재택근로의 전망과 과제 -새로운 노동양식으로서의 정책적 접근- (Prospects of the Teleworking and major Issues -Teleworking as a New Mode of Labor-)

  • The purpose of this study is to explain changes in the mode of labor brought abut with the advance of information society and to suggest policies for the success of teleworking. It is likely that more and more people in advanced countries will be involved in some form of teleworking office workers use computers for handling dat, which is then transmitted over a telecommunications like to client or employer located some distance away. Though teleworking is becoming populer rapidly, it still has many problems to solve. In the conclusion, the paper suggests some measures to be taken for a successful teleworking system. (1) The first step is to establish a special team for the teleworking pilot. And probably the telework center will be most useful type for the pilot. (2) Some protections for teleworkers should be designed against discrimination in employment and occupation. (3) Some institutional arrangements such as tax benefits and incentive system are required for the success of teleworking system. (4) Maintaining competitiveness-faster services and lower cost-should be the first priority. (5) There should be a retraining and education system in the national level for the teleworkers to learn new IT applications.

지역기반 원격근무를 통한 출근 통행거리 저감이 CO2 배출에 미치는 영향: 수도권 지역을 대상으로 (Effects of Commuting Distance Reduction by Teleworking on Carbon Dioxide Emission: Focusing on the Seoul Metropolitan Area)

  • 우리나라에서 지역기반 원격근무센터의 설치와 운영은 시범적 초기단계로서, 재택근무에 대한 연구가 다소 이루어진 바 있지만, 지역기반에서 원격근무센터가 본격적으로 확대 보급되었을 때의 효과를 분석한 연구는 미비하다. 이에 본 연구에서 수도권 지역을 대상으로 원격근무센터의 설치를 통해 얻을 수 있는 출근 통행거리의 저감 효과를 네트워크를 기반으로 분석하고, 이를 통해 지역기반 원격근무센터의 $CO_2$ 저감효과를 정량적으로 산출하였다. 분석결과, 지역기반 원격근무센터로 인한 총 $CO_2$ 저감량은 1일 기준 911 톤(Ton)으로 나타났다. 이같은 분석 결과에 1년 근로일수(통계청)인 258일을 적용하면 연간 235,056톤(Ton)의 $CO_2$가 원격근무센터 설치에 의해 저감될 수 있다. 본 연구는 원격 근무센터 설치를 통해 얻을 수 있는 환경적 효용을 정량적으로 산출함으로써 향후 원격근무센터의 효과적 입지를 위한 가이드라인으로 활용이 가능하며, 행정구역별 비교를 통해 원격근무센터 확대 실시에 있어 우선순위 결정에 도움을 줄 수 있을 것이다.

한국과 캐나다 조직간 원격근무 수용태도와 기대효과에 대한 비교 연구 (A Comparative Study on Acceptance Attitudes and Expected Effects : Organizations between Korea and Canada)

  • This research conducted empirical and comparative study following interview concerning the relationship of acceptance attitudes and expected effects of the teleworking between Korean and Canada organizations. Independent variable was acceptance attitude, and the expected effect as dependent variable. Totally, 201 responded questionnaires (Korea : 118, Canada : 83) were analyzed for multiple regression and mean difference between groups. On January 1, 2015, Canada had agreed FTA (free trade agreement) with Korea. Therefore, many organizations can have opportunities for sharing hands in social infrastructures and business area. As a result, the research found out that teleworking can positively improve employee's quality of life, efficiency of works. Moreover, respondents informed us that it may give us national and social cost saving. The BYOD (bring your own device) will be helpful to make employees do more active communication. This comparative research expects that two countries have some insights to cooperate in smart work or teleworking. In addition, several Korean companies can have chances to export IT technologies to Canada market.

원격근무환경에서 일과 삶의 균형방안: 인과지도, 사고프로세스와 트리즈의 적용 (Work and Life Balance in teleworking Environment - Application of CLD, TP, and TRIZ -)

  • Purpose & Design/methodology/approach Amidst the COVID-19 spread, interest in telework has been increasing as a way to respond to environmental changes and improve organizational performance. In this study, causal loop diagram, thinking process, and four principles of TRIZ were used to find various ways to achieve work-life balance for workers and firms in teleworking environment. Findings The result of the causal loop diagram shows that keeping work-life balance is needed to provide free extra time for workers and achieve the firm's performance through efficient coordination between departments in teleworking environment. Using thinking process of TOC, we proposed a evaporating cloud for work-life balance and reviewed assumptions and premises to maintain extra free time for workers and achieve firm's performance paradoxically, and suggested solutions through the breakdown of the assumptions and premises. Resolving the contradiction(RC) by spatial separation is to divide working spaces into home, smart center, and mobile work types, to find both ways to achieve the organizational performance, and to provide extra time for workers. RC by temporal separation is to divide working time into various unit time, and to find ways to achieve organizational performance through doing work at office or home periodically or shiftly according to a predetermined schedule and time setting. RC by situational separation is to give options of flexible methods of performing work according to the conditions of the company or the worker. RC by separation between part and a whole is to find ways to organize and do the work so that the entire work can be completed efficiently even if each work is performed separately in teleworking way. This study is meaningful in that it provides basic thinking framework for achieving work-life balance in teleworking environment and proposes ways to resolve conflict from various perspectives, but it is limited in that it has not been tested empirically.

스마트워크의 기대효과 영향요인과 직급/직무 간 수용태도 차이 간 탐색연구 (An Exploratoy Study on Influence Factors for Expectation Effect of Smart Work and the Attitude Difference between Positions and Job Types)

  • The purpose of this study was to investigate empirically whether the expected effects of smart work in organizations were different between job types and positions. The development of information technology is demanding innovation of working style within the enterprise. There is a tendency to prefer the face-to-face working style in traditional organizations in the case of some positions or job types. However, many companies are carrying out smart work such as teleworking or telecommuting, flexible working time. But many companies still stick to their existing working methods. There is also the causal relationship between accepting attitudes toward smart work and expectation effects, depending on the position and the job types, even within the same organization. As a result of research, causal relationship analysis showed that the significant factors affecting productivity were teleworking and increasing work efficiency. The national social cost savings were influenced by the improvement of quality of life and flexible working hours. In order to activate communication within the organization, there was a positive effect on the increase of work efficiency. Only flexible working hours between the general manager and subordinates showed a significant difference.

  • In this study, I explored the causal relationship between acceptance attitudes and the expected effects of smart work. With the rapid development of smart technologies, lots of organizations try to innovate in the conventional working styles for maximizing organizational effectiveness and efficiency. Although many organizations wish to foster smart working environment, they don't have confidence in detailed action plans and effects from it. Therefore, this study that explores the causal relationship between acceptance attitudes and effects may have crucial meaning to organizations pursuing smart work. In this research empirically conducted by questionnaire survey, the acceptance attitudes as predictors and the expected effects of smart work as influenced variables were used. This research analyzed 118 collected data and multiple regression analysis. As a result of analysis, teleworking shows the positive relations to all of dependent variables. And others have a positive or negative influence on cognitive effects of smart work. Results of this study may give implications to organizations that want to implement smart work environment.

Exploring the Difference in Acceptance of Smart Work among Levels of Leadership Styles

  • According to the development of smart technologies such as smart phones, tablet PC, and SNS communication, the necessity of smart work that can change the working environments in organizations has been emphasized. However, while there are many organizations that wish to adopt smart technologies, there are those that have been skeptical until now about its potential success. Leaders may especially have different viewpoints concerning the efficacy and effectiveness of smart work depending on the industries, characteristics of the work, etc. Therefore, this research looks to investigate whether there may be differences between leaders (manager, project manager, supervisor, etc.) and non-leaders (team member, staff, etc.) group in accepting smart working through empirical and exploratory approaches.

  • Through smart work using by smart technologies, many organizations wish to change traditional working styles. Lots of organizations, however, wish to do work with smartness through adoption of smart work technologies, those are not sure whether smart work will be successful or not till now. Viewpoints of members concerning efficiency and effectiveness from smart work who operate the organizations may be different. Therefore, hopefully, this research tried to investigate whether differences among members of organizations by empirical and exploratory approach. Totally, 118 questionnaires had been collected and performed test of mean difference between groups. As a result, some items such as working place, working methods, flexible time and tension of smartwork showed significant differences among groups and non-leader and leader groups. And, furthermore, from this research I believe that we can have a few insights for successful smart working environment in organizations. For successful smart work, organizations have to try to overcome or minimize differences among members of organization.
