A Study on the Optimal EITC Program (근로장려세제의 최적 설계에 관한 연구)

  • Korea's public assistance system, represented by NBLS(National Basic livelihood Security), has disclosed critical problems despite the rapid increase in its budget, such as decreasing work incentive and deepening welfare trap. These typical problems of classical welfare system have been commonly witnessed in many other advanced countries. Therefore a number of efforts have been exerted to correct these problems by transferring the existing welfare system into a welfare-to-work(or workfare) system, and the most common one of such efforts is introducing the EITC(Earned Income Tax Credit)-type programs. They have already been implemented in many countries such as the USA, the UK and France, also Korean government decided to launch EITC program in 2009. This paper aims to propose some measures to improve Korean EITC program. For this, an optimization problem is constructed from the government's viewpoint. Optimal EITC program is defined to be a solution to the problem - a combination of phase-in rate, phase-out rate, and maximum credit that maximizes labor supply increase under a exogenously given budget constraint. Using a mechanism design analysis, we derive and characterize the optimal EITC program. Analysis results implies that Korean EITC structure needs to be modified so that phase-in rate is larger than phase-out rate and the upper limit of phase-out range becomes larger. Comparative static analysis results show that the feature of the optimal EITC program is sensitive to the change of income distribution, suggesting that if beneficiaries are categorized into different income groups, then it is desirable to apply distinctive EITC programs to each group.

  • 최근 인구의 과밀화와 이에 따른 지가의 상승 등으로 대표적인 주거용 빌딩인 아파트의 고층화가 급속하게 진행되고 있고 아파트에 설치되는 엘리베이터도 점차 대형화, 고속화 되고 있다. 실례로 15층 아파트의 경우 11인승, 60m/min의 엘리베이터가 일반적으로 사용되는 반면, 20층 아파트의 경우 17인승, 90m/min이 주로 사용된다. 이와 같이 엘리베이터의 용량과 운행 속도가 증가함에 따라 필연적으로 소음 및 진동 문제가 발생하게 된다. 특히 아파트의 경우 침실, 공부방 등 고도의 정숙을 요하는 생활 공간이 많고, 내부 공간의 활용도를 높이기 위하여 이들 방들이 엘리베이터 기계실 또는 운행 통로와 직접 접하여 있는 경우도 있어 이 경우 소음, 진동 문제는 아주 심각한 문제로 대두된다. 본 연구소가 측정한 방에 의하면 S신도시 L아파트의 경우 아파트 최상층 방에서 실내 소음도가 46dB(A), 벽의 진동가속도가 3.4mm/s$^{2}$(RMS)으로 나타났다. 진동의 경우 생활에 직접적인 악영향을 미칠 수준은 아니지만 소음의 경우 ASHRAE 권장 주택소음 기준치가 35dB(A) 이하임ㅇㄹ 감안하면 주거에 곤란한 수준이다. 수년전, 고층 아파트가 보급될 초기에는 아파트에 엘리베이터가 설치되어있다는 그 자체만으로 충분한 장점이 되어 다소음 소음, 진동문제는 큰 불만거리가 되지 않았지만 엘리베이터가 보편화된 지금에는 엘리베이터의 편리성만으로는 점점더 크게 요구되는 정숙성이 보상되지 않는다. 따라서 전반적인 아파트의 소음, 진동 문제에 큰 비중을 차지하는 엘리베이터에 의한 소음, 진동에 관하여 체계적인 연구가 필요하다. 이에 본고에서는 엘리베이터에 의한 아파트의 소음 및 진동에 관하여 그 현황, 원인 그리고 대책에 관한여 논하고자 한다.감 방법을 연구하였고, T.Sakai는 5자유도 모델을 이용하여 엔진 공회전시 발생하는 치타음에 대해 이론과 실험을 통해 해석하고, 엔진 회전수 변동, 클러치 특성, 변속기의 드래그(drag) 토크의 영향과 치타음 저감을 위한 개선된 클러치 특성을 제시하였다. 이 외에도 Thomas C.T.와 E.P.Petkus는 특정 차량에 대한 동력전달계의 비틀림 진동 현상에 대해 연구하였다. 이러한 연구들로 볼 때, 자동차 동력전달계에서 발생하는 진동은 이론과 실험을 통해 그 해석이 가능하며 설계에 매우 유용하게 이용되고 있음을 알 수 있다. 따라서, 본 연구는 4 실린더 4 싸이클 1.5 L 엔진을 장착한 경승용차의 실차 주행실험을 통해 가속 페달의 급조작에 따른 차체의 종진동 현상을 측정하고, 엔진-변속기-타이어-차체의 반환정계 4자유도 진동모델로 시뮬레이션을 수행하여 실차 주행실험의 결과치와 비교, 분석한 후 클러치 비틀림 특성을 비롯한 자동차 동력전달계의 각 설계인자들이 차체의 종진동에 어떠한 영향을 미치는가를 해석하고자 한다.be presented.LIFO, 우선 순위 방식등을 선택할 수 있도록 확장하였다. Anti-proliferative Effects of Atractylis lancea (Thunb.) DC. via Down-regulation of the c-myc/hTERT/Telomerase Pathway in Hep-G2 Cells

  • Atractylis lancea (Thunb.) DC. (AL), an important medicinal herb in Asia, has been shown to have anti-tumor effects on cancer cells, but the involved mechanisms are poorly understood. This study focused on potential effects and molecular mechanisms of AL on the proliferation of the Hep-G2 liver cancer cell line in vitro. Cell viability was assessed by MTT test in Hep-G2 cells incubated with an ethanol extract of AL. Then, the effects of AL on apoptosis and cell cycle progression were determined by flow cytometry. Telomeric repeat amplification protocol (TRAP) assays was performed to investigate telomerase activity. The mRNA and protein expression of human telomerase reverse transcriptase (hTERT) and c-myc were determined by real-time RT-PCR and Western blotting. Our results show that AL effectively inhibits proliferation in Hep-G2 cells in a concentrationand time-dependent manner. When Hep-G2 cells were treated with AL after 48h,the $IC_{50}$ was about 72.1 ${\mu}g/mL$. Apoptosis was induced by AL via arresting the cells in the G1 phase. Furthermore, AL effectively reduced telomerase activity through inhibition of mRNA and protein expression of hTERT and c-myc. Hence, these data demonstrate that AL exerts anti-proliferative effects in Hep-G2 cells via down-regulation of the c-myc/hTERT/telomerase pathway.

A Study on Pyrolysis of Cellulosic Organic Solid Wastes (셀룰로오스질 유기고형폐물의 열분해에 관한 연구)

  • Cellulosic organic solid wastes such as bark and sawdust, and filter papers as a pure cellulose were pyrolyzed at $300^{\circ}C$ under nitrogen current and mixed current of nitrogen and air. Amounts of condensates collected in air, water, and dry ice-acetone cooling traps, noncondensable gases, and carbonized residues were surveyed. The components of volatile liquids condensed in dry ice-acetone trap were separated by means of gas chromatograph and identified by retention times and syringe reactions. Pyrolysis under nitrogen current produced 13.4∼29.6${\%}$ of tar, 0.01∼0.12${\%}$ of aqueous liquids, 0.24∼1.43${\%}$ of volatile liquids, 9.84∼42.41${\%}$ of noncondensable gases, and 44.0∼65.81${\%}$ of carbonized residues. Pyrolysis under mixed current decreased tar and condensable liquids, but increased noncondensable gases.Volatile liquids collected under nitrogen current separated into the same 19 components by Porapak Q column regardless of the materials and only difference among materials was relative amounts of components. Volatile liquids collected under mixed current separated into six components and mainly lower molecular weight compounds such as methanol and formaldehyde were produced. According to the retention times and syringe reactions, methanol, formaldehyde, acetone, acetaldehyde, acetic acid, and three other compounds presumably containing hydroxyl group in the molecular structure were identified out of 19 compounds.

Experimental Evaluation of an Analytical Method for Chlorofluorocarbons (CFSs) in Air and Water Using Gas Chromatography (가스 크로마토그래피를 이용한 대기와 물시료의 CFCs(chlorofluorocarbons) 분석법의 실험적 평가)

  • CFC(CFC-12, CFC-11 and CFC-113) analytical system for air and water was constructed using a customized purge and trap extraction device and a gas chromatograph with an electron capture detector. Sampling methods of air and water for CFCs were also established. The analytical system was experimentally optimized to result in reproducibilities of triplicates less than 2% for current air samples and less than 5% for groundwater samples with CFC-12 concentration of 160 to 180 pg/kg, and verified with respect to the CFC system in USGS, which showed analytical results were in agreement within 10%. CFCs in air were monitored at three sites over 19-month period in the central part of South Korea, and the result indicates no significant local sources of CFCs in those areas. For groundwater in Jeju Island, CFCs were measured over a year with a two-month interval. The time-series data showed seasonal fluctuations which could be interpreted by the effect of recharge pulse derived from large amount of rainfall during monsoon period with a few month delay, which indicates high permeability of basaltic rocks in Jeju Island.

Summer Patterns and Diel Variations of Fish Movements Using Fish Trap Sampling Technique in the Juksan Weir (죽산보의 어도에서 트랩 샘플링 기법을 이용한 하절기, 일주기별 어류 이동성 평가)

  • The objective of this study was to evaluate seasonal patterns and diel variations of fish movements in the Juksan Weir which was constructed in 2010 at the down-stream of Yeongsan-River watershed. For this study, we monitored day-and-night movement(24 Hr cycle) and seasonal fish migration(June ~ August) patterns in 2011 along with species compositions and abundances depending on the locations of the traps within the fishway. Total number of species sampled was 14 and the total number of individuals was 1,263 with only the size-fractions(as total length) of the fish < 20 cm during the study. Seasonal analysis of fish movement in the fish way showed that highest frequency in the movement occurred in June - July, which is closely associated with a spawning peak season. The most dominant species using the fishway was Squalidus chankaensis tsuchigae, and this species turned out to be 26.9% of the total in the use rate of fishway. Daily monitoring of fish movements showed that most frequent movements occurred between 18:00 PM and 21:00 PM when the fish have a feeding time generally. The migratory fish were not found in the fishway during the study. Mean current velocity during the study $0.42{\pm}0.02ms^{-1}$(n = 42), and there were no significant statistical differences(p > 0.05) among the daily and monthly velocities in the fishway. The use rate of fish passage, in terms of fish species, was 48%, compared with total sampling of fish species(29 species) at the down-river regions during the same period, indicating a low use rate. Further continuous long-term monitoring should be conducted to evaluate the impacts of the weir construction in the river.

Effect of Saururus Chinensis in RANKL-induced Osteoclast Differentiation (삼백초 추출물이 뼈 파괴세포 분화에 미치는 효과)

  • Balance between bone-forming osteoblasts and bone-resorbing osteoclasts is important in bone homeostasis. Unusual balance between bone-forming osteoblasts and bone-resorbing osteoclasts leads to bone diseases, such as osteoporosis. Saururus chinensis has been widely used in oriental medicine. Saururus chinensis has been known that has antioxidant and anticancer effect. But, the effect of Saururus chinensis in osteoclast differentation remains unknown. We examined the effect of Saururus chinensis in receptor activator of nuclear factor-${\kappa}B$ ligand (RANKL)-induced osteoclast differentiation. From the results of our study, we found that saururus chinensis clearly inhibited RANKL-induced osteoclast differentiation in bone marrow macrophages (BMM) in a dose dependent manner without toxicity. Saururus chinensis inhibited the phosphorylation of JNK, P38, AKT, and ERK induced by RANKL. The mRNA expression of NFATc1, TRAP, and OSCAR induced by RANKL was inhibited by Saururus chinensis treatment. Moreover Saururus chinensis suppressed the protein expression of c-Fos and NFATc1 in BMMs treated with RANKL. These results suggest that Saururus chinensis may be a useful drug in the treatment of bone-related disease.

First Record of a Velvetfish, Cocotropus masudai (Scorpaeniformes: Aploactinidae) from Korea (한국산 풀미역치과 어류 1미기록, Cocotropus masudai)

  • A specimen of Cocotropus masudai (41.2 mm in standard length), belonging to the family Aploactinidae, was firstly collected from the eastern coastal waters of Jejudo Island, Korea by using a fish trap in July 2011. This species is characterized by having the following morphological traits: XII, 9 dorsal fin rays; I, 8 anal fin rays; 12 pectoral fin rays; I, 3 pelvic fin rays; five preopecular spines; five sensory pores present on lower jaw and isthmus tip beyond fifth sensory pore. This species is similar to C. izuensis except for the number of preopercular spines (five in C. izuensis vs. four in C. masudai) and the anterior position of the isthmus (well beyond the fifth lower jaw sensory pore vs. the tip mostly reaching to the pore). In Korea, C. masudai can be easily distinguished from the Erisphex pottii in having the dorsal fin with nine soft rays (vs. 10~14 for Erisphex pottii), anal fin with seven soft rays (vs. 10~13) and pelvic fin with three soft rays (vs. two). We propose new Korean names, "Dot-chi-sok" and "Dot-chi" for the genus and species, respectively.

Effects of Surface States on the Transconductance Dispersion and Gate Leakage Current in GaAs Metal - Semiconductor Field-Effect Transistor (GaAs Metal-Semiconductor Field-Effect Transistor에서 표면 결함이 소자의 전달컨덕턴스 분산 및 게이트 표면 누설 전류에 미치는 영향)

  • Origins for the transconductance dispersion and the gate leakage current in a GaAs metal semiconductor field effect transistor were found using capacitance deep-level transient spectroscopy (DLTS) measurements. In DLTS spectra, we observed two surface states with thermal activation energies of 0.65 $\times$ 0.07 eV and 0.88 $\times$ 0.04 eV and an electron trap EL2 with thermal activation energy of 0.84 $\times$ 0.01 eV. Transconductance was decreased in the frequency range of 5.5 Hz ~ 300 Hz. The transition frequency shifted to higher frequencies with the increase of temperature and the activation energy for the change of the transition frequency was determined to be 0.66 $\times$ 0.02 eV. From the measurements of the gate leakage current as a function of the device temperature, the forward and reverse currents are coincident with each other below gate voltages lower than 0.15 V, namely Ohmic behavior between gate and source/drain electrodes. The activation energy for the conductance of electrons on the surface of MESFET was 0.63 $\times$ 0.01 eV. Comparing activation energies obtained by different measurements, we found surface states H1 caused the transconductance dispersion and the fate leakage current.

Influences of Disturbance Intensity on Community Structure, Species Richness and Abundance of Arthropod Predators (Araneae, Carabidae, Staphylinidae, and Formicidae) in Burned-pine Forest (산불지에서 절지동물 포식자(거미목, 딱정벌레과, 반날개과와 개미과)의 군집구조, 종풍부도 및 풍부도에 대한 교란강도의 영향)

  • The present study was carried out to evaluate arthropod predators (Araneae, Carabidae, Staphylinidae, and Formicidae) as bioindicator for forest disturbance. We selected 12 study sites according to disturbance intensities caused by fire intensity and recovery methods at Goseong, Gangneung, and Samcheok in Gangwondo. Intensities of disturbance were characterized as follows: 0 (no fire), 1 (surface fire), 2 (crown fire), and 3 (crown fire followed by reforestation). Arthropod predators were captured using pitfall trap. Species richness and abundance of Araneae, Carabidae, Staphylinidae, and Formicidae were not different along disturbance intensities. However, species richness and abundance of grassland ants significantly increased in higher disturbance intensities. Abundance of grassland ants such as Formica japonica and Camponotus japonicas linearly decreased along litter depth. Furthermore, ant communities were clustered along disturbance intensities. In a one-time survey, ants may be most useful as bioindicator for forest disturbance among the four predator taxa, because ants actively forage for long seasons.
