The proportion of people aged 65 or older in the world's major advanced nations is increasing to a significant extent. Aging population causes various socioeconomic problems. One of the most important issues is the welfare of the elderly. Advanced foreign countries that have already experienced aging early are investing a lot of money or legal system to provide welfare services necessary for old age such as income security system for the elderly, health care service for the elderly, and long-term protection problems. The contents of the social welfare legislation including the welfare of the elderly are closely related to the society, politics, economy, and culture of each country. Both Korea and Japan are actively intervening in the social security of the nation based on the constitutional ideology. The elderly welfare Act is a time when more careful diagnosis is needed because it is in the process of establishing the basic direction based on human dignity and pursuing the most efficient way to achieve it in such an ideology and reality. Therefore, in this study, based on the Elderly Welfare Act of Japan, which is the selection country of aging, I would like to examine the implications for the Elderly Welfare Act in Korea.
The purpose of this study is to investigate the influence of the social welfare service delivery system of Namyangju City on the satisfaction degree of the elderly with welfare services and on their quality of life. This study conducted a survey of the elderly aged 65 and over who were either service users or nonusers of the public-private partnership welfare service delivery system called Hope Care Center. A total of 324 copies including 205 copies of Hope Care Center users and 119 copies of nonusers were analyzed. The analysis shows that the four key elements of welfare service delivery system are statistically significant to the service users of Hope Care Center than the nonusers with the users' higher level of satisfaction with the services. However, in terms of quality of life, there was no meaningful distinction between the two groups. This indicates that services of Hope Care Center increased the satisfaction with welfare services, thereby improving users' quality of life to the level of nonusers. Further studies for the same subjects are expected to be deeper if they compare and analyze the before and after of using Hope Care Center with more comprehensive independent variables.

Since 1980's, Countless schools across the nation, particularly in rural areas, have been closed down by the large fall in number of students. Otherwise, an elderly population has been increasing rapidly, so the demand for welfare services for the elderly population is also increasing. However, the supply of elderly welfare facilities remains inadequate. The purpose of this study is to propose remodelling plan of elderly welfare facility using Closed schools. The result of this study were as follows; in unit-based facility plans, Single room type can be used for elder who lives alone or an elderly couple. Senior Congregate Housing type can be used for four to five people. These two types have equal sunlight and ventilation conditions for each room, and are for an old man in relatively good health. Membership resort type is for the healthy senior who lives in the rural area or lives in the city who wants short-term residence. In case of a Nursing home type, the existing one-sided corridor was converted into a central corridor and each classroom is divided into four rooms. This type has advantage for nursing and management, on the other hand, the corridor is narrow and each room has differences for sunlight and ventilation.
This study was conducted to, develop the social workers role participating health and welfare services production of health centers The sharp increase rate on the elderly population in Korea lead the social issues as that health and social services are not developed enough to cope with the increase on the elderly's hearth care needs. The priority in the elderly's care service development should be put on public sectors. so that could prevent financial catastrophy of the elderly's care. The pulbic sector was concerned with health center services : as health center in Korea provide :mainly medical-oriented services. this study focused on to combine the existing health center's services into social services. The study method was based on needs survey with 322 patients aged over than 55 in rural area. "The needs survey include general health and disease care needs and daily life caring needs. The latter was applied with ADL and IADL with modificiation for the use of Korea environment. The findings were as follows : Social workers should be able to care diseases of muscular and skeletal. circulatory, digestive and general chronic disease in social service needs. aspect. Mostly the chronic pateints quit their care services because of shortage of finanical support$(18.3\%)$ and transportation problem$(19.5\%)$, but still prefer to be cured and cared from general hospitals. and at least clinic and health centers in community. The univisible dramatic effect. of health. care services also should be concerned and cared by xocial workers. The ADL and! IADL shown the most needs on transportation needs and problems caused by weaken legs. Mostly daily activities were supported by family members $(53.3\%\;spousers\;and\;35.0\%\;children)$, and the most demands were shown on helps for transportation visiting hospitals$(37\%)$ and getting similar care services for health care needs $(31.2\%)$ and daily hygeieal needs$(11.2\%)$ Social workers' role should include health care participation with social and health promotion approach as well as socio-economic supports: during health care receiving. Social workers also should provide social services for the elderly's daily needs solving for these are not in available family supporters.
Considering the current rise in elderly population, institutions and facilities caring for the elderly are currently unable to satify the growing needs of the aged wanting the better qualities of life. Therefore, this study will analyze institutions and policies for the elderly in Japan, which has already experienced the rise in elderly population about 30 years earlier than Korea. Because the living conditions of Japan is somewhat similar to that of Korea, analyzing its solutions, both governmental and private, will help better understand the current situations of Korea and possibly offer guidelines as to better serve the growing demands of the aged. In Japan, the social welfare policies directed at caring for the elderly are mainly directed by the government: however, the private services tend to be more adroit at meeting the ever-changing demands of the elderly. Incidentally, the privately owned elderly homes of Japan are a major part of so called the "Silver Industries". The elderly home that are run by private corporations consititute 50 percent of all private institutions for the elderly. These homes tend tobe situated in a city, or near a city environment, serving 25 to 99 people. The types of such homes can be classified from A to D,E,F, reflecting the various services offered by such homes meeting the various demands by the elderly populatiov. Analyzing the social tred of Japan for theelderly, it can be said that the responsibility of the elderly should not only be relied upon the government, but to the society as whole, both public and private. The ever-changing demands of the elderly, wanting better qualities of life, can be better served by systematic analysis of the demands and the various solutions to such demands. Also, the necessary governmental policies in support of elderly welfare, will be needed.be needed.
Government provides financial support to the 74 Home help service centers, 36 Day care service centers, and 18 Short stay service centers for the elderly. The number of service centers that receive financial support from the government is far less to meet the potential demand for the community care services. This paper applies cost-benefit analysis to evaluate the net social benefit of the services provided by the 3 types of the community care service centers sponsored by the government to justify the expansion of the government support. The benefit is calculated as community care services are provided privately in the market without financial support from the government. The potential market price is regarded as the benefit or value provided to the elderly. The price levels that potential users are willing to pay for these services are surveyed in the Census for the Elderly by the KIHASA, 1998. The market prices for the community services are generated by equating limited amount of service supply, as in number of users in one year in 3 types of community care service centers, and potential demand for the services. Market prices are multiplied to the number of users of 3 types of community centers to get the total benefit. Total operating cost of the community care service centers is regarded as cost. According to the cost-benefit analysis, Home-help service centers generated net social benefit of 137 billion Won, Day Care service centers generated 15 billion Won, and Short stay service centers generated 6 billion Won. Significant amount of net social benefit indicates that government should increase level of financial support to these service centers.

Recently (2010), South Korea's aging rate is 11%. and expected to be 32.3% in 2040, and Japan's aging rate in 2010 is 23%, and in 2040 is expected to be 34.5%. As aging progresses, it is increasing with the elderly person with dementia. However, elderly welfare facilities are insufficient. To take care stability of elderly people with mental and physical disabilities, we need to prepare a lot of welfare facilities for the elderly. Whenever physical conditions and service needs change of the disability elderly, Elderly are forced to move to the other facility. They move from familiar places, beloved local base to unfamiliar places. They are under a lot of stress in order to adapt to new environment. This research is to check out the possibility of the systems and the effectiveness of various services and the flexibility of management in Japan. Takurosyo is responsible for a variety function of elderly medical welfare facilities. Within a short time, our country, has entered into a super-aged society, elderly health and welfare facilities are needed. However, because it requires enormous financial, it is difficult to build a new building in reality, However, if remodeling existing buildings, We can build many low-cost small-scale multi-functional welfare facilities such as the takurosyo. There are many advantages to unit-care welfare facilities' care services for the elderly in Japan. The field research was conducted after holding interviews with employees at five elderly welfare facilities in Japan. This research analyzes the space arrangement of unit-care welfare facilities in Japan's Tohoku rural area. The purpose of this study is to provide design data on the space arrangement of a unit-care facility for Korea. The results of research are as follows. 1. Cafes, restaurants, and stores were operated in the elderly welfare facilities, which were open to the general public as well. Therefore, local residents frequently visited. 2. The kitchen, living rooms, private bedrooms and construction of the elderly welfare facilities were similar to that of normal residential houses. 3. The event hall is conveniently located at the center of the facility. 4. It was easy to understand the health status of the elderly by having a health office in the open living room. 5. There were open spaces which are frequently used by the homebound elderly, including room rehabilitation, daycare and short term residence. The above results will be used for space planning data in Korean unit-care facilities.
Due to the aging population and the entry of baby boomers into the elderly, the elderly are recognized as a group with diversity rather than a single group with the same needs. Therefore, it is necessary to try to grasp the factors that the elderly use welfare centers from the perspective of consumers. The results showed that gender, age, education, occupation, economic status, social class, number of friends, number of social activities, number of diseases, and depression were significant. In other words, women than men, older people, highly educated people, elderly people without jobs, elderly people with poor economic status, the elderly belonging to a lower social class, the more friends, the more social activities involved, the more diseases, the higher the depression, the higher the probability of using the welfare center. It was found that heterogeneous elderly groups, such as the elderly with high educational background, many friends, and active participation in society, and the elderly, economically difficult, and poor in health, use the welfare center. Based on these research results, policy and practical suggestions were made to improve the quality of welfare services for the elderly.
The purpose of this study is to analyze the program according to the local characteristics of the elderly welfare center and to present the development direction of the elderly welfare center in the future. The questionnaire was administered to 344 elderly welfare centers nationwide and 304 questionnaires were used for analysis. Based on the regional characteristics of the elderly welfare center, three types were derived and analyzed. The results of this study are as follows: First, the projects which showed difference according to the regional characteristics of the elderly welfare center were the functional recovery program, counseling, emotional support, and community welfare program. Second, it was found that the elderly welfare centers had different programs according to their areas. The results showed that the elderly welfare centers had different programs, group programs, self-help groups, beauty services, employment support education, economic education, retirement preparation education, home helper service, generation integration program, mobile welfare business and regional cooperation project. Based on these results, it is suggested that the development direction of the elderly welfare center is necessary to develop the program of the elderly welfare center according to the characteristics of the region and it is necessary to guarantee autonomy so that the elderly welfare center can operate the program.
