  • When comparing the port management type between the both countries, there are some differences at some aspects. And also Korea is to move forward a hub port and logistics center in Northeast Asia while Japan is to pursue providing the port logistics service necessary for the Japanese economy. Major findings and implications are as follows. First, Port authority system should be extended to Gwangyang and Pyeongtaek port step by step. Second, any port which did not introducing a port authority system should enhance cooperating with its own local administration. Third, a port marketing strategy must be established and implemented by a port authority.

  • 우리나라의 부산항의 경우 과대한 물동량 처리, 이에 따른 체선$.$체화현상의 심화, 항만경쟁력 향상을 위한 신항만건설 등이 종합적으로 대두되고 있는 지역이다. 특히, 기존 부산항지역의 기능이 상당부분 신항만으로 이전되고 난 후에는 선진사례에서 살펴볼 수 있듯이 항만의 재개발문제가 제기 될 것이다. 하지만 국내의 경우 항만구역에서의 항만재개발은 국소지역을 대상으로 한 생산성향상 측면의 개발은 시행되고 있으나, 전반적이고 체계적인 항만재개발을 고려하고 있지는 못한 실정이다. 본 연구에서는 이러한 점에 초점을 맞추어 부산항 기존항만구역에 대한 전반적인 항만재개발방향을 제시하고자 한다.

Is Port Authority the Best Choice of Korean Port Reform?

  • In response to insurmountable pressure for a broad distribution of political power between the central government and local governments, the Korean Government pushes for the establishment of the local port authority as the optimum choice to achieve its goal. Starting with the Pusan and Incheon ports, the local port authority system is expected to setout the dramatic change in port management system throughout the Korean ports. However, this paper points out that the port reform choice should take into account the specific features of the society and country and some basic questions should be clearly answered beforehand. The fundamental questions are: whether institutional reform will markedly improve the ports managerial and operational efficiencies? and what will be the benefits and costs, compared to those of not changing? Without rigorous and comprehensive analysis on these issues in the institution transition, haphazard port reform will have the possibility to increase port users costs and disrupt the efficient port services. Experiences around the world clearly show that the indiscriminate copy of port reform found in other countries may be neither feasible nor practical presently in Korea. They also indicate that the port reform should be made on a gradual basis with full control of the pace.

우리나라 해상물동량 추정 (Estimation of Port Traffic in Korea)

  • To acquire a port traffic, governments in North-East Asia have intensively invested port development. Furthermore, the major shipping company directly make a call at northern chinese ports like Qingdao, Dalian and Tianjin. Those changes of port environment will have a considerable effect on a port traffic in Korea. In order to prepare against those changes, it is necessary to estimate a port traffic in Korea A port traffic in Korea is estimated by the use of explanation variables like GDP of Korea, real effective exchange rate, world economic performances and the trade in China, et al. When GDP in Korea goes up 1%, it is estimated that container port traffic of all ports and Pusan Port is upward $1.0{\sim}1.2%$ and $0.8{\sim}0.9%$ respectively. When the trade in China goes up 1%, it is estimated that Container transshipment is upward $1.6{\sim}1.7%$ approximately.

  • 중국의 WTO 가입 이후 급속한 물동량의 증가와 중국항만의 급성장 추세는 대 중국 교역항으로서 성장하고 있는 평택 당진항에 있어서는 기회이자 위기가 될 수 있으며 또한 항만 발전의 전환점이 될 수 있다. 이러한 시점에서 해당 항만을 이용하는 북중국 화주의 정확한 요구파악은 항만 활성화의 주요한 전략적 요소로 고려될 수 있다. 본 연구에서는 평택 당진항에 대한 중국 현지 업체를 대상으로 설문조사를 실시하여 고객의 요구를 파악함으로서 평택 당진항의 활성화 전략을 제시하는데 목적이 있다. 연구결과 평택 당진항은 높은 지리적 강점을 보유하고 있으나 항만배후지 개발 지연, 다양한 항로의 부족, 마케팅 전략의 부재 등이 항만 활성화에 부정적 요인들로 나타났으며, 이를 위해 단순한 화물의존형 항만이 아닌 화물창출형의 항만으로 발전해야 신설항만으로서의 한계점을 극복하고 항만 활성화를 도모 할 수 있을 것이다.

Port-City and Local Population Relationship: the Perception of Busan Citizens of the Port

  • Ports play a key role in international trade, as integral hubs where passengers and cargoes are loaded, discharged, and transshipped. However, the function of ports is becoming more diversified, expanding on roles as industrial clusters, as well as logistical centers. Such roles combined, reap numerous and significant benefits, mainly with growth of jobs and wealth creation, for the local population living in the city, and beyond. Citizens' awareness of the function and value of ports may not be positive, because of a range of negative factors such as emissions, noise, and road congestion, which can influence their perception. This study's contribution focuses on empirically evaluating the perception of Busan citizens of the local port, by applying Q methodology. The links connecting the port-city and local population, are assessed by identifying: 1) The level of awareness of the Busan citizens of the port; 2) Factors perceived as positive as well as factors perceived as negative by Busan citizens. There are four main factors, derived from the analysis: 1) Port functional knowledge; 2) Lack of social connectedness port-city; 3) Environmentally concerned and; 4) Absent port's ripple's effect. Policy recommendations suggest focusing on improving citizens' perception of the port, for each of the four main factors derived from the analysis.

A study on competition of hinterland in Zhejiang Province between Shanghai Port and Ningbo Port

  • Ningbo Port develops quickly in recent years and with the combination of Ningbo Port and Zhoushan Port, it becomes another important port in the Shanghai International Shipping center. Competition between the two biggest ports in this area can't be avoided. The goal of this paper is investigating the competence of port from two angles, which are spatial structure of the ports cluster and neighboring ports' attraction to cargoes at conjunct hinterlands. The paper firstly uses the HHI index model and shift-share method to qualitatively and quantitatively analyze the data of container throughputs of ports in the shipping center, in order that investigates the spatial structure of ports cluster. Basing on above researches, the paper employs the location quotient to study Shanghai port and Ningbo port's hinterland distributions at Zhejiang province. The conclusion of this study:(I)the ports cluster of the Shanghai International Shipping Center is highly centralized, and undergoes a porcess of first centralization then decentralization since the mid of 90s, last century. (2)Hinterlands of Shanghai port includes: Hangzhou, Jiaxing, Huzhou and Quzhou districts; Hinterlands of Ningbo port includes: Ningbo, Taizhou and Zhoushan districts.

An Evaluation of the Coupling Coordination Degree of the Yangtze River Delta Port Cluster Based on Coupling Theory

  • To quantitatively assess the correlation between subsystems within a port cluster and the overall coordinated development of the port group, the current paper evaluates the coordinated development of port clusters. First, we construct an evaluation index system for the coupling and coordination of port clusters. Next, we introduce the contribution index of port subsystems, coupling degree, and coupling coordination degree functions to formulate a coupling coordination evaluation model for the port cluster. Finally, we use the Yangtze River Delta port cluster as a case study for validation, specifically using empirical data from 2012 to 2021. The findings reveal distinct phased characteristics in the coupling and coordination of port clusters in the Yangtze River Delta, marked by a notable transition from "maladjustment" to "coordination." Further, sustained high coupling values over a decade indicate a significant level of competition and cooperation among ports within the Yangtze River Delta port cluster. Over time, this competitive and collaborative dynamic has progressively evolved toward a more positive and structured direction. Lastly, it is expected that the evaluation model proposed in this paper can be extrapolated to other port clusters to gauge the extent of coordinated development, thereby facilitating horizontal comparisons and vertical analyses.

부산시의 컨테이너세 징수에 관한 연구 (A Study on the Container Tax Collection of Busan City)

  • Busan Port which is the representative social overhead capital facilities for international trade of goods has been the driving force for economic development in Korea. Therefore, the central government should play the major role in building a rear road to Busan Port in order that it may function as a mojor port of Northeastern Asia through the systemization of mutual assistance among connected facilities, completely equipped with port-related facilities befitting to the principal port of imports and exports. In this study, the validity of container tax is being examined, analyzing container tax which Is considered as an obstacle to the development of Busan Port and its purpose, and grasping the present conditions by the realistic speculation on container tax issues and its abolition. First, the port rear road as a social overhead capital facilities, which connects port and expressway, should be considered as part of port, and port is social overhead capital invested by government. Second, the susan City imposes on container tax. As a result, a shipper and a shipping company are paying a double charge by paying container tax with port dues. Third, someone argues that port rear road is constructed as container truck generates much traffic, but it is unreasonable to conclude that container truck is seed of traffic jam because according to traffic survey of Busan City, container truck occupies only 1.45% of total traffic Forth, it has bad influence upon the competitiveness of Busan Port as Northeastern logistics base, as other ports who are competing with Busan Port like Singapore.   • In this study, we offered a way that is to make warehouse industry clustered in Incheon port for getting competitive and high end value added activities like advanced port logistics center considering trend that is changing functions of port and importance of port-hinterland. For this, we studied the existing research about port cluster, the present condition of warehouse industry in Incheon port and importance of value-added logistics activities. Also, we offered needs to build a high value-added and integrated logistics center by examples of advanced port logistics center in Singapore, Netherlands(Rotterdam) and Hongkong. We get the questionnaires for gathering ideas of port logistics industry about to set integrated logistics centers by strategy we offered that is making warehouse logistics clustered.
