Human Capital and Methodic of Determination of Its Cost: A Case of Kazakhstan

  • This research is aimed the furthest development of the conception of Human capital formation. The study made on the base of methods of scientific classification and systematization; dialectical method and the method of scientific abstraction, systematic and comparative analysis; expert assessment and ratings. Formation of the competitive human capital is one of the most important goals of modern development of Kazakhstan in condition of the innovative economy construction. In this context the necessity of formation and development of the effective human capital considerably increases. Realization of this requires definition of a technique of measurement of its cost as well. The authors attempt to calculate the value of human capital for Kazakhstan during independency time. In order to determine the methods of its quantitative and qualitative assessment different methodological ways for human capital research are studied. On the basis of the study, it was revealed that formation of the competitive human capital can't be considered in a separation from development and modernization of system of quality education, improvement of the employment sphere, worthy payment for work.

Methodological Approaches to Estimation of Economic Growth and Sustainable Development: Kazakhstan's Experience

  • The study aims to analyze the theoretical background of the economic growth and sustainable development; systematization of scientists view on monitoring and economic and innovative evaluation, analysis and diagnosis of factors affecting these processes. Rating characteristics of the level of innovative resources development obtained based on the comparative analysis of Kazakhstan regions. Calculations were done based on official statistics during 2010 and 2015-2017. Based on obtained data there has been grading of the country regions and their ratings were determined by the level of development of innovative resources. This research identifies areas and mechanisms to ensure balanced sustainable development of the national economy. The findings suggest that sustainable development of the state is affected by the innovative activity of the regions, the sustainable development of which is ensured by innovative enterprises. Transition to the model of sustainable territorial development involves the formation of such conditions and the use of mechanisms under which the natural base of this development is not destroyed, the environment suitable for human existence is preserved and reproduced. The findings of this research support for pursuing a national policy of reducing regional imbalances, and promoting a more balanced and sustainable development of the whole country.

The Human Capital as a Factor of Competitiveness and Economic Development

  • Purpose - The purpose of this paper is to rationale the new approach to analysis of the human capital as a factor of effective development of a national economy and increase the level of country's competitiveness. Research design, data, and methodology - This research aims the furthest development of the conception in human capital formation. The study made on the base of the methods with scientific classification and systematization, that is, comparative, statistical analysis, economic-mathematic method, and expert assessment and ratings. Results - This research attempted to measure the correlation between the human capital elements and the level of country's competitiveness. The study revealed that formation of the competitive human capital cannot be considered in separation from the development and modernization of education system, the improvement of employment sphere, and the creation of effective interaction between them through the system of professional skills. Conclusions - The competitive human capital formation is one of the most important goals in the innovative economy construction and modern development, and it is also indispensable subject. Especially in the condition of economic crises, the necessity of formation and development of the effective human capital is considerably increasing. Realization of this task requires the development and stimulation of all the factors influencing the growing human potential.

  • The purpose of this study is to provide the contents and effective methods of educational program for human resource development focused on the full-time housewives. For this purpose the case interviewed with 24 professionals and management leaders of women education field are performed and 445 questionares from full time housewives who participate in at least one education program are analyzed. The findings of this study are followed. 1. The most preferred programs are sports/health program(28.8%), leisure program(26.5%), household income management program(15.9%), culture/arts program(15.2%) in percentage order. And the first preferred motivation of participation in the programs is the self development(38.4%). 2. The positive effect of program is founded more with participants in family oriented program and society oriented program than in individual oriented program. And the satisfaction degree of participants in family oriented program is higher than in individual/society oriented program. 3. The degree of demands for Program management and program characteristics is higher than the demands for program installations and program supplying methods. 4. In the area of effectiveness methods the demands for program systematization according to program level are most referred.

가족친화마을만들기를 위한 모델 및 핵심 요소 (A Discussion of the Family-Friendly Village Model and Important Factors)

  • A law facilitating a family-friendly social environment was legislated in December 2007. According to the law, projects for facilitating a family-friendly social environment consisted of a family-friendly working environment, a community environment, and the promotion of a family-friendly culture. There has been much progress in developing a family-friendly working environment through projects such as those advocating for flexible work hours, an employee support system, and child care and a family care support system. However, in terms of a family-friendly community environment project, there was no noticeable advancement. Hence, this study was conducted to find ways to vitalize the family-friendly village project in terms of the family-friendly community environment project. The major findings of this study were as follows: A family-friendly village could be structured on the three axes of time, space, and relation. The model of the family-friendly village project consists of the following three steps: motivation, systematization, and participating & practicing. In the motivation step, integration, community, and sustainability were needed as basic ideologies for a family-friendly village. In the systematization step, providing systematic educational systems for residents taking on leadership and activist roles was stressed. In the participating & practicing step, many ways to facilitate residents' social relationships were suggested: starting the project from matters of common interests, making the resolution of families' problems a communal task of the residents, accepting the opinions of various groups associated with the matter, and taking a differentiated project process according to the geographic, socio-economic, and demographic characteristics of the groups. It is strongly suggested that the family-friendly village should be taken as a common functional scheme in everyone of eight livable village models because a key factor in a family-friendly village, family care, serves an essential function in any livable village model.

경영학과 비영리부문의 교과과정 분석: 한국과 미국을 중심으로 (Curriculums in the Nonprofit Sector of the School of Business Administration: Focused on South Korea and United States)

  • 경영학에서 비영리 분야에 대한 연구는 매우 미흡하며, 대부분의 연구들은 조직측면에서 진행되어 왔으므로, 비영리 부문의 교육과정에 대한 연구는 다루어지지 못하고 있었다. 그러므로 본 연구는 한국과 미국의 주요 대학에 개설되어 있는 경영학부 및 석사과정에서 비영리 관련 과목의 개설 정도를 조사하고 분석한 후, 국내 대학교의 비영리 관련 과목의 활성화 방안을 모색하고자 한다. Wish & Mirabella(1998)의 연구를 기반으로 비영리 분야를 제도화 수준, 교육수준, 커리큘럼 수준으로 분류하였으며, 한국과 미국의 경영학부 및 석사과정에 개설되어 있는 비영리 관련 교과과정을 분석하였다. 분석 결과, 미국 대학교에 비해 국내 대학교의 비영리 분야에 대한 제도화 수준, 교육수준, 커리큘럼 수준은 낮은 편이였다. 국내 대학교의 비영리 분야를 활성화시키기 위해서는 비영리 분야의 연구소 및 학위 과정 개설, 전문가 육성, 교과과정 개설 등이 필요하다.

  • 2011년 사회복지사업법 개정, 2012년 사회복지사업법 시행규칙이 개정됨으로써 지역사회복지관의 기능이 사례관리기능, 서비스제공기능, 지역사회조직화기능의 3대 기능으로 재조정이 이루어졌다. 그에 따라 지역사회복지관은 2013년부터 지역사회복지관에 요구되는 기능과 역할, 그에 부합하는 사업 및 프로그램과 서비스, 조직체계를 정비하면서 지역사회복지의 핵심적 주체로서의 위상을 새롭게 정립해나가야 하는 과제를 안게 되었다. 그러나 현재 지역사회복지관이 본연의 기능을 수행하는데 있어서는 내외적 제약요인이 작용하고 있다. 외부적으로는 유사기관과의 경쟁, 사회환경의 변화에 따른 복지욕구의 다양화, 서비스네트워크 구축의 미흡, 민관파트너십의 부재 등이 있으며 내부적 제약요인으로는 지역사회조직화 역량의 부족, 프로그램 문제, 자원의 부족, 인력의 부족, 등이 자리잡고 있다. 이러한 제약요인들을 극복하면서 지역사회복지관이 지역주민의 삶의 질 향상을 위한 중추적 위상을 정립하기 위해서는 지역사회조직화사업에 복지관의 역량 집중, 지역사회복지 관련 인적 물적 자원네트워크 구축, 사회교육프로그램가 단순구호사업의 점진적인 축소, 주민조직의 육성 마을만들기의 바람직한 방향 제시, 지역주민 욕구조사에 토대한 프로그램 개발, 민관파트너십 형성노력 등이 요구된다.

  • This study proposes a plan for the residents to have a capacity to build a family-friendly community on their own. As there is not a family-friendly community related program developed for "Resident's Capacity Reinforcement", three programs closely related with family-friendly community program were analyzed instead. Analysis showed that first, the community spirit must be emphasized to maintain the characteristics of family care with social support. Second, educational contents must reflect resident's capacity elements that are necessary for participating in the family friendly community building stages. Third, there is a necessity for systematization of education courses into beginner, intermediate, and specialty course given education is continued. Fourth, there is a necessity for the curriculum that may be used for the family friendly community building to foster human and material resource management ability. Therefore, framework for the educational contents suggests X-axis and Y-axis presented by person-business and morphogenic-morphostatic as referred to Ulrich(1997),s human resource model. However, this study has limitations because educational program of 'livable community building' are analyzed for the plan to reinforce capacity to build family-friendly community. There is a necessity for continuing to improve the program by in depth interview or social survey with residents and leader in community.

한국산 유기JAS인증 농산물의 일본 수출가능성 분석 -방울토마토를 중심으로- (Feasibility of Exporting Korean Organic Agricultural Products to Japanese Market)

  • The objective of this paper is to evaluate the feasibility of exporting Korean organic agricultural products to Japanese market. To achieve the objective, we explored the marketing trend of organic agricultural products in Japan and surveyed marketing dealers and food processors that deal with organic foods. We also analyzed Korean farmers' intention of acquiring organic Japanese Agricultural Standard(JAS) certificate in order to export organic agricultural products. The results show that mini tomato is economically feasible to acquire organic JAS certificate but other agricultural products need more attentions. The results also suggest that the education of production and safety management using the international standards such as Japanese Agricultural Standard should be strengthened by local government to promote export of organic agricultural products. The paper implies that producers acquiring organic Japanese Agricultural Standard should be systematization to get larger scale and to guarantee the stability in export supply.

주부교육프로그램에 대한 요구도 분석 (A Study on the Needs for Housewives' Educational Program)

  • The purpose of this study was to analyze the housewives' needs for educational program. In this study the needs lot housewives educational program are consisted on 3 areas ; 1. program contents, 2. program management and 3. program activization plan. For the survey and statistical analysis the questionares from 445 full-time housewives who participate in educational program at present are used. The results of this study are following; 1, in the area of program contents the needs for housing/health, nutrition, family life planning for elderly stage and enhancement of parents-children relationship are very high. This contents are very related with research topics of human ecology. So the researcher of our science are expected to be involved more in the related program development and actualization in the field. 2. in the area of program management the needs for the concret management process such as human resource management and education period are much higher than the educational provision. 3. in the area of program activization the systematization of the program incording with program level is most needed. 4. the housewive who are keeping the social characteristics such as social orientation, the motivation of social integration, the participation in the social-oriented educational program have higher needs for the most entire program contents, management and activization plan.
