It was 1976 when the preparation of consolidated financial sheet was first prescribed in this nation. Since then, the prescription has been revised several times. Revised in April 1992, enforcement regulations of the Securities Exchange Act provided that every listed corporation has its consolidated financial sheets and an auditor's opinion about them attached to its business report. In other words, the outside audit of consolidated financial sheets became inevitable. The Act of the Outside Audit of Corporation was revised in December 1993 to provide that all corporations must prepare consolidated financial sheets and receive the outside audit of the documents beginning their settlement of accounts in December 1994. In case of overseas corporations, consolidated financial sheets and the Equity Law have been applied since their settlement of accounts in December 1995. Now those sheets must be prepared by all local and overseas corporations that involve relations of governance or dependence. The preparation and public notification of consolidated financial sheets has been settled as a system. This nation has not yet introduced consolidated tax return using consolidated financial sheets. Such tax return system is already being used by most of the world's economic powers such as U.S., Europe and Japan. This study shows that reduction in corporation tax is the biggest reason for avoiding consolidated tax return system, even though the system can facilitate the settlement of consolidated accounting. Consolidated tax return, which is being implemented in about 20 countries including U.S., needs to be introduced by this nation where consolidated financial sheets are publicly notified.

This study is to consider the current status of e-payment of local tax, one of the e-business models between Government and Customers(G2C) which is designed for the implementation of e-Government, and to present the activated policy for e-payment of local tax. For the survey, the complete enumeration is conducted through the questionnaire survey with those people who have used the e-payment tax system in C county and interview with those officials who are in charge of tax affairs in 232 local autonomies in Korea. As the system introduction status is viewed, the e-payment of local tax system is operated in 196 cities and counties in nation-wide but it has shown big differency in the extent of utilization according to regions. And the way of system operation is varied and the age bracket of those users is mainly comprised of 30's. In sum, a severe gap among taxpayer's age group, regional difference, and the lag of information in the system infra is appeared. But users consider this system to be settled as a new tax-payment system, and the good prospect is anticipated. As an activating policy for the e-payment of local-tax, some measures-providing incentives to those users of e-payment of tax system, improving the operating system, and enhancing the information education for taxpayer's-are needed to be taken. Hereafter, in-depth study on the e-payment tax system which is planned for the realization of e-Government is expected through a more systematic and scientific approach to this field.
Previous process for issuing and messaging tax-invoice needs too much cost and has risky problems such as loss or forgery. A rule for an electronic tax-invoice can make up for the weak points. In the tax-invoice system based on web environment, the messaging electronic tax-invoices is more important than the issuing it. Therefore, a messaging system should be developed for submitting tax-invoice efficiently and safely. In this paper, we implement an electronic tax-invoice messaging system based on Hermes 2 which is an open source framework for electronic document messaging.

Recent academic studies have investigated book-tax differences as an indicator of earnings management. Tax accounting texts claim that the differences between pre-tax financial reporting earnings and taxable income can provide information about current earnings, and the large differences between book and taxable incomes are an indicator of low-quality financial reporting earnings. This study investigates the effect of internal control system over book and tax difference using the KOSPI and KOSDAQ firms from 2006 to 2008. The empirical findings are consistent with a weakness of internal control system being associated with higher book-tax difference. That means a firm which has material weakness in the internal control system allows for more malpractice. In addition to this, If the managers tries to the efficient tax decrease strategy, book-tax difference can be large. Which in turn leads us to observe a positive relation between the weakness of internal control system and intensity of book-tax difference. Overall, we interpret this evidence as indicating that the failure of the internal control system can effect not only investors and creditors but also tax authorities. And It emphasizes that a more effective internal control system linked with sound corporate governance.
As the e-Commerce based on the XML technology is getting bigger, user authentication, integrity, non-repudiation and confidentiality has become important for security. Since the XML technology is widely used for exchanging information among the Internet e-business systems, the security of XML documents is essentially required and XML digital signature should be supported. To support the digital signature of XML documents, W3C proposed the XML-Signature specification as an international standard that describes five transform algorithms. In this paper, we design and implement a XML/PKI based digital tax invoice system. Our system supports the five transforming algorithms defined in the XML-Signature specification and exchanges digital tax invoices among enterprises securely. We design and implement the flexible and efficient system consists of reusable components using CBD(Component Based Development).
In this study, domestic academic journal papers on tax compliance, tax consciousness, and faithful tax payment (hereinafter referred to as "tax compliance") were comprehensively analyzed from an interdisciplinary perspective as a representative research topic in the field of tax science. To achieve the research purpose, topic modeling technique was applied as part of text mining. In the flow of data collection-keyword preprocessing-topic model analysis, potential research topics were presented from tax compliance related keywords registered by the researcher in a total of 347 papers. The results of this study can be summarized as follows. First, in the keyword analysis, keywords such as tax investigation, tax avoidance, and honest tax reporting system were included in the top 5 keywords based on simple term-frequency, and in the TF-IDF value considering the relative importance of keywords, they were also included in the top 5 keywords. On the other hand, the keyword, tax evasion, was included in the top keyword based on the TF-IDF value, whereas it was not highlighted in the simple term-frequency. Second, eight potential research topics were derived through topic modeling. The topics covered are (1) tax fairness and suppression of tax offenses, (2) the ideology of the tax law and the validity of tax policies, (3) the principle of substance over form and guarantee of tax receivables (4) tax compliance costs and tax administration services, (5) the tax returns self- assessment system and tax experts, (6) tax climate and strategic tax behavior, (7) multifaceted tax behavior and differential compliance intentions, (8) tax information system and tax resource management. As a result, perceived availability and perceived usefulness were playing roles as mediums on the process of accepting an tax electronic document system, and information quality of the electronic document system turned out to influence on perceived availability and perceived usefulness. And perceived availability turned out to influence on perceived usefulness. This suggests that the more tax officials feel comfortable in using an tax electronic document system, the more useful they perceive it is.
In this paper, it is indicated that, currently, foundation of small and medium businesses is generally increasing in number, but the establishment of manufacturing companies is very slow. This is because of many factors interfering with promotion of the opening of small and medium businesses such as endless bakruptcies of the businesses and uncertain perspective. Therefore, it will be expected to encourage people to start business and activate establishment of small and medium sized manufacturing companies by improving tax support systems and providing tax support information services for founed companies and foundation supporting companies.

Taxes are levied in almost every country, primarily to raise revenue for government expenditures. This study explores factors influencing tax compliance of small- and medium-sized enterprises (SMEs) in Vietnam. Data from 376 SMEs, who are business taxpayers, were collected through a researcher-administered questionnaire survey method. The results indicate that six groups of factors have significant impacts on tax compliance among Vietnamese SMEs. These groups include: Business characteristics (BC), Characteristics of accounting practices within organization (AP), Awareness of tax obligations (TO), Tax policy (TP), View on tax compliance (TC), and Probability of tax examination on taxpayer compliance (TE). Multivariate analysis was adopted; Cronbach's alpha coefficients were calculated, then, Exploratory Factor Analysis (EFA) was used. The findings show that, among these six factors, the most influential is Characteristics of accounting practices (AP). Thus, it is recommended that tax agencies should help SMEs improve their accounting skills and increase their knowledge by organizing training workshops and short courses on taxation. SMEs also need to have an adequate accounting system in accordance with principles and standards prescribed by the Tax Law. It is expected that this study can provide important insights and understandings to policy-makers, practitioners, academicians and other regulatory authorities in tax policy formulations.
