There have been numerous steps of growth in policy system since the legal systemization through the enactment of Information Disclosure of public institution Act in 1996 and Records Management of public institution Act in 1999 as well as infrastructure advancement led by government bodies, but it still shows insufficiency in some aspects of information disclosure system and records management. In particular, the issue of reliability on record information disclosed through information disclosure system is raised, and institutional base through the legal and technical devices to ensure the reliability are not well prepared. Government has attempted to enact laws and regulations to guarantee the public right to know through information disclosure and records management at government level, and establish the national system in a way that advances the infrastructure for encouraging the participation in state affairs and utilization of national record information resources. There are limitations that it lacks internal stability and overlooks the impact and significance of record information itself by focusing upon system expansion and disclosing information quantatively. Numerous record information disclosed tends to be falsified, forged, extracted or manufactured by information disclosure staffs, or provided in a form other than official document or draft. In addition, the disclosure or non-disclosure decisions without consistency and criteria due to lack of information disclosure staff or titular supervising authority, which is likely to lead to societal confusion. There are also frequent cases where the reliability is damaged due to voluntary decision, false response or non response depending upon request agents for information disclosure. In other cases, vague request by information disclosure applicant or civil complaint form request are likely to hinder the reliability of record information. Thus it is essential to ensure the reliability of record information by establishing and amending relevant laws and regulations, systemic improvement through organizational and staff expertise advancement, supplementing the information disclosure system and process, and changing the social perception on information disclosure. That is, reliable record information is expected to contribute to genuine governance form administration as well as accountability of government bodies and public organizations. In conclusion, there are needed numerous attempts to ensure the reliability of record information to be disclosure in the future beyond previous trials of perceiving record information as records systematically and focusing upon disclosing more information and external development of system.

This study aims to present the reorganization plan for the effective operation of the Information Disclosure System by researching on problems with regard to the system's actual operation. For that purpose, this study has examined issues by conducting an investigation regarding a survey by personnel in charge of the system as well as the status of the Information Disclosure System in central administrative agencies. By examining the issues presented, a number of problems were identified for which this study suggests plans for solutions. The solutions proposed in this study are as follows: a) all agencies must establish a department dedicated to information disclosure and improve their system to meet any increase in the amount of work by flexibly allocating human resources according to the workload, b) a uniform and standardized operation guide must be created, c) education programs with regard to the original Information Disclosure System should be expanded, and d) so on.

In the recent years, Gov.2.0, which strengthens not only a claim for freedom of information but also sharing public information, became a new paradigm of government operations. In line with the paradigm the Korean government promotes the Gov.3.0 policy. This study exams the freedom of information system, which expends its roles and responsibilities for enhancing the usage of public information in the Gov.3.0 era. Furthermore, it analyzes the system's usability from the perspective of users. The freedom of information system is the fundamental portal for all the public information's disclosure and usage. Without providing the solution for problems of the system, the Korean government's Gov3.0 policy cannot succeed. Also, Park Geun-hye Government's Gov.3.0 initiatives which consists of tasks, such as reinforcing freedom of information, immediate releasing original documents, and expending public access to information, should be done through the freedom of information system. The importance of the system is increasingly heavy. It is not only the simple online contact point for public information, but also a public sphere for sharing public raw data and for implementing the Gov.3.0 vision. However, the current system still does not slove it problems. This study analyzes the system's problems in terms of usability and sustainability. As a result, it provides three alternative strategies for the freedom of information system, including 'personnel and financial support expansion', 'strengthening user-friendly operating' and 'establishing long-term strategies for system improvement.

Objectives: Since the material safety data sheets(MSDS) submission and non-disclosure review system was introduced in January 2021, the implementation status of MSDS for chemical manufacturing and importing workplaces being supervised for the first time. Methods: A supervisory team consisting of two labor inspectors and one from the Korea Occupational Safety and Health Agency directly visited the selected workplaces to check compliance with the MSDS system as a whole. Results: As a result of supervising 214 chemical substance manufacturing/importing workplaces, a total of 241 violations of the law were found in 121 workplaces, or 57% of them. In response, the Ministry of Employment and Labor took legal action on 8 cases in 6 locations, imposed a fines totaling of 249.69 million won on 120 chemical handling workplaces, and took action to correct the violations immediately. Conclusions: Major violations were in the order of non-request for warning signs, non-submission of MSDS, non-execution of MSDS training, and non-posting of MSDS. This shows the reality that employers who handle chemical substances are sufficiently communicating chemical information to workers. In the future, the government will actively implement preparation and submission support and system guidance for the implementation of the MSDS system, while making efforts to ensure that the MSDS system works well in the field through thorough on-site supervision in the future.

In this paper, we have figured out status and demand about personal information in local laws and regulations of the four major city out of the municipality 18 institutions of Gangwon Province. To take advantage of the autonomous regulations Information System(ELIS), and research and analysis in the autonomy regulations of local governments to object to the attachment format. To object to the Attachment to the request of the resident registration number notation is a super key. There is a disclosure resistance sense of personal information, and research analysis of the smart phone number and home phone number. We have proposed the urgent development of automatic search engine of PIMS compliance with personal information.

In a V2X convergence service environment, the principal service among infotainment services and driver management services must be supported centering on critical information of the driver, maintenance manager, customer, and anonymous user. Many software applications have considered solutions to be satisfied the specific requirements of driving care programs, and plans. This paper describes data flow diagram of a secure clinic system for driving car diagnosis, which is included in clinic configuration, clinic, clinic page, membership, clinic request processing, driver profile data, clinic membership data, and clinic authentication in the V2X convergence service environment. It is reviewed focusing on security threat issue of ITS diagnostic system such as spoofing, tampering, repudiation, disclosure, denial of service, and privilege out of STRIDE model.

This study aims to identify the problems of the records management of the foothold national university related university-industry collaboration. For these purpose, the study conducted a literature survey. Moreover, this study compared and analyzed the content of university archives and university-industry collaboration web sites. In addition, we gained the materials from the national archives in Korea thorough a request of information disclosure. It was found that problems and improvements in terms of institutional and achievement management. Consequently, based on the analysis, cooperation framework between university archives and university-industry collaboration was developed. With the proposed system, the academic utilization of university-industry collaboration records can be facilitated.

This study aims to identify the problems of the records disposition schedule of the college of education through transaction and records folder analysis. For these purpose, the study conducted a literature survey. Moreover, this study compared and analyzed the records classification system of the all college of education. In addition, we conducted an interview to the person in charge and gained the materials from the national archives in Korea thorough a request of information disclosure. It was found that problems in terms of practical side. Consequently, based on the analysis, the college of education have established and segmented the transactions properly. With the proposed system, records disposition schedule of the college of education can be facilitated.

Recently, A utilization request of the U-Healthcare services are increasing rapidly. This is because the increase in smartphone users and ubiquitous computing technology was developed. Furthermore, the demand for access to and use of medical information systems is growing rapidly with a smartphone. This system have the advantage such as they can access from anywhere and anytime in the healthcare information system using their smartphone quickly and easily. But this system have various problems that are a privacy issue, the location disclosure issue, and the potential infringement of personal information. this problems are arise very explosive. Therefore, we propose a secure information security system that can solve the security problems in healthcare information systems for healthcare workers using smartphone. Our proposed system, doctors record, store, modify and manage patient medical information and this system would be safer than the existing healthcare information systems. The proposed system allows the doctor to perform further authentication by transmitting using SMS to GOTP message when they accessing medical information systems. So our proposed system can support to more secure system that can protect user individual information stealing and modify attack by two-factor authentication scheme. And this system can support confidentiality, integrity, location information blocking, personal information steal prevent using cryptography algorithm that is easy and fast.

This study recognized the public servants of the local governments as the principal users of the records centers. It also attempted to identify their records usage behavior and the requirements of record usage so that records and services that meet their needs as the main users would be met. Therefore, the researchers identified through an information disclosure request the highly ranked departments that use records more than the others based on their usage frequency of the records centers and the standard records management system (standard RMS) during the third quarter of 2017. A questionnaire survey was subsequently conducted to the public servants of the local governments in the metropolitan area. The questionnaire identified the users' opinion on general usage behavior, usage of standard RMS, and usage of the records center. Based on the survey results, improvements in the management of the records centers the record management system, and the record services of the local governments were suggested.
