Technology Readiness Level Assignment to Industrial Plant System Life Cycle

  • During the industrial plant system life cycle, required technologies are developed and assessed to analyze their performance, risks and costs. The assessment is called technology readiness assessment (TRA) and the measure of readiness is called technology readiness level (TRL). The TRL consists of 9 levels and through the TRL assessment, the technology to be developed and its components are assigned to their appropriate TRL. TRL assessment should be performed in each life cycle stages to monitor the technology readiness and analyze the potential risks and costs. However, even though the concept of TRL has been largely adopted by numerous organizations and industry, direct and clear assignment of target TRL for each life cycle stage has been overlooked. Direct mapping/assignment of target TRL for each life cycle has benefits as follow: (1) the technical risks condition of each life cycle stage can be better understood, (2) cost incurred if the technology development is failed can be analyzed in each life cycle stage, and (3) more effective decision making because the technology readiness achievement for each life cycle stages is agreed beforehand. In this paper, we propose a steel-making plant system life cycle and TRL assignment to each of the system life cycle stage. By directly assigning target TRL for each life cycle stages, we look forward to a more coordinated (in terms of exit criteria) and highly effective (in terms of technical risks identification and eventually prevent project failure) technology development and assessment processes.

국방시스템 기술전이지원을 위한 기술성숙도 도출에 관한 연구 (Calculation TRL using Integration Readiness Between Technologies for Supporting Technology-transition of Defense Technologies to the Defense Weapons System)

  • Technology transition from defense technology to weapon system is an important process for defense acquisition program. Many countries such as USA, UK, Australia and Republic of Korea use technology readiness level (TRL) as a tool for technology transition by identifying critical technology elements (CTEs) and assessing the technology maturity. In this paper we review a transition process for the defense acquisition. Then we suggest a method to evaluate system's TRL using each component TRL and integration readiness level (IRL) between each technologies. We apply the method to an ACTD project. A result show that technology maturity is influenced by integration between technologies.

고품질 무기체계 획득을 위한 성숙도평가 방안 소개 (A Study on Readiness Assessment for The Acquisition of High Quality Weapon System)

  • Purpose: Technology readiness assessment(TRA) used as a standard readiness assessment tool in the acquisition program of weapon system has some limitations in the comprehensive understanding of the complex system. Therefore, this research is intended to suggest a holistic maturity assessment method for the acquisition of high quality weapon system. Methods: Technology readiness level(TRL), manufacturing readiness level(MRL), integration readiness level(IRL) and system readiness level(SRL) developed to assess system maturities in the various aspects are compared and analyzed to draw an improvement avenue for the current readiness assessment method. Results: TRL, MRL, IRL and SRL have large differences in their maturity targets during the acquisition life cycle: technological performance, manufacturing capability, interface between components and total system, respectively. They complement one another's shortcomings Conclusion: To achieve a successful acquisition of high quality weapon system, multi-dimensional readiness assessment is required. Therefore, comprehensive readiness assessment using TRL, MRL, IRL and SRL will contribute to the acquisition of high quality weapon system through the accurate maturity information of overall system.

기술사업화 성공에 대한 기술성숙도 및 사업화 활동의 영향에 관한 연구: 공공기술을 중심으로 (A Study on the Effect of Technology Readiness Level and Commercialization Activities on the Success of Technology Commercialization: Focusing on Public Technology)

  • 우수한 연구성과를 상업화하여 산업발전에 기여하는 '기업가적 행위자(entrepreneurial actor)'로서의 공공 연구기관의 기능과 역할에 대한 관심이 높아지고 있다. 그러나 이들의 상용화 단계 성과는 미흡하다는 지적이 제기되고 있다. 공공기술의 기업이 활용하기에 기술성숙도 또는 재현성(repeatability)이 미흡하여 공공 연구기관으로부터 개발된 기술의 사업화가 성공적이지 못하다는 주장이 있다. 본 연구에서는 공공기술을 도입한 기업을 대상으로 조사한 자료를 활용하여 기술사업화 성공에 대한 기술성숙도(TRL) 및 사업화 활동의 영향을 실증적으로 분석한다. 이를 위해 대학 및 출연(연)으로부터 기술을 이전받은 369개 기업의 설문응답 결과를 활용하여 프로빗 모형 분석을 실시하였으며, 특히 도입시점의 TRL 수준과 현재시점 TRL 수준의 차이(TRL Gap)를 측정하여 이의 조절효과를 검증하고자 하였다. 연구 결과, 기업이 도입한 공공기술의 도입시점 TRL이 높을수록 기술사업화 성공 가능성 또한 높은 것으로 나타났다. 또한, 도입시점의 TRL 수준과 사업화 시점의 TRL 수준의 차이(TRL Gap)는 그 자체로 기술사업화 성공에 영향을 미치지 않으며, 도입시점 TRL과 결합하여 추가적인 효과를 발생시키는 것으로 나타났다. 마지막으로, 한계효과 추정을 통해 TRL이 4~6 수준인 기술을 도입하여 TRL 9 수준으로 향상시키면 기술사업화 성공 가능성이 가장 높게 나타나는 것으로 관측되었다.

  • The major countries including Korea extend the national investment on R&D and implement the business performance diffusion policy as the knowledge based competition age arrives recently. The necessity for risk management and systematic management system for R&D achievement have been appeared to prevent the failure as the R&D scale becomes larger as it was said. For this matter, the organization such as NASA and DoD in USA defines the Technology Readiness Level (TRL) as a quantitative accomplishment management index and utilize the Technology Readiness Assessment (TRA) system as a criterion. Such tool is evaluated as very effective in the R&D project purposed the practicalization. It is expected that the disadvantage of evaluation system which is oriented to the academic accomplishment in its contents of current research and to contribute greatly to the practicalization of outcomes when such technology readiness level concept is applied to Korean national construction and transportation R&D project. Accordingly, this study analyzed the concept of TRL·TRA, the characteristics and current evaluation management system of Korean national construction and transportation R&D project and suggested the construction and transportation R&D project TRL·TRA performance model to accomplish the practicalization purpose.

  • 시스템개발 프로젝트에서 기술성숙도(TRL; Technology Readiness Level)는 개발기간과 비용에 직접적인 영향을 미친다. 만약 프로젝트 주관기관의 핵심기술요소(CTEs)에 대한 기술 성숙도를 정확히 평가하여, 그에 따른 개발기간과 일정의 영향 정도를 세밀히 분석한다면, 개발이 진행되는 과정에서 예산 추가와 일정 지연과 같은 위험을 최소화시킬 수 있다. 본 논문에서는 기술성숙도가 항공우주개발 프로젝트의 개발기간과 비용에 미치는 영향을 분석하고, 무인기시스템 개발사업에 적용하여 개발기관의 기술성숙도 수준 차이에 따른 개발기간과 비용의 정량적인 변화를 분석하였다.

  • This paper aims to develop the framework for evaluating the technology maturity by utilizing TRA(Technology Readiness Assessment) approach. In this context, we will provide the directions through analyzing the domestic acquisition process and re lated regulations, and clarify the scenarios to apply the proposed framework to the defense R&D programs. The paper will conclude with the case study for the evolution of the proposed framework.

  • Recently, request far application of advanced commercial technology to the defense acquisition process, to reduce the budget and shorten development time, has been increased. To accomplish these goals, the Advanced Concept Technology Demonstration(ACTD) is used for the defense acquisition process in Korea. And User Utility Assessment is tested to make a decision for transition to acquisition process. But this process does not include measurement of technology maturity and impacts of interface and interaction among the technologies. In this research, we propose the needs of measurement of TRL and IRL and application of SRL to reduce the risk during development phase, to understand the relations of technologies, and to fulfill the requirement far transition of the ACTD project to system development and demonstration process.

지질자원 연구개발에 대한 기술개발단계(TRL) 지표 개발 (Technology Readiness Levels (TRLs) Indicator Development for Geoscience and Mineral Resources R&D)

  • 지질자원 분야에서 지질도 및 주제도 제작, 조사 및 관측 사업 등은 실용화상용화 목적의 연구개발사업과 달리 장기적이며 계속적인 연구개발의 성격을 가지고 있다. 이러한 장기적, 계속적인 사업의 경우 연구개발의 종료시점을 제시하기 어려워서 사업 평가 시 해당 연구사업의 현재 진행단계를 제시하기 어려운 면이 있다. 이러한 연구개발 분야의 진행 상태를 나타내는 정량 지표를 제시하기 위해, 기존의 실용화 기술에 적용하였던 NASA 기술개발단계(TRL, Technology Readiness Level)를 지질도 및 주제도 제작, 조사 및 관측 사업 등 지질자원 기반 연구개발 분야에 적용할 수 있게 개발하였다. 지질자원 기반 연구개발 분야에서도 적용범위(coverage) 개념을 적용하여 기본원리이해 기획연구(TRL 1)에서 최종 생산물(product)인 특정지역 및 전세계/전국토 정보 구축, 수요자 맞춤형 보급 연구(TRL 9)로 기술개발단계(TRL)를 제시할 수 있다. 그리고 시범적용 등의 실증연구 절차를 가지는 지질환경 등 분야에서도 실용화 성과를 기반으로 기술개발단계(TRL)를 적용할 수 있게 개발하였다. 시범지구 적용 등 실증연구 시작 단계를 TRL 5, 시범지구의 규모 및 적용 개수 확대를 TRL 6, 실제 규모 1/10 수준 시범지구 적용을 TRL 7로 제시할 수 있다.

무기체계 연구개발사업에서 기술적 위험지표 적용 가능성 분석 (An Analysis of the Applicability of Technical Risk Index in the Weapons System Research & Development Projects)

  • The Technology Readiness Assessment(TRA) has the advantage of identifying immature technologies in promoting weapon system research and development project. However, a more diverse set of information is required for the determination of phase shift and technical risk management for weapons system R&D projects. In this paper, we investigate the various indexes the various indexes proposed to overcome the limitations of the Technology Readiness Level(TRL) and analyze the possibility of applying to the actual weapons system R&D projects. Based on the analysis, it was possible to provide additional information that could not be presented in TRA using technical risk indexes other than TRL, confirming that it could be used for technical risk management for weapons system R&D projects.
