In this study, I examined the current situation of the reading instruction policy and the entity of the arguments and criticism surrounding the reading instruction policy. In addition, on the basis of this research I analyzed the problems of the reading instruction policy. Moreover, I suggested for the desirable direction and alternative of the reading instruction policy and the reading instruction.

This study tried to identify the reading and library use and requirements of children and young adults with disabilities in school age, and to suggest improvements in library policy, centered on the National Library for the Disabled Unlike the library policy centered on the creation of alternative materials and the establishment of an integrated cataloging system for alternative materials, children and young adults with disabilities mainly use paper books, and 80% of them hardly use the library. This study established a system centered on the special school library and proposed to establish a foundation for enjoying reading culture through curation of books by disability type and developmental age. In addition, based on the development of international standardization of multimedia collections, cooperation with the National Library for Children and Young Adults, and the expansion of librarian, collections, and budgets of special school libraries, linkage with students with disabilities in special classes of general schools was suggested.

Gyeonggi Province is trying to increase the number of public libraries from 100 as of December, 2006 to 150 in 2010. However most of existing public libraries preferred mid-to-large scale libraries, so they were restricted to be located in around a zone of life. For this reason most local residents have been excluded from right to use libraries and have difficulties to get library services for the knowledge and information society of the 21st century. The alternative to the small library is a school library. Both schools and public libraries are located in around a zone of life because residents can get an access to them easily. First, considering that small-scale public libraries of communities usually service about 10,000-20,000 people, I estimate that an open-style school library services 24class, 840people (24class*35people) of elementary school by 2003 Korean Library Standard (edited by Korean Library Association). Second, it requires systematic protection policies so that the open-style school of library can function as a local public library and a part of library cooperation system in accordance with local plans. All the open-style school libraries don't intend to open and we had better consider the suitable service areas. Third, it's desired for the management efficiency that the open-style school libraries being established afterward are divided into a branch-scale, a hall-scale and so on, not being uniform management model. And it also needs that one of them in the area enlarges the scale, and then supports other school libraries. According to these results of the research, as cooperation between the public library policy of a local government and school library policy, it needs a systematic support.

The purpose of this study is to survey the development trends of school libraries in the western world namely U. S. A., Canada by analyzing such items as education and environment, staff, policy, standard and professional organization, and to find out how and why they were able to maintain efficient library services. The major findings are summarized as follows : (1) There are school district supervisor whose functions are to direct and supervise the school libraries in the district. (2) The school district supervisor, school administrator, Teacher and Teacher librarian all recognize the importance of its educational role and cooperate together for the development. (3) They gether statistical data on school library for continuous revision of statement, guideline and standard. (4) Not only the educational organization and the library organization but also the private foundation conduct systematic research and extend financial aid for the development of school library. (5) The Compulsory Codes and pertinent laws have been enacted to promote school library development.

The purpose of this paper is to review the change of school library in Korea. The writer keeps an eye on the 'School Library Activation Project' initiated by the Ministry of Education. The writer concludes by pointing out some problems of school library in Korea at its present developmental stage.

This study is to investigate to the problems of school libraries in order to develop to a school media center from the place to circulate material to students, and provide the suggestion of a school library management for increasing student's productive ability. Inculding suggestions are: school library facilities and budgets, school librarian's recruit and policy, school librarian's professional role, cooperation instruction with teachers, cooperation instruction methods. This result can render development to school library.

The purpose of this study is to suggest present issues and problems in producing educational performance of school library and to manage school library education ordinarily. For this purpose, after searching the principle and main policies related to school library education, we analyzed the previous researches concerned with behaviors and outcomes of school library education. As the results, professional development of human resources, curriculum improvement, modification of promotion and supporting system, and the amendment related to principles are established as political goals before suggesting progress direction and better method.

The purpose of this study is to develop evaluation index for school library in order to find ways to continue the improvement of school library by examining deficient areas and developing necessary areas, in which almost every school have libraries as a result of school library promotion project for last five years. To fulfill this, the research analyzed 2009 evaluation of the Ministry of Culture, Sports, and Tourism(MCST), policy research evaluation index of the Ministry of Education, Science, and Technology(MEST), BSC product index of school library from preceding research, school library evaluation standard of Korean Library Association (KLA), two-phased base plan and school library promotion law of school library promotion of the MEST and evaluation index of municipal/province education agency of MEST, and thereby developed 54 evaluation index from 8 areas. The research ultimately presents 48 evaluation index from 8 areas. Also, analysis result was first verified by school library experts to increase credibility of the evaluation standard of the research. Based on the result, second evaluation was done by school library faculty staff, and thus went through two-phased verification process.
