한국 시큐리티자격제도의 실태 및 발전방안 -신변보호사 자격제도를 중심으로- (A Study on the Realities and Improvement Plan for Professional Qualification System concerning the Private Security in Korea -centering around the Examination Qualified for Security Guard-)

  • 민간시큐리티산업의 급속한 성장과 함께 이에 걸맞는 시큐리티요원에 대한 전문자격에 대한 제도적인 장치가 정착되어 있지 않다. 개인의 생명 신체 및 재산을 보호하는 역할을 하는 시큐리티요원에 대한 자격제도는 국민의 신뢰와 요원의 자질을 향상시키는 문제로서 반드시 필요한 부분이다. 양질의 시큐리티서비스를 제공하기 위해서는 업무수행에 필요한 요원의 전문성을 갖추는 것이 필요하다. 이를 위한 제도적인 시큐리티자격의 정착은 개인의 사회적인 신뢰와 시큐리티산업의 발전을 유도할 수 있다. 미국과 일본 등에서 시행하고 있는 자격제도는 시큐리티자격제도 마련을 위한 꾸준한 연구와 실무계의 협력을 통해 정착됐는데, 이들은 한국의 시큐리티자격제도 시행에 많은 시사점을 주고 있다. 본 논문에서는 시큐리티요원의 자격제도에 대한 필요성을 강조하고 한국 시큐리티자격제도의 실태를 살펴보고 이와 더불어 한국경비협회가 주관하여 한국시큐리티자격평가원이 제2차에 걸쳐 시행한 신변보호사 자격시험을 중심으로 시행상 도출된 문제점을 분석하여 시큐리티관련 민간경비자격제도의 발전방안을 고찰한다.

표면도장공법을 적용한 미세균열 콘크리트의 염소이온 침투 제어 특성 (Examination for Controlling Chloride Penetration of Concrete through Micro-Cracks with Surface Treatment System)

  • 건전하게 설계 시공된 콘크리트는 충분한 내구성 및 장기수명을 갖는 것으로 알려졌다. 그러나 저자의 기존 연구에 의하면 콘크리트 표면에 존재하는 균열은 염소이온의 침투에 대한 빠른 침투 통로가 되어 내구성능을 저하시킬 수 있는 것으로 나타났다. 균열을 제어하기 위하여 설계적 측면에서 높은 철근비로 균열폭을 감소시킬수는 있으나, 이러한 균열이 실질적으로 내구성을 저하시키는데에 따른 검토 및 내구성 향상을 유도할 수 있는 방법이 필요하다. 표면도장공법은 균열폭이 작은 경우에 균열을 실링하여 염소이온 침투를 차단하는데 가장 간단한 방법중의 하나로 간주될 수 있다. 그래서 본 연구는 표면도장공법으로 미세균열의 개구를 통한 염소이온 침투를 제어할 수 있는지를 고찰하였다. 실험변수로 침투재와 도포재의 단일 적용과 복합적용이 실험변수로 고려되었으며, 급속 염소이온 침투 실험을 통하여 균열대비 염소이온 침투깊이를 검토하였다. 실험결과에 의하면 침투재는 균열 실링효과를 기대할 수 없었으나, 도막재는 0.06 mm, 침투재와 도막재를 혼합사용하면 0.08 mm이내의 균열폭에서 염소이온 침투를 제어할 수 있었다.

中國通用航空立法若干問題研究 (Some Issues on China General Aviation Legislation)

  • General aviation and air transport are two wings of the civil aviation industry. Chinese air transport is developing rapidly, and has become the world second air transport system only second to US since 2005. However, Chinese civil aviation is far behind the world average level, and cannot meet requirements of economic construction and social development. The transition and structural adjustment of Chinese economy provide the general aviation with a unprecedented broad market. The prospect of general aviation is promising and anticipated. The development of general aviation industry needs the legislative supports, and the current legislative conditions of Chinese general aviation are undoubtedly far behind the realistic requirements. Accelerating the legislation in Chinese general aviation industry requires scientific legislation concept. First, Legislation must promote development of general aviation industry. The general aviation will serves as a Chinese emerging industry that boosts domestic demand, promotes employment and expedite domestic economic development. We should, based on both the concept of promoting the industrial development of general aviation and national industrial planning, enact and rectify relative laws and regulations. And we should also straighten out the relationship between aviation security and industrial development and promote the revolution of low-altitude airspace management in an all-round way, in order to improve the utilization rate of airspace resources, classify and establish airspace, simplify examination and approval procedure and intensify operation management. In addition, what we should do is to expedite the infrastructure layout construction, guide the differentiated but coordinated development of general aviation industries in various areas, establish a united supervision mechanism of general aviation, redistrict the responsibilities of Chinese Air Control Agency and set up legislation, law enforcement and judicial systems with clarified institutions, clear positioning and classified responsibilities, so as to usher in a new era of the legislative management of Chinese general aviation industry. Second, shift the focus from regulations to both regulations and services. Considering the particularity of the general aviation, we should use American practices for reference and take into account both regulation and service functions when enacting general aviation laws. For example, we should reduce administrative licensing and market supervision, and adopt "criteria" and "approval" management systems for non-commercial and commercial aviation. Furthermore, pay attention to social benefits. Complete social rescuing mechanism through legislation. It should be clarified in legislation that general aviation operators should take the responsibilities of, and ensure to realize social benefits of environmental protection and ecological balance .Finally, rise in line with international standards. Modify Chinese regulations which is inconsistent with international ones to remove barriers to international cooperation. Specify basic legislative principles. One is the principle of coordination. Realize coordination between the civil aviation and general aviation, between military aviation and civil aviation, and among departments. Two is the principle of pertinence. The general aviation has its own rules and specialties, needing to be standardized using specialized laws and regulations. Three is the principle of efficiency. To realize time and space values of general aviation, we should complete rules in aerospace openness, general aviation airport construction, general aviation operations, and regulation enforcement. Four is the principle of security. Balance the maximum use of resources of Chinese airspace and the according potential threats to Chinese national interests and social security, and establish a complete insurance system which functions as security defense and indemnificatory measure. Establish a unified legal system. Currently, the system of Chinese general aviation laws consists of national legislation, administrative laws and regulations and civil aviation regulations (CAR). Some problems exist in three components of the system, including too general content, unclear guarantee measures, incomplete implementation details, and lacking corresponding pertinence and flexibility required by general aviation regulations, stringency of operation management and standards, and uniformity of standards. A law and regulation system, centered on laws and consisting of administrative laws regulations, industrial regulations, implementation details, industrial policies and local laws and regulations, should be established. It is suggested to modify the Civil Aviation Law to make general aviation laws complete, enact the Regulations of General Aviation Development, and accelerate the establishment, modification and abolition of Chinese general aviation laws to intensify the coordination and uniformity of regulations.

  • 이 글은 18세기부터 19세기 중반까지 종부시의 관원, 그 중에서도 실무를 담당했던 정 이하의 관원에 대한 실태를 분석하는 데 목적이 있다. 종부시는 왕실 보첩을 편찬하고 친진 범위 내의 종친들을 규찰하던 정3품 당하 관서이다. 조선 후기 종부시의 낭청으로는 정3품 당하관 정, 종6품 주부, 종7품 직장이 있었다. 이러한 체제는 조선 시대 내내 유지되다가 1864년(고종 1) 종친부에 합속 되었다. 한국학중앙연구원 장서각에 소장된 유일본인 "종부시낭청선생안"은 1794년(정조 18)부터 종친부에 합속 될 때까지 낭청에 대한 명단이 기록되어 있다. 이들의 관직, 성명, 자, 생년, 본관, 전직, 이직 등의 기록들이 남아 있어 조선 후기 종부시를 이해하는데 중요한 자료로 활용될 수 있다. 이들의 출신 성분을 살펴보면 전체적으로 문과 출신자들이 다수를 차지하였다. 직장의 경우에는 상당수가 소과 출신자들이었는데, 관직을 제수 받을 때에는 문음의 자격으로 임명되었다. 이들의 전직을 살펴보면 대체적으로 해당 관직과 유사하거나 그보다 낮은 품계에서 차출되었음을 알 수 있다. 주부의 전직 관서로는 청요직 관서에서의 차출이 가장 많이 나타났으며, 각종 행정아문에서의 차출도 많았다. 직장의 경우 1품아문인 의금부의 도사가 가장 많이 차출되었는데, 이러한 낮은 관서로의 차출은 관직 고하를 떠나 실직을 제수한 것으로 보인다. 종부시 관원의 이직을 살펴보면, 종부시 정은 낮은 직급으로의 이직을 많이 하였는데, 정3품 당상관의 자리가 제한되어 있었기 때문으로 보이며, 주로 청요직 관서로 이직한 것으로 보아 정3품 당하관의 청요직 관로를 확인할 수 있었다. 그 외에 외관으로의 이직도 많았는데 인사 적체 현상을 해소하는 방편으로 이해된다. 주부와 직장은 대체적으로 승진을 하거나 유사한 관품의 직급으로 이직을 하였다. 특히 종7품인 직장은 절대 다수가 승육을 하였다. 종부시 관원을 가장 많이 역임한 가문은 전주 이씨로 전체의 10% 정도를 차지한다. 종부시 관원을 역임한 성관은 조선 후기 문과 급제자의 출신 성관과 대부분 겹치는데, 문과 급제자를 많이 배출한 성관에서 종부시 관원을 많이 배출해 냈음을 알 수 있었다. 또한 상위 20개 가문의 역임 횟수가 전체 50% 정도에 이르는데 특정 가문의 관직 독점 현상도 확인할 수 있었다. "종부시낭청선생안"의 기록에 나와 있는 승진, 승육, 가자 등의 사유를 살펴보면 90% 가까이 선원보략 수정 후의 일로 나와 있다. 종부시의 두 가지 직능 가운데 종친 규찰 업무가 조선 후기에 상실된 것으로 보이는데, 연대기 자료에서도 조선 후기 종친 규찰 업무는 거의 보이지 않는다. 이는 17세기 인조 대부터 종친의 수가 급감하는 현상과 관련이 있다. 종친의 수가 왕실 의례를 거행하는데 미치지 못할 만큼 줄어들게 되자, 종부시에서의 종친 규찰 업무는 기능을 상실하게 되었고, 왕실보첩 편찬 업무만이 남게 된 것이다. 이렇듯 종친의 위상이 격하되자, 흥선대원군은 종친의 위상 강화 및 왕실 권위를 높이려는 의도로 종친부와 종부시를 통합하게 되었다.

장애인을 위한 한국어능력시험(TOPIK) 운영 방법에 대한 연구 - 시각장애인 응시자를 중심으로 - (Research on Management of Test of Proficiency in Koeran(TOPIK) for the disabled examinee)

  • The purpose of this research is to analyze the problems of the way of the 32th TOPIK(advanced)'s management for the disabled examinee and to prescribe the management of the TOPIK for them. Since the TOPIK started in 1997, the number of examinee who take it as a qualifying exam for the university entrance have gradually increased. The first disabled examinee who wants to use the result of the TOPIK for entrance into the post graduated university took the 32th TOPIK(advanced level). However, there was no examination regulations and detailed management method for the disabled. The biggest problem was the examinee could not have braille test and answer. The exam supervisor read all that is printed on the test sheet. It caused two big problems. 1) The essay question in writing test became an oral test. 2) The strategies of answering to multiple choice questions could not be used in vocabulary/grammar, writing, listening, and specially reading section. The first problem is occurred because writing and speaking have different cognitive process. The second one can be strongly related to the result in reading section. Above all, these disrupt accurate assessment of the examinee's writing and reading achievement. Therefore, this research insists the TOPIK needs to have the regulation and prescribe the management for the disabled. This research suggests 5 regulations for the blind examinee which covers the test time, supervisor, place and request of the examinee. These refer to the regulation for the disable in the other tests, such as the college scholarship ability test, TOEFL, TEPS, and a civil service exam.

산재환자의 의료재활서비스 활성화를 위한 산재보험시설과 민간시설간의 연계모형 개발 (Development of a Linking Model between Community Resourses and Industrial Injury Insurance Organs for the Activation of Medical Rehabilitation Services for Industrial Injury Patients)

  • Objectives: The purpose of this study is to develop a linking model between industrial injury insurance organs and local organizations providing social welfare health services, for the activation of medical rehabilitation services for industrial injury patients. Method: Research design for this study was a multi-step research through literature review, field research, and group interviews with persons in charge, to compare local society-oriented medical rehabilitation programs. The term of researches Sep.1 ~ Nov. 30, 2004. Results: 1. Home nurses from Workers Accident Medical Corporation have been taken to be adequate to case managers, who link industrial accident insurance institutions to local society services for the activation of medical rehabilitation services for industrial injury patients. They have been chosen for case managers because they have richer understanding and experiences of objects of industrial accidents than any other specialists, and because they have proved to be able to provide direct home services as a specialist. We have established the center for case management affairs within the workers accident general hospital, organized the committee for case management with doctors in charge, doctors in rehabilitation, rehabilitation consultants, social welfare workers, physical therapists, and nurses, determined objects of case managements from those of long-term recuperation, and constructed a course of case management containing from case management plans to evaluation. 2. We have made files of community resources, and organized the council of industrial accident administration to have it in charge of the adjustment and linking of services in case management affairs. 3. Because there are inequality of community resources between areas, differences in experiences in and bases for linking, and disparity of core organizations with active linking in the system of linking between public and civil sectors, we have taken a system of linking between parallel organs to be the core. In our linking model, workers accident general hospital, hospitals designated for industrial injury, and rehabilitation hospitals are linked in parallel, inadequate long-term recuperation managers are trusted to an workers accident medical corporations through examination by the examination committee in Korea Labor Welfare Corporation, and are dealt with by the committee for case management. Of the hospitals designated for industrial accidents, those running a home caring center provide home caring services for the handicapped at home from industrial injury. 4. Workers Accident Medical Corporation take part in medical rehabilitation, and Korea Labor Welfare Corporation in vocational/social rehabilitation. Furthermore, in the model, the latter should construct a system for job opportunities through Internet portals and provide cyber vocational consultation and introduction. Conclusion: Improvement of systems is needed to apply the linking model to practical affairs. Because this model is centered for practical affairs, it should be put under the analysis of effects, and evaluation of its adequacy to practical application, and its effects and efficiency through experimental running in the 8 workers accident general hospital in Korea.

관제기(1894-1906) 관립 외국어학교 연구 (Official Foreign Language Schools in Korea, 1894-1906)

  • 본 연구는 관제기 관립 외국어학교의 교육사적 의미를 정리하기 위한 것으로, 이 시기 설립 운영된 6개 관립 외국어학교의 교사진 특성과 학생수 변화를 통해 당시 외국어교육 정책과 외국어학교간 비교우위를 살펴보고자 한다. 1894년 갑오개혁을 통해 과거제와 신분제를 폐지한 조선에서 외국어 교육은 근대적 문물 습득과 사회적 지위 상승을 위한 문화자본이었다. 본 연구를 통해 얻어진 결론은 다음과 같다. 첫째, 관제기의 외국어학교는 당대 최고 수준의 교육기관이었다. 입학연령은 15세 이상 23세 이하였지만 실제 입학생들 대부분은 20세 이상이었다. 둘째, 관제기 외국어학교의 몇몇 교사 중에는 군사와 외교, 기술 분야 전문가도 있었다. 특히 법어학교 교사 마르텔은 대한제국 시기 중립외교 정책을 전개하는 데에 중요한 역할을 하였다. 셋째, 외국어학교의 학생 모집은 당시의 정치적 사회적 분위기에 많은 영향을 받았다. 넷째, 관제기 관립 외국어학교의 입학생 통계를 보면 한어학교, 법어학교, 영어학교의 순으로 비중이 높으며, 이는 당시 재학생 통계상 영어학교와 일어학교에 학생들이 집중된다는 일반적인 주장과는 다른 결과이다. 다섯째, 관제기 관립 외국어학교는 역관통사를 양성할 뿐만 아니라 경세가가 될 수 있는 문무 관료를 양성하였다.

치과위생사 취업 역량, 업무, 직무만족에 관한 연구 - 공무원·공기업 취업자·연구원 중심으로 (A study on career competency, task and job satisfaction of dental hygienists - Focusing on public officials, public institution workers, and researchers)

  • Objectives: The purpose of this study was to investigate career competency, tasks, and job satisfaction of public servants, public institutions, and researchers. Methods: The survey was conducted about career competency, job satisfaction, and satisfaction on work life. Next, they interviewed on the characteristics of each job by two or three dimensions. The following conclusions were obtained from July to August 2017. Results: Career competencies were GPA with 3.87, 818 points of TOEIC score, and ITQ certification. Public servants required the information on literacy skills for employment and job performance, while civil servants need more than one year of clinical experience in the dental hospital. The non-commissioned officer needed a written test and fitness training. The health insurance review and assessment center required more than one year of experience from general hospital or medical institutions. Researchers required a research career, language skill, and professors required research and teaching experiences with clinical experience more than three years. The main job tasks were as follows; for public servants, they were official document processing and community projects. For the civilian workers and military/noncommissioned officers, they were medical assistant and administrative works. The employees of the health insurance review and assessment service are examining the medical expenses and the medical examination, the researchers are experimenting, researching and writing articles, and the teaching staff are lecturing and conducting individual research. Conclusions: The results of job satisfaction survey showed that occupational satisfaction was the highest in civil servants, researchers, and teaching professions. Job security was the highest in health workers and health inspectors' evaluation centers, and time vacancy was the highest in civilian workers and military/noncommissioned officers. If you want to work in such an institution, you should prepare elements that match your basic literacy and job specific characteristics. And we should try to increase the satisfaction of work even after work.

밀양(密陽) 고법리(古法里) 고분벽화(古墳壁畵)에 나타난 복식(服飾) 연구(硏究) (The Study of Costume in a Mill Yang Kobumri Mural Painting)

  • When restoring a tomb of Songeun, Park Ik that damaged by typhoon in Kobubri, Chungdomyon, Mill Yang, Kyoung Nam in October 2000, a flower designed stone and fresco was discovered. Soneun Park Ik passed the civil service examination in Kongmin dynasty and was consecutively occupied Sajaedogam(司宰少監; regarded as one of second highest official rank). The fresco realistically depicts custom of ordinary people in end of Koryo, beginning of Chosun dynasty that it is considered as an important research material in study of ostumes. Therefore, this research intend to contribute to study of costumes in general public of Koryo that has insufficient study materials through study and analyze of costumes in the fresco with literature research. The number of figures in the fresco is presumed as 26-27 in all but clearly observed figures is only five women and four men and partly damaged figures are two men and two women. Women are worn relatively long yoo that can cover hip as an upper garment and Sang(裳) as trousers. The upper garments are all adjusted to right and has Jikryoung gik (straight collars) but there are strip attached collars or double collars among the Jikryoung gik. The length of Sang reaches to ankle and a waistband is trailed to below the knees. Most of hair are combed in the two sides and made a ring, moreover worn ceremonial coronet, which imply the ceremonial parade. Distinguished from the frescos of Koguryo, there are no women wearing Po(袍) also Yoo with Dae(帶) and without were coexisted. The mens costume is mainly appeared in two types. One(元) is Danryoungpo, Po with round collar and wearing a lozenge shaped crest with a brim, the other is Jikryoung Po, Po with straight collar, and wearing Ballib(拔笠), the latter is a costume of two man presumed as envoys. In the case of Danryoungpo, its length reached to ankle that shows decorum and in Jikryoungpo its length is below the knees that seem to offer practicality for envoys to guide a long journey. Both man and women are in decent cloth with a crest, which simple costume for ordinary people as a Chaksoopo that has comfortable length for movement and narrow sleeves. Songeun Park Ik actively worked under regency of One dynasty that influence of Mongol is seen in mans crest. There are some changes but including womens costume most of cloth are followed Korean traditional costume style.

문헌정보학전공 졸업자의 취업실태 분석 연구 - K대학교를 중심으로 - (A Study on Employment Analysis of Graduates Majoring Library and Information Science: the case of K University)

  • 본 연구는 K대학을 중심으로 문헌정보학 전공 졸업자의 취업실태를 분석, 문제점을 파악하고 개선방안을 제언하는데 있다. 2006년 8월부터 2011년 2월까지 5년간 취업가능 졸업자 178명을 분석한 결과, 취업실태는 취업 65%, 미취업 32%, 진학 3%로 나타났다. 이 중 취업자 116명을 분석한 결과, 고용형태는 정규직 40%, 비정규직 60%로, 직장 유형은 일반회사 29%, 공공도서관 16%, 학교도서관과 대학도서관 각각 10%, 대학/학교행정 9%, 공공기관과 출판/서점 각각 6%, 전문도서관 5%로 나타났다. 또 담당직무는 사서업무 38%, 사무업무 30%, 영업/관리 7%, 텔러/판매 7%, 조교업무 5%, 웹/전산 3%, 학원 강사와 상품기획/디자인 각각 2%, 사서교사, 보육교사, 비서, 사보기자, 군인, 자영업 각각 1%로 나타나 40%대의 전공일치도를 보였다. 미취업자(56명)의 희망 진로는 취업준비 57%, 공무원 준비 21%, 교사임용 준비와 미확인 각각 11%로 나타났다. 분석결과 문제점은 미취업률이 32%에 달할 정도로 높은 점, 정규직보다 비정규직 취업률이 높은 점, 전공일치도 평균 40%대에 불과한 점 등이었다. 이를 토대로 국가와 지방자치단체가 도서관적 일자리를 적극 창출할 것, 전공학생이 정보 분야 일자리를 이해하고 체험할 수 있는 기회를 갖게 할 것, 학문분야 차원에서 전공분야에 대한 일자리를 개발하고 지도할 것 등을 제언하였다.
