The purpose of this study was to suggest an improvement plan ultimately to develop practical evaluation methods for national technical qualifications in the field of seeds and horticulture based on the National Competency Standards. Through this, national technical qualifications can be strengthened in terms of professionalism in the seeds and horticulture field. In order to conduct this study, the national technical qualification currently in use was matched to certain competency units and competency unit elements of National Competency Standards. We then visited an industrial site to understand the practical factors related to the technical, facility and equipment aspects of the seeds and horticulture industrial field, after which a practical evaluation exam was developed. Also, for a feasibility study, a pilot test assessment was conducted for students majoring in seeds and horticulture, with a survey also conducted with field experts and an advisory committee consisting of experts in seeds and horticulture. Based on the results, by suggesting an improvement plan for a practical evaluation method leading to better national technical qualifications in the field of seeds and horticulture, it was shown to be possible to improve knowledge, technical, and literacy aspects. This can lead to the training of outstanding technical professionals. Ultimately, the results here are expected to contribute to the improvement of the seeds and horticulture industry.
The purpose of this study is to suggest an improvement plan for the National Technical Qualification Practical Evaluation focusing on National Competency Standards. First, in order to strengthen practical techniques such as field abilities and expertise, practical evaluation methods were applied to the National Competency Standards, referring to a learning module focused on field performance. Second, an expert advisory committee in the field of organic agriculture was utilized to compare, analyze, and match the competency unit and competency unit elements of the National Competency Standards with the national technical qualification examination standards in field of organic agriculture. In addition, in order to identify work in progress in the industrial field, share professional practice skills, and analyze facilities and equipment, we visited an organic agriculture industry site. Through this, a practical evaluation exam was developed. Subsequently, in order to confirm the adequacy of the developed exam, the pilot test assessment was conducted for those majoring in organic agriculture. Finally, as a feasibility study, a survey was conducted. Based on the results, greater technical job competency in the field of organic agriculture will contribute to strengthening knowledge in this field by suggesting an improvement plan for the national technical qualifications practical evaluation method in the field of organic agriculture.
Purpose: This study aimed to determine the core competencies for 119 emergency medical technicians (EMTs) and to provide evidence for the development and utilization of 119 EMTs, education and training programs. Methods: Data were collected with a questionnaire that consisted of items on the general characteristics of the subjects (8 items) and importance and satisfaction levels for 10 competencies, including 34 items on subfactors. The Borich Needs Assessment Model was used in designing the questionnaire. A locus for focus model was used to derive the top priority competencies for the improvement of core competency in the profession. Data were analyzed with by SPSS ver.21 (IBM, Armonk, NY, USA). Results: The core competencies for 119 EMTs were derived from technical competency, information competency, communication competency, problem-solving competency, self-development competency and interpersonal competency. In addition, among the sub-factors of these competencies, 16 abilities (including leadership), ability to apply technical knowledge, technical comprehension, conflict management ability, ability to create documents, problem handling ability, ability to think, technical selection ability, and computer literacy were included in the priority category. Conclusion: This study derived and presented the core competencies for 119 EMTs to enable them to meet the modern day requirements of their roles, which may contribute to enhancing their professionalism.
The purpose of this study is to suggest an improvement plan for the practical evaluation method used to determine the national technical qualification in field of flower design to improve its development. First, an advisory committee was formed, after which comparisons, an analyses and matching were conducted of the currently used national technical qualifications and competency units and the competency unit elements of the National Competency Standards in an effort to strength practical skills and industrial field abilities in the field of flower design. Second, we visited an industrial site to understand the practical and technical aspects as well as the facilities and equipment used in the flower design field. The status of workers in the industrial field in the field of flower design was then analyzed. Through this process, practical examination questions were developed for improve the evaluation method. In addition, to ensure a properly configured result, a pilot test was conducted involving those majoring in the field of flower design. To investigate the feasibility of the developed exam, a survey focusing on targets related to flower design was conducted. Based on the results, by suggesting an improvement plan for the practical evaluation method of national technical qualifications in the field of flower design, it is possible to improve knowledge, technical aspects, and literacy, allowing us to train outstanding technical professionals. In the end, this study can be expected to contribute to the improvement of the flower design industry.

The purpose of this study is to develop an engineer competency model using Analytical Hierarchy Process (AHP) to improve the national technical qualification system. Korea has managed technical human resources at the government level through the operation of a national technical qualification system that certifies engineers with national certificates or technical grades by laws. However, there have been increasing concerns that the government system is separated from global standards and does not reflect an engineer's comprehensive capabilities. For these reasons, the new architecture of the system has been continuously discussed and becomes a major policy issue of the Korean government. For the development of the engineer competency model, domestic and global models were separately structured using 554 valid questionnaires with a consistency ratio (CR) of 0.1 or less. The relative importance of engineer competency factors in a domestic model was career (0.383), qualification (0.253), academic degree (0.195), and job training (0.169) whereas the order in the global model was career (0.308), global ability (0.237), job training (0.175), domestic qualification (0.147), and academic degree (0.134). The results of AHP analysis indicated that the evaluation factors and methods recognized by engineers were different from a current government model focusing on domestic qualifications. There was also perceptual difference in the importance of engineer evaluation factors between groups depending on the type of organizations and markets. This means that it is necessary to reflect the characteristics of organizations and markets when evaluating engineer competency. Based on AHP analysis and literature reviews, this paper discussed how to develop a new engineer competency index (ECI) and presented two effective index models verified by simulation test using 59,721 engineers' information. Lastly, the paper discussed major findings of our empirical research and proposed policy alternatives for the improvement of a national engineer qualification system. The paper contributes to the management of technical human resources since it provides quantitative competency models that are objectively developed by reflecting market recognition and can be effectively used by the policy makers or firms.
The objective of this study is to suggest the effects of the fit between project managers' competency and leadership style on the performance of IT projects. Also, this study examine that the project duration among the project's characteristics moderates the impact of the managers' competency and leadership style on the performance of IT projects. As the results of analysis, we found that the participative leadership and the supportive leadership of project manager is affected by the human and the conceptual skills, and the directive-achievement leadership is affected by the technical skills positively. The project duration moderates the impact of the fit between the participative leadership and the technical skills. and the fit between the directive-achievement leadership and the technical and the human skills positively.
In the modern society, as development innovative technology consumers could access various information. It make consumers empower in the market, and information asymmetry problem were solving more and more. In the technical information, however, there are still information asymmetry because technical information is very difficult to understand, and those are related with professional knowledge such as financial information. This study used the dataset which was collected to track Korean consumers consumption index by KCA(Korea Consumer Agency) which included consumer's problem experience at financial field. The results are followings. Firstly, consumers want to get exact and important information to decide purchase or not and comparative information in technical information area. Secondly, age is the influence variable to experience more problems in technical information section. Thirdly, consumer's subjective financial competency is major influence factor to reduce problem experience.

The purpose of this study is to provide a theoretical basis for future studies by systematically integrating existing empirical studies that examine the relationship between the entrepreneurs' competencies and business performance. As the results of empirical studies examining the relationship between the entrepreneurs' competencies and business performance are mixed, this study tries to derive different results from individual studies through meta-analysis into standardized statistics(effect sizes). To accomplish the purpose, this study developed hypotheses about the positive effects of the entrepreneurial competencies including opportunity recognition competency, managerial competency, technical-functional competency, strategic competency, and relationship competencies on the business performance through theoretical reviews of the literature. Also, this study conducted meta-analysis with 15 sample data using open source based statistical program 'R'. The results of this study are as follows. The opportunity recognition competency, managerial competency, technical-functional competency, strategic competency, and relationship competency were found to significantly affect financial business performance. Also, each of the factors had a moderate effect size on the performance. Among these competencies, the most effective factor was the strategic competency, followed by the opportunity recognition competency, technical-functional competency, and relationship competency. There is still no study using meta-analysis on the relationship between the entrepreneurs' competencies and business performance in South Korea. Therefore, the results of this study are expected to provide implications for developing the theoretical basis of future studies.

This study identified the problems of the current technical education for beginner technical personnel engaged in CM companies, and suggested improvement plans for the problems. The item 'difficulty in improving practical practical skills' appeared the highest, and responses to the items 'insufficient educational programs to improve individual competency' and 'education contents do not keep pace with technological development or the trend of the times' As for improvement measures, 'expanding educational programs to strengthen practical skills' was the highest, followed by responses to 'expansion and systematization of online education' and 'diversification and segmentation of educational contents of each educational institution' appeared high.
Objectives: This study aims to investigate and analyzed the priority of vocational core competency factors in dental hygienists in Gwangju. Methods: Expert survey was conducted and Analytic Hierarchy Process(AHP) was applied to evaluate the weighting factors. First, we established the vocational core competency defined in NCS as AHP analysis model. The vocational core competency has 10 categories and 34 sub-categories. Secondly, AHP survey was conducted by 195 dental hygienists in Gwangju. Finally, the weights representing relative importance of each factor were calculated by using AHP method. Results: The AHP analysis on 10 categories showed that the weighting of interpersonal skills(0.165) was higher than any other categories while that of numeracy(0.035) was at the bottom, and the analysis on sub-categories revealed that the most important factors in each categories included the teamwork skills(interpersonal skills), problem-solving capability(problem-solving skills), listening skills(communication skills), ethical community(professional ethics), ability to understand business(ability to understand organizational structure), applicable technical skills(technical skills), self-management skills(self-development capability), information processing capabilities(information capacity), ability to manage time(resource management capabilities) and basic math skills(numeracy). Conclusions: The results in this study can be used as basic data for the development of liberal arts curriculum for dental hygiene education.
