Counselling between a patient and a doctor is crucial in telemedicine. In order for the doctor to examine the patient accurately, it needs an auscultation, at least. Currently, some video conference systems are implemented but it is hard to use them in the case of an cardiac disorder, because the patients suffering from cardiac disorder cannot be examined by a stethoscope over Internet. To solve this problem, the remote counselling service has to support real time transmission of the heart sound of the patient. In this paper, we present a remote counselling system with stethoscope. We also design and implement the system in order for health monitor to connect the patient with his attending physician for the environment of u-healthcare service. The proposed system supports a mobility for doctor and patient by exchanging IP addresses at an user authentication protocol. The system implemented by this paper can be used for cardiac patients in remote clinical setting in the future.

This paper investigated future telemedicine as implementation of the telemonitoring system using LAN environment. For telemonitoring system rapidly implementation used the PC compatible embedded computing system in the ROMDOS and application program used the WATTCP that free TCP/IP Stack. Host computer program - programed by Visual C++ - had saved ECG signal and Patient Data coming inside Embedded PC and displayed. Embedded PC acquired ECG signal and transmitted a Packet to Host Computer. Host Computer remote access Embedded PC. This structure is the same Client/Sever Model. This system will be basic telemedicine model. There are problems of realtime telemonitoring because of network delay and data packet. Because of these problems, telemedicine systems will be required faster network speed and method of bio-signal transmission.

This paper porposes and efficient coding scheme for remote medical communication systems, or“telemedicine systems”. These systems require a technique which is able to transfer large volume of data such as X-ray images effectively. We have already developed a hierarchical image coding and transmission scheme (HITS), which achieves an efficient transmission of medical images simply[1]. In this paper, a new coding scheme for HITS is proposed, which used hierarchical context modeling for the purpose of improving the coding efficiency. The hierarchical context modeling divides wavelet coefficients into several sets by the value of a correspondent coefficient in their higher class, or“a parent”, optimizes a Golomb-Rice (GR) code parameter in each set, and then encodes the coefficients with the parameter. Computer simulation shows that the proposed scheme is effective with simple implementation. This is due to fact that a wavelet coefficient has dependence on its parent. As a result, high speed data transmission is achieved even if the telemedicine system consists of simple personal computers.

Because telemedicine is also the medical care, it is limited by law to allow medical personnel only physician because there would cause a risk to health and hygiene. Since the work dealing with the life and honor the human body involving a small mistake, it may be difficult to recover the damages can be recovered even if the telemedicine. Therefore, systematically it is to allow remote medical care only proven national healthcare only clinical practice starting with basic medical medicine, and received training as a systematic study of the body and life of humans. The patient information could get far away in the distance to provide medical information and professional advice to the remote system, even if you can not be reached due to several issues such as the number of differences that occur in time. We Mentioned various opinions on regulatory issues and information gathered for the development of the medical industry in this respect.
Telemedicine is performed at a place far away from medical practice with physicians and patients by the means of communication appropriately. It will be identified in general the remote medical service to deliver the medical information and also defined as any action by interactive information communication technology. Medical services can be said to be fused as television, communication, computer, engineering of various technologies of information and communication applications. If doctors can not be reached due to distances away from the patient, Information technologies could be used to get medical information and to give expert advice provided by the system remotely. And it could be used patient care as well as medical administration, medical education, professional advice and consulting. In this paper, we take a look at the legal requirements of telemedicine for improving regulatory in the current law to investigate the matter.

Abstract In this paper, we propose a multimedia distance education system(or telemedicine) using a wireless LAN for an inner campus university/hospital, which is intended to implement an open university. This system is implemented by a high technology of multimedia and information communication software. Also, this system is an enhanced and expanded system of the conventional distance education of SKKU(Sung Kyun Kwan University). The structure of this system consists of a T1/E1 network(information super high way) between campuses and wireless LAN using the AP(Access Pointer) inner campus. It will be able to use a use multiple bridge for mediation and hand off to solve roaming areas. This distance education system supports a real-time collaboration environment and IP multicasting by multimedia middleware for collaboration.
As the number of people with chronic diseases increases due to an aging society, it is urgent to prevent and manage their diseases. Although biometric authentication methods and Telemedicine Systems have been introduced to solve these problems, it is difficult to solve the security problem of medical information and personal authentication. Since smart healthcare includes personal medical information of subjects, the security of personal information is the most important field. Therefore, in this paper, we tried to propose a Telemedicine System using a smart wearable device ECG in the form of a wristband and face personal authentication in a private blockchain environment. This system targets various medical personnel and patients with chronic diseases in all regions, and uses a private blockchain that can increase data integrity and transparency, ECG and face authentication that are difficult to forge and alter and have high personal identification to provide a system with high security and reliability. composed. Through this, it is intended to contribute to increasing the efficiency of chronic disease management by focusing on disease prevention and health management for patients with chronic diseases at home.
Objectives: This retrospective observational study aimed to investigate the efficacy and safety of Cheongpebaedok-tang, a traditional Korean herbal medicine, provided via telemedicine to patients with asymptomatic to mild COVID-19 in Korea. Methods: From February to April 2020, a retrospective analysis investigated COVID-19 patients treated via Korean telemedicine. The study involved asymptomatic to mild cases receiving Cheongpebaedok-tang more than three times, along with continuous Korean medicine care in convalescence. Diagnoses and treatment adhered to the telemedicine guidelines of the Association of Korean Medicine, with varied Cheongpebaedok-tang prescriptions based on symptom severity. Symptom evaluation involved a detailed assessment using a 15-item tool at initial and final sessions. Results: The study included 27 patients, with a mean age of 48.7 ± 2.3 years (mean ± standard error). Patients began self-administering oral Cheongpebaedok-tang for an average of 19.4 ± 1.8 days after the date of COVID-19 diagnosis confirmation and continued the medication for 15.8 ± 1.2 days. The reported side effects of the Cheongpebaedok-tang included palpitations (11.1%), insomnia (7.4%), dizziness (3.7%), and diarrhea (3.7%). All side effects disappeared after adjusting the prescription according to standard treatment guidelines. The occurrence of all COVID-19-related adverse symptoms, except fatigue and myalgia, decreased. Fatigue was the most common chronic symptom persisting after 6 months (51.9%), followed by ocular symptoms (37.0%) and sore throat (22.2%). Conclusions: This study implies Cheongpebaedok-tang may offer a potentially safe, symptom-alleviating approach for managing mild COVID-19 cases via telemedicine, although further comprehensive research is warranted.
As livestock diseases such as foot-and-mouth disease are highly infectious and likely to inflict nationwide damage, it is important to detect such diseases in advance. Infection of foot-and-mouth disease is determined in the field through examination of external symptoms such as rise in body temperature. However, as the disease is carried around initially by travelling veterinarians in some cases, it is critical to measure the body temperature of livestock to detect abnormal temperature pattern early on and transmit temperature reading data remotely to a veterinarian remotely to expedite decision. In this study, we have developed a telemedicine system designed to connect veterinarians and livestock farmers and measure the body temperature of Korean beef cattle with IR sensor module linked to ubiquitous ICT platform as a solution for controlling health conditions of Korean beef cattle and improving the efficiency of livestock farming operations at individual farm, regional, and national level by converging ubiquitous ICT platform and livestock farming practices. Successfully employing the state-of-the-art IT technologies of Korea, the system proposed herein is expected to make Korea's livestock farming industry more sustainable and help the nation to secure technological preeminence in the global livestock products market.
