Such factors as the increase of population and me development of information technology were raised the needs of citizens in Korea. To meet these needs for the better services, Korean government has built up the computer networks that connect forty-two administrative operations of the central government since 1984. Through the computerization of administrative services, Korean government has been pursuing the balanced development among the regions in the country. To this end, regional informationization has been implemented since the mid 1980s. Specifically, rural villages has become information network villages (invils) by adopting computers and networks. Consequently, three hundred thirty-seven invils were implemented in the country. By selecting forty-six invils in Kyeongbuk province in Korea, this research was intended to find efficient and effective ways of operating invils. To find the problems and opportunities of the invils, the researcher has visited each of the forty-six invils between January 12th. and February 12th. in 2009. Two-round surveys were distributed to the managers of these forty-six invils. This research identified ten problems as below. a. Problems after the implementation of invils b. Problems occurred at the same rime as the operation of invils c. Problems with regard to the invil managers d. Problems with regard to the criteria of success or failure e. Problems with regard to the cooperation of administrative offices f. Problems with regard to the boosting of invil experience g. Problems with regard to software assurance developed in invils h. Problems with regard to incentives to invlis i. Problems with regard to the role of invils To solve these problems in hands of invils, this research suggested policy ideas in two levels: 1. invils 2. government Policies should be implemented by invils: a. The strengthening of training rural people for the better utilization of computers b. The strengthening of the regulations on membership management and electronic commerce c. This thesis is to make an appropriate national defense policy of Republic of Korea through studying the Hegemony Strategy of United States. I searched the theory of hegemony. The hegemony was differently defined by the point of time and region. The strong power nations with the hegemony have been making efforts to maintain their hegemony everytime. I have conclusion that the presence of hegemony once emerged, it brought regional stability in place whether it is coercive or beneficial. The stability and instability of international order IS not exclusively dependent on hegemony. Even if the safety of hegemony cannot guarantee absolute stability of international order, there IS on doubt that the hegemony has enormous impact on that. According to the hegemonic theory, the history of mankind equals to the history of rising and falling hegemony. The international order was changed as the hegemony changes. The United States has been making efforts to maintain her global hegemony during the post cold-war era as well. Taking all these into consideration, relevant military strategy direction able to pursue national interest is that to make up for the relative weakness in the strategic environment. South Korea have to prepare security policy response as following. First, South Korea should build the military force equipped with advanced weapons in military technology sector and solidify military diplomatic relation able to form cooperative relation in wartime. Second, South Korea should make solid Alliance of Korea and U.S. Third, develop and maintain multilateral security cooperation of East Asia. Forth, we could realize that there are means that can neutralize opponent's strong point by seeking one or two and more asymmetry in the aspect of strategy, tactics, and means through asymmetric strategy. Than the military force of South Korea should develop into a force that is able to overcome to the traditional North Korea's threat and new type of conflicts. And the force should have sufficient strength and be deployed to effectively defend the Korean Peninsula. So, we need to establish a denial and defense system against any hostile neighboring country. Therefore, ROK military forces preparing for the future should try to construct a future military power to gradually establish enough strength for self-defense to prepare for a uncertain security environment and when the Korean Peninsula is unified in a future.
A survey showed that the public perception of the shipping industry's overall image and economic role was relatively positive. The survey revealed that public perception was mixed with respect to the multifaceted role of the shipping industry. Based on the results of this survey, this paper proposes three approaches to improving the public perception of the shipping industry. The organization contact approach includes establishing shipping institutes for city people, holding various events targeted at the public, establishing a shipping memorial hall, developing a shipping-related culture and tourism, reinventing the image of the shipping industry through a shipping-culture movement, and creating new views of the shipping industry by conducting formal education. The goods and services contact approach includes building a brand image for shipping services, providing B2C services, utilizing the national image for the shipping industry, and participating in international cooperation projects. The text contact approach includes B2B advertising, advertisements focused on the national economic and multifaceted role of the shipping industry, package advertisements for the shipping industry and related industries, the Internet and high-technology media, government-initiated PR activities regarding the multifaceted role of the shipping industry, and funding for advertising the shipping industry.

Crack sealing, a routine and necessary part of pavement maintenance, is a dangerous, costly, and labor-intensive operation. Within the North America, about ${\$}200$ million is spent annually on crack sealing, with the Texas Department of Transportation (TxDOT) spending about ${\$}7$ million annually (labor alone accounts for over 50 percent of these costs). Prompted by concerns of safety and cost, the University of Texas at Austin, in cooperation with TxDOT and the Federal Highway Administration (FHWA) has developed a unique computer-guided Automated Road Maintenance Machine (ARMM) for pavement crack sealing. In 1999, successful field tests have been undertaken in 8 States around the U.S. This paper first describes significance of the automated crack sealing and technical advances in automated crack sealers including the ARMM, developed in the U.S. It then discusses the ARMM's field implementation and performance evaluation results, and improvements and modifications suggested through the technology evaluation during the field trials. Current research efforts and future work plans in its further development are also presented in this paper.

KOLAS (KOrea Laboratory Accreditation Scheme) belongs to APLAC (Asia Pacific Laboratory Accreditation Cooperation). KOLAS manages the accreditation scheme for measurement traceability to SI units. As per June 2016, there are 22 KOLAS laboratories for liquid flow metering. Among them, 12 laboratories participated in the proficiency test (PM2015-08) for water flow metering, organized by KASTO (Korea Association of Standards and Testing Organizations). This proficiency test was performed with three kinds of flow ranges ($3.6m^3/h{\sim}12m^3/h$, $40m^3/h{\sim}80m^3/h$, $40m^3/h{\sim}200m^3/h$) considering the CMC (calibration and measurement capability) of the participating laboratories. The purpose of the proficiency test was to find out measurement equivalence of the CMC's between each participating laboratory and the reference testing laboratory (KRISS). The measurement equivalence was tested by the number of equivalence ($E_n$). If ${\mid}E_n{\mid}$ < 1, the measurement equivalence was established. All the participating laboratories passed this proficiency test.
Purpose : The purpose of this study was to analyze the prehospital care report prepared by EMS squads of 119 center in Gyeonggi area and to identify the status of prehospital care activities, problems and improvement possibilities of the emergency care. Method : Five hundred copies of prehospital care report prepared by EMS squads in thirty-eight 119 centers under 18 fire stations in Gyeonggi area from March to April in 2008 were randomly chosen for the analysis. Data abstracted according to the purpose of the study were input and the analysis of prehospital care activities were performed using SPSS-WIN(ver. 16) statistics package. Results : 1. Total 500 cases of prehospital emergency care activities were reviewed. By sex, females were 219 (43.8%) and males were 281 (56.2%). The places of reporting were home (57.8%). According to the type of emergency, 281 cases (56.2%) were caused by disease and 291 (43.8%) were from other causes such as traffic accidents or incidental injuries. 2 The average time needed for the 119 EMS squad to arrive at the scene after being reported was 7.29 minutes. The time used at the scene for the emergency care was 7.3 minutes in average and the time to arrive at the hospital was 25.4 minutes in average. 3. In patient evaluation, in 68% of the cases more than two vital signs were measured at one time and emergency patients were 31%, and non-emergency patients were 69%. 4. In one EMS activity, average 2.15 cases of emergency care were provided to a patient. The cases where two kinds of emergency care were given were 14.4%, which is the most frequent cases. When reviewing the details of the emergency cares given to the patient including multiple cares, trivial cards (taking it easy and giving comfort) were the most frequent one as 40.6% and the medical direction of the doctor was given in only one case out of 500 cases. 5. In patient evaluation and emergency care, vital signs were provided to emergency patients at significantly higher rate comparing to the non-emergency patients. The number of emergency care performance was significantly higher in emergency cases. In emergency dispatch, the cases that EMT (1st class) was on board was 86.2%. When comparing the cases when the 1st class EMT was on board and otherwise, the cases with the presence of 1st class EMT showed more vital signs were detected but there was no significant difference in the number of emergency cares provided. Conclusion : It seemed that the on-scene emergency care did not satisfy the expectations. So it is necessary to enforce the cooperation between the elements, the qualifications of the 119 EMS squads and to improve the prehospital working environment in order to provide the better medical service at any time.
Recently, owing to the increasing demand on the simplification of arrival and departure procedures, IMO's (International Maritime Organization) Facilitation Committee (FAL) is carrying out the standardization project of arrival and departure formalities and clearance form. Also, many port authorities of developed countries are making active researches for the smooth flow and efficiency of the information inbound and outbound ships by way of simplifying their formalities or through electronic means. However, this standardization project cannot be done by one country but by mutual cooperation among related nations. And to carry out this task, the first thing to be done is to standardize the formalities and document form, and to integrate information. To this end, this study has reviewed the model cases of advanced ports of developed countries with regard to their simplification and standardization efforts. And also we have analyzed the formalities and clearance form of the three countries Korea, China, and Japan. And then for the solution of common problems of three countries, this paper has suggested an ebXML-based Global Port B2B framework. Through this framework, we can reuse and automate the necessary information on the arrival and departure of ships, consequently realizing simplification, and laying a foundation for the introduction of e-commerce to the port industry.
Rapid economic growth, urbanization, and industrialization of China have tremendously degraded the overall quality of living environments, especially the air quality, not only negatively affecting Chinese people but also impacting citizens of neighboring countries, namely Korea. The Chinese government has invested much effort to regulate the air pollution due to burning coal through introducing strict environmental monitoring policies and aggressive implementation. This paper presents an overview of Chinese air pollution prevention policy due to burning coal, and the associated trends and specifics of institutional arrangements regarding air pollutant emission regulations. It turns out that the policies have become stricter than before; some polices are geared towards enforcing extra regulation at the regional level. It is expected that the regulation will become stricter in the future. However, the actual contribution and feasibility of such policies must be analyzed based on sound science. The policies seem to care little about influencing the air quality of Korea, and this has to be improved. In order to do so, it is important to strengthen environmental cooperation between Korea and China, and better yet to research on not only the air quality but also the associated fields, such as energy, industrial technology, and global environmental governance.

This paper studies the characteristics of the restructuring of chemical industrial complex in JiLin city since 1978 focusing on enterprise organization, the process of production, labor, and consumer market. The number of chemical industrial enterprises and their partnership with subcontractors have increased since 2001. As for the type of cooperation group, research institutes and local government are accounted for the greatest portion. The chemical industrial enterprise in JiLin which has adopted Fordism production method still has the highest percentage in 2007. And in the shift process of production system after China's entry into WTO(in 2001), chemical industrial enterprise in JiLin city takes allowing more investment in production technologies as core strategy, while taking improvement in equipment and development of new products as core strategy in the shift process of production technology. The degree of labor re-education was highest in 2007, and as for the relationship between labor and management, enterprises which evaluate the ability of performance of duty are increasing. The characteristics of restructuring of chemical industrial complex on consumer market, domestic market accounted for the greatest portion, on the other side the export is feeble. As for strategy of market restructuring, industrial enterprise in JiLin city should use Quality improvement and high-value added as core strategies to cope with alteration of market.

A series of tests dedicated to station blackout (SBO) accident scenarios have been recently performed at the $Prim{\ddot{a}}rkreislauf-Versuchsanlage$ (primary coolant loop test facility; PKL) facility in the framework of the OECD/NEA PKL-3 project. These investigations address current safety issues related to beyond design basis accident transients with significant core heat up. This work presents a detailed analysis using the best estimate thermal-hydraulic code TRACE (v5.0 Patch4) of different SBO scenarios conducted at the PKL facility; failures of high- and low-pressure safety injection systems together with steam generator (SG) feedwater supply are considered, thus calling for adequate accident management actions and timely implementation of alternative emergency cooling procedures to prevent core meltdown. The presented analysis evaluates the capability of the applied TRACE model of the PKL facility to correctly capture the sequences of events in the different SBO scenarios, namely the SBO tests H2.1, H2.2 run 1 and H2.2 run 2, including symmetric or asymmetric secondary side depressurization, primary side depressurization, accumulator (ACC) injection in the cold legs and secondary side feeding with mobile pump and/or primary side emergency core coolant injection from the fuel pool cooling pump. This study is focused specifically on the prediction of the core exit temperature, which drives the execution of the most relevant accident management actions. This work presents, in particular, the key improvements made to the TRACE model that helped to improve the code predictions, including the modeling of dynamical heat losses, the nodalization of SGs' heat exchanger tubes and the ACCs. Another relevant aspect of this work is to evaluate how well the model simulations of the three different scenarios qualitatively and quantitatively capture the trends and results exhibited by the actual experiments. For instance, how the number of SGs considered for secondary side depressurization affects the heat transfer from primary side; how the discharge capacity of the pressurizer relief valve affects the dynamics of the transient; how ACC initial pressure and nitrogen release affect the grace time between ACC injection and subsequent core heat up; and how well the alternative feeding modes of the secondary and/or primary side with mobile injection pumps affect core quenching and ensure stable long-term core cooling under controlled boiling conditions.
