광주·전남의 구급대 활동분석 및 발전방안

  • This study is to suggest some developmental policies by analyzing the activities of first aid party in Kwangju and Chonnam regions for two years from Jan. 1, 1991 to the end of December, 1995. First, the residents in Kwangju and Chonnam regions have the sufficient benefits of emergency medical center, but it will be desirable that general hospital should be established and managed in Kohung peninsula which forms the wide island area far away from big cities. Second, the classification of the degree of severe case in the field by rescue members should be strengthened as the means which can reduce the number of patients transferred to the emergency room and the legal method which rescue members can select the medical agency. Third, children less than 10 are most frequent emergent patients and it is due to parent's indifference and children's in sensibility to safety. So the safely education in the course of infant and elementary education should be strengthened and the method which can keep the self safety through the legal system. Fourth, to increase the rate of emergency measure by rescue members, the reasons of fail of emergency treatment are suggested, the treatment results of each rescue member are analyzed every year and it is desirable that the system which can evaluate the personal ability should be introduced. Fifth, the medical accidents occurred in the case of medical act, by rescue members must lake the legal responsibility, but such a problem can he solved with the compensation of insurance system by government. Sixth, to reduce the time required for transfer, traveling service system for the fixed period in beach should be complemented and extended more and service system at ordinary times should be examined at mountains, the area of traffic jams and large special industrial park. Seventh, since service system with one team of two members of 119 rescue party in expressway cannot be mobilized when multiple accidents occur at the same time, it is considered that service system of two teams of four members should be extended. Eighth, first-aid service in expressway is conducted with rescue and emergency treatment by the rescue party at the same time, but the professional rescue lacks and it may result in the injury of patients. Therefore the creation of rescue party in expressway is the urgent problem.

  • To examine the main party of royal family in the Man Kyong Jeon, the authors analyzed“Jin Chan Eui Gue”, which is a historical record published in 1887(King Go-Jong). The results obtained from the study were as follows, 1. The dining tables were divided into two:fixed arranging tables(131) and taking-away tables. 2. Food and flowers were distributed to the 1238 attendants. 3. According to the status or class of the attendants, the pattern or size of table settings were differentiated in the kinds of food, hights of food, flowers china ware etc. 4. The seat of the King's Grand Mother was located facing the south. 5. Red silk table cloth was used in the main party. 6. At the main party for the King's Grand Mother, dishes were arranged in the following sequence, the first line : cakes made of flour, oil and honey etc. the second : oil and honey pastry the third : fruits the fourth : rice cake etc. the fifth : cooked meat and fried fish etc. the sixth : sliced raw fish and beverage etc. the seventh : noodles, soup and soy bean sauce the eighth : spoon and chopsticks. 7. In the arrangements of tables for the King's Grand Mother, the heights of food on the dishes were as following level, a dish : 1 chok and 5 chon (1척 5촌) 27 dishes : 1 chok and 3 chon (1척 5촌) 7 dishes : 1 chok. (1척)

정당 지지에 대한 세대별 차이 고찰 (An Empirical Study on Difference of Approval Rate for the Political Parties among Generations)

  • The purpose of this study is to observe whether intergenerational differences exist in support among major Korean political parties and, if so, how they exist, based on the results of the survey conducted nationwide. To achieve the purpose of the study, a questionnaire was prepared based on conjoint analysis, and the collected data was analyzed by applying a random parameter logit model. The main results of model analysis are summarized as follows. First, among the policy variables, statistically significant results were observed in the generation of 20s and 30s for the education variable. It was found that both 20s and 30s aimed for equal education at a higher level than other generations. Especially, the highest intensity aim for equal education culture was observed in the 20s. Second, the coefficients of major political parties were observed with a high level of statistical significance. This appears to be a result suggesting that voters decide on their voting behavior through thorough policy comparisons in addition to comprehensive consideration on various current issues. Third, a clear support for conservative parties was observed in the generation of 20s. A clear and intense distribution of preference for political parties classified as conservatives was observed in the 20s generation, which can be said to be mainly college students. This seems to be a profound founding related to the issue of "conservatization of the 20s," which has recently become a hot topic in Korean society. Fourth, a high level of support for progressive parties was observed in the 30s and 40s. The Justice Party can be classified as a minority party in the National Assembly House as of January 2019. Nevertheless, it was maintained at a relatively high level in national recognition, and it is presumed that the background was high level of support from the 30s and 40s. Fifth, a large level of standard deviation was observed in the preference for conservative parties in the 50s. This means that some respondents who are in their 50s or older strongly support the Liberty Korea Party, and some respondents in the same generation strongly disapprove it. Due to this countervailing power, it seems that the average support level for the Liberal Korean Party is low in the generations of 50s and older.?

중국 온라인중재규칙에 관한 연구 (A Study on the Online Arbitration Rules in China)

  • The China International Economic and Trade Arbitration Commission(CIETAC) released online arbitration rules which apply the resolution of disputes over electronic commerce transactions, as well as other economic and trade disputes in which the parties agree to do. The evidence submitted by the parties may be electronic evidence created, sent, received or stored by electronic, optical or magnetic means. Electronic evidence with a reliable electronic signature shall carry the same effect and probative force as a document with a hand-written signature. Where a case is tried in a tribunal, the arbitration tribunal shall conduct an online trial hearing using internet video conference or other electronic or computer communication means. Unless the parties have another agreement, summary procedure shall apply to cases where the amount in dispute exceeds RMB 100,000 but no more than RMB 1 million, or where the amount in dispute exceeds RMB 1 million and a party submits a written application for summary procedure after obtaining the written consent of the other party. Unless the parties have agreed otherwise, fast-track procedure shall apply to cases where the amount in dispute does not exceed RMB 100,000 or where the amount in dispute exceeds RMB 100,000 and a party submits a written application for fast-track procedure after obtaining the written consent of the other party. Notable features of the Online Rules are as follows; first, there is not detailed consideration for online arbitration. Second, communications between the parties and the tribunal are allowed only through the Secretariat. Third, elaborate provisions regarding the electronic submission and transmission of documents is provided for. Forth, various factors must be considered by the tribunal in deciding the evidence's reliability. Fifth, reasonable endeavours is levied on CIETAC to keep data communications secure and encrypted. Sixth, the tribunal has the right to investigate and collect relevant evidence. And finally different procedures are provided for in consideration of the various types of E-commerce.

스톡홀름 상업회의소(SCC) 중재기관의 긴급중재인 제도와 임시적 처분의 인정요건에 관한 연구 (A Study on Emergency Arbitrator System of SCC and Requirements for Granting of Interim Measures)

  • The purpose of Emergency Arbitrator System is to provide parties with the possibility of obtaining interim measures before constitution of the arbitral tribunal. This paper examines the Emergency Arbitrator System set forth in Article 32 and Appendix II of Arbitration Rules of Stockholm Chamber of Commerce (SCC) in comparison with Article 37 of ICDR International Arbitration Rules. This paper also provides a case study of 4 Decisions rendered by Emergency Arbitrators under the auspices of SCC in 2010. It was found that it took only 4 days on average from the date upon which the request for emergency interim measures was registered to SCC to the decision rendered by Emergency Arbitrators. The figures of average days reflect its rapidity well, one of the most preferred characteristics of arbitration. However, a case study of SCC decisions shows that only one request for interim measures was successfully granted. In other words, it was found that the requirements for granting of interim measures by emergency arbitrator were quite strictly applied. If interim measures is to be granted, it was found that the requesting party should prove to satisfy the requirements for granting of interim measures as follows: First, the requesting party has to demonstrate that it may suffer irreparable or serious harm in commercially-sensible, not in a strictly literal sense unless the interim measure is granted. Second, the party requesting interim measures has to persuade the Emergency Arbitrator that the request was of an urgent nature. Third, the requesting party is required to meet the reasonable possibility that it may succeed on the merits of the claim.

SYNCHRONIZING INDIVIDUALLY OPTIMAL CYCLE TIMES ACROSS MULITI-BUYERS AND MULTI-PRODUCTS

  • A joint problem of order delivery, setup reduction, and cost-sharing in a two-echelon inventory system in which a vendor supplies multiple products to a group of buyers is studied here. The basic premise is that buyers have independently implemented setup reduction programs to acquire benefits from small order sizes. Doing so, however, causes the buyers' individually optimal order cycles to be differ from that of the vendor. In conjunction with this, two models are considered. In the first model, a multi-buyers single product situation is considered in which the vendor implements a joint supply cycle policy. However, buyers, as the dominant party, insist after implementing the individually optimal setup reduction that the vendor accept their individually optimal order schedules. In the second model. a multi-products, single buyer situation is considered in which the buyer implements a joint order policy. Here, the vendor, as the dominant party, refuses to cooperate fully with the buyer's individually reduced joint order schedule, and designs his own individually optimal setup reduction mix for each product under a given budget constraint. This led to a study of an integrated Setup Reduction/Break-even Pricing Policy for each situation to eliminate mismatches in individually optimal cycle times.

  • Recent demands of market forces are causing considerable attention to be forced on logistics functions and revitalizing interest in outsourcing them. The need to efficiently and economically adjust support to meet market demands is growing significantly. Logistics is playing a role it has never played before. In light of this, outsourcing to third parties has become a strategic issue demanding greater attention in corporate boardrooms. From the perspective of TPL users, this paper focuses on how best to make a strategic plan for the effective utilization of TPL. And the results are as follows : First, after deciding their logistics outsourcing, the companies have to set up the aim of TPL through development of logistical strategies. Second, the companies must decide service provider that fits to their business environment and conditions. Third, they have to conclude a contract with logistics service provider. Fourth, after doing the preparatory implementation they carry into effect the original implementation. Fifth, they use the result of original implementation to fix a partnership.

  • Nationally large scale of festival is common in these days, the space for a space be party-able such as an event space or an performance space is more necessary. Accordingly applied the balloon art which utilizes a balloon material, to interior and exterior space design can maximize space design for the nonce and renovate space with flexible materials which is the balloon art. This research provides the balloon art is able to be a new research field in interior and exterior design study with three types of way to apply the balloon art to interior and exterior design. First type is an applied interior design with the balloon art, second type is an applied party space design with the balloon art, and third type is practical examples of applied interior design with mixing materials of the balloon and another materials.

한국 노동운동의 1기 노동자정치세력화 30년 : 성찰과 비판 (Three Dacades of Labour Politics in Korean Labour Movement - Reflections and Critics)

  • 한국 노동운동이 노동자정치세력화를 시도한지 30년이 지났다. 한 세대에 걸친 1기 정치세력화 실험은 나름의 성과와 함께 대체로 실패했던 것으로 보인다. 다만 이에 대한 비판적 성찰은 별로 없었다. 이 연구는 노동체제 변동의 거시적 관점에서 이를 분석하고 비판하고자 하였다. 이 연구의 결론은 다음과 같다. 먼저 정치세력화의 성패는 노동체제의 구조변동과 결합되어 나타났다. 노동운동 주체들의 전략선택실패는 상대적으로 부차적인 요인이었다. 둘째, 정치세력화의 주요 동력은 진보정당보다 민주노조의 노동조합운동에서 발생하였다. 노조와 정당 간의 '배타적지지'는 그 중요한 제도적 장치였고 1기 정치운동의 한계를 보여주었다. 셋째, 촛불혁명은 새로운 정치세력화운동을 위한 새로운 조건들을 창출하였다. 그러나 2단계 정치세력화의 충분조건은 노동운동 주체들의 전략적 혁신실천에 달려있는 것으로 보인다.

국내 물류산업 현황과 발전전략: 제3자 물류를 중심으로 (Logistics Development Strategy in Korea: Focusing on 3PL)

  • 본 연구에서는 국내 물류산업의 현황을 개략적으로 살펴보고 국내 물류산업의 주요한 발전 전략으로서 제3자 물류의 발전전략을 제언하고자 한다. 제3자 중심의 물류업이 발전하기 위해서는 물류기업측면에서 첫째, 물류기업은 고객 즉 화주를 중심에 놓고 화주에게 이익을 제공 할 수 있는 기업이 되어야 한다. 둘째, 물류서비스 수준의 폭과 깊이를 강화 하고 새로운 물류 서비스를 개발하는데 총력을 기울여야 한다. 셋째, 고객 맞춤의 통합 물류 시스템과 물류 서비스를 제공 할 수 있어야 한다. 넷째, 물류인력에 대한 적극적인 투자가 필요하다. 다섯째, 물류기업간 전략적 제휴가 활성화되어야 한다. 여섯째, 선진 물류기술의 도입과 적용에 적극적이어야 한다. 화주측면에서는 제3자 물류에 대한 인식을 새롭게 하고 물류가 기업의 핵심역량이 아닌 경우 과감하게 물류 부문을 제3자 물류기업에게 의뢰 할 수 있어야 한다. 마지막으로 정부는 물류기업이 제3자 물류 기업으로 자연스럽게 전환하도록 여건을 조성하는 것이 가장 주된 노력이 되어야 할 것이다.
