In Korea, small and medium sized domestic enterprises(SMEs) play an pivotal role in the national economy, accounting for 99.9% of all enterprises, 87.9% of total employment, and 48.3% of production. and SMEs was driving a real force of the development of national economy in many respects such as innovation, job creation, industrial diversity, balanced regional development. Despite their crucial role in the national development, most of SMEs suffer from a lack of R&D capabilities and equipments as well as funding capacity. Public R&D institutes can provide SMEs with valuable supplementary technological knowledge and help them build technological capacity. so, In order to effectively support SMEs, government and public R&D institutes must be a priority to know about the factors influencing the performance related to technology transfer and technological collaborations. In particular, SMEs are not only taking up a large portion of the national economy, but also their influence in politics and economy so strong that raising the competitiveness of small and medium-sized companies is a national policy goal that must be achieved in order to achieve sustained economic growth. For this reason, it is necessary to look specifically at the relationship between concepts such as the environment, strategy, and organizational culture surrounding the enterprise to enhance the competitiveness of SMEs. The paper analyzes 665 companies to find out which organizational culture affects their performance by classification and type of business of SMEs. This study demonstrated that when SMEs seek consistency in their external environment, strategies, and organizational structure to maintain their continued competitiveness. According to three-way analysis of variance (3-way ANOVA) indicates that classification of industries in SMEs has statistically significant main effects, but the type of business and organizational culture do not have significant effects. However, the company's organizational performance (operating profit) of SMES were found to differ significantly in comparison between groups according to classification standards of industries, and therefore adopted some parts. In addition, an analysis of the effect of interaction between the three independent variables of small and medium-sized enterprises has shown that there are statistically significant interaction effects among classification, types of business, and organizational cultures. The results shows that there is an organizational culture suitable for each industry classification and type of business of an entity, and is expected to be used as a basis for establishing promotion policies related to the incubation and commerciality of small and medium-sized venture companies in the future.
Like the technological competition of each country around commercialization of Autonomous Vehicles(the rest is 'AV'), legalizations are also in a competition. However, in the midst of this competition, the Ethik-Kommission Automatisiertes und vernetztes Fahren of Germany has recently introduced 20 guidelines. This guideline is expected to serve as a milestone for future AV legislations. In this paper, I have formulated a new legislative proposal that will incorporate the main content presented by the Ethik-Kommission. The structure is largely divided into general rules of purpose and definition, chapter on types of AV and safety standards, registration and inspection, maintenance, licenses for AV, driver's obligations, insurance and accident responsibilities, roads and facilities, traffic system, and chapter on penalties. The commercialization of AV in Korea seems to be in a distant future, and it is possible to pretend that it is not necessary to prepare legal systems. But considering our reality, leading legislation may be necessary. In this paper, I have prepared individual legislative proposals based on the essential matters based on the criminal responsibility in case of AV car accidents. To assure the safety of AV, AV and mode of operation were defined for more clear interpretation and application of law, and basic safety standards for AV were presented. In addition, the obligation of insurance and the liability for damages were defined, and the possibility of immunity from the criminal responsibility was examined. Furthermore, I have examined the penalties for penalties such as hacking in order to secure the effectiveness of the Act. Based on these discussions, I have attempted the 'Autonomous Vehicles Act', which aims to provide a basis for new discussions to be held on the basis of various academic fields related to the operation of AV and related industries in the future. Although there may be a sense of unurgency in time, the automobile industry needs time to prepare for the regulation of the AV ahead of time. And a process of public debate is also needed for the ecosystem of healthy AV industry.
Recently, the importance of research and development for technological innovation is increasing. The rapid development of research and development has a number of positive effects, but at the same time there are also negative effects that accelerate crimes of information and technology leakage. In this study, a research security level measurement model was developed that can safely protect the R&D environment conducted at the organizational level in order to prepare for the increasingly serious R&D result leakage accident. First, by analyzing and synthesizing security policies related to domestic and overseas R&D, 10 research security level evaluation items (Research Security Promotion System, Research Facility and Equipment Security, Electronic Information Security, Major Research Information Security Management, Research Note Security Management, Patent/Intellectual Property Security Management, Technology Commercialization Security Management, Internal Researcher Security Management, Authorized Third Party Researcher Security Management, External Researcher Security Management) were derived through expert interviews. Next, the research security level evaluation model was designed so that the derived research security level evaluation items can be applied to the organization's research and development environment from a multidimensional perspective. Finally, the validity of the model was verified, and the level of research security was evaluated by applying a pilot target to the organizations that actually conduct R&D. The research security level evaluation model developed in this study is expected to be useful for appropriately measuring the security level of organizations and projects that are actually conducting R&D. It is believed that it will be helpful in establishing a research security system and preparing security management measures. In addition, it is expected that stable and effective results of R&D investments can be achieved by safely carrying out R&D at the project level as well as improving the security of the organization performing R&D.
Lignocellulosic biomass is a renewable resource for production of biofuels and biochemicals. Furfural (FF) is an important platform chemical catalytically derived from the hemicellulose fraction of biomass. Tetrahydrofurfuryl alcohol (THFA) is a FF derivative and can be used as an eco-friendly solvent with thermal and chemical stability. Despite large numbers of experimental studies for catalytic conversion of FF to THFA, few research have conducted on the economic feasibility for large-scale THFA production from FF. At the stage of assessment of the potential for commercialization of conversion technology, a large-scale process study is required to identify technological bottleneck and to obtain information for solving scale-up problems. In this study, process simulation and technoeconomic evaluation for catalytic conversion of FF to THFA are performed, as the following three steps: integrated process design, heat integration, and economic evaluation. First, a large-scale process including conversion and separation processes is designed based on experimental results. When the FF processing rate is 255 tonnes per day, the FF-to-THFA yields are 63.2~67.9 mol%. After heat integration, the heating requirements are reduced by 14.4~16.4%. Finally, we analyze the cost drivers and calculate minimum selling price of THFA by economic evaluation. The minimum selling price of THFA for the developed process are $2,120~2,340 per tonne, which are close to the current THFA market price.
This study presents a concept of technology trade network and management, and proposes a procedural method for optimally selecting the technology transferor when a technology transferee needs to buy a specific technology. We develop a technology trade network where technology supplier, technology marketer, and technology transferee are informatively linked. And a technology trade management consists of three step of estimating technology, trading technology, and commercialization technology. Technology transferees could import the best appropriate technology which they want through these technology network method and cost optimization method. And we hope that these methodologies can be used in selecting new technology. A methodology can be classified into an estimating technology process and a choice of technology supplier process. In an estimating technology process, we calculate the technology similarity quantitatively through developing method of estimating technology which is focused on its technological characteristics. After defining the related cost of technology introduction, we suggest goal programming model to find a solution which can be acceptable both maximizing the technology similarity and minimizing the cost of technology. And suggested model is verified with a supplier selection problem of next generation tanks.
University-to-industry technology transfer has become an increasingly important issue in recent years. Studies on technology transfer and commercialization evolved to diverse knowledge transfer channels. Among them, university spin-off is not only known as the most direct and tangible method but also suitable for effectively transferring tacit knowledge. Much of the studies on university spin-offs are mostly focused on macro-level but studies using the individual professors as their unit of analysis need better understanding as well. This paper investigates why the speed of university spin-off formations differ among individual professors drawing on the resource-based view. Utilizing data of 149 professors in 25 universities who formed spin-offs, Cox regression results suggest that professors' technological research capabilities, academic research capabilities and financial resources promote university spin-off formations.

this study, an expert AHP questionnaire analysis of public and private groups was conducted to take into consideration the requirements for realistic disaster services. Considered are public areas that manage disasters like fires and earthquakes that can be a major threat to national safety, as well as private areas that mainly develop disaster-related technologies. In the questionnaire, the public respondents valued accurate disaster situation information (ranked 4th and 6th) for citizens (1st), managers (3rd), and related organizations (2nd); the private sector highly valued the importance of three-dimensional (3D) control (ranked 1st, 3rd, and 5th) using future technologies. This study suggests the realization of a disaster-response service that meets the needs of public safety and technological innovation based on a 3D safety state information platform. We anticipate that this study will provide useful data for applying technology and for establishing detailed scenarios during the test bed and commercialization phases. We also expect that further studies will be conducted, such as the practical application and operation of realistic disaster response services, on the financial resources for the proliferation of local governments, and on policy support measures.
The purpose of this study is to determine the effect of R&D learning organization activities of domestic small and medium-sized businesses on economic/technological results. This study, through investigation on preceding studies of domestic and foreign learning organization researchers, examined the definition, characteristics, and deteriorating factors of learning organization, and learned dependent variables, which are the definition of organizational performance, and relationship between learning organization and organizational performance. Then it performed a survey targeting small- and medium-sized businesses in Gumi and grasped the relationship between R&D capability (study planning, vision goal adequacy, project management, commercialization of technologies) and learning organization capability (creation of constant learning opportunities, knowledge sharing and utilizing system, strategic learning leadership) by classifying them to seven independent variables, using regression analysis. Because this study grasped the effect of R&D learning organization activities on organizational performance, it is expected to promote forming R&D learning organization for active R&D activities and contribute to enhancing small and medium-sized businesses' recognition on the need of R&D activities.
In this paper, we discuss patent pool and a patent valuation scheme for fair royalty distribution among the patents in a pool. In the knowledge-based economy, intellectual capital-the accumulation of technology and know-how-is recognized as the most important source of company's competitive advantage and economic growth. By providing exclusive rights to patent holders, the patent system aims to encourage innovation-invention & commercialization of new technologies-in order to raise the standard of living. However, drawbacks of patent system, which occur as the number of patents issued increases rapidly and patent ownership is fragmented, may slow down the innovation efforts seriously. A promising solution is the patent pool approach, which was for instance employed by the U.S. congress during World War I to free the airplane manufacturers from the patent tangle by letting them license all the patents for a fee. It is necessary to figure out relative technological contribution of patent for fair distribution of royalty revenues among patent holders. The Rating/Ranking Method seems to fit to that valuation purpose. We examined technology valuation models from various organizations and selected a set of more influential valuation factors which can be incorporated as scoring criteria in the Rating/Ranking Method.
The Korean government is pursuing technological development through nearly every government agency, and Korea's growing R&D spending is yielding good results in many fields. With the country moving from the technology development stage to the demonstration stage, it is actively implementing testbed projects to demonstrate developed technologies and services. This is, however, not without problems. There is no consistent systematic system for the testbed projects because government agencies compete against each other in the planning of execution of R&D: they do not work together. The most serious problem is that both testbeds and developed technologies die out due to poor operation management after the completion of test projects. Research should, therefore, be done on operation management and commercialization. However, the government still does not consider the system after the test: it focuses on building testbeds to verify developed technologies. This study intends to determine the basic orientation of operation management to ensure maximum performance, efficiency, and continuity of national projects through intensive analysis of ongoing national R&D testbed projects and examination of success stories of operation management at home and abroad.
