Analysis of Employment Effect of SMEs According to the Results of Technology Appraisal for Investment (투자용 기술평가 결과에 따른 중소기업의 고용효과 분석)

  • The purpose of this study is to confirm whether the current technology appraisal model for investment, which is designed to identify high-growth SMEs in sales, which is one of the characteristics of gazelle companies, has the possibility of expanding employment effects. For SMEs classified as technology investment adequate firms(TI1-TI6) through technology appraisal for investment between 2016 and 2018 were targeted. At this time, the employment effect was analyzed by dividing the absolute employment effect and the relative employment effect. As a result of the analysis, it was confirmed that the technology appraisal items for investment defined as innovation characteristics did not have significant explanatory power for the absolute employment effect. However, for the relative employment effect, among innovation characteristics, technicality(TC) was found to have significant explanatory power, and this is because the item appraised based on future growth potential. In particular, the relative employment effect is meaningful in terms of the actual employment effect, and the conclusion is drawn that the current technology appraisal model for investment is an appraisal model with the possibility of expansion in terms of employment effect.

  • Recently, it has become important to establish a technology appraisal system because of increasing a service of technology credit guarantee. Also, there have been many efforts to evaluate a technology in the advanced countries. The technology/credit appraisal model which can measure firms' performance was suggested by Small and Medium Business Administration. In this paper, we analyze a structural validity of the model by confirmatory factor analysis and estimate the model which can distinguish whether an investment is possible or not by discriminant analysis.

  • Governments around the world invest in research and development (R&D) for different purposes : national economy, defence, environment, health, etc. as a means of national survival beyond the means of national competitiveness. These are usually programs with high social impact but low short-term economic impact or large scientific programs that are too expensive and risky for private sector investment alone. The Republic of Korea has also shown a very successful model of economic progress and social development through government R&D programs. However, there have been many corruption scandals behind it while selecting awardees for government R&D programs in Korea. So, the Republic of Korea focused on reforming appraisal system for government R&D and began preparation for "Clean Appraisal System" last year. In this study, first we analyzed the related appraisal tasks through the review of laws and administrative rules and typed appraisal tasks according to the flow of the actors and time. Thus securing the information infrastructure and finally we drew the conceptual model of the system according to an open appraisal tasks by introducing an element of the OECD on open government typed appraisal tasks.

A Study on the Validity of the Technology Appraisal Model through the Analysis of the Business Performance and Technology Appraisal Items (기술금융기업의 경영성과와 기술력 평가항목 간 분석을 통한 기술력 평가모형의 타당성 연구)

  • This study started to identify the "Forward-looking" of the technology appraisal model introduced to diversify financing methods of SMEs and improve financial accessibility. The multivariate regression analysis was performed by setting the business performance(growth, profitability, and stability) of technology financing companies as dependent variables, technology appraisal items as independent variables, number of employees, age of the company, asset and the Korea Standard of Industry Classification related to firm size and industry characteristics as control variables. As a result of the analysis, the technology appraisal items did not explain the profitability of the company significantly and had a limited explanatory power on growth potential. However, in terms of stability, we confirmed that R&D capacity is a significant variable explaining the debt ratio of technology financing companies. Therefore, it is concluded that the 'Forward-looking' reflection on the growth and profitability of the company should be strengthened in the future adjustment of the technology appraisal model and the development of the technology appraisal model for investment.

  • This case study introduces the process of developing the technology rating evaluation model for investment. The technology evaluation rating model for investment is a project that the Financial Services Commission and the Ministry of Commerce, Industry and Energy collaborated to expand the scope of technology finance from loan to investment. The technology evaluation model for investment was developed with the aim of predicting high growth companies. The model consists of a statistical model and an expert model. Here, statistical models were modeled by using logistic regression analysis. Expert models gathered opinions of experts and identified the weight of each evaluation item and set the model. The rating system of the model is composed of 10 grades. The distribution of the model was consistent with KTRS grade distribution. Interestingly, the emphasis is on technology and marketability. In the technology valuation grade model for the goddess, there is a considerable difference from the emphasis on managerial competence or business performance.

A Multi-layered Prioritization Scheme for Emerging IT Technologies for Constructing a National Technology Road Map

  • The advancement of emerging technologies can create more national value, and this motivates many nations to invest their resources in the emerging technologies. However, due to limited financial and human resources, even a wealthy nation cannot afford to randomly invest its resource in all profitable technologies. Therefore, cautious appraisal and prioritization of the competitive technologies should be conducted first, and then concentrated investment should be done for only the selected technologies. In this study, we propose a quantitative criterion for prioritizing the targeted electronic device technologies. The prioritization scheme devised in this study consists of a growth layer, a profitability layer, a vitality layer, and an influence layer. The proposed model forecasts the most promising technologies by applying the revised version of the Analytic Hierarchy Process (AHP). We performed empirical experiments on 12 emerging electronic device technologies to analyze the practical applicability of our study. The experimental data was obtained from 70 experts in high-tech industry as a part of the 2004 Prioritization and Selection project that was carried out in South Korea. As a result, the proposed scheme was able to present the most promising areas for investment in the field of electronic device technology.
