Japanese Aircraft Certification System and Status of Bilateral Aviation Safety Agreement (일본의 항공기인증제도 및 항공안전협정(BASA) 체결 동향)

  • The Japanese and U.S. governments has signed a Bilateral Aviation Safety Agrement and associated implementation procedures for airworthiness on April 27, 2009 to mutually accept the airworthiness approvals for aircraft and parts that the other country issue. This bilateral agreements do not relieve the Civil Aviation Authority(CAA) of its statutory responsibilities for certification. However, they provide an alternative means for the CAA to make its findings, recognizing the competency of another authority to conduct certification functions in a manner comparable to, and on behalf of, the CAA. In this way, the bilateral agreements contribute to ensuring aviation safety as well as reducing the burden imposed on the aviation industries without compromising safety. This paper is to discuss recent status of Bilateral Aviation Safety Agreement and associated Japanese Aircraft Certification System.

Korean Innovation Policy of the 2000s : Pursuit of "Creation" and "Integration" (2000년대 한국의 과학기술혁신정책 : '창조'와 '통합'의 지향)

  • This study aims at reviewing and assessing the characteristics of the Korean Science, Technology and Innovation(STI) policy of the 2000s. Starting from the 2000s, Korea's STI policy began to show a new look as there was a clear voice calling for the new strategy creating a new technological development path and the scope of the policy was expanded to the social and quality of life issues. "Creation" and "integration" are becoming the key words of the STI policy of Korea. However, these new trends are not easy to be diffused or institutionalized because still there is the legacy of the old practice of the "catch-up" period, which focused on economic development as well as the imitation of advanced technologies. As result, the current period of the 2000s shows characteristics of a transitional period where the past and the future coexist.

Artificial Intelligence and Blockchain Convergence Trend and Policy Improvement Plan (인공지능과 블록체인 융합 동향 및 정책 개선방안)

  • Artificial intelligence(AI) and blockchain are developing as the core technology leading the Fourth Industrial Revolution. However, AI is still showing limitations in securing and verifying data and explaining the evidence for the results, and blockchain also has some drawbacks such as excessive energy consumption and lack of flexibility in data management. This study analyzed technological limitations of AI and blockchain and convergence trends to overcome them, and finally suggested ways to improve Korea's related policies. Specifically, in terms of R&D reinforcement, we proposed 1) mid- and long-term AI /blockchain convergence research at the national level and 2) blockchain-based AI data platform development. In terms of creating an innovative ecosystem, we also suggested 3) development of AI/blockchain convergence applications by industry, and 4) Start-up support for developing AI/blockchain convergence business models. Lastly, in terms of improving the legal system, we insisted that 5) widening the application of regulatory sandboxes and 6) improving regulations related to privacy protection is necessary.

  • Insufficient problem about resource of satellite network frequency and orbit was seriously issued, because commercialization of a satellite has been successfully achieved since 1980s. Therefore, each countries execute an advantageous policy to them for guarantying and protecting satellite network resource and perform study for preoccupying new satellite network resource. Understanding and insight of policy about occupying satellite network resource of world each countries are landmark of satellite network task. In this paper, policies of Japan, Russia and China located around Korea are especially described. Also, in this paper, the administration organization of Japan, Russia and China which are to manage satellite network is described. The KARI(Korea Aerospace Research Institute) secured satellite network frequency and orbit of the KOMPSAT(KOrea Multi Purpose SATellite)-1 and the KOMPSAT-2 and is also going to register satellite network of the KOMPSAT-3 and the KOMPSAT-5. When satellite network coordination with nearby three countries will be needed, understanding of political policy and organization let the Korea acquire coordination agreement of the other administration.

  • In this paper, the electrostatic charging and discharging mechanism, and its effects in space plasma environment are reviewed and the system design control documents, ESD analysis tools and modelling techniques, and the SPIS program in Europe are introduced. A design of the satellite system against the electrostatic discharge (ESD) effects in space plasma environments is carefully taken into account at the early stage of development. In a view of the space system design, it really depended on the mission of system, electrical and mechanical configuration, system operation, and orbit condition. Behavior of the electrons and the ions in those environments may be occurred the sever problem to the satellite operation. So it is carefully understood for implementation of the satellite system. By this reason, the space environments and its effects have been comprehensively studied in U.S.A and Europe.

  • Up to date, demands for satellite including communication are increasing. Advanced countries on space technology such as America, Russia, Europe, Japan, China and so on already had secured launch vehicle technology which can insert a large class satellite to proper orbit. The introduction of technologies on the large class launch vehicle including propulsion system is difficult due to the utilization possibility for defensive reason. The acquisition of indigenous technical expertise on the design and manufacture of valves is believed to contribute to the successful local development of valves for propulsion systems and to significant improvement of local technical level of valve design and development. This paper introduces current status of valves developed by other countries as well as valves developed in domestic. The Developed technology of valves may underlie the construction of engine control systems required for the reliable operation of the KSLV-II engine system and propulsion system.

  • In this paper, the attitude and orbit control subsystem technology of new GEO communication and observation satellite using Sun sensors are introduced and analyzed. COMS is new GEO communication and Earth observation satellite based on EUROSTAR 3000 space bus technology. The attitude and orbit control subsystem of COMS adopts a configuration using three BASS and three LIASS Sun sensors to acquire the attitude error information in the specific reference frames. These Sun sensors are used to acquire Sun direction and to control the spacecraft to keep the relative attitude with respect to a reference Sun direction in both transfer and operational orbits. In this paper, the mathematical models of BASS and LIASS are described as well as their operational implementation in the flight software.

  • On August 25th, Korea launched KSLV-1(Naro), the first Korean launch vehicle with the payload of a small satellite. The launch itself was successful in that the first and second stage of the launch vehicle functioned properly but unfortunately the satellite was unable to be put into earth orbit due to the failure of a nose faring detachment. As the history of human space activities shows, it is recognized as a difficult task to be a launching state requiring efforts to obtain enough technical ability. But along with the technical ability, there has to be an understanding on international legal systems on space launch vehicle. It is because the launch may cause cross-border losses and because the launcher is regarded as a strategic technology resulting in international control. This paper aims to study the international status of launching state and to consider legal regimes necessary for launcher development.

  • Currently, efforts towards pursuit of standardization of u-Health technology and for development of our own source technologies and functions in Korea are being made continuously. Accordingly, base technologies in the area of u-Health software as well as trends in and standards of u-Health software market were investigated, and this Study aims to develop reliable evaluation model for u-Health software. For this purpose, characteristics and service types of u-Health software were examined, and u-Health technological trend and standards were analyzed. On the basis of these preliminary research, reliable evaluation model for u-Health software was developed.

Analysis on trends of moxibustion patents (뜸 특허기술 동향분석)

  • Objectives : This study was conducted to collect the basic data for the developments of moxibustion related technique and the efficient promotion of moxibustion research. Methods : We have analysed the moxibustion associated patents application informations searching by WIPS company. We searched and analyzed the total of 1.770 data base from the year 1976 to July, 2006. Results : Korea is mostly superior compared to the others in number of domestic patents. Korean applicant was as frequent as 1066 subjects(80%) of nationality. The most common field of patents was 'moxibustion body' 587 subjects(26%), 'heating material' 495 subjects(23%), 'heating control' 96 subjects(4%). 'manufacture method' 78 subjects(3%), 'etc'(3%). The most common applicant of moxibustion patents was Yu Tae Woo(131subjects). Kim Geun Sik(50subjects), Most moxibustion material and device was wormwood, wormwood moxibustion device. Conclusion : Moxibustion technological development is being recognized as a core capability of competitive advantage for sustainable growth of international alternative medicine. We are in need of inspecting the patents. We will have to work up for strengthen the competitiveness of Korea moxibustion patents.
