  • The purpose of this study was to examine low-income households' financial problems and the demand for financial counseling. For these purposes, a survey of 500 low-income households was conducted by an on-line survey company. The results were as follows. First, four types of low-income households classified by income and job criteria were: the not-working poorest (16.2%), the working poor (27.0%), the not-working low-income (13.8%), and the working low-income (43.4%). Also, seven areas of financial problems were found through factor analysis. They included difficulty of survival, insufficient funds for special expenditures, defaults on financial obligation, decrease of income, increase of debts, emotional anguish, and difficulty in meeting living expenditures. 61.6% of respondents requested financial counseling, and 44.5% of them preferred internet counseling to counseling by phone or in-person, while 49.5% desired access to public counseling organizations. The five types of financial counseling content for low-income households that were found through factor analysis were financial planning, credit management, asset management/investment, public support, and use of credit cards. The low-income householders demanded financial planning counseling and pubic support counseling more than the other types of financial counseling. Logistic regression analysis revealed that the demand for financial counseling participation was significantly influenced by age and income. The demand for financial counseling content was age, income, and types of financial problems. Therefore, general financial counseling programs for low-income households should be expanded. Furthermore, those counseling programs can be useful if they not only include credit management but also financial planning, economic support information and savings.

  • This study aims to assess the impacts of COVID-19 on International Financial Reporting Standards (IFRS), because of the problems associated with changing and amending the financial reports according to the policies established based on the circumstances of the epidemic. The study sample targeted several international financial reports that were amended based on epidemic conditions. The revised financial reporting period provides standardized reporting procedures for financial transactions worldwide despite the pandemic. Therefore, IFRS has been used to reduce challenges in financial reporting by monitoring the duration of social distancing while reporting matters to eliminate confirmed uncertainty and judgment. After analyzing the data obtained through global search engines, the results conducted provided evidence that COVID-19 affects financial reporting in companies around the world. Therefore, companies face difficulty reporting finances based on the challenging environment that the pandemic represents. Besides, IFRS fair value measurements consider the prices that were predicted according to current market values. The contexts of the changing the standards by IFRS to curb the effects of the COVID19 financial reporting was attained through evaluation of the online files that were randomly selected and filtered to obtain valid data.

The purpose of the study was to investigate the effects of family debt management on financial satisfaction. A model of debt management and financial satisfaction was developed based on the Deacon-Firebaugh's systems approach to family resource management and the variables comprising input throughput and output were based on the theoretical background asnd previous researches. Data were collected from 763 households' money managers residing in Seoul during Summer of 1995 and the statistical methods utilized included correlation coefficient multiple regression and path analyses. It was responded about 82% of the households had been indebted indicating the use of debt being a general way of living in this society. The results showed that financial satisfaction lowered with larger amount of monthly debt payment and with their uncertiainty regarding their capability to repay debt. The input which exerted direct effects on financial satisfaction were income asset financial expectations and family life cycle. And consumption demand on debt and easiness in extending credit had strong indirect effects on financial satisfaction via the throughput variables. The most powerful predictor of financial satisfaction via the throughput variables. The most powerful predictor of financial satisfaction was perceived difficulty in managing debt which was the instrumental output.

  • As measures for protecting users and ensuring security of electronic financial transactions, such as online banking, financial institutions in South Korea have implemented network segregation policies. However, a revision of such domain-centered standardized network segregation policies has been increasingly requested because of: 1) increased demand for remote work due to changes resulting from COVID-19 pandemic; and 2) the difficulty of applying new technologies of fintech companies based on information and communications technologies (ICTs) such as cloud services. Therefore, in this study, problems of the remote work environment arising from the network segregation policy currently applied to the financial sector in South Korea and those from the application of new ICTs such as fintech technology have been investigated. In addition, internal network protection policies of foreign financial sectors, such as those of the United States, United Kingdom, European Union, and Russia, and internal network protection policies of non-financial sectors, such as control systems, have been analyzed. As measures for the effective improvement of the current network segregation policy, we propose a policy change from domain-based to data-centric network segregation. Furthermore, to resolve threats of hacking at remote work, recently emerging as a global problem due to COVID-19 pandemic, a standard model for remote work system development applicable to financial companies and a reinforced terminal security model are presented, and an alternative control method applicable when network segregation is not applied is proposed.

  • Financial Intelligence Unit Law doesn't include investigation on important cases that could influence the security and existence of the nation that are the core jobs of national intelligence agency. So the agency has a difficulty to investigate the international crime of North Korea and other security incidents. It is also difficult to catch an international crime organization working in Korea. It also produces problems such as difficulty in investigating the illegal leak of strategic materials and investigating people related to illegal funding to international terrorism. So it is urgently needed to revise Financial Intelligence Law as soon as possible. Foreign intelligence agencies use the information of financial intelligence unit in many different ways. National Security Agency of China and Australian Security Intelligence Organization freely use the information of financial intelligence unit based on their own laws and systems. Central Intelligence Agency and Federal Bureau of Investigation of USA and Secret Intelligence Service and Security Service of Britain request financial intelligence units to supply them with the information of financial intelligence unit. But the national intelligence agency of Korea isn't able to approach to FIU and can't share the FIU information with foreign intelligence agencies. To solve the problem, they should revise Financial Intelligence Unit Law so that national intelligence agency can receive or request information from Korean Financial Intelligence Unit.

Among them, the variables of saying and experiences of economic problems showed a direct effect, and those of age and saving displayed an indirect effect with the experiences of economic problems as the parameter.
