  • Most real world design evaluation and risk-based decision support combine quantitative and qualitative (linguistic) variables. Decision-making based on conventional mathematics that combines qualitative and quantitative concepts always exhibit difficulty in modelling actual problems. The successful selection process for choosing a design/procurement proposal is based on a high degree of technical integrity, safety levels and low costs in construction, corrective measures, maintenance, operation, inspection and preventive measures. However, the objectives of maximising the degree of technical performance, maximising the safety levels and minimising the costs incurred are usually in conflict, and the evaluation of the technical performance, safety and costs is always associated with uncertainties, especially for a novel system at the initial concept design stage. In this paper, a design-decision support framework using a composite structure methodology grounded in approximate reasoning approach and evidential reasoning method is suggested for design evaluation of machinery space of a ship engine room at the initial stages. It is a Multiple Attribute Decision-Making (MADM) or Multiple Criteria Decision Making (MCDM) framework, which provides a juxtaposition of cost, safety and technical performance of a system during evaluation to assist decision makers in selecting the winning design/procurement proposal that best satisfies the requirement in hand. An illustrative example is used to demonstrate the application of the proposed framework.

  • Recently, resettlement problems of low income groups in the urban regeneration area have been issued in Korea because they have no capability to purchase (or lease) redeveloped housing (or apartment). There are several approaches for supplying affordable housing and one of these is the bidding system which can reduce construction cost. However, the lowest bidding system has many problems such as dumping and substandard quality. In this context, this study proposed bidding system based on technical proposal applying the concept of the lowest total combined bid price for optimization of bid price, reduction of construction cost and period, and maintenance of suitable quality. This bidding system embraces the best value and cost plus time concept on the basis of an improved lowest price bidding system. It consists of the following components: work unit based, project unit based, and period reducing technical proposals. The proposed bidding system for determining bidders are designed to evaluate the adequacy of each technical proposal in the order of the combined minimum price in an effort to effectively optimize bid prices and reduce the construction periods, as well as to maintain a minimum appropriate quality.

  • In this paper, survey of technical methods for protecting intellectual properties and proposal of art works plagiarism detection are accomplished. For this, in this paper, a survey of technical methods for inspecting of program source code plagiarism, analysis of natural languages plagiarism types and existing inspection methods are accomplished Also, author verification system and plagiarism detection about ancient literatures or art works is proposed because of ancient literatures or art work are important in the aspect of cultural properties control, protecting of author's intellectual property and owner's property estimation.

  • Proposal assessments for new weapon system development such as C4I system have been applying a qualitative assessment. The main problem of qualitative assessment is that the results vary depending on the evaluator's subjective preferences and priorities. Also, if there is no discrimination of technical skills degrade, the company will be selected by bid price regardless of technical power. In order to making a fairness, We need a method to compensate for the evaluator's subjectivity and to enhance discrimination. Previous standardization method is limited because targets of the proposal assessment are minority and have similar skill level. So, The new standardized evaluation methods applicable to the proposal was presented. This way is using the priority instead of the score and has better performance than existing methods as the target numbers are smaller.

  • Medical devices separated by a committee of the International Electrotechnical Commission IEC TC (Technical Committee) 62 medical electrical equipment being promoted by the International standards. Actually, a lot of standards were existed, but many national and international standards for medical devices were lacking in practical standards that can be applied to their development. Most international standards were focused in electrical and mechanical safety of medical devices. Therefore, there were few practical standards which contain essential performance evaluation. Although medical device regulations do not enforce a fixed lifecycle model, activities are presented in a sequential manner, thus hinting at a waterfall process. Meanwhile, for a decade or more, software teams have benefitted from agile development methods. Several medical device manufacturers have adopted agile practices while keeping development in compliance with regulations, but conflicts arise and decisions have to be taken in favor of agility or formality. However, if there are new practical standards of medical devices, it must be possible to promote the medical devices industry in their nation. To do this, there is a need to develop a new standard could apply to the international market through the analysis of the medical device related technology. Consequently, new standards such as NP (New proposal) or NWIP (New Work Item Proposal) should be developed through international standardization of medical device technology.

  • The damage by Debrisflow is occurring repeatedly recently by influences of abnormal climate changes. To reduce damage of Debris flow, primarily establishes the suitable measures and apply, in order to do that it is important for investigate the actual condition of Debrisflow.   • This paper studied technical investigation of effective operation and methodology for technical combination in south and north korea. For harmonious transportation on railroad system, the system of trans-korea railroad investigated on each part(system, Rolling stock, Cartenary & Electricity, Signal and Track etc). Though it isn't show many difference on railroad system, we can show some difference on rolling stock, track and signaling system. For the effective and competitive operation on south and north korea, Many problem investigated and proposed alternative proposal for selecting of rolling stock(diesel or electric), track and signaling improving for speed-up and compatible system at AC and DC system.
