences of students and suggest ways to improve security measures to prevent future incidents. Case studies of the sunken Sewol ferry and the collapse of the gymnasium at Mauna resort in Gyeongju are conducted by analyzing the existing literature and the data collected from the media sources and related agencies. With a basis on the findings of the analyses, it is suggested that legal foundation and disaster and risk management systems (systematic revision of the laws, raised safety awareness among citizens, production and education of security managers, formation of disaster management organizations, establishment of headquarters in case of emergency and installation of first aid facilities, improved national response system, enforcement of disaster drills, introduction of assessment system, etc.) must be established to contribute to creating a safer society.

  • In 19th May 2014, the government announced that KCG(Korea Coast Guard) is dissolved regarding responsibility for recently accident which is Sewol ferry disaster. But KCG, a central administrative agency is responsible for protecting maritime sovereignty of South Korea; the most basic and indispensable organization. Furthermore, The purpose of KCG is to provide the safety of the public and keeping of public order by prescribing matters necessary for the securement of maritime security, maintenance of public order and protection of marine resources & facilities. Therefore, In this article, I would like to suggest tentatively named FRAMEWORK ACT ON KOREA COAST GUARD's management plan which could reflect the scope of functions. It means we examine the current state of KCG, and would like to signpost for the most ideal way of legal system in Korea Coast Guard. Finally, this treatise is expected that this research can be a guideline contribute to improving Korea Coast Guard relevant laws even a little.

An Estimation of Population at Risk of Exposure to Humidifier Disinfectant and Associated Health Effects (가습기 살균제 노출 실태와 피해규모 추산)

  • Objective: This study was designed to estimate the precise nationwide number of those who used humidifier disinfectants (HDs) and experienced specific health effects, including death, due to exposure to HDs in Korea between 1994 and 2011. Methods: A total of 5,000 households (15,472 people) were surveyed by stratifying the sample with a design that is equivalent to nationally approved household systematic sampling and face-to-face interviews from October 16, 2019 to December 30, 2019. Results: The proportion of use of humidifier disinfectants at home was 18.4% (2,844/15,472 people) and the proportion of those who experienced health effects among those who were exposed to HDs was 10.7% (303/2,844 people). Based on these factors, it was estimated that 8.94 million people (95% CI=8.25-9.63 million) were exposed to HDs and 0.95 million people (95% CI=0.87-1.02 million) experienced health effects, which means almost one in five and one in fifty Koreans respectively. The estimated number of deaths from HDs were 20,366 people (95% CI=18,801-21,931). Conclusion: The survey was large and analyzed a representative sample across the country, so this estimation of the nationwide population exposed and at risk to HDs is more accurate and reliable than previous studies. However, it is necessary to confirm whether results similar to those of this study can be reproduced through a survey using a cross-sectional survey at the national level. In particular, a survey focused on death cases is needed.

Passenger evacuation simulation considering the heeling angle change during sinking

  • In order to simulate the evacuation simulation of a ship during a sinking, the slope angle change of the ship must be reflected during the simulation. In this study, the passenger evacuation simulation is implemented by continuously applying the heeling angle change during sinking. To reflect crowd behavior, the human density and the congestion algorithm were developed in this research and the walking speed experiment in the special situation occurring in the inclined ship was conducted. Evacuation simulation was carried out by applying the experimental results and the change of the walking speed according to the heeling angle of the ship. In order to verify the evacuation simulation, test items suggested by International Maritime Organization (IMO) and SAFEGUARD Validation Data Set conducted on a large Ro-PAX ferry (SGVDS 1) which performed real evacuation trial in full-scale ships were performed and the results of simulation were analyzed. Based on hypothetical scenario of when a normal evacuation command is delivered to the passengers of MV SEWOL in time, we predicted and analyzed the evacuation process and the number of casualties.

Being True to Oneself: Sewol Ferry Disaster and Homeland Politics of Korean Immigrants in Britain

  • After the tragic incident of the sinking of Sewol in spring 2014, Korean migrants in Britain began to hold street protests in London. These protestors condemned the Korean government for the lack of appropriate responses to the accident, and for its failure to conduct proper investigation on the issue. The small group of protestors held silent street protests every month at Trafalgar Square, despite not gaining much media coverage nor public attention. These migrants' almost three-year long protest outside their homeland is puzzling. Not only did they live in Britain for a long time to the extent that they regard the country as their second home, but they also exert scant amount of influence on the political landscape in South Korea. What can then account for these individuals' participation in activism related to their homeland politics? In this paper, we utilize the concept of 'moral identity' to explain the behaviors of Korean migrants involved in the street protests. These migrants had strong 'moral identity', which triggered a sense of responsibility to act when their cherished moral values were jeopardized. Korean migrants who possessed a strong sense of moral identity placed huge importance on living in accordance with their moral values. It is a way of upholding their self-esteem and sustaining their ideal self.

  • The study seeks to cooperate with the investigation of a fire investigation based on public-private partnership. Fire protection systems provide a wide variety of viewpoints from the perspectives of design, construction, management, maintenance, maintenance and maintenance systems at a particular point in time, construction, management, and maintenance systems. What is controversial is that there are illegal activities such as illegal activities of the Patent Office, misconduct of construction work and unreasonable construction of construction works.As a theoretical framework, the present study identified the four key elements of a successful disaster response system : responsiveness, control, professionalism, and bias.

  • Natural and social disasters, such as typhoons, floods, earthquakes, volcanoes, fires, explosions, and traffic accidents occur frequently around the world. In Korea, a vicious cycle of large-scale accidents caused by natural disasters and insensitivity to safety is repeated each year. In particular, the tragic sinking of the Sewol ferry in 2014 and strong earthquakes with a magnitude of 5.0 and greater in Gyeongju and Pohang in 2016 and 2017, respectively, threw the entire country into a state of shock, increasing the public anxiety regarding disaster preparedness. This paper discusses the trends in broadcast emergency alert systems used to minimize damage from a disaster by delivering urgent status information quickly and accurately through a broadcast network, and to provide information regarding disaster risk and emergency evacuation procedures.
