세계적으로 항만의 대형화, 첨단화, 효율화 등 항만환경의 변화가 급격하게 이루어지고 있으며, 선진항만들은 대륙별로 중심항만의 입지를 구축하기 위해 항만기술의 연구개발과 투자를 지속하고 있다. 항만의 대형화, 첨단화, 효율화에 대응하기 위해서는 지속적인 항만기술 개발이 필요하며, 이를 통해 자국 항만산업 발전과 더불어 세계 항만기술 관련 산업의 선점과 수출 극대화를 이룰 수 있을 것이다. 따라서 본 논문에서는 국내외 항만기술 개발의 현황과 추진정책을 살펴보고 항만기술 분야의 정립을 통해 국내 항만기술개발의 발전전략과 정책방향을 제시하고자 한다.

The productivity of port labor in Pusan port is very low and the ratio of port accident is high in comparision with other advanced foreign ports. The aim of this paper is to find why the productivity in Pusan port is much lower than that of other countries in terms of port labor education systems. To obtain the objective of this study, the writers used 163 questionnaire for port labor in BCTOC, PECT and UTC for the survey of training method of cargo equipment handling. The result of this study shows as follows; (1) From the fact that ratio of labor who were trained by KPTI was 2.5%, we could say the public training system of port labor is not operated properly (2) As most of laborers are trained by the experienced associate, they do not recognize how the level of cargo handling equipment is set to increase the productivity. (3) In order that the port public training system plays a good role in port industry, a new license system should be introduced and an expert education system should be developed.

This paper summarized the operation experience and development trend of overseas port logistics, social environment for the development of China's port logistics, and the strategic significance for accelerating the development of China's port logistics. Then it analyzed the main problems in the process of the development of China's port logistics. Finally, it put forward measures and suggestions to accelerate the development of China's port logistics.

This study comprehensively reviews the research conducted until recently in order to derive realistic alternatives in consideration of local industries. The case analysis was performed on a competitive port of similar size, and strategies and revitalization measures were suggested in consideration of the conditions of Gunsan Port. Literature review focused on papers and major reports. The case of similar size were analyzed for Daesan port, Boryeong port, and Mokpo port. In order to find strategies to revitalize the regional port logistics industry behind Gunsan Port, the recent opportunities and threat factors of Gunsan Port were derived. In order to foster the regional port logistics industry with Gunsan Port as its main base, this study proposes a three-step development strategy. It is necessary to increase the effectiveness of the public-private joint port sales and maintain the incentive system, but use it as a means to strengthen the competitiveness of Gunsan Port. Since the possibility of opening various routes is not high due to the conditions of Gunsan Port, various business models can be devised to link the currently opened routes. Start-up in the logistics field can stand out if they provide predictive data or provide consulting services by securing and analyzing logistics data, not directly providing logistics services.

항만선택 결정요인에 관한 선행연구를 정리해보면 매우 다양한 연구에서 결정요인들이 도출되었으며, 다수의 연구에서 주요요인들이 중복적으로 활용되고 있음을 알 수 있다. 그러나 연구자별로 조사대상의 입장과 선호도에 따라 다소 연구결과가 다르게 나타나고 있다. 따라서 화주들의 광양항 선택 결정요인을 도출하기 위해서는 문헌조사와 함께 적합한 실증적 연구와 분석이 요구되어 진다. 본 연구에서는 화주가 항만을 선택할 때 미치는 결정요인들을 선행연구를 통해 도출한 후, 도출된 결정요인들이 광양항을 이용하고 있는 화주들에게 미치는 영향을 실증적으로 분석하였다. 이를 위해 광양항 이용화주들의 지속적인 광양항 이용 여부를 종속변수로 설정하였고, 선행연구에서 도출된 항만선택 결정요인인 항만서비스, 항만시설, 항만입지, 항만비용 등을 독립변수로 설정하였다. 독립변수의 주요 요인을 살펴보면, 항만서비스 요인으로는 하역능력, 선박기항 빈도, 항만체선, CFS의 처리능력, 통관서비스, 항만정보 서비스 등을 변수로 설정하였다. 또한, 항만시설 요인으로는 항만의 규모, 적절한 하역장비의 보유, 화물의 손상 및 멸실 빈도 등을 변수로 설정하였으며, 항만입지 요인으로는 항만과의 접근성, 항만의 인지도 등을 설정하였다. 마지막으로 항만비용 요인으로는 내륙운송비, 항만시설사용료, 하역료, 무료장치기간, 인센티브 등을 변수로 설정하였다. 본 연구의 분석결과 광양항 이용 화주들은 항만서비스, 항만시설, 항만입지, 항만비용 요인에서 모두 광양항 선택에 영향을 미치고 있으며, 항만비용, 항만입지, 항만서비스, 항만시설 등의 순으로 중요도가 나타나고 있다. 이는 화주들이 항만시설보다는 항만비용과 항만의 입지, 항만서비스를 항만선택 시 주요한 고려요인으로 작용하고 있는 것으로 판단된다.

The meaning of seaport has always been translated into something concerned with nation-wide goals and viewpoints, which used to be in developing country. The time developing countries have tried to be in pursuit of their economic development, one of important sectors is SOC investment that is needed into huge capital input which they couldn't easily afford to it. Another one which we have to mention in terms of seaport at contemporary maritime matters is privatization of port, that is strongly connected with efficiency to achieve port productivity. All these factors can produce high quality of service, and port co-operation and diversification of their business areas, etc. Therefore we then have to think of private port management companies such as P&O Ports, Hutchison Whampoa in HK, etc. in order to provide better port service to the customers, and they can also get involved into capital port investment as well. This kind of concept already comes from Denholm Ship management companies in shipping. So, it is necessary for us to look into port management company in our side, which means, we have to be involved into such a business to invest and manage foreign ports as well as our ports. Then, port competitiveness will follow in our ports.

우리나라 수출입화물의 주요 관문이었던 마산항이 최근 들어 침체와 위기를 벗어나지 못하고 있다. 즉, 인접 대형항만(신항)의 건설에 따른 물동량의 감소, 항만시설의 노후화, 친수 공간의 부재 등 항만발전에 따른 여러 가지 문제점이 제기되고 있다. 따라서 마산항의 지속적 발전을 위해서는 항만시설의 현대화, 구항의 재개발과 친수공간의 확충, 그린포트의 구축과 관광항만의 개발을 조속히 추진하는 한편, 새로운 고부가가치 항만으로 발전되어야 할 것이다. 향후 마산항의 활성화를 위해서는 중량화물 및 대형화물의 물류전문항으로 특화하는 차별화 전략을 적극 추진하여야 할 것이다.

Recently, the change of shipping and port environment has required the new strategy from the liners, terminal operators, ports. The ports of call in the North American and European line also has changed as the Chinese ports made rapid advance. This seems to result from the fact that the trend of the container transportation by sea has developed the traditional concept, called port-to-port system that directly links between a port and another port into the network with complicated hierarchical structure reflecting costs, efficiency, and strategy of the Mega Carrier. This paper suggests the factors for Busan port to become the hub port of northeast Asia by analyzing the change of the liners' strategy along the change of the shipping and port environment, the global management of the operator of container port, and the amount of containers flowing in the northeast Asia.

This paper aims to suggest the strategies for Korea port, especially Busan to develope into a viable transhipment center and/or Hub port as the articulation points between mainline and feeder nets. To tackle this goal, the authors clarify the requirements for Korea port which will be critical in determining its position as Hub through the careful analysis on competitiveness, environmental impact, port policy and capacity, transhipment traffic and inherent ablity to generate traffic. The results are summerized as follows. (1) Coping with increasing container volumes, new investment is sustainedly necessary to increase the capacity and inherent ability of container port and create economies of scale. Moreover, increasing port capacity will increase the potential for the Korea port's inclusion into mainline rather than feeder networks. (2) Considering an increasing awareness of need for customer-oriented option s and service quality rather than simply a reliance on infrastructure-led efficiency, privatization of one sort or another and corporation of port have been key strategies in achieving greater efficiency in Korea containerport.
