This study examines the social recognition of teachers' treatment and teaching profession through the comparison and analysis of the teachers' remuneration systems in the Republic of Korea(hereafter, Korea) and Canada. For this purpose, literature review and qualitative research were conducted. As a result of comparing and analyzing the orientation of teachers' remuneration systems in both countries and perception of teachers, the following differences were found. First, in terms of the management philosophy of the remuneration system, Korea emphasized the efficiency of the national competitiveness dimension, while Canada focused on the interrelationship with development of individual-oriented competency. Second, although the remuneration systems for teachers in both countries are quite different, they have aimed at establishing a reasonable remuneration system, which considers equality in common. But the position on equality was different between the two countries. In the case of Korea, equity was considered by comparing the pay scale with those of other government employees, while equity in Canada mainly had to do with gender equality. Third, the teachers of both countries regarded the sense of duty and ethics as important qualities of the teaching profession, and they recognized the social safety net as an indicator of their social status. However, there was a difference in attitude toward the teaching profession. In Korea, it was deemed to be a stable and socially desirable profession, but the entry barriers were quite high and the remuneration system was relatively rigid. In Canada, on the other hand, it was easy to enter the teaching profession and the remuneration system was far less rigid. But teachers were more likely to quit or take a second job, and their social status fluctuated.

This is a survey of the reserved book system in the pilot universities in Korea. We have surveyed only 22 university libraries among 29 pilot schools as of 1977, because of the differences in the library users, library organization, library facilities, and library materials between universities and colleges. In 1972, the Korean Ministry of Education developed a reformation plan for their higher education based on the teaching method of curriculum-oriented faculty instead of that of the faculty-oriented curriculum. The former puts emphasis on the cultivation of a student's thinking, creativity, and judgement through self-teaching to do a given assignment. The reserved book system in a college or university library is one of the most important methods necessary to accomplish the above educational aim. The survey used a questionnaire with 50 question on 28 items concerning the various aspects of the reserved book system in 22 pilot universities. the survey result discovered many problems needing correction. The following list describes the measures needed to correct the problems found in the pilot universities. 1. The management of a centralized reserved book system is much more effective and economical than the decentralized reserved book system when a university is located on the same campus. 2. In the university library, an independent reserved book department requires to gain the desired educational aims as compared with the reserved book room controlled by any other department in the library. 3. The reserved book system should not be adopted by all the departments at once but enlarged gradually, for it needs the understanding and support of faculty members and the university itself. 4. As competence is essential to the effective operation of the reserved book room, the university library should not place an unqualified person in charge of the reserved book department. 5. The librarian in charge of the reserved book department is required to do more professional works such as analysis of users, collection and analysis of syllabuses, maintenance of faculty member cooperation, establishment of measures to acquire unavailable materials, and drawing up an effective management plan. However, he is spending most of his time in clerical works, that is, non-professional works. 6. Three to five titles of each reserved book are considered reasonable and required materials should be shelved in proportion to the number of students, that is, one copy per eight or ten students if the materials are allowed to lend for two hours at a time. For the supplementary materials, the library needs to place two or three copies per subject. 7. Professors must select reserved books with care so that they can be used year after year. 8. Few universities are asking professors the number of class students and the date when the reserved material will no longer be needed on reserve. 9. The library should gather all the lists of reserved books from every professor at least three to five months before the courses open, because it takes a long time to obtain foreign materials. 10. It is desirable that the reserved book department should collect the lists and prepare the materials with promptness and consistency. 11. Instead of block buying, it is desirable to purchase reserved books at the time the library gets the reserved book list from the professors. The library should also inform faculty members whether it obtained each reserved book or not before the course open. 12. The library should make a copy of materials if a professor requires to reserve an out-of-print book or partial contents of a book, journal, and thesis. 13. An independent budger for reserved books from the budget for general materials is desired. 14. The shelf arrangement of reserved books by courses or professors under the same department is much more preferable than a classified arrangement. 15. While most of the universities adopted the open shelves system for all the reserved books, it is more effective and economical to take a compromise system, that is, closed shelves for requires materials and open shelves for supplementary materials. 18. Circulation of reserved books needs a different system between required materials and supplementary materials: two or three hours and/or overnight loan for the former and two and/or three days loan for the latter. 17. A reserved book room should be open a long time after class so that students can have sufficient time to use the room. 18. The library must take daily and monthly statistic as well as statistics on every aspect of the reserved book system in order that the library ma decide on policy and management of the reserved book room in collaboration with the university. Furthermore, regular reports on the use of the reserved book room should be made to the president and the executive council by the library to acquire their understanding and cooperation for the reserved book system. 19. Cooperation of faculty members is indispensable to the effective management of the reserved book department and it is desirable to make a committee which will fix various decisions about the system. Whenever the director of the library make his decision, he must consult with his staff in order to involve them earnestly in the operation of the system.
The Supreme Court stand in the position in specific lawsuit that it doesn't allow the discretionary not covered service, but recently in revocation suit of fine disposal that is imposed on medical fee of leukemia patient, it altered the existing adjudgement and admitted the discretionary not covered service exceptionally. It put forward the allowable condition roughly in that case. According as this alteration, it has become more important to embody the allowance conditions of exceptions. The Supreme Court presented three things, which are procedural condition, medical condition and subscriber's agreement. Concerning procedural condition, several present conciliation procedures are as follows: medical care benefit arret request, relative value conciliation etc, prior request on anti-cancer drug among chemicals which exceed acceptance criteria, request of non benefit object on common drugs. To be granted the existence of those system, there should be no obstacle to use that. Even if it were so, we should take circumstances into consideration; individual situation is unescapable concerning substance and urgency of the discretionary not covered service, process of the procedure, time required etc. Regarding medical condition, safety and effectiveness will be verified through evaluation procedures of new medical skill. About the necessity, the Supreme Court made clear through a sentence that it allow the discretionary not covered service, in case that needs to treat a patient out of the standard of medical benefit. Strict interpretation is right and it answer the purpose of the sentence that the supreme court permit the discretionary not covered service, exceptionally. We need to differentiate medical necessity and medical validity. Subscriber's agreement should holds true if it entails full explanation, and if it is preliminary, explicit and individual. On this account, it should be difficult to admit that someone agree effectively when he call for the affirmation that he is recipient of medical care. Reasonable expense needs to be a part of review whether the agreement is valid. Meanwhile If we adjust system of medical expense and eventually reorganize a fee for consultation payment system (Fee-for-service controlled by item to DRG (Diagnosis Related Groups)), controversial area of the discretionary not covered service will be decreased and that will guarantee the discretion of the doctor.

This study aimed at choosing the urban community parks such as D Kjin, Chungang, Dosan Park as the target place for this study, and at analyzing the damage level of the pavement surfaces focusing on the spaces and the materials. We devided the damage level within $1.5\times$1.5m grid int the grade from one to five points, and made use of the method of giving marks to get hold of the damage level of the pavement surfaces. Especially we took and analyze Duncan test for the spaces suffering severe damage. The result is as follows : 1. The damage of unenenness turned out to be a most excessive damage in the damage level according to the pavement materials in case of D kjin, and Chunggnag Park. Especially the concrete blocks proved to be the exessive damage in comparison with the other pavement materials, and the demolitional damage of the damage types to the most severe damage. The corner damage turned relatively out to be a heavy damage in case of Dosan Park in Seoul. 2. In the event of the damage level of pavement surfaces according to the spaces, the space which was made the more use of and which was the more concentrated, turned out to be the degree of the more excessive damage. 3. We took the Duncan test to verify the deference of the damage type between the spaces and the pavement materials of the target places for survey. The result of verification was that there was no difference of the damage type between the corner and block damage itself in case of the enterance area and the square of D kjin Park in Ch nju, and that the damage level of the pavement materials proved to be the more execssive damage than that of the spaces. The corner damage of Chungang Park in Hj ngju, showed the same result as D kjin Park in Ch nju and the uneveness didn't have any difference of damage type in all spaces. In case of Dosan in Seoul, the damage of crevice, demolition, and pumping didn't have any difference of damage type and the damage of the cross area was the most high. In conclusion, we proposed that we should get hold of whether the cause of pavement damage is caused by the defect of materials of by the construction problem including the foundation, or the unsuitableness of the method for using the pavement materials, and also that we should take a sensus of the user type and should decide a suitable design load and the necessary thickness of the pavement materials. In this study, not only we aimed at the external damage of the materials, but we tried to propose rather reasonable and developed construction method by studying the material experiment, the foundation state, and the type of using the spaces and materials, and by examining into the fundamental damaged cause.

The government has been operating residential improvement projects through the "Act on the Maintenance and Improvement of Urban Areas and Dwelling Conditions for Residents" as a type of a remedial measure for deteriorated residential areas. However, in recent years, the residential improvement projects have experienced difficulties due to the effects of various factors including the slowdown in economic growth. After observing the depression in a number of projects, various studies have been carried out to investigate the causality and improve the promotion of the residential improvement projects. In the trend of research, this study aims to analyze the effects of land and building characteristics on the improvement projects of Busan Metropolitan City. The dependent variables of the study represent different phases of improvement project as specified in the "Act on the Maintenance and Improvement of Urban Areas and Dwelling Conditions for Residents". The independent variables represent land and building characteristics which refer to the criteria used in the designation process of maintenance area according to the act. The empirical analysis uses the ordered logit model. The results from the analysis suggest that geographical condition, factors related to the number of union members, factors related to the parcel price and condition of a location have impact on the promotion of the improvement project. The results of the analysis show that majority of the factors are related to the economic feasibility of the projects. Residential improvement project is a part of urban planning projects that rehabilitates deteriorated residential environment, and it is closely associated with the quality of life of public. Accordingly, we hope that such projects are reasonable and take effective approach to those with urgent needs rather than to focus on profitability. Also, potential administrative and economical loss should be avoided by taking necessary planning measures in advance.

In order to create a successful regional development model, there should be an effort to foster a strategic industry which boosts a geographical features of rural areas. Because, It must be clear that the strategic industry chosen between choice and concentration of the development of the local industry development which boosts the local economy revitalization. The local government should have continual concern and roles to fulfil political subjects and keep estimating about the possibility that there could be the sustainable development by Task Ahead of the local industry. This study's indicators were established for the adequacy evaluation of the industrial policy by focusing on domestic regional development's success example. Next, Conjoint analysis was conducted on the Experts. On the basis of this analysis, the weights of indicators are derived. And this study suggest the reasonable evaluation system to take Sustainable industry plan of regional strategic. Consequently, 'Regional development' sector separate 3 categories which are 'Local economy', 'Human Resource Development', 'local marketing' and 9 indicators were derived. 'Industrial development' sector derived 9 indicators about 'Construction of infrastructure', 'Technical development' and 'business support'. Looking through the implications of this study. First, the problem needed to be supplemented based on the Diversity and concreteness of Evaluation system when government assesses regional industry development policy. Second, local government have to strategically consider the possibility of convergence between industries and easiness of network in a broad region. Finally, Foundation and support of the professional manpower and companies for the regional industries must be established.

The principle of dietary modification in the obesity and diabetes are controling total calorie control, and taking orderly meals, and restricting high calorie food. General exercise guidance will recommend to take precedence over the medical diagnosis, case history test before the exercise begins, and the beginning of exercise. It start with light excercise, and gradually enhance intensity The fundamental and effective cure of obesity and diabetes is aerobic exercise (as jogging, swimming, playing tennis, aerobic dancing). It is reasonable for exercise intensity to be 60~80$\%$ HRmax(50~70$\%$$Vo_2$ max) and for the duration to be 15~60minutes a day and frequency to be 3~6 times a week. Especially the exercise intensity may be changeable according to the, pattern of diabetes. The snack that contains carbohydrate during exercise will discontinue the exercise when insulin activity is reached on high peak, and it is a proper way taking 15~20g's carbohydrate contained food against possibility of the low blood sugar occurance after exercise, At last, it is much effective the exercise therapy is combined with the diet therapy for best diabetes treatment.
In the Republic of Korea, punishment of conscientious objectors is rising as a social issue once again. Large number of news articles on the punishment of conscientious objectors are updated on portal sites several times a day. The background for this phenomena is based on the disagreement between the Supreme Court and the Constitutional Court. The Constitutional Court has ruled that it is constitutional for the government to punish conscientious objectors who denied their service for religious belief according to the Clause 1 of the Article 88 of the Military Service Law. However, district courts have taken different stance in the lower instance. 6 rulings in 2015, 7 rulings in 2016, and 16 rulings in the first half of 2017 has declared the conscientious objectors as not guilty. At the same time, the issue is becoming more controversial as the Jeju District Court has made two different rulings on the punishment of conscientious objectors who denied their military service for religious belief. Therefore, the study aims to find out whether conscientious objection can be included as a reasonable cause under the Clause 1 of the Article 88 of the Military Service Law, and take thorough review on the interpretation and the application of Article 18 of the Human Rights Covenant by examining the rulings at the Supreme Court, Constitutional Court, and District Courts.

Geographic Information Systems(GIS) are very useful for spatial analysis and policy in local government administration. Recognizing the value of GIS, Chungnam province authorities put a spur on the introduction and development of it. But they have some difficulty in this process because of technical restraint, expertise shortage and budget limit. This study has surveyed current achievement and conditions for GIS development and presented general framework and subordinate tasks to build up GIS. First of all, there are a few prior conditions to guarantee the success of GIS: First, we should set up reasonable long-term plan and follow systematic procedures according to the plan. Second, it is essential to clarify what initiatively manage to whole business and so we should make up GIS-Board as an institutional center for this job. Third, we must research how to take advantage of already existing NGIS(National Geographic Information System), so that we may eliminate redundancy of investment. We can save a lot of finance and human resources through it. Fourth, we must focus on the importance of accurate mapping by utilizing new technology like GPS(Global Positioning System). Fifth, we should arrange efficient training program to constantly produce excellent human resources for GIS.
It becomes a common feature of business practices in International Trade to use a standard terms for the formation of their contracts. However, because of differences in legal systems, business practices and so on in their own countries, there have been many conflicts and disputes happening between parties concerned in International Trade. The CISG, which has long been used as the governing law in many cases of International Trade, could not be free from those conflicting issues in its usage and application. This study analyzes the "Black Letter Rules" which was adopted by CISG Advisory Council in 2013 to provide an effective way of resolving the conflicting issues regarding the inclusion of standard terms in International Trade Contracts under the CISG. This study scrutinizes, the relevant rules and requirements for the inclusion of standard terms into a contract. It also deals with the offeror's duty of making clear reference to the standard terms, transmitting the contents of standard terms to the other party. As the other rules for the inclusion of standard terms, this study reviews the principle of denying the inclusion of standard terms after the formation of contracts, exclusion of surprising or unusual terms, preference of individually negotiated terms to the standard terms, contra preferentum rule and preference of the "knock-out rule" to "last-shot rule" in resolving the issue of so called, "Battle of Forms." Lastly, on the basis of analyzed opinion, this study suggests the practical implications for the people working at International Trade-related business sector to facilitate International Trade.
