지방자치단체의 주민참여형 마을만들기 사업추진 현황 및 개선방향에 관한 실증 연구 - 전라남도 및 해남군의 관련사업 사례를 중심으로 - (Actual Proof Study on the Participated Design Stands & Improvement Direction of Village Creation supported by local government - Case study of Cheonranam-do & Haenam-gun in South Korea -)

  • This study aims to examine the type of residents' participation in village making including the case of "Making Happiness Village" -in the Jeollanam-do province and "Village Making" -in Haenam-gun. The study examines the potential and effects of these projects, draws conclusions and suggests the future direction of village making projects. The results of this study are summarized below. "Making Happiness Village" should be evaluated in detail as it has contributed to the successful and development of traditional Korean residential culture, and has helped to activate and develop agricultural and fishing villages through the improvement of the residential environment and attraction of urban people into the rural area. It also showed the possibility of a project to be settled as a representative of Namdo satisfying the demand for sustainable development. In order to enhance the integrity of a village making project, its master plan must be established and utilized by considering the current status and characteristics of a village, improving its physical environment and seeking a method for economic activation. Policy and economic support from central government and local governments are also required for such a project. The residents' autonomous organization,necessary for unifying the residents' capacity, must organize their own group, such as "Residents' Conference for Village Making (tentative name)" to integrate the existing organizations (women's association, youth group, etc) and establish a conference system to discuss and solve the current issues of the village.

서울시 거주자의 주택상담과 자료 요구도에 관한 연구 (Needs for the Housing Consultation and Information about Housing in Seoul Area)

  • This study aimed to aimed to obtain some basis data for the housing consultation and information about housing through survey of needs for the housing consultation. Respondents were housewives from 395 households living in Seoul area. Questionnaire was used for survey and the collected data were classified by two items such as types of residence and age of housewives. The survey was performed during two weeks in September 1997 and analyzed by frequency mean and percentage using SAS program The finding are as follows; (1) According to the actual conditions of housing consultation the main source of information related to housing was a newspaper Those who had experience detached house had much more opportunities than those of multi-family house. The most frequent agency for housing consultation was a realty dealer showing 65.8%. However the percentage of visiting permanent housing exhibition centers was high among the people aged 20 to 30, noted 20.4%. (2) Level of understanding housing consultation showed 3.45 points among 5. This result indicated that the service system of housing consultation were required. Architects and interior designers were most preferred as specialists whom the respondents wanted to consult with . As to the contents of consultation the most required item was changing of interior space(22.6%). In case the housing information leaflet is sold the respondents were willing to pay 523 won for each of it. (3) Among leaflets related to various information leaflets about housing purchase were most preferred(21.0%) According to the result of the survey the need for the information about housing purchase indicated higher preference than about housing management. The fact could be thought that consumers' consciousness of housing should be changed. Therefore it is desirable to lead consumers to lengthen the expected life span of their house and value happiness of the house by providing them with consulting systems about housing management throug housing consultation materials and development of its programs.

기업의 사회적 책임에 대한 철학적 해석 (A Philosophical Interpretation for the Corporate Social Responsibility)

  • This study is a theoretical study on philosophical thinking for examining the idea of the corporate social responsibility(CSR) of a company. The oriental philosophical thought is to understand the contents of social responsibility of the corporation centering on Mozi's philosophy, which stresses that people should care for everyone equally. In the Western philosophical thought, we tried to understand the contents of corporate social responsibility by focusing on utilitarian thought. It is not merely an actual principle or a moral principle, but a comprehension for mutual benefit. In conclusion, it can be concluded that universal love's approach through the gangbang has many similarities with the realization of the greatest happiness of the number that is uttered in utilitarian thinking. In this way, a sustainable competitiveness of corporations can be achieved through universal love and utilitarian philosophical understanding and practice for the cognition of social responsibility.

How to Increase the Supply of Rental Housing through Urban Regeneration Program in Korea

  • The authors derived rental housing policy measures that are appropriate for the current conditions of Korean housing supply and demand based on the confirmation of the issues of Korean rental housing system and reviewing implications from review of cases of foreign countries and these measures can be categorized into linkage with the urban regeneration and multi-functional development, acquisition of financial resources, operational management, policy and institutional aspects. For the expansion of supply of rental housing, it is essential to link the rental housing policy with urban regeneration. To pursue regeneration of underdeveloped areas and expansion of supply of rental housing in line with urban regeneration, more development sites should be added. Further, the rental home policy must be integrated into a new paradigm that includes securing commercial viability and providing various residential conveniences through multi-functional development. In addition, diversification of developers of real estates turning away from the existing framework of policy that has been focused only on the state-led housing supply so that local governments and private sector players can take part in. Next, new options for funding the supply of rental housing must be sought. First, raising financial resources sequentially through cyclical development approach could be considered. Or, various funding schemes including utilizing Tax-increment financing (TIF) based on the local tax revenues that will be accrued after the development projects and supply of rental housing. Or there should be various schemes to raise funds including utilization of TIFs that are based on the revenues that will be realized after the development projects and supply of rental housing, or utilizing REITs where funds can be provided through private sector investments. Also, getting out from the planning practice that focused only on physical expansion of supply of rental housing, continual operational management must be performed even after the development. These activities must be supported through establishment of control tower at the national level and continuous attention must be paid even after the development by developing specialized operational management companies that are led by private sector players. Finally, in addition to the hardware support that is focused on the public rental housing only, software support such as conditional provision of housing voucher or tax exemption for low-income classes should be provided, too. In other words, a shift from policies that are supplier-centric to ones that are customer-centric must take place.

한중 대학생의 주거관에 대한 비교 연구 (A Comparative Study on the Housing Viewpoint between Korean and Chinese University Students)

  • Today, our lifestyle and residential culture has been changed have been changed by interchange with various countries in various sides. In order to become an internationally recognized residential environment designer in this environment, we must understand the housing viewpoint of residents in a country first. Therefore, this study was intended to obtain useful material for residential environment design of both countries by comparing the housing viewpoint between Chinese students studying in Korea and Korean students. A questionnaire was conducted on 205 Korean students and 193 Chinese students (Korean race) from Y University in random sampling basis. The result is as follows. First, both Korea and China have a higher ratio of apartments in both current and previous types of house. But, both Korea and China have similar ratios between detached house and apartment for a desired type of house at the time of moving in. Second, Korean and Chinese university students consider and as the most important functions of residence, and Chinese university students consider more functions of residence than Korean students. Third, both Korean and Chinese consider a living room as the most important space among housing spaces, but Chinese consider a private room more importantly than Korean. Fourth, overall satisfaction rate of Korean students for current houses was average, and most Chinese students were generally satisfied with their houses.

아동친화도시 구축을 위한 아동권리와 행복감에 관한 연구 -초등학생과 중학생의 비교연구 (A Study on Children's Rights and Happiness for Building Child Friendly Cities - Comparative study between elementary and middle school students)

  • 아동친화도시는 아동이 행복하게 살 수 있도록 지역사회 환경을 조성하는 것으로 아동권리가 보장된 환경이 조성될 때에 가능하다. 이에 본 연구는 아동권리와 행복감의 관계에 대해서 검증하여 아동이 살기 좋은 아동친화도시구축을 위해 지원해야할 사항이 무엇인지 탐색하였다. 이를 위해 아동친화도시 인증을 받은 W지역의 초등학생과 중학생 1000명을 대상으로 설문조사하여 이를 분석하였다. 분석결과 첫째, 초등학생이 중학생보다 아동권리인식이 높은 것으로 조사되었다. 둘째로, 행복감에 영향을 미치는 아동권리는 건강과 사회서비스, 교육환경으로 나타났다. 셋째로, 행복감에 영향을 미치는 아동권리는 학교급에 따라 다르게 나타났는데, 초등학생의 경우는 가정환경, 안전과 보호, 교육환경이 중요하게 부각되며, 중학생은 건강과 사회서비스, 안전과 보호가 중요한 것으로 나타났다. 이러한 연구결과를 토대로 아동친화도시 구축을 위해 보건, 복지, 교육, 안전 등의 다양한 측면을 고려한 융복합적 개입과 접근이 필요함을 제언하였다.

도심형 공공임대주택의 사업타당성 분석 (The Feasibility Analysis of Urban Public Rental Housing in Korea)

  • 이 연구의 목적은 도심 내 젊은 주거취약계층을 위한 도심형 공공임대주택의 사업타당성을 분석하는 것이다. 도심형 공공임대주택은 높은 지가와 복잡한 권리관계로 인해 사업추진에 어려움이 많으므로 저렴한 택지 확보와 함께 사업비 절감방안이 강구되어야 한다. 이를 위해 택지확보 및 사업방식을 고려하여 사업유형을 구분하였고, 10개 사례지역에 대해 사업타당성을 분석하였다. 각 사례지역의 설계안에 기초하여 현금지출과 수입을 산출하였고, 지가상승률, 임대료시세반영률, 임대료상승률, 기금이자율 등 기준정보를 조합한 16개 시나리오에 대하여 현금흐름을 분석하였다. 분석결과, 국공유지 임차형은 사업초기 토지매입비 절감은 가능하나, 청산시점에서 토지를 정부에 귀속시켜야 하므로 전체 NVP가 낮아진다. 사유지 매입형은 토지를 매입하므로 초기 사업비는 많이 소요되나, 청산단계에서 토지 처분으로 인해 NPV가 향상되는 효과가 있다. 이러한 현상을 볼 때 지가가 낮은 지역에서는 임차방식으로 사업을 추진하고, 지가가 높은 지역에서는 매입방식으로 사업을 추진하는 것이 사업성 개선에 유리하다. 사업성에 가장 큰 영향을 미치는 요소는 지가상승률과 임대료 시세반영률이며, 임대료 시세반영률은 조정 가능한 변수이다. 그러나 이를 상승시키면 세입자 부담이 증가하므로 기금이자율 조정이 바람직한 것으로 판단된다.

농촌마을 유형에 따른 거주환경 분석과 만족도 연구 (An Analysis of Residential Environment and Satisfaction by Rural Area Types)

  • This study analyzed the types of Rural Villages, divided the areas with six criteria such as geographical environment and selected three target areas to observe them. Through these target areas, it attempted to analyze the difference and correlation of satisfaction with the residential environment depending on the characteristics of the Rural Village. In investigating and analyzing the satisfaction of the residents in the Rural Villages, it divided it into 'satisfaction with rural village life', 'satisfaction with housing' and 'satisfaction with village environment,' and compared and analyzed them with the physical environment of the Rural Village. Based on this, according to the type of local Rural Village, it analyzed with what part there were high relations with resident's satisfaction with the Rural Village. As a result, there was no significant difference between groups by the Rural villages, but residents were more satisfied with the natural environment of the village rather than individual housing. The analysis of the correlation between satisfaction with Rural villages and various factors, the more distance there is between the individual housing and the meeting facility, the lower their satisfaction with the Rural village became. In the future, when a community center or meeting facility is planned, it would heighten the resident's happiness when it is located at the physical center of the village rather than at the entrance of it.

무장애도시 구현을 위한 도시정책 개선방안에 관한 연구 (Improvement Plans of Urban Policies for the Realization of a Barrier-Free City)

  • 본 연구는 장애인, 노인, 임산부 등 사회적 약자들이 체감할 수 있는 무장애도시를 구현하기 위한 정책의 개선방안 및 방향을 제시하고자 한다. 주택, 판매·업무시설 등 시민들의 일상생활과 밀접한 시설의 이용 만족도가 시민의 행복감에 미치는 영향을 파악하기 위하여 일반인과 사회적 약자를 대상으로 진행한 설문조사 결과를 바탕으로 상관분석과 T-test를 진행하였다. 연구 결과 첫째, 사회적 약자가 일반인보다 더 높은 비율로 도시생활에서 불편·장벽을 경험하고 있었으며, 사회적 약자의 불편·장벽 경험 정도와 도시생활의 행복감은 음(-)의 상관관계를 보였다. 둘째, 시민의 생활·복지·여가환경부문별 이용만족도 차이를 분석한 결과, 생활환경부문에서 일반인과 사회적 약자 간 만족도가 유의미한 차이를 보였으며 사회적 약자의 경우 생활환경부문의 만족도가 행복감에 가장 큰 영향을 미치는 것으로 나타났다. 위와 같은 연구결과를 바탕으로 사회적 약자들의 장애물 없는 도시생활을 지원하기 위한 대표적인 정책 중 하나인 BF 인증시설 인증현황을 살펴본 결과 복지환경부문의 시설이 주로 공급되고 있었다. 또한 BF 인증시설이 실수요자 중심으로 공급되고 있는지 파악하기 위해 ArcGIS를 활용하여 분석한 결과 사회적 약자(고령인구, 어린이, 유아)의 공간적 분포와 BF 인증시설의 분포는 다소 일치하나 도심지역에 집중적으로 공급되는 것을 확인하였다.

A survey using questionnaire was conducted on 205 Korean students and 193 Chinese students (Chinese race) from Y University on a random sampling basis. The result of survey is as follows. First, as both Korean and Chinese university students have a similar tendency on previous house type, current house type, and desired house type, it can be understood that they are similar each other in the experience and preference of house type. Second, Korean and Chinese university students consider and as the most important functions of residence, but Chinese university students consider more functions of residence than Korean students. And, both Korean and Chinese students consider a living room as the most important space among housing spaces, but Chinese consider a private room more importantly than Korean. Third, Chinese university students have stronger desire to possess houses, and desire to purchase houses with larger and more rooms at earlier time than Korean university students. Fourth, when selecting the house, Chinese university students give a higher consideration in terms such as , , , , and than Korean university students. Fifth, satisfaction level of Korean students on current houses was average as a whole, and most Chinese students were generally satisfied with their houses. Sixth, as both of Korean and Chinese university students have higher level of consideration in the items such as safety>, , , , , , , , , , and compared to the level of satisfaction, thoughtful consideration should be given to those items in housing planning.
